Project summary:The Navy has submitted its draft 2013 Master Plan Update and Transportation Management Plan for their Naval Support Facility Carderock (NSFC) installation located in West Bethesda, Montgomery County, Maryland. The installation houses multiple tenants on 186 acres of land, between 80 buildings (totaling 1.9 million square feet), situated between MacArthur Boulevard and the Clara Barton Parkway and Chesapeake and Ohio Canal National Historic Park. The mission of the facility is to serve as a “full-spectrum” research and development, test and evaluation (RDT&E), engineering, and Fleet support organization for the Navy’s ships, submarine, military watercraft, and unmanned vehicles, with expertise that spans more than 40 disciplines, from electrical and mechanical engineering to computer engineering and physics.
The purpose of the Master Plan is to define the real property assets that will support the execution of the programs housed at the NSFC installation, and to guide future development in support of the installation’s research mission. The Master Plan will update the existing 2004 Master Plan, with a maximum potential of 14 projects (7 projects are currently funded) during the next 20 years, to accommodate a maximum 109 employee increase, which would increase the on-campus population to 2,293 employees. The Plan will add a maximum total of 547,000 square feet of new construction, demolish a maximum total of 329,000 square feet, renovate 3,800 square feet of space, and add 125 net new parking spaces. The Master Plan is supported by a draft Transportation Management Plan (TMP), which shows how the installation will minimize its traffic impact, conserve energy, and improve air quality through single occupancy vehicle (SOV) trip reductions and/or shortening SOV trips during the workday commute.
