Lee McDaniel NACD Immediate Past President & 2019 Annual
Meeting Chair
On behalf of the National Association of Conservation Districts
(NACD), welcome to San Antonio and the 73rd Annual Meeting.
During your week in the Lone Star State, you’ll learn about the
region’s natural resources challenges and mitigation strategies.
This week’s programs will highlight the diverse efforts of
conservation districts and our partners to make conservation happen
on the ground. You’ll also have a chance to explore the unique
history of the state, the world-famous architecture of Mission City
and the natural resource phenomena on display in the Hill Country.
NACD thanks the Association of Texas Soil and Water Conservation
Districts (ATSWCD) for hosting this year’s event. Together, we have
put a lot of time and planning into this meeting, and we are
confident that your time here will be full of educational and
networking opportunities. Don’t forget to download NACD’s free app,
where you can access Annual Meeting materials and updates at a
glance. Thank you for your continued leadership, engagement and
focus on the voluntary, locally- led conservation mission. If I, or
any of the other NACD officers or staff, can be of assistance to
you this week, please don’t hesitate to ask.

Improving Water Quality Outcomes from Agricultural Practices
Conference Room 11 Sand County Foundation, Farm Foundation, Noble
Research Institute and NRCS, in collaboration with NACD, convened a
collaborative project to assess the effectiveness of agricultural
management practices at improving water quality. The project
identifies gaps in this knowledge, key obstacles to overcome, and
crafts strategies to advance improvements. This presentation will
be the first public release of this assessment and will provide
valuable information about the effectiveness and “conservation
return on investment” from management practices. This session will
also identify additional funding sources to broaden the base beyond
reliance on farm bill programs to finance conservation. Moderator:

Building Capacity Through Partnership Conference Room 3/4
California’s Resource Conservation Districts (RCDs) are essential
to helping rural, urban and suburban communities manage and adapt
to drought, wildfires, floods and other natural resource
challenges. Hear about CARCD’s ambitious effort to build capacity
in the state’s 98 RCDs in partnership with state agencies and
private donors. Learn how targeted work to strengthen districts at
their organizational core can help them become more relevant to

9:00 AM – 12:00 PM Ecosystems Services Markets Symposium Conference
Room 3/4 Balancing the pursuit of economic and environmental
outcomes is challenging for farmers in the face of a changing
policy and market landscape. Noble Research Institute’s
farmer-facing Ecosystem Services Market (ESM) program will include
a large-scale funding mechanism independent of government
subsidies. This mechanism will secure its returns based on the
environmental performance of investing in soil health, as well as
other soil and water conservation practices. Funding will be
offered to farmers wishing to enroll in the ESM program to increase
soil health, mitigate greenhouse gases, improve water quality and
quantity - as conservation practices are created and verified,
farmers are paid. Technical assistance will be a vital service to
support producers in the transition to regenerative agriculture.
The suite of available practices considered under the ESM program
is not a one-size-fits all framework. Engaging and supporting
farmers on the path to adopt approaches that work for them and
their production system will be crucial for the longevity of the
ESM program. This holistic program will unlock the vast potential
of our nation’s soils and empower our agricultural producers.

Since its founding in 1837, John Deere has seen a great many
changes in its business, its products, its services. Change always
comes with opportunity. And Deere has always been ready and willing
to embrace it. Yet, through it all, John Deere’s mission is still
dedicated to those who are linked to the land - farmers and
ranchers, landowners, builders, and loggers. And Deere has never
outgrown, nor forgotten, its founder’s original core values. Those
values determine the way we work, the quality we offer, and the
unsurpassed treatment you get as a customer, investor,
employee.
The Natural Resources and Sustainable Agricultural Systems National
Programs of the USDA Agricultural Research Services support
researchers in developing technologies and strategies needed to
help farmers, ranchers, and other managers effectively steward the
diverse agricultural mosaic spread across the nation. Emphasis is
given to developing technologies that are economical to use and
systems that support profitable production and enhance the nation’s
vast renewable natural resource base. We address issues affecting
both private and public lands, because together these are the
foundation of a healthy and vibrant agricultural industry that not
only provides food, feed, fiber, and renewable energy to the
nation, but also abundant and high quality supplies of fresh water
and clean air, as well as healthy ecosystems.

The National Conservation Foundation (NCF) has launched an effort
in partnership with NACD called the Next Generation Leadership
Institute (NGLI). Its goal is to provide first-class leadership
development opportunities for the next generation of conservation
leaders.
The institute’s overall goals include developing a program for
future leaders, creating knowledgeable leaders and ambassadors,
creating grassroots advocates, and creating a financial model for
sustaining the initiative.
