UCSF Contributions:Mission Bay Research Site

• Public Infrastructure (i.e. public streets, utilities, and public open space throughout Mission Bay)– $13.25 million (1997 dollars) towards public infrastructure,

paid in installments with each building developed– Obligation escalates over time; $7.8 million already paid

• Park Maintenance– Annual payments for maintenance of Mission Bay parks– Escalates over time; $212,000 paid in 2006

• Public Fire Station– Contribution of up to $1.2 million towards a new fire station

• Public School Site– Donation of a 2.2-acre public school site upon request by

the San Francisco Unified School District

as part of land acquisition ($10 million already paid)– Plus Mello Roos Infrastructure Bond payments for

Blocks 36-39 (up to $1.1 million per year, escalating)

• Park Maintenance– Annual payments for maintenance of Mission Bay Parks

for Blocks 36-39 (up to $150,000 per year, escalating)

• Affordable Housing– $5 million in land cost, plus up to $13.9 million to

subsidize 160 units of housing at affordable rental rates– Potential additional affordable housing in connection with

the acquisition of Block X3 being negotiated

UCSF Mission Bay Spin-Off Effects Study

• Purpose is to evaluate effect of private development that may be attracted to Mission Bay vicinity due to UCSF presence

• Consultant selected with community input: Economic & Planning Systems, Inc.

• Scope and methodology will be developed with community input

• Intent is to inform this community planning process as well as the City’s Eastern Neighborhoods rezoning effort

UCSF Mission BaySpin-Off Effects Study

Scope of study will be developed with community input. Initial ideas include:• Analyzing spin-off through

- LRDP horizon and pre-hospital construction (2014), and- Hospital complex (after 2015)

• Identifying spin-off land use types

• Estimating quantity of spin-off

• Comparing to land uses that would/could otherwise be developed

• Discussing whether displacement would or would not likely occur

• Study will consider other similar institutions, possibly including other UCSF campus sites

• Suggested area of study: Eastern Neighborhoods subareas Central Waterfront, Potrero / Showplace, and East SoMa

• Will have meetings between consultant and community to get feedback before proceeding
