Instructions to Bidders(ITB ) and General Condition of Contract(GCC) may not be sent alonwith
tender and these may be retained by bidders for their information and reference.
Care has been taken to avoid contradiction between stipulation in the ITB , GCC and those in the other sections of the bidding documents. But wherever contradiction arises, if any, stipulations contained
in the Schedule of Requirements shall prevail.

TECHNICAL SPECIFICATION :-
TERMS & CONDITIONS FOR PROCUREMENT OF PRINT COPY OF JOURNALS
FOR 2012
1. Subscription period for all the journals will be January to December, 2012 only.
2. The tenderer must have done the business of more than Rs. 2.50 crores each year for the last three
consecutive years in supply of foreign scientific journals and this should be certified through his
bankers/Chartered Accoutants.
3. A list of customers during the last three consecutive years’ alongwith addresses, phone etc. should be furnished with the tender.
4. The successful tenderer will have to give Bank Guarantee @20% of the value of the order placed
with him for the period of 24 months from the date of acceptance of Tender.
5. Tenderer should be a member of GOC and tender must be attached with Permanent Account
Number (PAN).
6. The technical bid in separate sealed envelop (superscribed as “TECHNICAL BID”) should contain earnest money, PAN, certificate of annual turnover of Rs. 2.50 crores in each years for the
last three consecutive years in original, list of customers, duly signed tender documents, list of On-line journals freely available against print subscription and acceptance of all terms &
conditions of the tender. Rates or discount, if offered, must not be mentioned in Technical
Bid.
7. The financial bid in another sealed envelop (superscribed as “FINANCIAL BID”) must only
contain the rates offered for each title of the lists. Both these envelopes should be enclosed within
a common bigger sealed envelop.
8. The technical bid will be opened first and if it is found in order, financial bid will be opened,
otherwise the bid will be rejected. Previous services of the firm provided to this library will be
taken into consideration in deciding/evaluating the TECHNICAL BID.
9. The rates of the journals/titles must be submitted only by charging on Bank Exchange Rate.
Validity of rates should be for 120 days from the date of opening of tender. The payment will be
made in Indian currency only.
10. Tenderer must submit EMD with tender for Rs. 3.50 lakhs in the shape of fixed deposit in favour
of “Director, IVRI, Izatnagar”.
11. The suppliers (Indian agent) will have to make necessary arrangements to provide Online access of the journals on Internet wherever made available by the publishers with print version free of
cost. If the firm fails to arrange to provide online access of such journal(s) to the institute, the firm will be held responsible for the same and a sum equivalent to 10% of the cost of the journal(s)
would be charged as a penalty from the firm.
12. The supplier has to enter into an agreement for supplying the journals. In case of failure in
supplying of any issue(s) of a particular volume(s) of the title(s), the supplier will be required to
refund the proportionate amount of the non-supplied issue(s)/volume(s) alongwith with a penalty
of 10% thereof.

13. The supplier has to ensure On-line access on Internet and regular, prompt, complete supply of
journals immediately after they are published. The supply of journals will be accepted through registered post/Speed Post/Courier Service/special messenger only. If the same are not found
satisfactory, Lequidated Damages as per clause 23 of GCC as amended hereunder will be charged:-
“23.1 Subject to GCC clause 25, if the supplier fails to deliver any or all the issues of
journals or perform the services within the time period(s) specified in the contract considering the
transit period, the purchaser shall, without prejudice to its other remedies under the contract,
recover from the supplier/from the bank guarantee, as liquidated damage, a sum equivalent to
0.5% of delivered price of the delayed issues of journals or unperformed services for the each week
of delay or part thereof until actual delivery or performance, upto a maximum deduction of 10% of
the delayed supply of journals’ or services’ contract price. The transit period of three months,
assuming the last day of the month being publication date, would be considered for supply of the
issues of journals to the library.”
14. Journals publisher's price must be given individually for all the journals of the list supported by
price proof. Subscription rate should include foreign postage and handling charges wherever the
publisher charges it. No postage & handling charges within the country will be paid in extra.
Selection of the tenderer will be done only on the basis of net prices offered by vendor on the
basis of the subscription prices of the publishers.
15. The supplier has to go into an agreement with the ICAR on a stamped paper worth Rs. 100.00
ensuring for smooth and prompt supply of journals and agreeing with the above terms &
conditions.
16. The tenderer will have to bid and submit invoices for all the journals of the list showing
overall discount, if any, on the total amount of the invoice for all journals of the list.
17. The quantity of the tender is always subject to change, and the Director, IVRI reserves the
absolute right to accept or reject any or all tender(s) in part or full, without assigning any reason thereof.
18. The tenderer will have to offer discount, if any, on total amount of the invoice for all the journals
for the year 2012 (January to December) and have to raise the invoices in triplicate duly pre-
receipted with revenue stamp strictly as per the following format:-

19. The purchase order for supply of foreign scientific journals will be placed with successful
tenderer, who will first remit the subscription amount to the respective publishers on behalf of
IVRI. Then the firm will submit proof of remittance of the subscription to the institute at the
earliest possible to enable this institute to release the payment of subscription amount to the firm.
Following proofs must be enclosed with Remittance Details: (i) the copy of acknowledgement of money transfer to various publishers from the bank, in case of remittance through wire transfer &
(ii) duly verified copy of the bank draft and certificate from bank entailing the same draft has been made on behalf of the IVRI and those cannot be cancelled without the prior permission/consent
with the IVRI, in case of sending bank drafts to various publishers.
