3. DISTRICT REPORTS.
- Executive Director Report
The Executive Director provided an update on: the Suez
networking event and tour at the Atherton Wastewater
Treatment Plant on June 1-2, 2016; the contract with Burns
and McDonnell for engineering phase services for the new
administration building; an overview of the upcoming budget
forecast; holding the June Board meeting at the Atherton
Wastewater Treatment Plant, a brief synopsis of the
Resolutions for consideration, and introduced Karen Wardle,
Director of Finance, and the Finance Department staff for
their contributions in receiving the GFOA budget award for
the 18th consecutive year.

- Operations/Compliance Report/MBC Report
Jeff Shook reported that the Atherton and Pleasant Hill
Plants performed well this past month and were under permit
limits. The excess flow holding basin was used during the
wet weather last week and performed as designed.
- Finance Presentation
Karen Wardle provided the financial update for Little Blue
and Middle Big Creek.
- Governance Schedule
The June 8, 2016, meeting will be held at the Atherton
Wastewater Treatment Plant, with a tour at the conclusion of
that meeting.

During the month of May the incinerator operated burning sludge for 415 HoursScrubber differential pressure was below the minimum of 49.2" for 2 12-hour blocks. Offgas oxygen while burning sludge exceeded 9.45% for 11 Hours 2.7%The reactor operating temp. was below the min. of 1461 deg F for 24 12-hour blocks. Due to operational testing
Stack CO was above the max. allowable concentration of 27 ppm for 1 24-hour blocks.

The plant flow for the month of May averaged 71 million gallons a day.The permit limit for average monthly Effluent BOD is 30 mg/l, the plant average for the month was 8.0 mg/l. The permit limit for average monthly Effluent Total Suspended Solids is 30 mg/l, the plant average for the month was 7.9 mg/l. The permit limit for average monthly Effluent Ammonia is 18.1 mg/l, the plant average for the month was 1.4 mg/l. The permit limit for Geometric Mean monthly Effluent E.Coli is 208.0 #/100ml, the plant Geometric Mean for the month was 8.5#/100ml.

A RESOLUTION AUTHORIZING THE SUBMISSION
TO CUSTOMERS A QUESTION IN ACCORDANCE
WITH SECTION 204.370 OF THE REVISED
MISSOURI STATUTES, OF WHETHER THE
LITTLE BLUE VALLEY SEWER DISTRICT
SHOULD ISSUE REVENUE BONDS PAYABLE FROM
REVENUES TO BE DERIVED FROM THE
OPERATION OF THE SYSTEM IN AN AMOUNT
NOT TO EXCEED $20,000,000 FOR THE
PURPOSE OF IMPROVING, EXTENDING OR
REHABILITATING THE LITTLE BLUE VALLEY
SEWER DISTRICT SYSTEM INCLUDING, BUT
NOT LIMITED TO ADVANCED AIR EMISSIONS
CONTROLS FOR THE ATHERTON WASTEWATER
TREATMENT FACILITIES.
WHEREAS, the Little Blue Valley Sewer District operates a
wastewater collection and treatment system (the “System”)
pursuant to Section 204.250 et seq., Revised Statutes of
Missouri (“RSMo”) for the primary benefit of the customers
within the District (the “Customers”); and,
WHEREAS, all customers have entered into service contracts
with the District, providing, among other things, for the
conveyance and treatment by the District of wastewater
contributed to it by the Customer in consideration of payment of
a charge to the District by the Customer; and,

WHEREAS, the District’s Phase II Improvements Program
included the construction of a new sewage sludge incinerator
with the anticipation that such facilities may later require
advanced air emissions controls; and,
WHEREAS, more stringent air emissions limits for sewage
sludge incinerators have been enacted by the Environmental
Protection Agency sooner than expected necessitating the
accelerated installation of such advanced air emissions controls
since the sewage sludge incinerator was neither designed to nor
anticipated to meet such higher standards; and,
WHEREAS, the initial performance testing of the new sewage
sludge incinerator has confirmed its inability to meet the more
stringent limits prompting the Missouri Air Pollution Control
Program and the District to enter an Administrative Order on
Consent (APCP-2015-077) requiring compliance within four years;
and,
WHEREAS, the District has defined the scope of work, an
acceptable completion schedule, a minimal impact financing
strategy for the Phase III Improvements Program and an
achievable schedule for the required improvements; and,
WHEREAS, District has undertaken a review of the existing
wastewater facilities of the System and has approved a Phase III
Improvements Program for the improvement, extension and

rehabilitation of the Little Blue Valley Sewer District System,
including the provision of Advanced Air Emissions Controls for
the Atherton Wastewater Treatment Facilities with an estimated
project cost of $20,000,000; and,
WHEREAS, the Board of Trustees of the District does hereby
find and determine that it is in the best interests of the
District to finance the Phase III Improvements Program’s $20
million cost through the issuance of revenue bonds payable from
the revenues to be derived from the operation of the System;
and,
WHEREAS, in accordance with Section 204.370, RSMo, the
District hereby authorizes the submission to Customers, as
defined in Section 204.370, the question of whether the District
shall issue revenue bonds payable from the revenues to be
derived from the operation of the System in the amount not to
exceed $20,000,000 for the purpose of improving, extending or
rehabilitating the Little Blue Valley Sewer District System
including the provision of advanced air emissions controls at
the Atherton Wastewater Treatment Facilities.
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE DISTRICT:
Section 1. The Chairman, any Vice Chairman, and the
Secretary of the Board of Trustees of the District are

authorized to submit a proposition to the Customers of the
District as follows:
Shall the Little Blue Valley Sewer District issue
its revenue bonds in one or more series, payable from
the revenues to be derived from the operation of the
System in an amount not to exceed $20,000,000 for the
purpose of improving, extending or rehabilitating the
System including, but not limited to, the provision of
advanced air emissions controls at the Atherton
Wastewater Treatment Facilities?
Section 2. In accordance with Section 204.370, approval
of the proposition shall require the written assent of three-
quarters of the Customers. Customers are defined as the
following:

City of Kansas City City of Lake Tapawingo City of Lee’s Summit

Section 3. The Chairman, any Vice Chairman, and Secretary
and any other officers of the District, and other officers,
agents, consultants or designated employees of the District are
hereby authorized and directed to take such further action, and
to execute such other documents, certificates and instruments as

may be necessary or desirable to carry out and comply with the
intent of this Resolution.
Section 4. This Resolution is adopted under the
authority of section 204.250 et seq., RSMo.
Section 5. This Resolution shall be in full force and
effect from and after its adoption by the Board of Trustees of
the District.

IN THE AMOUNT OF $205,668.00, SUBJECT TO
SAID AWARD NOT BEING PROTESTED BY
UNSUCCESSFUL BIDDERS, TO BE PAID FROM
THE REHABILITATION AND REPLACEMENT FUND
OF THE DISTRICT.
NOW, ON THIS DAY, there comes before the Board of Trustees of
the LITTLE BLUE VALLEY SEWER DISTRICT, Jackson and Cass Counties,
Missouri, GREG BOETTCHER, Executive Director for the District, and
states that the District has need to replace seven outdated
control panels associated with five PLCs in the Raw Wastewater
Pump Station, Headworks Building, Primary Sludge Pump Station,
Utility Building, and Ferric and Polymer Building.
WHEREAS, the Little Blue Valley Sewer District's Strategic
Plan Policy Number 601 states that the District shall rehabilitate
facilities so that critical equipment is 100% operational and
shall periodically evaluate the adequacy of its infrastructure,
facilities, building, and structures; and,
WHEREAS, the PLCs in the Raw Wastewater Pump Station and
Headworks Building are GE 9070 PLCs which are obsolete and direct
replacements are no longer available, their replacement being the
GE RX3i PLC; and,

WHEREAS, the replacement of these two obsolete GE 9070 PLCs
was budgeted for in the FY 15-16 budget at a cost of $260,000;
and,
WHEREAS, the District contracted with Shafer, Kline, &
Warren, Inc. (SKW) of Lenexa, KS, for design of the budgeted PLC
Upgrade Project; and,
WHERAS the District states that request for sealed bids for
PLC Upgrade project was advertised in The Examiner on April 28,
29, and 30, 2016; and,
WHEREAS, sealed bids were received and publically opened May
26, 2016, with following two bids being received:

The PLCs in the older portion of the plant (Phase 1 and older) are GE 90-70 PLCs
which are outdated and in need of replacement. They are no longer available for
purchase. The FY 15-16 budget includes a Rehabilitation and Replacement for Plant
Process Controls System Upgrades to replace the GE 90-70 PLCs in the Raw Wastewater
Pump Station and Headworks Buildings.
The District contracted with Shafer, Kline & Warren, Inc. (SKW) of Lenexa, KS,
for the design of these improvements. The project includes the replacement of five panels
(Headworks, Ferric and Polymer, Primary Sludge Pump Station, Raw Wastewater Pump
Station, and Utility Building) associated with two PLCs (Headworks and Raw
Wastewater Pump Station PLCs). The project was advertised in The Examiner beginning
on April 28, 2016. Bids were opened at 1:00 pm on May 26, 2016. Two bids were
received as summarized below.

NOW, ON THIS DAY, there comes before the Board of Trustees of

states that the District’s replacement of pump control panels in
the Raw Wastewater Pump Station and Headworks Buildings shall
require construction phase engineering and inspection services by
the system designer, the June 2, 2016, proposal from SKW
Enterprise Solutions, Inc. being attached.
WHEREAS, the Little Blue Valley Sewer District's Strategic

WHEREAS, the District on December 9, 2015, approved Task
Order Number 1 with SKW Enterprise Solutions, Inc., for the design
and bidding phase of the Project, with the understanding that the
District would separately authorize any needed construction and
inspection services at a later date; and,
WHERAS, SKW Enterprise Solutions, Inc., has peformed
satisfactorily and should be retained for continuing technical
support during the Project construction and commissioning; and,
WHEREAS, the scope proposed by SKW Enterprise Solutions,
Inc., for construction phase engineering and inspection services
in the June 2, 2016, proposal is deemed reasonable and
appropriate; and,
WHEREAS, the proposed not-to-exceed amount of $40,580.00 is
deemed to be consistent with the work required; and,
WHEREAS, based upon staff review, Greg Boettcher, Executive
Director, recommends the Board of Trustees approve the execution
of Task Order 2 to the Master Consulting Services Agreement with

Subject: Construction Inspection - Replacement of existing PLCs in Raw

Shafer, Kline & Warren, Inc. (SKW) of Lenexa, KS, provided design and bid
phase services for the PLC Upgrades Project, authorized as Task Order 1 under the
Master Consulting Services Agreement in place with the District. The project has been
recommended for award to A.W. Shultz. At the District’s request, SKW has provided a
proposal with a Not-To-Exceed amount of $40,580 for construction administration and
observation services, including review of shop drawings, answering RFIs, evaluating
change proposals, witnessing acceptance testing, and conducting substantial and final
completion inspections.
I have reviewed the proposal and find the scope of work and proposed Not-To-
Exceed fee to be appropriate for the work. Therefore I recommend execution of Task
Order 2 to the Master Consulting Agreement with SKW for Construction Administration
and Observation services associated with the PLC Upgrades Project.
