Procuring an energy performance contract

• Energy performance contracts are typically high value and therefore have two main procurement routes: undertake your own “OJEU” type tender or use an energy performance contracting framework

• In selecting a framework provider there are a number of questions to consider:

• Who owns the framework and how robust is it?

• How much will the framework owner / support partner get paid -either directly or indirectly - for their support and use of the framework?

• What support will be provided?

• How long will you be paying support costs for?

• Is your selection of a framework / support partner compliant with public procurement rules?

Lessons learnt LOW-LEVEL BUY IN.

○ at least as important as senior buy in.

people involved.
