Training Opportunities

• eMPower™ME Workshop– District Assessment Coordinators– Technology Coordinators

• SAT Workshop– SAT Site Supervisor+

• Webinars and Manuals– School Coordinators– Test Administrators– Additional Proctors

2

2015-16 Maine Educational Assessment• WHAT HAS NOT CHANGED?

– Maine’s readiness and commitment to computer-based testing.

– Maine’s College and Career Readiness Standards, adopted in 2011

• WHAT IS CHANGING?– New computer-based assessment of the same CCR

standards (eMPower™ME on iTester platform)– Re-designed SAT (paper-based for 2016)

3

Recapping the Process: Task Force• Designated by the Legislature to advise on next

assessment of mathematics and ELA/literacy• Teachers and representatives of education groups• Some key advice:

– Computer-based assessment– Shorter testing time– Need to have subscores– Variety of item types, including writing– Include supports/accommodations– High school test relevant for students/parents

4

Recapping the Process: Decision

• Request for Proposals released September 9• Received 5 proposals on September 29• Proposal review committee met October 5-6• Recommendation approved by Commissioner

October 20• Contract negotiation• Contract began December 1

5

Participation Data 2015

ELA/Literacy MathematicsGRADES 3-8

2013 (NECAP) 96% 96%2015 (Smarter) 95% 94%

HIGH SCHOOL2014 (SAT) 96% 96%2015 (Smarter) 61% 60%

6

Reaction of US DOE• Maine is one of 12 states that received a letter of

concern about 2015 participation rates from USED.

• USED reminded us of the participation requirement and their range of enforcement option:– Written request for compliance– Increased monitoring– Placing conditions on award or waiver– Suspending or withholding funds– Similar actions with respect to noncompliant LEAs

7

Maine’s Response to USED• Participation decline attributed to:

– Legislation to withdraw from SBAC– Optional provision of SAT– Excessive testing at 3rd year high school– National attention to “opting out”

• Maine’s corrective actions– Enhanced assurances in NCLB Application– Returning to SAT as high school assessment– Targeting districts with participation issues– Promise of further action based on 2016 data.

8

Who should be tested?• Federal: All PUBLICLY FUNDED students, including:

– Students in public, charter, magnet schools– Students in private schools with 60% public students– Students in PRIVATE schools (e.g., Gould Academy)

• State: ALL students in public, charter, 60% schools, including:– Privately paid students from another country– Privately paid students in a private school that educates many

public students (60%)– Students from another state (cost covered by sending state)– Other private-pay students

• Home-schooled students MAY be tested at local discretion.

9

School/SAU/State Accountability?• Federal: All publicly funded students, including:

– Students in public, charter, magnet schools YES– Students in private schools with 60% public students SAU– Students in PRIVATE schools (e.g., Gould Academy) SAU

• State: All students in public, charter, 60% schools, including:– Privately paid students from another country NO– Privately paid students in a private school that educates many

public students (60%) NO– Students from another state (cost covered by sending state) ??– Other private-pay students NO

• Home-schooled students MAY be tested at local discretion. NO

10

Every Student Succeeds Act• Signed into law on December 10, 2015• Reauthorizes ESEA (replacing NCLB)• Maintains assessment requirements

– Annual testing– Mathematics and Reading/Language Arts

• Grades 3-8 and once in high school– Science

• Once in: 3-5, 6-9, 10-12– Include alternate assessments (1%)– Expectation of 95% participation

11

Accountability through Transition• Cannot compare 2013-14 (NECAP and old SAT)

to 2014-15 (Smarter)• Conducting studies to allow comparison of 2014-

15 (Smarter) to 2015-16 (eMPower™ME and new SAT) – NOT FOR HIGH STAKES

• Identification of schools (priority and focus) frozen through 2016-17

• First identification under ESSA in the school year 2017-18 based on data from spring 2016 and spring 2017

12

Accountability under ESSA • Less federal control over accountability design• More state (and stakeholder) flexibility• Encouraging a thoughtful, non-rushed approach• Developing non-regulatory guidance• “Feds are in listening mode.”• Expect the following to play some role:

– Performance – Participation (95%)– Gaps between groups– Performance of English learners– Other indicators/measures (defined by state)
