services for people living with HIV and
AIDS (PLWHA)
•First awarded in 2007

Memphis TGA Planning Council
•The Planning Council prioritizes and allocates funding
for services, ensures services meet the needs of PLWHA
•Members are appointed by the Shelby County Mayor
•The membership must include people living with HIV
and be representative of the affected community
•The Memphis TGA serves 8 counties:
•Shelby, Fayette, Tipton, TN
•DeSoto, Marshall, Tate, Tunica, MS
•Crittenden, AR

�As of December 31, 2010, there were 7, 418 people
living with HIV/AIDS in the 8 counties
�According to CDC estimates, an additional 1,902
individuals in the Memphis TGA have HIV but don’t
know it
�Approximately 41% of PLWHA are not receiving
regular medical care for HIV

�Administered by Shelby County Government, Division of
Community Services
�Responsible for establishing and monitoring contracts
for services, quality management activities, and paying
invoices
�Ensuring services are provided in compliance with
federal and local standards
�Accountability for funds and reporting to HRSA

�Funding is available for core medical services:
�Outpatient/Ambulatory Medical Care
�AIDS Pharmaceutical Assistance (Local)
�Medical Case Management
�Medical Nutrition Therapy
�Oral Health Care
�Early Intervention Services (EIS)
�Mental Health Services
�Outpatient Substance Abuse Treatment

�Early Intervention Services (think partnerships!)
�Services that assist individuals in getting lin
kedto care
�Can help PLWHA that are newly diagnosed and those that are
out of care
�Can also be used to help individuals who are HIV+, but don’t
know it
�Funding for HIV testing-
�Cannot supplant existing funds
�Can be used to expand accessibility and availability to existing
services
�Should be used in targeted efforts to reach those who are
disproportionately affected by HIV and have limited access

�Client Eligibility Criteria:
�HIV positive
�Live in the Memphis TGA
�Have income at or below 300% of the Federal
Poverty Level
�Lack of health insurance or are under-insured

�Client populations:
�In care-those with an HIV diagnosis who are receiving
recommended HIV primary medical care
�Out of care-those with an HIV diagnosis who are NOT
receiving HIV primary medical care
�Unaware-those who are infected with HIV but do not know
their status (based on CDC estimates that 1 in 5 people with
HIV do not know, there are 1,500+ individuals in our TGA)
