FromthePresidentIt’sthattimeoftheyearagainplanningfortheAnnualGeneralMeeting.AsyouareawarewehavebeendiscussingConstitutionalchangesforsomemonthsontherecommendationfromMiddeltonLawyerswhoreviewourconstitutiontoensureitcomplieswithallregulatorychanges.TheyhaveadvisedusthatthereareclausesintheConstitutionrelatingtobothTaxandGovernancepracticethatneedtobeamended.AtameetingonMonday25July2005therecommendationsfromMiddelton’sabouttheGiftFund,TermofOfficeofDirector’s,andByLawswerediscussed.
Fromthe25JulymeetingsixSpecialResolutionsweredevelopedandputtothemeetingonWednesday24August2005wereitwasagreedthatthesewouldbeacceptedandputtotheAnnualGeneralMeetingonFriday21October2005.TheseResolutionsareinthisnewsletterforyourconsideration.Iencourageyoutoreviewtheseandseekyoursupport.Theywillbeconsideredatthatmeeting.
WehavereceivedonenominationfortheBoard,JennyKing.Sheisanexperiencedfinanceprofessionalintheautomotive,chemicalandpaperindustries.SheisaFellowoftheAustralianSocietyofCertifiedPracticingAccountants.Shehasadesiretouseherpersonalandprofessionalskillstomakeadifferencetothelivesofpeoplewithmentalillness,theirfamiliesandcarers.WeareveryfortunatetohavesomebodyofJenny’sstaturecommittingtohelpusachieveourvision.

VictoriaPoliceandMIFellowship– a partnership focused on increasing police understanding and skill in dealing with mental illness
• New Victoria Police recruits receive approximately 70 minutes of training on mental illness at the Police Academy
• Mental illness related situations are currently estimated at a minimum of 30% of police work.
InNovember2003InspectorGerryZammitofDarebinPoliceembarkedonaninitiativetoprovidementalillnesstrainingtopolicemembersinRegion3ofVictoriaPolice.Hegainedinterestandsupportinternallyandasaconsequence,apilottrainingsessionwasdeliveredbyGerardReedofCommunityConnectionsatMIFellowshipto22policemembersfromPrestonandNorthcotepolicestationsinFebruary2004.
AmongstthosepresentatthepilotwasInspectorNigelHowardofBroadmeadowsPolicewhorequestedaproposalfromMIFellowshipforfurthertrainingfollowingthesuccessofthepilot.Afewmonthslater,InspectorHowardinternallypromotedMIFellowship’sproposaltoVictoriaPolicemanagementwithInspectorZammit’ssupport.Theproposalwasastartingpoint,apilotprojecttodeliverahalfdaytrainingsessiontoRegion3policemembersonawarenessandunderstandingmentalillness,interventionsandstrategiesforhandlingcrisissituations.
AlmostayearlaterinMarch2005theprojectwassuccessfullyfundedandActingInspectorDougFryerofBroadmeadowscommencedworkingwithJayMyers,MIFellowship’sProjectLeaderforBusinessLearningandDevelopment,ontheprojectroll-out.
Thepilotprojectconsistsoftraining600ofthe1700policemembersacrossRegion3in28halfdaysessions,with20participantspersessionbetweenAugustandDecember2005.ThetraininglocationsincludeBroadmeadows,Bendigo,KangarooFlat,Shepparton,SwanHillandMildura.
Thepolicetrainingisbeingevaluatedoverthenextfivemonthswithgroupsofparticipantsbeinginterviewedatdifferentintervalsafterthetraining.
Atthetimeofgoingtoprintwehave:
• delivered8ofthe28trainingsessions
• receivedenquiriesfromeachoftheremaining4RegionsinVictoriaPolicetoprovidetraininglocally
• submittedaproposalincreasingthetrainingfromahalfdaytotwofulldaystobedeliveredstatewideto10,000policemembers

After four months managing the Understanding Mental Illness training project for Region 3, Acting Inspector Doug Fryer had this to say ...
“Onmostoccasionspoliceonlyinteractwithpeoplesufferingmentalillnesswhenthosepeopleareincrisis.ThecurrentawarenessprogrambeingdeliveredbyMIFellowshiptopolicemembersinRegion3(northwest)oftheVictoriaPoliceisbeingextremelywellreceived.Wewillhave600memberstrainedbyDecember2005.Itprovidespolicewithabetterunderstandingoftherecognitionofsymptomsandbehaviourassociatedwithmentalillness.Theprogramhighlightscausesofmentalillness,definitionsandexplanationsofdifferenttypesofmentalillness.Mostimportantly,itprovidespolicewithanunderstandingofcommunicationandinterventionskillsthatmayassistincrisissituations.Theprogramalsoprovidespolicewithsomeinsightintowhatit’slikeforapersonincrisis,andwiththatknowledge,thebestwaytocommunicatewiththem.Hopefullywiththisunderstandingpolicewillbeabletoallaytheirfearsandbringaboutapeacefulresolution.

Onlyabout20%ofpoliceworkiscrimerelatedandalargepartofourotherdutiesiscommunitypolicingonlocalandsocialissues.Policewillcontinuetointeractwiththementallyillonadailybasis.IhopethatinsomewayourpartnershipwithMentalIllnessFellowshipandtheirtrainingofourmemberswillprovidethecommunitywithaconfidenceintheVictoriaPolice,strivingtodeliverasaferVictoriatogether.”

JimKokkiniasandJimDurkin,whoarebasedinMelbourne,spenttwoweeksinBorneo,devoting2daystoscaling4,095metre-highMountKinabaluinBorneo.

TheirBorneoBushwackaChallengemade$12,500forMIFellowship,andthesefundswereraisedthroughanumberofsources.NotonlyweregenerouscontributionsmadebyCommunityConnectionatBUPAUKandBUPAAustralia,butthe‘TwoJims’werestruckbywillingnessoftheircolleaguestosponsorthemintheirquest.TheyalsohighlyrecommendthetargettingoftheaverageAussie’spenchantforasnaginabitofbreadwithsauceandonions-theSausageSizzlesoutsidevariousBunningsHardwarestoresoncoolMelbourneweek-endsprovedveryprofitable.TheFellowshipsupportsandrepresentspeopleinAustraliawithamentalillnessandtheircarers.The“TwoJims”said:“Wefacedeverythingfromleeches,humidity,rapids,crocodilestoasprainedankle,excessquantitiesofcabbageandcarrot,ricewinewieldinglocals,andeventuallytheeffectsofaltitudeandcold.

“Theclimbwasaslow,constant,upwardgrind,butintheendtherewardsweretremendous.Aswetookinthemagnificentsunriseatthesummitwefeltagreatsenseofachievement.”
Theysaid:“WewantedtodoallwecouldtosupporttheMentalIllnessFellowshipmessage-‘StoptheStigma’.
“OneinfiveAustraliansaredirectlyaffectedbymentalillnessbuttheissuesassociatedwiththeseproblemshave,untilrecently,beenshunned.”
FromtheChiefExecutiveInthewintereditionofthisnewsletterIwaspreparingtotraveltotheUKandAmericatolookatemploymentandcrisisinterventionprograms.IwillgivefeedbackontheemploymentprogramslaterandconcentratehereontheMemphisPoliceCrisisInterventionProgram.
MargaretSpringgay,ChiefExecutiveofMentalIllnessFellowshipAustralia,andIwereverygenerouslyhostedbyMajorSamCochrane,DirectoroftheCrisisInterventionProjectfortheMemphisPoliceDepartment.Wewereabletoseefirsthandtherolepolicehaveinmanagingpsychiatriccrises,thepartnersinvolvedintheproject,howandwhyitworksandtoconsideritsrelevancetoAustralia.
WediscoveredthattheMemphisPoliceCrisisInterventionProjectdevelopedasaconsequenceofapoliceshootingandkillingofayoungmanwithmentalillnessinthatcityin1987.ThiscommunityunrestmovedtheMayortocalltogetherpolice,mentalhealthprofessionals,universitiesandfamiliestodevelopabettermanagedstrategy.
Itwasfoundthatpolicehadlittletraininginmanagingpeopleinpsychiatriccrisis,andwhentheypickedsomeoneuptheywaitedhoursinthehospitalemergencyforanassessment.Oftenthepersonwasnotadmittedandwasbackintheirbeatbeforetheendoftheshift,thepoliceveryquicklylearntthatitwasmoretimeefficienttotakesomeonetojail.Thisgroupagreedthatputtingpeoplewithmentalillnessinjailwasahighlyundesirableoutcome.Thisgroupalsorecognizedthatthecapacityofmentalhealthprofessionalstorespondinatimelywaytocriseswasnotpracticableandthereforetheideaofapolicecrisisinterventionteamwasborn.
Theprojectpartners,police,university,mentalhealthservicesandNAMIarecommittedtotheprogramwhichincludesa40hourtrainingprogramforpolice.Motivationandinterpersonalskillsareusedasselectioncriteriaforinclusionintotheprograms,andonethirdofthepoliceforceintheMemphisCountyistrained.
Thisprogramhasreducedthejailing,andseriousinjurytomentallyillpeople.Ithasreducedinjuriestopoliceofficersthemselvesandhasthesupportofpeoplewithmentalillnessesandtheirfamilies.Thisprogramhasbeenreplicatedinover100CountiesthroughouttheUnitedStates.
OurdiscussionswiththeVictorianPolicearecontinuing.Atthemomentthereisnoconsiderationofthe40hourtraining,butwearedeliveringfourhoursofinputto600policeinregion3,thenorthernwesternwedgeofthestatefromDarebintoMildura.TheOfficeofPoliceIntegrityisinvestigating‘thefatalshootingofpersonsinVictoriabymembersoftheVictorianPolice....’andwehavespokentoMr.BrianBateswhoisconductingtheenquiryandMr.GeorgeFiskwhoisassistinghim.ThecapacityoftheCrisisAssessmentandTreatmentTeamshasalsobeenraisedwiththeDepartmentofHumanServicesandwewillcontinuetoadvocateforbetterserviceoutcomes.

TheOpenMindFiestaisanannualeventorganizedbyMIFellowshipinpartnershipwiththeFairfieldTradersAssociation.Itwasdevelopedtocreateanavenueforstigmaassociatedwithmentalillnesstobereduced.Inplaceofnegativity,fearandisolationoftenassociatedwithmentalillness,thegoalofOpenMindFiestaistobringasenseofcommunity,joyandacceptance.Theeventstrengthensthesocialrelationshipswithinthecommunitybyprovidingarangeofentertainmentinafunatmospherewhereallmembersofthefamilycanparticipateinsomeway.
In2004theOpenMindFiestadrewacrowdofover30,000people.Theeventincludednearly70stallsandlocaltraders’businessoutlets,14entertainmentgroupsincludingtheVictoriaPolice,MetropolitanFireBrigade,communityserviceclubs,schoolsandkindergartensaswellastheeventsponsors,AMPFoundation,BayfordCamberwellandCityofDarebin.
Amongthemostvaluedparticipantsonthedayareourvolunteers,withoutwhomtheeventwouldliterallynotbepossible.In2004,250peoplegavetheirtimetosupporttheevent.Individualsparticipatedinactivitiessuchassellingcarnivalridetickets,makingandsellingfairyflossandsupervisingbarricades.WewerealsodelightedtohavegroupsofvolunteersfromorganizationssuchasTelstra,whomanagedtheHandballCompetition;PrestonRotary,whocookedourbarbequeandRMITTAFEwhoworkedonourspinningwheelonthedayandintheweeksleadinguptotheevent.

Weallknowthestoriesaboutreceivingtelemarketingcallsjustasthedinnerisabouttoburn.WhenBillansweredhisphoneafewmonthsagotoberemindedaboutsendinginhisraffletickets,hetookafewmomentstofillthemoutandsentthemin.Thatwasoneluckyphonecallasjustafewweekslater,BillwasthehappywinnerofourlatestAutumnRaffleandthesurprisedownerofanewToyotaRAV4.
Previouslythewinnerofnotmuchmorethanachookraffle,Bill,founderofanindustrialfeedandcementbagsupplycompany,AMBsomethirty-oddyearsago,wasafirsttimesupporterofMentalIllnessFellowship’sRaffle.Thatremindercallcertainlyhadaveryhappyending!
TheRafflesProgramwasbeenthesourceofconsiderablefundsandnewdonorssinceitsinceptionsomesixyearsago.Over4,000newdonors(including42whohavegoneontobecomemembers)havecontinuedtheircommitmenttoactivelysupporttheworkthatwedo(includingprovidingvaluablefundingforourcommunityeducationcampaigns,innovativematerialsandfamilysupport).

TheAsicsMelbourneMarathoncontinuestobeanimportantpartofourfundraisingandawarenessraisinginthecommunity.Itprovidesauniqueopportunityforustoformpartnershipswithindividualsandorganisationsinthecommunity.
ThisyearwehaveanewpartnerintheMarathon,theMetropolitanFireBrigade(MFB),whoareactivelypromotingtheeventandencouragingfirefightersandotherstaffmemberstovolunteer,participateandraisesponsorshipmoneyforMIFellowship.WearealsodelightedtohavemanyOccupationalTherapystudentsfromLaTrobeUniversityvolunteeringandparticipatingonourbehalfinanothernewpartnership.Wealsoextendourthankstopartnersjoiningusagainin2005,HBAandNationalAustraliaBank.

The Linking People Locally Program - Eastern Metropolitan RegionTheLinkingPeopleLocallyProgram(LPL)isanewandexcitingprogrambasedinMitcham.ThevisionoftheLPLprogramistohaveyoungpeoplewithmentalillnessaccessingNeighbourhoodHouses(NH’s)wherebytheyareacceptedandsupportedinanormalizedenvironment,tolearnand/orregainpsychosocialskills.Theprogramtargetsyoungpeoplebetweentheagesof16-25yearsold,livinginthemunicipalitiesofWhitehorse,ManninghamandpartsofMonash.
TheaimoftheLPLprogramistoassistyoungpeoplewithmentalillnesstoacquirenewskills,increaseself-confidenceandself-esteem,developnewsocialnetworksandvocationalpathwayswithoutstigma.Thesegoalsareachievedthroughnormalization,integration,capacitybuildingandflexibilityinaccessingcommunityactivities.
Todate,partnershipswithfiveNH’shavebeenestablished.Thiscollaborationmeansthatthestaffwillhavepsycho-educationtoincreasetheirknowledgeonmentalillnessandtheirconfidenceinworkingwithpeoplewithmentalillness.Thepsycho-educationwillcovertheimpactofmentalillnessandside-affectsofmedicationonlearning,andsomehelpfulstrategiestomanage‘different’behaviours.Theeducationsessionswillbeevaluatedtoassesstheirimpactonstaffunderstandingandconfidence.
Followingthepsycho-education,participantswillbeassistedtoenrollintothecoursesandactivitiescommencinginTerm4,2005.Thecoordinatorwillprovidesecondaryconsultationtostaffandsupporttoparticipantsintheformofoutreach,transportassistanceandsubsidizingfees.
Currently,staffatoneNHhavereceivedpsycho-educationandmanagementstrategiesandhaverespondedpositively.StafffromtheotherfourNH’sarecompletinganeedsanalysistoidentifywhattheywouldliketolearnaboutmentalillness.ProgramsliketheLPLarenewandinnovativewaystorespondtoourchangingclientgroupandtheirneeds.ThecollaboratedsupportnetworksbetweenMentalIllnessFellowshipandtheNH’sareinstillingalevelofawarenessaboutmentalillnessandalongwithitreducingthestigmainthecommunity.

It’ssosatisfyingforallinvolvedtoseethefirststageofthebuildingworksuccessfullycompleted.“NowtheOpeningDoorsProgrampartnerscanconcentrateondeliveringafirstclass,longtermrehabilitationprogramfortheseresidentsinadignified,homelyenvironment”saidEifionBreese,GeneralManager-RehabilitationServices.

ThedevelopmentistobepartoftheinnovativeOpeningDoorsProject.ThisprogramsharestheresourcesofTheAlfredHospital,InnerSouthCommunityHealthServiceandMIFellowshiptobringtogethertheservicesprovidedbyfiveseparatefacilitiestohelpaddresstheneedsofpeopleatdifferentstagesofrecovery.Italsoaimstomakeiteasierforpeopletomovebetweendifferentservices.Rossdale,thelargestofthefivesites,willhousetwoseparateprogramsinitstwobuildings.Howeverbothbuildingswereclearlyinneedofalotofworktoenabletheprovisionofdecentanddignifiedaccommodation.

Sittinginthepsychiatristwaitingroom,everylittleitemintheroomirritatedandexasperatedafeelingofdreadandannoyanceinthepitofmystomach.Ineededtodistractmyselfdesperatelyfromthisfeeling.
IpickedupatatteredcopyofAliceinWonderlandamongstthepileoftrashycelebritymags.
Thestoryleaptoffthepagesandmadesenselikeneverbefore.IfeltlikeAlice,trappedinafrighteningWonderland,stuckinaworldwithnoend,chasingawhiterabbitdownaholeinatree,notknowingexactlyhowIwasevergoingtoreturntonormallife.
TheTVinthewaitingroomblared“DrPhil”andIenduredhismonstrousdidactics,loudandoverdoneaboutanothercrazymixedupfamily.MysenseswereoverloadedwithpeopleexpellingtheirPainandHorroratbeinghuman.
Paintedladiesmockedmyordinarylifeinthepagesofthemagazine.Achildlaughedwithgleeatnothinginawoman’sarmsandIcouldn’trememberthelasttimesomethinghadmademelaughtoo.
IdesperatelywishedIcouldturnbacktheclocklikeatimerbackinto1988andbethatyoungandinnocent.Everymovement,everywordspokensuddenlywasaneffortofgiganticproportions.
Itwasafewweekssincemypsychosisplungedmeintotheworldofthementalhealthsystem.
ThepsychosiscreptuponmeoneSaturdaynight.Isuddenlybecamefearfulandanxious,myeyeswentblankandmymouthopenanddazedlikeEdwardMunch’s‘TheScream’,thefamouspaintingofwhichInowunfortunatelyhadadeeperunderstandingthanbefore.MyfamilycalledtheCATteamquicklyandIwasputonthephonetoaprofessionalwhotalkedmethroughmymixedupthoughts.
DuringmypsychosisIhadbothauralandvisual
hallucinations.Myfamilysuddenlyappearedasbloodthirstyvampires.Theireyesturnedintofierydemon’seyesandtheirteethsuddenlytookonasharpcanineappearance.Iwaspetrifiedofdeathwhichseemedimminent.Atthesametime,apartydownthestreet,hadtheirmusicblaring.MyhearingwassosensitiveitpoundedmyeardrumsasthoughitwaspumpingatfullvolumeinmyownhouseandIthoughtthepeopleatthepartyweremoredemonsreadytokillme.
Everyposterinmyroom,everythingontheTVsuddenlywasa‘sign’aboutmeandmyimminentdeath.IwasconvincedthatIwasgoingtodieatthehandsofthedemonsdowntheroad(actuallytheteenagersdowntheroadhavingaparty).
TheCATTeamarrivedthenextdayandprovidedimmediateattentiontomysickness.Iwastalkedthroughmysymptomsandgivenasedativetohelpmesleep.Theirprofessionalismandcaregavemyfamilyimmediatepeaceofmind.
DuringthenextfewweeksIwasvisitedbytheCATTeam.Theygavemeanti-psychoticdrugs.
ImuchpreferredbeingtreatedinmyownhomethaninahospitalandforthisIwasverygratefultotheCATTeam.
AfterafewweeksIwasalsoreferredontotheNorthEasternMentalHealthServiceandallocatedtoasocialworkercalledAli.
WemeetaboutonceamonthandhetalksthroughanyproblemsIamhaving.
Iamalsoseeingmypsychiatristeveryweekandamnowonanti-depressantsaswellasmyanti-psychoticmedications.
