- But he was a special gem working under unique circumstances, a
background of a professional engineer, and a village with no water
supply.

there was support, and then reinforce and motivate the base.

base, and while there has been leadership from the major
associations, their membership may not have been as enlightened or
supportive so we had and have to get back to our roots and make
sure the base is with us. Example
