ridingNLSACode.PREAMBLE TheNLSARefereeCommitteegoverns,undercontroloftheNLSABoardofDirectors,therefereeprogramintheprovince.Variousaspectsoftheofficiatingprogram,particularlytheconduct/misconductofofficials,aregovernedbytheRulesandRegulationsestablishedbyCanadaSoccer.1.NLSAREGISTRATIONTheNewfoundlandandLabradorSoccerAssociationisresponsiblefortheadministrationofsoccerprogrammesacrossNewfoundlandandLabrador.Theseresponsibilitiesincluderefereeregistration,inconjunctionwiththeNLSAoffice.TheNLSArefereecommitteethroughtheregistrar(MartinBattersone-mail:martinbatterson@gmail.com)willhandlerefereeregistrationin2019. NewlyqualifiedrefereeswillbeautomaticallyregisteredwiththeNLSAforthecurrentyear.Allothersmustregisteron-lineviathelinksontheNLSAwebsite.Introductoryrefereecoursesaredescribedlaterinthismanual.TheNLSAregistrationyearrunsfromJuly1sttoJune30th.Officialsmustregisterdirectlyviatheon-lineformavailableontheNLSAwebsitetobeeligibletoofficiateinNLSAsanctionedgames.RefereeregistrationwillstartasofApril1st,andallrefereesshouldregisterbyMay31st.Allofficialsmustberegisteredpriortoofficiatingintheirfirstoutdoorleaguegameoftheseason.Asof2019,allrefereeshavetocompleteacompulsoryrefreshercoursepriortotheirregistrationbeingaccepted.Therearetworefreshertests,onefordistrictrefereesandabove,andoneforthosewhoarequalifiedassmall-sidedreferees.RegistrationfeesFIFA:asperCanadaSoccerrates.NationalReferees/Instructors/Assessors:asperCanadaSoccerrates. Referees,instructors,andassessorswillpaythehighestofthefeesappropriatetotheirclassificationsandwillonlypayonefee,e.g.,aProvincialclassrefereewhohasbeennominatedasaNationalAssessorwillpayafeedeterminedbyCanadaSoccerandnotthe$65feeforProvincialstatus.2.BENEFITSOFREGISTERINGWITHTHENLSALocalsoccerassociationswillonlyassigngamestoNLSAregisteredreferees.
- Asareferee,youarecoveredbyNLSAinsurance.Thiscoversyouagainstpersonalinjuryatagamewhenyouarerefereeing.Evenmoreimportantly,itcoversyouagainstliabilityifaplayerisinjuredatagameinwhichyouareofficiating.Notethatrefereeswhoofficiateataleveltheyarenotqualified(i.e.thosewhohavetakenonlythesmallsidedcoursebutareofficiating11/sidesoccer)willnotbecoveredbyinsurance.
- Youwillbeeligibletobeassessedonyourperformance.Thisisarequirementforupgrading.Theseassessments,alongwithyouron-fieldperformances,areusedtodeterminesuitabilityforhigher-levelcompetitions.Yourassessmentsandonfieldperformancearealsousedtodetermineappointmentstouniversityandotherprovincialandnationalcompetitions.
- Dependingonyourcurrentclassification,youmaybeeligibletobeanofficialinNLSAcompetitions
(indoorandoutdoorprovincials,Universitygames,andChallengeCup/JubileeTrophyCompetition).Youmayalsobeconsideredforout-of-provinceassignmentsasrequestedbyCanadaSoccer.Notethatcommitmenttorefereeinyourlocaldistrict/regionismandatorybeforeProvincialassignmentsmaybeexpected.
- Refreshercoursesandprofessionaldevelopmentsessionsareofferedatnocosttoregisteredreferees.
- Fitnesstestsarescheduledandofferedatnocosttothereferee.
- AsanNLSAregisteredofficialyouqualifyforupgradingclinics,andhavetheopportunitytoqualifyasan
instructorand/orassessor.
- Ifyoumoveorvisitanywhereelseintheworld,NLSAwillforwardyourrefereequalificationstoCanadaSoccerandtheywillforwardtoyournewlocalsoccerassociation.
- CanadaSoccerRefereebadgesareavailabledirectlyfromtheNLSAfor$5.00+HST
Ifyouchoosenottore-registerasanNLSAreferee,thenasperCanadaSoccerregulations,aftertwoyearsyourrefereequalificationexpires.Forexample,ifyoufirstqualifiedin2010,butyouwerenotregisteredin2017or2018,thenyouwouldneedtoapplytotherefereecommitteeandfollowtherequiredproceduresinordertoregisterasarefereein2019.Tore-certifyasareferee,therefereecommitteewillapplythefollowingguidelines.Theregistrationdatabasecontainsrecordsgoingbackto2011.Anyrefereewhowishestore-certifyandwholastregisteredpriorto2011mustproduceevidenceoftakingandpassingrefereecourses.Iftheycannotprovidesuchdocumentationtheymusttakeafullentrylevelorsmall-sidedcourse.Forrefereeswhoregisteredatsomepointfrom2011onwards,orregisteredpriorto2011andcanproduceevidenceofpassingacourse,thefollowingguidelinesapply:-

- Refereeswhohavepreviouslybeenupgradedtoregionalorprovinciallevel,andhavebeenregisteredsince2011canre-registeriftheyattendaprofessionaldevelopmentday,aLawsoftheGamerefresher,orotherwisedemonstratetothecommitteethattheyarefamiliarwithchangesintheLawsoftheGame.
- Districtrefereeswithatleasttwoyearsofficiatingexperienceof11/sidesoccercanre-registeronsuccessfulcompletionoftheEntryLevelexam.
- Allothersmustre-taketheEntryLevelorSmall-Sidedcourse.-
3. THE REFEREES STANDING COMMITTEE 3.1 Terms of Reference ObjectiveThegoaloftheCommitteeshallbetoadvisetheNLSABoardwithrespecttotheregulationsofrefereesinNewfoundlandandLabrador,andtoadministerrefereeactivitiesintheprovince.TheCommitteemayrecommendchangestotheBoardregardingNLSArulesandregulationsandadministrativeregulationswithrespecttoreferees.TheCommitteeshalladministerrefereesaccordingtorequirementsofCanadaSoccer.Responsibilities
- Recommendingpolicies,rulesandregulationsaffectingrefereestotheNLSABoard,andimplementingthosepoliciesuponapprovalbytheboard.
- DevelopinganannualbudgetforrefereeingintheprovinceforapprovalbytheBoard.- EnsuringFIFAandCanadaSoccerdirectiononrefereeingisfollowedwithintheprovince.- CommunicatingNLSAandCanadaSoccerpoliciesanddirectionsonrefereeingtorefereesthroughoutthe
province.- ProvidingtechnicaladviceoftheLawsoftheGametotheNLSA.- Providingadviceonrefereeingissuestoregionsandleagues.- Promotingofficiatingincoordinationwithregions,clubsandleagues- Coordinatingrefereeassessments,andmaintainingrecords.- CoordinatingassignmentsofrefereestogamesunderNLSAdirectjurisdiction(ChallengeCup,Jubilee
Trophy,andProvincialYouthLeagues;otherprovincialtournaments).- RecommendingpayratesformatchesunderNLSAjurisdiction.- Coordinatingandprovidingrefereeinstruction,educationanddevelopment.- Recommendinghonorariaforinstruction,assessing,andmentoring.- Coordinatingrefereefitnesstrainingandfitnesstesting,andmaintainingrecordsoffitnessperformance.- Considerationandapprovalforrequestsforsupportfordevelopmentalrefereeingopportunitiesoutof

AspertheNLSAconstitution,theNLSAannuallyappointsaDirectorofRefereesforaone-yearterm.TheDirectorofRefereesactsasChairoftheRefereesStandingCommittee.TheChairofthecommitteerecommendstotheNLSABoard(whoapprovesallcommitteeappointments)3-5additionalmembersforone-yearappointmentstothecommittee.Committeemembersshallbeactivereferees,instructors,orassessors(oramemberofNLSABoard,orappointedbytheNLSAPresident).TheNLSApresidentalsositsonthecommitteeasanex-officiomember.Meetings:Meetingsareheldregularlyatthecallofthechair.Reporting:TherefereecommitteereportstotheNLSABoard.FormalreportingislimitedtoanannualreporttotheNLSAAGM,butupdatesshouldbeprovidedtotheboardatNLSAboardmeetings. 3.2 Assessment Responsibilities Theassessmentprocessisdesignedtoevaluatehowwellanofficialcanrefereeasoccergame.Anassessmentisnotanattempttocatchtheofficialdoingthingswrong.Itisaprocessbywhichamoreexperiencedrefereecanhelpalessexperiencedreferee,bydevelopingtheskillsnecessarytoreachahigherlevel.Assessmentsareakeypartoftherefereeupgradingprocess.TheCoordinatorofAssessorsisresponsibleforrecruitingassessors,assigningthemtogames,ensuringacopyoftheassessmentisdeliveredtotheindividualreferee,andmaintainingrecordsofassessments.AssessmentsshouldnormallybecompletedandforwardedtotheCoordinatorofAssessorswithin72hours.Refereesareresponsibleformaintainingtheirownportfolioofassessments.TheNLSAprioritiesforallocatingassessorstogamesare:
- Officialswhoareeligibleforupgrading,orthoseofficialsidentifiedasbeingonthedevelopmentpathtonationalnomination;
- NominatedNationalrefereesandabove(assessmentrequirementsaresetbyCanadaSoccer);- Officialswheretherehavebeenconcernsraisedaboutperformance;- Officialswhorequestanassessment,aspartoftheirpersonaldevelopment;- Requestsforassessmentsbyclubs/leagues/regions.
Allrefereeswishingtoupgradeshouldnotethat,whileeveryeffortismadetogetcopiesoflocaldistrictschedules,andgetassessorsouttoassessablegames,itistheresponsibilityoftherefereetonotifytheCoordinatorofAssessorsofhis/herrefereeingschedule.TheserefereesmustnotifytheCoordinatorofanychangestotheirschedules.Clubs,leaguesandregionsareencouragedtoincludeassessmentsandmentoringaspartoftheirrefereedevelopmentprogramme,andtheyshouldcontacttheCoordinatortodevelopaplanfordoingso.TheNLSARefereeCommitteerecognizesthatassessmentsareacriticalcomponentofrefereedevelopment,andwillpayforthefirstassessmentforanofficialinanyyear,withtheexceptionofthosewhorequestanassessmentaspartoftheirpersonaldevelopment.Forassessmentsrequestedbyaclub,leagueorregionthefeeshallbecoveredbytherequestingbody(allsuchbodiesareencouragedtobudgetforassessmentsandmentoringaspartofofficial’sdevelopment).

3.3 Educational Responsibilities TheresponsibilityforrefereetrainingbelongstotheNLSA,incooperationwithCanadaSoccer.Thisincludestrainingprogramsforreferees,forrefereeassessors,andforrefereeinstructors.ItistheresponsibilityoftheCanadaSoccerReferee’sCommitteetoprovidetheprovincialassociationswithmaterialforrefereecourses.Therefore,theNLSAarrangesintroductoryrefereetrainingcourses,andcoursesforupgradingrefereesfromDistrictclasstoRegionalclass.TheRefereeCommitteerecommendscandidatesforupgradingfromRegionaltoProvincialclass;thesecoursesgenerallyareheldannuallybyCanadaSoccerbutcanbeheldlocally.TheCoordinatorofInstructionisresponsibleforrecruitingrefereeinstructors,whowillthenbeassignedtocoursesthathavebeenrequested.3.4 NLSA Assigning TheNLSAhostsoroverseescompetitionsthroughouttheyear.TheseincludeProvincialtournamentsatSeniorlevel,theChallengeCup/JubileeTrophyCompetitions,Universityleagues,ProvincialYouthLeaguesetc.TheNLSAAssignorhasvariousresponsibilities.Theseinclude:
- Ensuringlocaldistrictsusesuitablyqualifiedandregisteredreferees.- AssigningofficialsforUniversitygames.- Verifyingtheclassificationoflocalandnewlyarrivedofficials.
OfficialsareassignedtoNLSAeventsaccordingtothefollowingpriorities:1. OfficialsassignedtorefereeintheseniorclubchampionshipsandAlevelprovincials,andUniversitygameswillallbeRegionalclassorabove,whereverpossibleandshouldhavesuccessfullycompletedtheannualfitnesstest,asoutlinedfortheirclassification.2. Refereescurrentlyinprocessofupgrading.3. Refereeswhohavesuccessfullycompletedfitnesstestinginthecurrentyear.4. Otheractivereferees.4. OFFICIATING COURSES TheNLSA,incooperationwithCanadaSoccer,offersthebasicEntryLevelcertificationcourse,whichqualifiesparticipantstoofficiatein11/sidesoccer.TheNLSAalsooffersaSmallSidedRefereeCourseforthoseinterestedinonlyofficiatingsmall-sidedmatches.Torequestacourse,contactGaryMartin(garymartin@nl.rogers.com)andtheNLSAoffice. SMALL-SIDEDREFEREECOURSEThisisabasicofficiatingcourse,designedforthoseinterestedinofficiatinggamesintheUnder11divisionorbelowdesignedforlessthan11/sidesoccer.Thisisan8-hourcourseprovidedbytheNLSA.Itisimportanttonotethatthesmallsidedrefereecoursedoesnotqualifyanofficialtoreferee11/sidesocceratanylevel,ortoactasanassistantrefereeatanylevel,ortoofficiateinprovincialtournaments(otherthansmall-sidedgames).Itisopentothoseaged12to14yearsoldasofthedateoftakingthecourse(oldercandidatesmaybeacceptedbutitisrecommendedthattheytaketheEntryLevelcourse;exceptionscanbemadeforyoungerrefereeswhowillturn12priortoofficiating).Thecourseispracticallyoriented,andshouldideallybeofferedonasoccerfield,withaclassroomavailable.

Theintentofthisclinicistointroduceofficiatingtoyoungerreferees.Theclinicisinteractive,andintroducesyoungrefereestothebasicconceptsofrefereeing.Theythenneedtoapplythisknowledgetoofficiatingrecreationalmicroandmini-soccerplayersintheagesofU4toU11.Toofficiatesmall-sidedmatcheswheredirectfreekicks,penaltykicksortheoffsidelawisbeingapplied,officialsmusthavecompletedtheentrylevelcourse.Candidatesaged14andoverarestronglyencouragedtotakethefullentry-levelcoursethatqualifiesthemfor11/sidegamesaswellassmall-sidedsoccer.ENTRYLEVELCOURSETheEntryLevelcourseisanintroductiontoofficiating.Itisa16-hourCanadaSoccer-certifiedcoursedesignedtoteachtheLawsoftheGame.Thecourseispracticallyorientedandthereisanexamination.TheminimumageacandidatemaybepresentedfortheEntryLevelCourseis14years.CandidateswhodonotreachthestandardrequiredbyNLSAintheinitialexaminationmaynotbepresentedforfurtherexaminationuntilaperiodof28dayshaselapsed.UponsuccessfulcompletionoftheEntryLevelcourse,anofficialmayregisterasaDistrictLevelofficial,providedtheyhavereachedtheageof16years.Refereesbetween14and16yearsofageareregisteredasYouthRefereesbutcanreferee11/sidegames.FollowingsuccessfulcompletionoftheEntryLevelcourse,officialswillbeexpectedtobeassessedbeforefurtherupgradingisconsidered.PromotionfromDistrictleveltoRegionallevelisperformancebasedbutrequirescompletionoftheRegionalcourse.REGIONALLEVELCOURSEThiscourseisdesignedfortheDistrictreferee,whohascompletedtherequirementsforRegionalpromotionlevel.ThiscoursewillcoveraspectsofofficiatingandwillnormallybeinstructedbyaProvincialInstructor.PROVINCIALLEVELCOURSEThiscourseisdesignedfortheseniorofficial,whohascompletedtherequirementsforupgradingtoProvinciallevel.Candidatesmustpassafitnesstestandon-lineexamandberecommendedtoCanadaSoccertoparticipateintheannualcourse.FUTSALTheNLSAispromotingFutsalforoff-seasonplay,andtheremaybearequirementtocertifyrefereesforthisvariantofthegame.Updateswillbeprovidedonthislaterintheyear.

REFEREE PROMOTION Refereesmustapplyforpromotioninwriting.PromotiontakeseffectonapprovalbytheRefereeCommittee.Everyyear,theNLSAattemptstoholdoneormoreupgradingcourses(toupgradefromsmall-sidedtodistrictreferee,thefullentrylevelcoursemustbetaken).Thesecoursesarerundependingonnumbersbeingavailabletoconductsuchcourses.Tobeeligibletoparticipateinanupgradingcourse,youmustmeetcertainrequirements.UpgradingfromDistricttoRegionallevelTobeeligibletorequestpromotion,youmusthavebeenarefereeforatleastonefulloutdoorseasonwiththemajorityofthematchesofficiatedatthecompetitiveU16levelorabove,butpreferablyattheseniorlevel.Tobeconsideredforpromotion,youmusthave:
- Attended,participatedin,andpassedtheannualfitnesstestatregionallevel.- Completedfoursuccessfulassessmentswithinthelast24months,twoasareferee,andtwoasan
assistant.- Providedaportfolioofallgamesofficiated(copiesofassessments,recordofappointments).- Refereedatleast20competitivematches(11asidecompetitionsforplayersU16orabove)withinthe
provinceinseniorprovincialplay.- CompletedaminimumoffivegamesasanAssistantRefereeinthepromotionseason.- Attended,participatedandpassedtheRegionalCourse
Ifyouarenotsuccessfulinupgradingbecauseofassessments,orfailingtoattendafitnesstest,youmaycompletetheserequirementsinthefollowingseason.UpgradingfromRegionaltoProvinciallevel

Tobeconsideredforpromotion,youmusthave:
- BeenaRegionallevelrefereeforatleastonefulloutdoorseason.- SuccessfullycompletedtheProvinciallevelupgradingclinic.- Successfullymetthestandardsofthefitnesstest.- Completedthreesuccessfulassessmentsinthesameoutdoorseason(2asarefereeand1asan
assistant).Ifrequired,assessmentsmaybecarriedforwardtosecondyear.- Providedaportfolioofallgamesofficiatedperoutdoorseason(copiesofassessments,recordof
appointments).- Refereedatleast20competitivematches(11-a-sidecompetitionsforplayersU16orabove)withinthe
provinceinseniorprovincialplay.- CompletedaminimumoffivegamesasanAssistantRefereeinthepromotionseason.
UpgradingissubjecttothediscretionoftheRefereesCommittee.TheNLSARefereesCommitteewillmeettodiscussrefereeupgradesasrequired.Candidateswillbeinformed,inwriting,ofanupgrade.Itistheindividualofficial’sresponsibilitytoensurethecommitteehasallappropriateinformationforupgradestobeconsidered.UpgradingtoNationalListRefereeEachyear,theNLSAmaynominaterefereestoCanadaSoccerforpromotiontoNationalreferee.He/shemusthaveconsistentlyperformedatahighlevel,receivedappropriateassessmentsataseniorlevelinthepast24months,andmustalsobeactiveinotherareasofsoccer(suchasrefereeinstruction,refereeassessment,orservingasamentortotheyoungerreferee).CanadaSoccernominatesofficialstoFIFAforinclusionontheInternationalRefereeslistandtheAssistantRefereeslist.Thesenomineesareoften,butnotnecessarily,takenfromtheNationalrefereeslist.7. FITNESS TESTING NLSAofficialsareexpectedtomaintainaleveloffitnessappropriatetothegamestheyareofficiating.Atthestartofeveryoutdoorseason,theNLSAarrangestheopportunityforrefereestoattendfitnesstests.Thistestisaveryusefulgaugeforofficialstocheckwhethertheirconditioningwillmeetthephysicaldemandsofoutdoorsoccer.Testswillbeofferedasneeded.Testsmustbecompletedforpriorityforassignmenttohigh-levelgames(ChallengeCup,JubileeandUniversity),forupgrading,andtomaintainprovincialrefereestatus.Refereesareencouragedtotakethefitnesstestatthebeginningoftheoutdoorseason,andtestresultswillbetakenintoaccountinallassignments.FitnesstestsfromthepastseasonremainvaliduntilJuly1st.Fitnesstestingisdesignedtohaveparticipantsreachtheirphysicallimits.Assuchtheycanputsignificantstressonthebody,andrefereesarestronglyadvisedtoobtainclearancefromtheirfamilydoctoriftheyhaveanyconcernsinregardtotheirphysicalcapability.InparticularCanadaSoccerwillnotpermitanycandidatewithhighbloodpressure(160/95)toattemptfitnesstests.Participantsareencouragedtochecktheirbloodpressurepriortoattemptingtesting.TheFitnessStandards:Therearetwomaintypesoffitnessteststhatwillberunthisseason,the“Beep”TestandtheCanadaSoccer/FIFAHighIntensityTest(HITest).TheHighIntensityTestisrecommendedforofficialswhowishtoofficiateatthetoplevel,andareinterestedinbeingconsideredfornationallevelcompetition.CanadaSoccerhasstipulatedthat

ThisCanadaSoccerpolicydocumentissuedbytheRefereesCommitteeisdesignedtoreduceinconsistenciesinrulingsoverplayerswearingcasts.AllrefereesareexpectedtofollowthesepoliciesinallmatchessanctionedbyCanadaSoccerLaw4statesthataplayermaynotuseequipmentthatisdangeroustohimselforanotherplayer.ThisisfurtherexpandeduponintheInterpretationsoftheLawsoftheGamewherebyitisadvisedthatplayersmayuseequipmentthathasthesolepurposeofprotectingtheindividualphysicallyprovidingthatitposesnodangertotheindividualoranyotherplayer.Modernprotectiveequipmentmadeofsoft,lightweight,paddedmaterialsarenotconsidereddangerousandarethereforepermitted.Hardplastercastsareconsideredtoposeadangertoboththewearerandotherplayersandarenotpermittedtobeworn.Thepracticeofpaddingahardplastercastdoesnotreducetheelementofdanger.

Playerswearingasoft,lightweight,castwillbepermittedtoplayifthecastdoesnotpresentadangertotheindividualoranyotherplayer.TherefereeorSupervisorofOfficials(ifonehasbeenappointedtothematch/tournament)willmakethefinaldecisionastotheacceptabilityofanycast.Anyplayerwhousesacasttointimidateorinjureanopponentshallbecautionedorsentoffdependingonthenatureoftheplayer'saction.
18. LIGHTNING/ SEVERE WEATHER POLICY
Whenthunderroars,goindoors!Thesafetyofplayers,coaches,managementandspectatorsistheprimaryconcerninanyweathereventthatoccursduringallmatchessanctionedbyCanadaSoccer.Byunderstandingandfollowingthebelowinformation,thesafetyofeveryoneshallbegreatlyincreased.Ultimately,therefereehasthefinalsayoverdelayingorrestartingamatchduetoweather.Waitingtostopplayornotwaitingtostartplaymayresultinaseriousinjuryorlossoflife.Refereesareexpectedtoactresponsiblywhendealingwithsucheventsduringmatchestheyarecontrolling.Ifyoucanhearthunder,youcangethitbylightning.Assoonasyouhearthunder,quicklygettoasafelocation.Morepeoplearestruckbeforeandafterathunderstormthanduringone.Stayinsidefor30minutesafterthelastrumbleofthunder.AdditionalInformationPleasenotethefollowingrecommendationsfromEnvironmentCanada:

Beawareofhowcloselightningisoccurring.Thunderalwaysaccompanieslightning,eventhoughitsaudiblerangecanbediminishedduetobackgroundnoiseintheimmediateenvironmentanditsdistancefromtheobserver.Whenlargergroupsareinvolved,thetimeneededtoproperlyevacuateanareaincreases.Astimerequirementschange,thedistanceatwhichlightningisnotedandconsideredathreattomoveintotheareamustbeincreased.

Knowwheretheclosest“safestructureorlocation”istothefieldorplayingareaandknowhowlongittakestogettothatsafestructureorlocation.Safestructureorlocationisdefinedasanybuildingnormallyoccupiedorfrequentlyusedbypeople,i.e.,abuildingwithplumbingand/orelectricalwiringthatactstoelectricallygroundthestructure.Avoidusingshowerfacilitiesforsafeshelteranddonotusetheshowersorplumbingfacilitiesduringathunderstorm.Intheabsenceofasturdy,frequentlyinhabitedbuilding,anyvehiclewithahardmetalroof(notaconvertibleorgolfcart)androlled-upwindowscanprovideameasureofsafety.Avehicleiscertainlybetterthanremainingoutdoors.Itisnottherubbertiresthatmakeavehicleasafeshelter,butthehardmetalroofwhichdissipatesthelightningstrikearoundthevehicle.Donottouchthesidesofanyvehicle!Ifnosafestructureorlocationiswithinareasonabledistance,findathickgroveofsmalltreessurroundedbytallertreesoradryditch.Assumeacrouchedpositiononthegroundwithonlytheballsofthefeettouchingtheground,wrapyourarmsaroundyourkneesandloweryourhead.Minimizecontactwiththegroundbecauselightningcurrentoftenentersavictimthroughthegroundratherthanbyadirectoverheadstrike.Minimizeyourbody’ssurfaceareaandtheground!Donotlieflat!Ifunabletoreachsafeshelter,stayawayfromthetallesttreesorobjectssuchaslightpolesorflagpoles),metalobjects(suchasfencesorbleachers),individualtrees,standingpoolsofwater,andopenfields.Avoidbeingthehighestobjectinafield.Donottakeshelterunderasingle,talltree.Avoidusingthetelephone,exceptinemergencysituations.Peoplehavebeenstruckbylightningwhileusingaland-linetelephone.Acellularphoneoraportableremotephoneisasafealternativetoland-linephones,ifthepersonandtheantennaarelocatedwithinasafestructureorlocation,andifallotherprecautionsarefollowed.Whenconsideringresumptionofanyathleticsactivity,waitatleastthirty(30)minutesafterthelastflashoflightningorsoundofthunderbeforereturningtothefield.FirstaidforlightningvictimsPrompt,aggressiveCPRhasbeenhighlyeffectiveforthesurvivalofvictimsoflightningstrikes.

Harassmentisdefinedasoffensive,abusive,belittlingorthreateningbehaviourdirectedatanindividual.TheNLSACodeofConductcontainsamoreexhaustivedescriptionofharassment.Althoughevidenceislargelyanecdotal,harassmentofofficialsbyspectatorsandcoachesisrecognizedasamajorfactorcontributingtolackofretentioninsports.Socceriscertainlynotaloneinthisregard,andalthoughofficialsleavethesportformanyreasons,havingbeenharassedbyspectatorsorcoachesshouldnotbeoneofthem.Insoccer,asinmanysports,mostharassment(~95%)isverbal,andcommonlydifficulttodealwith.However,theNLSAhasimplementedmeasurestohelpeliminateharassmentfromourgame.TheNLSAadministerssocceratallageandskilllevelsandthefollowingissub-dividedintoYouthandSenior.ThesemeasuresapplytoallNLSAleagueandtournamentplay(provincialyouthandseniortournaments,ChallengeCupandJubileeTrophy),althoughclubsandregionsareencouragedtoadoptthispolicyfortheirleagues.Someregionsalreadyhavetheirownpoliciestowardsrefereeharassment,andthefollowingisadoptedfromtheirsandfromotherassociationsinNorthAmericaandinternationally.YouthLeagues,includingProvincialtournamentsThispolicyhasasimplepremise:Allpersonsresponsibleforateamandallthespectatorsshouldsupportthereferee.Thispolicyhasasimpleguideline:Don’ttalktotherefereeduringthegame!Naturally,thereareexceptionstothisguidelineandtheyareasfollows:A.PersonResponsibleforateam(i.e.,Coach)DuringtheGame:
- Respondingtoarefereeinitiatingacommunication.- Makingsubstitutions.- Indicatingkickersatkicksfromthemarktodecideagame.- Pointingoutemergenciesorsafetyissues.
Athalf-timeorattheendofthegame:
- Acoachcanaskarefereetoexplainlaw(s)inapoliteandconstructiveway.- Politefeedbackcanbegiventoareferee.- AbsolutelyNOsarcasm,harassmentorintimidationispermitted.
Penalties:Aswithallpoliciestheremustbepenaltiesforthosenotwishingtoabidebythem.ThesearecoveredbytheLawsoftheGame,andtheygivetherefereethepowertoabandongamesand/ortodismissteamofficials(coach,assistants,managersetc.)fromthebenchiftheyindulgeinabusivebehaviour.RefereeshavebeeninstructedtoenforcetheLaws.B.SpectatorsDuringthegame:
- Refereeinitiatingacommunication.- Pointingoutemergenciesorsafetyissues.
Penalties:AlthoughtheLawsoftheGameproviderefereeswiththeauthoritytosuspendorterminateamatchduetooutsideinterference,thereislimitedrecourseforayoungofficialinwhatiscommonlyanintimidatingsituation.TheNLSAthereforerequirestheuseofFieldMarshalsatallProvincialTournamentandYouthLeaguegamesto

actasmonitors.Thisisbasedonthepremisethatcommunicationshouldbebetweenparticipantsinthegame,ratherthanbetweentherefereeandspectators,whichmaybelessthanbeneficial.Assuch,refereeshavebeeninstructedtodirecttheirconcernsaboutspectatorstothefieldmarshal.1stInfraction
Refereeshouldstopthegameandaskthefieldmarshaltoquiettheoffendingspectator.
2ndInfraction
Therefereeshallinstructthefieldmarshaltodirectthespectatortoleavethefield.Therefereeshouldabandonthegameifthespectatordoesnotleavethefield.
Iftherefereeabandonsthegame,therefereeshallfileareportandtheNLSAmayimposefurthersanctions. NLSASeniorLeagues(ChallengeCupandJubileeTrophy;andSeniorProvincialtournaments)Refereesatthislevelareconsiderablymoreexperiencedthantheircounterpartsattheminorlevel.Thepace,skilllevelandintensityofgamesisalsoconsiderablyhigherandtheabilityofofficialstodealwithincidencesofharassmentfromplayersandcoachingstaffisgreater. However,officialsarestilllimitedintheircontrolofspectators.Althoughacertainamountof‘comment’fromspectatorsisgenerallyaccepted,therewillbenotoleranceforcommentsofaracistorsexualnaturedirectedatgameofficials,andincidentsofthreatenedoractualassaultongameofficialswillbedealtwithfirmly.Toeffectivelydealwithspectators,hostclubs/teamswillbeexpectedtoprovideclearlyidentifiedsecurity/fieldmarshalsatallCC/JTgamesandSeniorProvincialtournaments.Thesecurity/fieldmarshalsshallactonthedirectionofthegameofficials,and/orclubstaff.ReportedincidencesbytherefereeofharassmentfromspectatorsmayresultinsanctionsfromtheNLSAtooffendingteams,whichcouldincludepointsdeductions,movingoffuturegames,banningofspectatorsetc.Officials’ Assessment Thepowergiventoofficialsobviouslydoesnotcomewithoutaprice.Officialsareexpectedtobehaveinanappropriatemannerandrefereegamestothebestoftheirabilities.Toensurethisoccurs,officialsareassessedonaregularbasisbyqualifiedassessors.Thisprocessisanotherimportantstepinrefereedevelopment.Coacheswillalsohavetheopportunitytocommentonthereferee’sperformance,throughcompletionofanevaluationform.Itisonthisevaluationformthatcommentsabouttheofficiatingaretobemade,andnotverballyatthegame.20. INSULIN PUMP POLICY ThisCanadianSoccerAssociation(“CanadaSoccer”)policyisdesignedtoreduceinconsistenciesinrulingsoverplayerswithdiabeteswhowearaninsulinpump.AllrefereesareexpectedtofollowthesepoliciesinallmatchessanctionedbyCanadaSoccer.Aninsulinpumpisdesignedtoensurethattheplayermaintainsaproperbloodglucoselevelduringthegame.Anextendedperiodwithoutinfusionofinsulinmayresultinhyperglycemia(excesssugarintheblood).Law4statesthataplayermaynotuseequipmentthatisdangeroustohim/herselforanotherplayer.ThisisfurtherexpandeduponintheinterpretationsoftheLawsoftheGamewherebyitisadvisedthatplayermayuse

22. CONCUSSION PROTOCOLS Withtheincreasingconcerninregardtoheadinjuriesandconcussions,refereesareremindedtheyhavearesponsibilityinthisregardandcan,underlaw,takeaction(Law5statesthatthereferee“stopsplayifaplayerisseriouslyinjuredandensuresthattheplayerisremovedfromthefieldofplay”).Concussionshouldbetreatedasaseriousinjury,andtherefereemaywellbeinabetterpositiontorecognizesignsofconcussionthanthecoachorplayers.Thefollowingpocketconcussionrecognitiontoolprovidesabasicreferencebutrefereesareencouragedtofullyeducatethemselvesonthesignsofthisseriousinjury.

CHANGE ROOM POLICY TheNLSAadoptedthisChangeRoomProtocolformatchofficialsin2018.Whenteamsofofficialsareassignedtomatches,thereusuallyisonlyasinglechangingroomavailablefortheiruse,meaningthatbothmaleandfemaleofficials;andadultandyouthofficialsmaybeassignedtothesameroom.Itisimportantthatinsuchcircumstancesthatarrangementsaremadesothatindividualprivacyisrespected,andthatriskysituationsareavoided.1.Onlyassignedmatchofficialsandassessorsarepermittedinthechangeroom.
a) UnauthorizedvisitorsarenotallowedintheChangeRoompriorto,during,orafteranysanctionedgame.b) Itistheresponsibilityofallofficialsworkingasanctionedgametoensurethata“professional”
appearanceandperceptionismaintainedwithregardstoactivitiesinthechangeroom2.Ifmaleandfemaleofficialsmustsharethesamedressingroom(andnoseparatelockablespaceexistsinthedressingroom),whoeverarrivesatthevenuefirsthastheopportunitytochangefirst.Theotherofficialswillremainoutsidetheroomatthistime.
