• TOR Purpose– Ensure common understanding of the expectations,

commitments and advisory role– Reviewed at the end of the Project Definition Phase

communities of the planning and construction of the treatment plant

• Assist the Chair to facilitate discussion

• Media Relations– Metro Vancouver will be official spokesperson

– Media relations protocol:

• Chair of the Board lead spokesperson

• LGPAC will not have media spokesperson

• Media inquiries referred to Metro Vancouver Media Relations

Chair and Vice-Chair Selection Process

• Discussion re: key characteristics of an effective chair (5 to 7)

• Identify your strengths relative to the characteristics

• Chair and Vice-Chair Appointment Form emailed to LGPAC for interested primary members to complete

• Completed application forms can be emailed back to Metro Vancouver– All applications are confidential

• Chair and Vice-Chair will be selected by Metro Vancouver and announced via email prior to the next meeting in the fall

Primary and Alternate Members• Primary members

– Expected to attend all meetings

– If unable to attend, arrange for their alternate to attend

– Ensure that alternate is briefed on issues and deliberation

• All members– Asked to review draft meeting summaries and provide

comments

– Emailed final meeting summaries following meetings

• May attend, but may not participate in discussions

• Guests may be invited to provide technical information or a presentation

• Presentations will be an agenda item – pre-arranged through the Process Facilitator or Metro Vancouver staff

– Adequate time to become informed on relevant matters

– Adequate time for discussion within meeting

– Response from Metro Vancouver on questions or points raised in discussion

• Responsibilities– Come to meeting informed

– Ensure representation

– Ensure their alternate is informed

• Support an open and inclusive process

• Treat others with courtesy and respect

• Listen attentively

• Use respectful language

• Be concise

Consensus Decision-Making• A decision that participants can accept, without

having to agree on all details

• A goal but not a requirement of the LGPAC process

• No votes will be held to determine a decision

• Meeting documentation will identify areas of agreement, discord, and trade-offs

• With non-consensus, members will work with Metro Vancouver staff to describe what does not meet their needs

Addressing Dissatisfaction

Members agree to:

• Work within the Committee to address issues of dissatisfaction

• Raise criticisms of the process or emerging results as agenda items for resolution within LGPAC

Conflict of Interest

• Required to declare the nature and extent of any conflict of interest

Deliverable• Project Team will produce a final report that

documents the deliberations

• Report will be delivered to all LGPAC members

• Will be included in LGSWWTP Consultation Report
