values in our children. It’s important that we protect them by instilling the right values in them.”
Now in his mid-40s and the executive dir-ector of an organiza-tion called Hope North Uganda, Okello tours the world talking about his experiences growing up in Uganda, using his own example to prove that no matter what life throws at you, there is something better down the road. At the age of 16, Okello was abducted by Ugandan rebels and turned into a child sol-dier for a year-and-a-half before he escaped and
used his experience to start working on improv-ing the world.
“I am inspired buy the fact that human life is supposed to be bet-ter,” he said. “You have hiccups in life. I got ab-ducted, � ne. But there is something better for me in life so I want to share that same principle with everybody every-where I go. that when something is wrong we need to address it and when we address wrong things we address it with the key principle of say-ing ‘I want something better and something good.’ � e message I
take around the world is that victims of challen-ges and di� cult situa-tions should not just sit there but come out and tell people this is what I went through. It can be changed and everyone is a part of it.”
At Glenmore Ele-mentary this week, a group of Grade 6 stu-dents joined Okello in a traditional Ugandan dance, a routine they learned when they � rst met Okello last year on a trip to Kelowna and perfected this year with Okello on the drum and the students looking every bit the part, dan-
cing along to the beat.� e students were
beaming after the per-formance, in front of a small group of teach-ers and parents, and were even brought out for an encore as those in at-tendance grabbed their cameras to record the moment.
Student Tanner Milli-gan says it has been an amazing experience to get to know Okello and learn from him.
“He’s pretty awe-some,” said Milligan. “He’s smiling all the time and we’re always having fun with him. I think we can learn a lot from him

With a smile that seemed as if it could brighten any room, Ugandan peace activist Sam Okello Kelo kicked o� a month long visit to Kelowna elementary schools at Glenmore Elementary this week, joined by a group of Glenmore students who danced, drummed and sang with the inspira-tional former child sol-dier.
Okello, 44, will tour every elementary school in Kelowna, singing and dancing and telling his inspirational story to the youngest children in School District 23, preaching a message of love, of one world together.
“One of the messages I want to share with the children is that we are one world and the world has so many oppor-tunities that we should bene� t by sharing the di� erent cultures that exist around the world to better the human race,” said Okello this week. “We need to instill good
about values and about how much we have and how little people in his country have.”
For Okello, the use of dancing and music is key to his message of peace. He brings his audience together in song, getting them to sing along and together.
He says the reaction of the children he speaks to around the world is the same whereever he goes.
“� ey get very excit-ed and say ‘where have you been?’” he said with his trademark smile. “ I come with the music and dancing and you see the joy. � e same joy I see in the eyes of the chil-dren here is the same joy I see in the eyes of the children I work with at home. � ey always want to experience it. � ey want to be part of some-thing good and music opens up the children. I see a lot of excitement and a lot of curiosity.”

said Const. Joe Bellia. “We’ve also had some reports of people com-ing onto properties and scoping things out, look-ing through the prop-erty and walking around sheds or garages. My advice is lots of light-ing. � e motion detector lights are very popular. � ese people that tend to break in don’t want to be seen.”
Bellia also said com-munity watch groups are a good way to keep neighbourhoods safe as well as an alarm on your home or business.
� e thrift shop at the United Church has been in operation for many years and coordinator Ken Phipps says there is no plan to slow down in the face of adversity. � e church donates money each year to di� erent charities including the
food bank and it spon-sors students with bur-saries.
“It’s not uncommon to have shoplifters pick-ing up things but this is the � rst break-in we have had like this,” said Phipps. “It’s the van-dalism that really gets to you. We help a lot of people. It’s a commun-ity service. Every work-er in the thrift shop is a volunteer. If you are hard up with no job you can come down and say you are desperate for some clothing and they will give it to you. � ey don’t have to steal.”

Abstraction is both the easiest and most dif-� cult of art forms. � e results sometimes elicit a “I can do that” response. But those with a deep-er understanding of the creative process know that abstraction calls for something more from its
artists: Surrender, care-ful listening, call and re-sponse.
“� ey Tell You Where To Go” showcases the work of three abstrac-
tionists, each with their own unique approach.
On Saturday, Jan. 31 at 3 p.m. the public is in-vited to the art gallery for a discussion with all
three artists. Learn more about their painting pro-cess, the history of their work and hear them speak to the work in the exhibition in person.

A family member act-ing as caregiver has many responsibilities: Cook-ing, cleaning, shopping, banking, feeding, dress-ing, grooming, mobil-ity aid, incontinence care, medication manage-ment—the list goes on.
Although many fam-ilies enjoy caring for loved ones, the physic-al, emotional and � nan-cial consequences can be overwhelming with-out support. Caregivers may neglect their own
well-being and that in turn can a� ect the qual-ity of care they provide.
Fortunately, respite care is available to sup-port those caring for loved ones.
“Respite is intended for genuine relief of care-giver burden. Interior Health provides a range of services and informa-tion on solutions to help lighten the burden,” says Home Health director Kathy Chouinor.

frustrated with some re-cent vandalism that on the surface seems point-less.
Six doors were dam-
aged on storage sheds used to store over-� ow material from the church’s thrift shop last week, which will require
repair or replacement.Items were also
stolen although volun-teers say they aren’t sure how many or what kind of things were taken as the sheds are home to bags and bags of di� er-ent items making an in-ventory tally next to im-possible.
“We have signs up all
over our store that say shoplifting isn’t neces-sary because if you are in � nancial need, just con-tact us and we will make sure you get whatever you need,” said Joan Ph-ipps, one of the store’s many volunteers. “When we have donations come

Humour is a funny thing. Because some-
times it isn’t funny. A political cartoon of
Prime Minister Stephen Harper is funny—unless you’re Stephen Harper.
A comic strip about a fat orange cat is funny—as long as you don’t ask for Gar� eld’s opinion.
Is a satirical car-toon about the Proph-et Mohammed funny? Some gunmen in Paris didn’t think so.
North Korea’s presi-dent Kim Jong-un ap-parently took strong of-fence to a rather inept and juvenile movie.
My friend Ralph Mil-ton has done some ser-ious study of humour. He contends that humour usually has a victim. “When you hear a joke,” he says, “look around and see who’s not laughing. Who feels hurt? Who is wincing?”
� at’s why I can’t re-peat most of the jokes I heard as an adoles-cent. � ey almost uni-versally portrayed girls and women as objects for male pleasure. Sadly, 13 dental students at Dal-housie University in Halifax still think so.
If those old jokes didn’t denigrate women, then they picked on other races. Or on people with supposed men-tal or physical handicaps. Remember the Newf-

Please, if you did, I don’t want the details. I’m here to discuss the underlying assumptions of this fad. TV present-er Dr. Oz is a promot-er of various schemes, soup diets and the like, but there are many books and consumer products being � ogged.
“Supplements, tea, homeopathy, cof-fee enemas, ear candles and foot baths promise you a detoxi� ed body,” writes Ontario pharma-cist Scott Gavura, who treats cancer patients with medicine’s most po-tent drugs.
Frustrated by the pharmacy industry’s will-ingness to cash in on fake cures for nonex-istent conditions, Ga-vura began contributing to ScienceBasedMedi-cine.org, where you can search “detox” � nd his takedown of this notion.

Living in the Lower Mainland 20 years ago, I noticed people lugging big plastic jugs to the grocery store to � ll with water. Metro Vancouver is a rainforest, with some of the best tap water in the world, so I wondered what they were trying to avoid.
Discreet inquiries yielded similar answers. Aside from the odd superstition about chlor-ine or � uoride, they had no idea at all. � ey didn’t know about the Coquit-lam reservoir, or ozona-tion, or what they were buying, which was es-sentially municipal water run through a � l-ter. � ey had been con-
vinced to pay $2 for water in plastic bottles, and this somehow led to the conclusion that their tap water is only � t for washing clothes and driveways.
Vaccinations? Don’t get me started. In the past year I have had an argument with a regis-tered nurse at a blood donor clinic, annoyed that the health ministry denied her imagined “right” to infect frail pa-tients with in� uenza, and with a veteran pol-itician who only recently overcame a vague taboo against putting vaccines in her body.
It’s no wonder people constantly fall for en-viro-scares like tox-ins from the Alberta oil sands that are actual-ly concentrated in cit-ies where all that fuel is burned, or the threat of genetically modi� ed canola oil, or smart me-ters. � e media are fre-quently part of the prob-lem, lacking scientif-ic literacy and preferring con� ict over common
sense.Take Vancouver
(please). � e mayor rose to fame with a com-pany that sold over-priced imported tropical fruit juice in single-serv-ing plastic bottles. Call-ing it “Happy Planet” convinced a new gener-ation of urban rubes that they’re doing something for the environment. Plus, there are “no chem-icals” in it, to cite the central myth of hippy science.
At the risk of giving you too much informa-tion, I did a cleanse last year. It was for a screen-ing colonoscopy, one of many that have taxed the B.C. health care system since a new test was add-ed to the standard med-ical checkup.
Try that one if you’re over 50.

Today, you can only tell a Jewish joke if you’re Jewish. An Irish joke, if you’re Irish. Otherwise, it’s evidence of prejudice.
Even gentle humour has a victim—ourselves. In the narratives spun by Garrison Keillor or Stu-art McLean, we recog-nize our own foibles, our own failings. And so we laugh at ourselves. Laughter is our reward for seeing the punch line coming.
Ever wondered why it’s called a “punch line”? � e term itself identi� es the subliminal violence hidden in humour.
Laughing at your-self is a learned re-sponse. Young children
don’t laugh at them-selves. When they feel that adults are laughing at them, they cry. Or get angry.
Laughing at yourself demands a certain ma-turity. Some people never develop it. Anything that seems to ridicule their icons—for example, the Prophet Mohammed—causes them to � are up.
In our increasingly secular western world, we have learned to admire the acid artistry of Aislin, the slapstick of Charlie Chaplin, the zaniness of Monty Python.
But we too have our icons. I suspect most of us would not take kind-ly seeing Queen Eliza-beth portrayed as a drug dealer. Or the Pope as an arms merchant.
Or—an extreme ex-
ample, perhaps—Jesus with an erection. Chris-tian churches, despite their many variances, generally share a con-viction that Jesus was pure, unsullied by “sin-ful” thoughts, the earth-ly embodiment of a sex-less God.
I think a lot of people would be outraged.
You see, we’re not very good at imagining our-selves into other people’s feelings. Or, as the Gold-en Rule puts it, at treat-ing others the way we hope they might treat us.
I’m not arguing that we should get rid of hu-
mour. Humour can lay bare a person’s inconsis-tencies and weaknesses. It can make tyrants look ridiculous. And it is vast-ly preferable to organized war. Or, for that matter, to disorganized war—lynchings, bombings and shooting up schools and shopping malls.
Life would be very dull without humour.
But humour can be used as a weapon. And when it is, we need to re-member that even hu-mour has victims.

� e Alzheimer So-ciety is kicking o� Alz-heimer Awareness Month with a nation-wide campaign called � e 72%. It aims to in-form women in their 40s and older about the warning signs of Alz-heimer’s and how the Alzheimer Society can help.
Why women? Women live long-
er than men and age is a signi� cant risk fac-tor. � at’s why there are more women living with Alzheimer’s disease than men.
Yet the impact on women is twofold. � ey also account for 70 per cent of family care-givers, which takes a tre-
mendous toll on these women who eventually provide round-the-clock care. � e burden is es-pecially high for women raising families and holding down jobs.
“With this cam-paign, we’re mak-ing Alzheimer’s dis-ease a women’s issue,” says Mimi Lowi-Young, CEO, Alzheimer Soci-ety of Canada.
“Women lead busy, hectic lives, often pay-ing the price with their own health and well-be-ing. We’re asking them to invest time in under-standing the warning signs. Whether they’re concerned about get-ting Alzheimer’s, have just been diagnosed or are a caregiver, we want
women to reach out to their local Alzheimer Society. We can support them throughout the disease.”

Please, if you did, I don’t want the details. I’m here to discuss the underlying assumptions of this fad. TV present-er Dr. Oz is a promot-er of various schemes, soup diets and the like, but there are many books and consumer products being � ogged.
“Supplements, tea, homeopathy, cof-fee enemas, ear candles and foot baths promise you a detoxi� ed body,” writes Ontario pharma-cist Scott Gavura, who treats cancer patients with medicine’s most po-tent drugs.
Frustrated by the pharmacy industry’s will-ingness to cash in on fake cures for nonex-istent conditions, Ga-vura began contributing to ScienceBasedMedi-cine.org, where you can search “detox” � nd his takedown of this notion.
He traces the roots of

If Target was look-ing for a way to bolster sales, announcing a Can-ada-wide shutdown may have been just the ticket.
� e company, with stores in Kelowna and Vernon, announced it would close all Canadian outlets last week.
As the Kelowna store opened � ursday mor-ning, a steady stream of customers � led into the store with empty carts, and out again with bag upon bag of goods.
“I’ve never been here
before,” said Kelow-na resident Wes Par-son, carrying a bag of discounted items he’d picked up. “But she (pointing to the woman at his side) said there would be some big deals today so I came along. Really, I think it’s a ploy. Look how busy it is.”
Busy isn’t the norm at the Kelowna store, ex-plained one frequent shopper.
“� at’s why I come here,” Chelsea Bur-nett. “It’s my go-to store. It’s always so quiet and clean. It’s better than
Walmart.”Another woman, who
declined to share her name, had a slightly dif-ferent take.
She too headed to the store in the morning in hopes of some good deals, but came out emp-ty handed—something that she expected from the store she’d only been to a few times since its 2012 arrival.
“� e shelves are never fully stocked and they never have what I’m looking for,” she said.
While shoppers were willing to share a few thoughts on the US-based retailer shuttering its 133 Canadian stores, employees have been given direction from Tar-get’s head o� ce to not speak to the media.
It was clear from hushed conversations they were having with each other, however, that they had some thoughts on being among the 17,600 Canadians losing
their livelihoods.Target’s head o� ce
had no speci� c informa-tion on how many Ke-lowna-based employ-ees would be losing their jobs, but Target media contact Molly Snyder noted that each store employs somewhere in the area of 150 to 200 employees. � at number aligns with the number of employees the Kelow-na store had intended to hire when it announced its imminent arrival in 2012.
Snyder also said that steps had been taken to ensure those employ-ees would not be left in the lurch by the sudden withdrawal from Can-ada.
“We requested through the courts that the Target Corporation put together a trust,” she said. � at trust is in the dollar range of $70 mil-lion and would ensure nearly all their employ-ees receive a minimum
of 16 weeks of compen-sation, including wages and bene� ts coverage, regardless of whether they’re staying on until the store’s last days.
A closing date for Ke-lowna’s Target has yet to be announced, but Sny-der said that closures will take place in the next 16 to 20 weeks, as a court supervised liquidation gets underway.
It’s a stark contrast to what happened three years ago when Target entered the market.
As they moved into old Zellers build-ings, Targets o� ered to breathe new life into lo-cal retail. � e Kelowna store got a $10-million upgrade, according to a press release from the time, and expectations were high.
“It’s been no secret we have experienced a lot of operational challenges,” said Snyder, from the store’s American head-quarters, noting there
were no pro� table Tar-get stores.
“We came (to Can-ada) for the right rea-sons…but we did too much and too fast.”
Troubles with com-petitive pricing and ample stocking chal-lenged the operation, she said.
“� e team has made strides to overcome those challenges in recent weeks, but it ultimately proved to be too much.”
SFU business and marketing professor Lindsay Meredith said Target’s move into Can-ada was misguided from the start.
It launched with too many stores at once, he said, and it immedi-ately turned o� Can-adians savvy to lower U.S. pricing when it in-stead charged prices in line with Canadian re-tailers.
“� at was exact-ly what Canadians did not want to hear,” Mere-
dith said.When stores opened
they were missing some of the U.S. brands in home decor and fash-ion shoppers wanted, he added.
Further blows that en-trenched the retailer as a “screw-up” in Canadian minds included a mas-sive data breach at the U.S. parent and recur-ring problems with emp-ty store shelves.
“Empty shelves is a retailer’s kiss of death,” he said.
� e latest challenge for Target has been the dive in the loonie to 84 cents U.S., which has left the company bridging a growing gap between what it pays for stock in the U.S. and what it sells it for in Canada.
But Meredith said he was surprised Tar-get opted for a com-plete Canadian pull-out, coupled with credit-or protection, rather than what he calls a “hedge hog defence” of retrench-ing to a small number of more pro� table stores in key markets.
Big winners from Tar-get’s demise will be es-tablished retail and gro-cery chains like Walmart, Loblaws, Canadian Tire and even Sport Chek, Meredith predicted.
Target (TGT) stock was up about 1.2 per cent in afternoon trading on the news, to $75.22 USD a share last � urs-day, dipping to $74.94 by Friday afternoon.
� e Canadian busi-ness is seeking court ap-proval to begin liquid-ation, the Minneap-olis-based retailer said in a statement.
� e move will lead to a $5.4 billion write-down.
CEO Brian Cornell said in a statement that the company was “unable to � nd a realistic scenar-io that would get Target Canada to pro� tability until at least 2021.”

It was a year ago this month that Kelowna � lmmaker Carey Missler had the spark of inspir-ation for his second fea-ture � lm. Kelowna born and raised and a gradu-
ate of the digital � lm program at the Centre for Arts and Technology, Missler has always been fascinated by water and had explored the topic in his � rst � lm � e Can-adian Surfer Movie.

subjects in that mov-ie was Bob Purdy, the Kelowna man who has vowed to stand up pad-dle board every day to � ght for the environ-ment.
As Purdy continued on his own personal mis-sion and Missler was struck by inspiration to look into Purdy’s story in more detail, the two came together, working on an idea for a � lm. A quick phone call sealed the deal and the pair went into pre-produc-tion, getting sponsors in-volved and beginning to put their ideas to paper and eventually onto � lm.
Fast forward one year and � e Paddler, a docu-mentary-style feature, is complete and will be shown for the � rst time in Kelowna, at the Ke-lowna Community � e-atre Jan. 24. It tells a story about water, the environment and what’s going on with the plan-et through the eyes of Purdy, who next month, incredibly, will celebrate his 1,500th straight day
of paddle-boarding.“We just completed
the movie last week,” said Missler, 34. “I’ve looked at it a thousand times and I’m pretty happy with it. It’s really cool. It’s what I envisioned it to be. � e movie focuses a lot on awareness of water and the environment. It’s not really harping on people so much as just bringing awareness to what’s going on. One of the main things you learn is that water is all connected, from rivers to lakes and into the oceans so if you e� ect one part of water somewhere it’s going to have an overall e� ect everywhere else.”
While Missler has been in the editing stu-dio putting the � nish-ing touches on the � lm, watching it time and again, Purdy will wait to view the � nished prod-uct with audiences in Kelowna.
“Carey asked me if I wanted to see the � nished � lm and I thought I would wait and watch it at the pre-mier,” said Purdy. “I know all the bits and pieces. I know it’s going to be absolutely amazing. Where Carey’s magic is is in the editing process. It’s been a blast working
on this. We met some awesome people along the way. When I look back and think about the people that have helped get this movie done it’s unbelievable.”

the � lm crew shot on lo-cation around the prov-ince, including in To� no where they met with re-garded First Nations art-ist Roy Henry Vick-ers, Purdy maintained his schedule of pad-dling every day. Since he
began his journey, over four years ago, there has not been one day Purdy has not hit the water on his board. And while his Paddle for the Plan-et movement has gone worldwide, there have been successes and fail-ures.
“� e message has al-ways been we need to change the way we live on the planet so every-thing I do is geared to-ward that,” he said. “We have made some gains and in some ways we have gone backwards. We really need to reach everyday people. � ere is a small percentage of people driving every-thing and the rest of us are in limbo. My project is trying to reach that mainstream population with this message and try to get people to take some action.”
Debuting the � lm in Kelowna is something special for Missler and Purdy, especially since supporters had a huge hand in helping the � lm get to this point. Mid-way through the pro-cess, the � lm launched a Kickstarter campaign, a public movement to raise money and complete the � lm. It was key to getting distribution and raised $10,500, surpassing the fundraising goal and al-lowing the pair to com-plete the project.
Being able to bring the � lm to Kelow-na audiences who sup-ported the venture is re-warding for the pair.
“I think it’s awesome,” said Missler. “We had a lot of support from our hometown through the process. So many people helped us out to � nish the � lm. It was an amaz-ing experience. � e com-munity support....you never think it’s going to happen but in our case it all worked out.”
Missler has secured a distribution deal for the movie to be released on-line and on TV and the � e Paddler Movie pre-mier is set for Satur-day Jan. 24 at Kelowna Community � eatre, be-ginning at 6 p.m. with socializing, prizes and the movie followed by a wind up party at Bacaro.

� e Okanagan Nation Alliance (ONA) Chiefs Executive Council has declared grizzly bears, known as ki’lawna’ in the nsyilxcen language, as at-risk and in need of pro-tection.
� e Okanagan Nation Alliance has received some funds to support the protection of this at-risk species and to assist in recovery e� orts.
Federal Minister of Environment Leona Aglukkaq has granted a $39,000 project to the Okanagan Nation under
Canada’s National Con-servation Plan, which works to advance con-servation e� orts across the country. � is funding will assist the Syilx Na-tion to gather important information and work to build the supportive re-lationships, partnerships and projects needed to help ki’lawna’ survive.
� e Syilx (Okanagan) territory was once home to thriving populations of grizzly bears but today few remain.
� e ONA says with-out prompt recov-
ery e� orts, three rem-nant grizzly populations, the North Cascades, the Kettle-Granby, and the South Selkirks will soon disappear, calling it critical that the ki’law-na’ is protected and the population recovered in ways consistent with the ONA’s culture, trad-itional knowledge, values, laws and customs.
“Ki’lawna’ has been an integral and critical part of Syilx culture since time immemorial,” said Grand Chief Stewart Phillip. “Its presence in
Syilx territory is an indi-cator of the health of Sy-ilx land and people. We will work to build the supportive relationships needed to ensure that ki’lawna’ will remain and thrive in its natural en-vironment.”
� e Chiefs Executive Council also announced it will work with Con-servation Northwest and its Coast to Cascades Grizzly Bear Initiative to further population recov-ery in southwest B.C.

On a recent USA road trip, we were amazed at the number of dental clinics opening up in the well-known 'Big Box Stores'. Can we expect that on our side of the border anytime soon?
This 'phenomenon' you experienced has been coming for some time. In fact, over 20 years ago dental offices began appearing in some department stores. The prevailing thought was that 'corporate' dentistry would be the demise of private practice as we know it. This never happened. There has been a trend towards 'chain' dentistry, primarily stateside, that is coming northward. The real story is about traffic. In real estate, the term 'location-location-location' is King. In retail, the same is true. When one is choosing between one potential address and another, the demographics are available to determine precisely how many vehicles enter the mall. Placing a dental office in a mall where there is a brand name anchor tenant garners more traffic than a professional building down the street. Convenience reigns supreme. A dentist in a big box store can certainly expect exposure. I noticed insurance offices in drug stores decades ago - with optical shops and postal outlets to follow. Many are subcontracted businesses, similar to the perfume counters in department stores.
Some believe that everything in that huge location is a good buy. Anyone who comes away with a 1 gallon jug of shampoo which will not fit on the shelf in your bathroom may tell another tale.
Forget dentistry for a moment. Do you know of a home based hairdresser who has such a loyal following you have to book a month ahead? She is clearly offering superior service combined with a perceived value for the consumer. Dentistry is actually more critical, because the average person cannot 'see' what we do clinically – so the result of the work may take more time to become apparent. Most dentists applying to a chain style dental provider tend to be junior dentists, and have few roots in the community. The reason 'family' practices prosper is that patients trust the care they receive, and appreciate the continuity of visiting a familiar dentist year over year. Big Box stores stateside offer predatory pricing on select products that would put a single office dentist out of business trying to match them, but that is illegal in jurisdictions like BC. Most of these clinics are franchise operators, and do not actually represent the big box outlets who are simply commercial landlords.

With only one French immer-sion middle school serving the Central Okangan Regional Dis-trict, school district o� cials are looking to establish a French im-mersion program at Glenrosa Middle School in West Kelowna to start the 2015 school session.
Based on projections by district sta� , Ecole KLO Middle School does not have the capacity to ab-sorb the number of students who are expected to enter the school from both English and French feeder schools this fall.
“� e enrolment projections for Ecole KLO Middle School show that the proportion of French im-mersion students will continue to grow relative to the English pro-gram students,” wrote school dis-trict superintendent Hugh Gloster in a report that was presented to
the Central Okangan school board at its regular meeting earlier this month.
“� e district needs to take action to deal with the enrolment pressure at Ecole KLO Mid-dle School. � e development of a middle school French immersion program on the Westside would be one step in this process.”
Of the 837 students enrolled at KLO Middle School this year, 450 are French immersion students while 387 are in English classes.
District projections show the expected number of French stu-dents to increase over the next sev-en years while English student populations are showing a down-ward trend.
Whichever language stu-dents are learning in, the school is over-capacity with no more room to grow.

District o� cials met with par-ents in the Glenrosa area in Oc-tober of 2013 to outline the possi-bility of establishing a French im-mersion middle school program there.
French immersion parents in the district were also surveyed about the situation in February of 2014, with 74 per cent of re-spondents supporting the Glen-rosa French immersion plan.
� e school board will debate the plan at a committee meeting on Feb. 4 before a � nal vote on the plan is held at its Feb. 11 regular meeting.

� e District of Lake Country hopes to tap into funding that en-courages water conserv-ation.
Council will seek a federal/provincial grant for its $1.2-million uni-versal meeting project in 2016.
“If we can get funding, we can get it (the pro-ject) done more quickly and get everyone on me-ters,” said Mayor James Baker.
� e goal is that by retro� tting existing resi-dences with meters, cus-tomers can determine how much water they are using and the commun-
ity can reduce consump-tion.
“It’s part of our master water plan,” said Baker of meters.
Council has also adopted a policy that calls for the district to cover the cost of a water meter pit on existing properties to a maximum value of $1,000 per prop-
erty. Pits are usually at the property line and contain a meter that can-not be installed on the home.
� e district will also charge an annual $3,200 fee to property owners who refuse to have a water meter installed.
“As well, it was agreed that anyone not wanting
a remote read or radio wave meter can have an outdoor read with an additional reading charge of $10 a month,” said Coun. Owen Dickie.

ETHEL MAY MONTGOMERYEthel was born August 10, 1914 on the family farm near Caroline Alberta and
passed away with her family by her side on January 10, 2015. Survived by her sons Ken (Martha), Lethbridge AB,
Richard (Irene), Enderby,daughter-in-law Heather Montgomery,
Innisfail AB and daughter Anne(Jerome) Geis, Winfi eld, 9
Grandchildren, 15 Great GrandChildren and close friends.
Predeceased by her husband Doug and son Ron. Ethel & Doug moved to Winfi eld in 1968. In later years she was active with line dancing and painting
club at the Senior Centre. She enjoyed travelling, skiing and family get togethers. Memorial Services was on Monday January 19th, 2015 at 1:30 p.m. at the Winfi eld SeniorCentre, 9832 Bottom Wood Lake Road. Entombment

Business licence renewal payments are due January 31, 2015, and can be paid through some participating financial institutions in person or on-line, or by mail when there are no changes to an existing licence. Dog licence renewals are due February 28, 2015. The tag for a dog that has been spayed or neutered costs $20 while a dog licence for those that have not costs $60. From March 1st a $20 dollar late fee is applied to renewals.
Recycle your Christmas tree The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014, which authorizes the borrowing of up to Two Million Six Hundred and Fifteen Thousand Dollars ($2,615,000) to fund the purchase of a 50% share of 16 kilometres of the Okanagan Rail Corridor within District boundaries.
Under the Canadian Transportation Agency discontinuance process, CN Rail officially issued an offer for sale of the rail line corridor from Mile 88 in Coldstream to Kelowna in the amount of $50,121,000. Each of the four levels of government were given 30 days to respond and in the event that they did not make an offer, the referral moved to the next level of government. The referral moved to the local government level in September with a 30-day deadline of October 6, 2014.
The municipalities of Kelowna, Lake Country, Coldstream and Vernon, as well as the regional districts of Central Okanagan and North Okanagan, have jointly identified the value the rail line could have as a continuous multi-modal transportation corridor connecting all the communities.
Following negotiations between the region’s Inter-jurisdictional Acquisition Team and CN Rail, and deducting the salvage value of the corridor, the District of Lake Country’s total estimated purchase cost of the 16 kilometres of corridor within District boundaries is approximately $5,133,333. To minimize the current tax impact to residents the District is seeking approval to borrow up to $2,615,000 ($2,572,500 plus debt financing expenses) and the City of Kelowna will invest in a 50% interest. Funding for the purchase will be 100% through long-term debt financing.
Servicing costs of the debt amortized over 20 years and at an assumed interest rate of 2.94% would require an estimated annual debt repayment of $164,655. The debt payments will be funded from General Revenue and represents an approximate tax increase of 1.68%. The average residential dwelling valued at $475,000 would see an increase of approximately $27.00 which equates to approximately $.057/$1,000 of assessed value (5.7 cents per thousand).
Under section 86 of the Community Charter, District of Lake Country Council may proceed with the Loan Authorization Bylaw only if it does not receive elector responses signed by at least 10% of the electors of the District of Lake Country.
The AAP is open to all qualified electors in the District, which is estimated to be 9,315 based upon the Statistics Canada 2011 Census Profile. The number of electors who must sign the elector response form against the proposed bylaw to prevent Council from adopting it is 931, which represents 10% of the eligible electors of the District.
Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Forms are available at the District of Lake Country Municipal Hall beginning on January 14, 2015 and must be submitted to the Corporate Officer, District of Lake Country, 10150 Bottom Wood Lake Road, Lake Country, BC V4V 2M1 on or before 12:00 p.m. on Monday, February 23, 2015.
Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014 is available for public inspection at the Municipal Hall, 10150 Bottom Wood Lake Road, Lake Country, BC during regular office hours – 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding statutory holidays.
