• NCOIC has a set of carefully crafted processes and procedures that meet the intent of the U.S. Office of Management and Budget’s (OMB) A119 federal regulation.
• OMB A119 not only allows but directs that U.S. Agencies solicit industry’s comments about the development and use of standards.
• NCOIC’s neutral working environment enables open discussion between government and industry without conflict-of-interest and ITAR issues. This allows technical and business teams to discuss and develop technical tools and processes for use within various market domains.
• NCOIC provides a forum in which industry can collaborate with government in a “laboratory-type” environment to develop comprehensive, standards-based solutions to actual cross-domain interoperability problems, both organizational and technical.

“…What are the government’s goals for using voluntary consensus standards developed by industry?
• Eliminate the cost to the Government of developing its own standards and decrease the cost of goods procured and the burden of complying with agency regulation.
• Provide incentives and opportunities to establish standards that serve national needs.
• Encourage long-term growth for U.S. enterprises and promote efficiency and economic competition through harmonization of standards.
• Further the policy of reliance upon the private sector to supply Government needs for goods and services“

Contract Activity
• FAA task order with NCOIC to help implement interoperability aspects of NextGen– Several tasks over last 2 years that impacted enterprise architecture design– 2012 task is to facilitate interoperability of information security. Other stakeholders
beyond FAA likely to become involved. • NGA $ 1.5 M task order to integrate different cloud environments.
– Cycle one is development of infrastructure (virtual) with unique policy rules– Second phase will bring in emergency responders– Opportunity to identify technology insertion points and make recommendations– CIA, FBI other organizations including NATO will be engaged
• NATO Communications and Information Agency (NCI Agency)– This agency is the IT provider for NATO and C2 acquisition– Contract to consolidate IT infrastructure, architecture, business case – Security integrated cloud environment, policy military, civilian users
• Potential in development– Continuation with NATO efforts several US government agencies regarding cloud
activities and a look at health cyber security activities.
