1. Introduction
The former Prime Minister of India, Hon'ble Shri P.V. Narasimha Rao who was a
great scholar of Sanskrit, always insisted that Maharashtra has a great tradition of
Sanskrit learning hence it should have an independent University. With his
encouragement late Chief Minister of Maharashtra Hon'ble Shri. Sudhakarraoji Naik
took up the issue and appointed Dr. Shrikant Jichkar as one man committee to give a
study report for establishing the Sanskrit University in Maharashtra. Dr. Jichkar
prepared the study report and non- Formal University act for the establishment of
Sanskrit University in Maharashtra.
The Govt. of Maharashtra took up the issue and appointed a committee comprising of
Sanskrit scholars and other educationists. On the basis of the report of the committee
the State Govt. established the Sanskrit University at Ramtek and named it as
Kavikulaguru Kalidas Sanskrit University. The University was established on 18th
September 1997. The place Ramtek (which is a township in Nagpur district) was
selected because it is connected to the name of great poet of the world Kavikulaguru
Kalidas. Dr.P.T.Chande, a well known academician and administrator was appointed
by the Hon'ble Governor of Maharashtra as the first Vice Chancellor of this
University. He held the post for three consecutive terms very successfully. During
this period he was also the President of Association of Indian Universities, New
Delhi. After his completion of the third term the Govt. of Maharashtra appointed
Dr.Uma C.Vaidya as the Vice Chancellor of this University. Dr.Uma Vaidya, before
her appointment as Vice Chancellor, was the R.G. Bhandarkar Professor of Sanskrit,
Head, Department of Sanskrit, & Ex. In charge Head, University of Mumbai of
Gurudev Tagore Chair of Comparative Literature. Dr.Uma Vaidya is known as a very
influential academician who headed several prestigious academic committees.

1.1 The University
‘KAVIKULAGURU KALIDAS SANSKRIT UNIVERSITY' is the first kind of
University in Maharashtra and aims to set up a standard for others to look-upon as one
of the pioneer institution and a pride to the state of Maharashtra particularly in the
field of "Sanskrit". The objective of the University is to achieve excellence in the field
of preserving and promoting Indian culture, enhancing and imparting the Indian
knowledge & wisdom and research from our valuable ancient texts rich with
knowledge, etc. Further the objective is to achieve excellence in such field of
education, better understanding with interdisciplinary studies, research and to serve
for human cause in the national interest. The University is not prototype but will
distinguish in its own outstanding character. In view of above, the present land is
inadequate, hence, the land is very much needed to enable the University to be self-
sufficient enough to accommodate the entire requirement to achieve excellence in
higher education and make it a model University.
The University is providing facilities for advanced studies and research in Indian
Classical Languages and other International languages like German and is planning to
introduce advanced studies and research in the subjects like Greek, Latin, Avestan,
Old Persian etc. and foreign languages like English, French, , Russian, Japanese etc.
to encourage comparative study of these languages along with Sanskrit. In addition to
this, to rejuvenate cherish and disseminate the universal values, knowledge, wisdom
and the vision presented in Sanskrit language & literature, to establish a progressive

synthesis between ancient Indian wisdom & modern scientific thought in harmony
with the needs of today and tomorrow and to present & promote Indian Culture in the
field of Ayurveda, Architecture, Meteorology, Agriculture, Yogashastra, Music, Arts,
Languages, Education and Comparative Literature at International Level. Indian
Higher Education system is well known for the creation of new Human resource
having moral values, knowledge & wisdom through Indian Culture & Philosophy.
1.2 Courses
The university offers P.G., U.G. and other various Courses on its campus and in
affiliated colleges under the following faculties, Vedavidya, Sanskrit Literature &
poetics, Indian religious philosophy & culture, Fine Arts, Sanskrit Language
Education & Allied Modern Faculties. All the teaching faculties are qualified and
academically fulfilling the conditions prescribed by the U.G.C. and State Govt.of
Maharashtra. In addition to this University also conducts under Graduate courses on
the campus and in its conducted colleges as B.A.Sanskrit, B.A.Vedang Jyotish &
B.Ed. in its affiliated colleges. Some courses are also run with MOU.
1.3 The Campus
The University is multi-campus with its main campus located at Ramtek which is 48
km away from Nagpur city. University has its two small campuses located at Nagpur.
One of which takes care of all the academic activities while other is devoted to
administrative activities.
The University is having 10 acre Campus at Ramtek & construction work of the
Administrative Building (Ground Floor & First floor) is completed on 14.08.2009.
Construction of Guest House is complete. In addition to this, University created
adequate space for the P.G. departments at Nagpur campus in the N.I.T. building
situated at Sitabuldi area of Nagpur. The Floor No. 5th & 6th with 10 blocks on each
floor are being used for educational purpose. In addition to this university purchased
02 blocks on the 4th floor which are being used for Administrative activities.

2. University Achievements Right from its establishment, the University has been striving to maintain excellence
in Higher Education by organising various National, International and State Level
conferences, seminars, workshops and by establishing various academic bodies. The
University got recognition from UGC under section 2(f) in the beginning and u/s
12(b) in the year 2012. In a short span of about 15 years, the University has
strengthened its own system and managed all its academic activities without getting
any non-salary grant from the Govt.of Maharashtra or the UGC.
This is for the first time that K.K.Sanskrit University is approaching the UGC
for financial support for various developments and academic activities. The major
achievements of the University are given below -
1. Five Departments of Post Graduate level were established in the University viz.
1) Veda and Vedanga
2) Sahitya and Sahityashastra
3) Dharma, Tatwadnyan and Sanskruti
4) Ancient Indian Sciences and Fine Arts
5) Modern Subjects and Sanskrit Shikshan
2. Eighty need-based new courses with Sanskrit as a compulsory subject were
designed and developed. These courses are marked as a good synthesis of
traditional and modern learning of Sanskrit with up to date developments in that
subject.
3. Various academic institutions are affiliated to this University within and outside
Maharashtra.
4. The Post Graduate Department has a staggering strength of 150 students enrolled
for various branches of Sanskrit wisdom.
5. University has organised many Sanskrit Speaking Camps all over the State of
Maharashtra and it has proved to be a special feature of the University.
6. University has completed research projects namely Balsahitya financed by Central
Govt.
7. The University has organised All India Conferences /Seminars on Yogashastra
and its Application, Sarvadharma Mahila Purohita Sammelan, Bruhan
Maharashtra Oriental Conference, Vastushastra and Modern Architecture,

Jyotishshastra Parishad, Sanskrit and Computer Application, Sanskrit Grammar,
Yoga and Prevention of Diseases, New trends in Sanskrit Literature, Sanskrit texts
on Jyotish.
8. University has nearly 50 publications, which have social importance.
9. The University has both traditional and modern Sanskrit courses. University
provides a number of language courses to promote Sanskrit, Pali, Prakrit from
elementary level to Post Graduate level and also facility for research up to Post
Graduate level.
10. The University has established an All India Award entitled 'Mahakavi Kalidas
Sanskrit Jeevanvrati Rashtriya Puraskar' with a citation, a Gold Medal and a cash
purse of Rs. 50,000/-. The first award was given to Mahakavi Dr.G.B.Palsule,
Pune and the second award was conferred on Dr.Shri.Satyvrat Shastri, New Delhi,
third award was conferred on Prof. Pullela Sriramchandrudu, Hyderabad and the
fourth award was conferred on Prof. Ramaranjan Mukherji, Kolkata.
11. In last ten years the university has felicitated many scholars of oriental languages
viz. Sanskrit, Pali, Ardha Magadhi, Prakrit, Persian and Arabic.
12. Most of the Diploma and Degree courses of the University are consultancy-
oriented.
13. This University has exclusive courses of Keertanshastra, (Temple Art) B.A.Civil
Services (based on competitive exam courses) and B.A. Professional. (based on
professional courses) with Sanskrit literature as compulsory subject.
14. The university has established its own website providing the complete information
and has proposal to offer online teaching for the initial preparations of students.
15. The University is located in Central India with well-qualified and experienced
teaching faculty.
16. The University PG depts. have produced a number of successful NET/SET
candidates and researchers.
17. The Sanskrit Dept. of University provides special guidance for students appearing
from competitive exams like MPSC, UPSC and is given opportunity to prove
themselves on the National Map of scholarship.
18. The students are encouraged to take part in National and International Seminars,
Conferences, Work-shops, sports and cultural activities for all-round career
development.

2.1 Issue of Access
As per UGC guidelines, the Universities are asked to give plans to increase both the
access : qualitative and quantitative with the available apparatus and funds at hand by
5% by the end of the development plan period. It is expected that in coming few
years the student strength will be substantially good and quality will also improve.
2.2 Inclusiveness and Equity
University follows the state govt. rules and regulations for giving admissions to
students. Similarly, the reservation policy for recruitment is followed as per state
Govt. reservation rules and it is scrupulously observed in the spirit of the term
‘inclusiveness’ and is more relevant for this University considering its location which
is rural.
2.3 Relevance
The relevance of higher education lies in job orientation and value orientation. The
very purpose of higher education is that the society should get benefited out of the
graduates. Coming out of the higher education institutions they should also contribute
for the development of region in general and specially in particular with good
employment at hand. The courses in Sanskrit and its allied subjects have lot of
relevance for the regional development and the subject has good scope in the job
market too. In fact, coming decades will be the decades of Sanskrit as Sanskrit
language has been recognized as the best laws for computers. Similarly the subjects
like Yoga, Ayurveda, Jyotish and other are getting International reputation as subjects
with potential for world welfare.
2.4 Quality and Excellence
Since its inception, the Sanskrit University has focused on the three fold working
pattern, focusing on teaching as its primary duty, research and extension activities.
The faculty is highly qualified and involved in research activities, which is reflected
through their publications at various levels. During the last fifteen years the university
has put in lot of efforts to raise the quality and excellence in teaching, research as well
as in administration.

2.5 Technical Recognitions :
Teachers have published many books and study material in Sanskrit and its allied
subjects. University website provides all the necessary academic and administrative
information from time to time to the different stakeholders of the University. Most of
the notices are displayed on web site.
University established ‘Manuscript Resource Centre’ under ‘National Manuscript
Mission’, New Delhi. The University created Children Literature in Sanskrit – a
Central Govt. Project.
The university is all entrusted to strengthen the infrastructure to provide more access,
and retention of women students, differently-abled students and students from socially
deprived backgrounds. University is well aware of the fact that Promotion of quality
would be achieved through a focus on curricular reforms, better human resource
management, high quality research, and technology-assisted teaching-learning
mechanism. Hence, university is making all necessary efforts to achieve the target of
promotion of quality. Keeping an eye on ‘capacity building and capability
enhancement’, the university is encouraging its faculty to improve and sharpen their
teaching and research skills.
2.6 Library :
The P.G. and research students of this University can avail the library facility. The
main library is located at Ramtek, Head Office. For the benefit of the students, the
library facility is also provided at Nagpur and Ramtek Campus.
2.7 National Service Scheme (N.S.S.) :
Government of Maharashtra is providing financial assistance to conduct the NSS
activity in the campus and affiliated colleges. The University P.G. Department has the
N.S.S. wing conducting activities through the students and discharging the social
responsibility of the institution in a very holistic manner.
2.8 Alumnae Association:
The University P.G. Department has an Alumnae Association to bring all alumnae
together to organize various activities like Seminars etc. contributing to the

development of the Alma mater. Around students are the members of this association
proving themselves very vibrant.
2.9 Reservation for different categories :
Reservation policy decided by the state government of Maharashtra is being
scrupulously followed for the purpose of admission. In case, any candidate from
reserved category is not available and if the seat remains vacant it may be
interchanged on priority basis amongst the reservation categories and after that for
open category. The university will follow the requisite Government norms to adopt
reservation policy.
The category-wise reservation is as follows:

In case of the castes, if the Non-Creamy Layer certificate or Validity Certificate is
required as per G.R., then the concerned candidate must enclose relevant certificate
with the application form. In absence of such certificates, the candidate concerned
will be treated as a candidate of open category. Non-creamy Layer Certificate
should be in accordance with the G.R. released from time to time by the
Government of Maharashtra.
The reservations for castes/sub-castes will be applicable to changes in castes/sub
castes and changes in category as per Government of Maharashtra’s Resolutions
released from time to time.

Note:
1) Constitutional Reservation is applicable only for the candidates Domiciled in
Maharashtra.
2) Candidates holding Caste Certificate of any state other than Maharashtra or a Caste
Certificate from Maharashtra for any other state will not be granted Constitutional
Reservation according to 6.1.
3) All G. Rs. revised and released by Govt. of Maharashtra regarding reservation from time
to time shall be applicable.
Provision for Special Backward Class (SBC): As per the G.R. Maharashtra Govt.
Higher and Technical Education Dept. No. TEM/3397/12926/ (9086)/TechEdu -1
Dated July 11, 1997, Total reservation of seats is 50% of the total seats available.
Some of the castes under SBC category were earlier included in Other Backward
Class. Therefore, such a SBC candidate shall be held eligible for reservation in the
backward class in which they were included previously. After implementing the
admission process by following the merit list, if some of the reserved seats remain
vacant, then SBC candidates will be given admission to fill up the post on priority
basis to the maximum limit of 2% of the total intake capacity. Court decisions and
Govt. Resolutions published by Maharashtra Government from time to time in this
respect regarding the Non-creamy Layer Certificate will be applicable.
In the 50% seats of the Open Category and 50 % seats of the Reserved Categories, the
following percentage of seats will be independently reserved for the following types
of candidates shown below: (Internal Reservation) :
A. Candidate having a certificate from Civil Surgeon specifying that the candidate is
physically handicapped and having minimum 40% disability - 3% quota.
B. Son/Daughter/Husband/Wife of Active Military Services personnel and Ex.
Military Services Personnel and Ex-Serviceman Personnel himself - 2% quota.
(Note: - This being the internal reservation, seats will be filled on merit in the
beginning only. Correspondingly the number of seats will be reduced from the
respective subjects and categories.)

For the Divorced women, Destitute women, widows who have produced certificate
from the competent authority will be given preference against equal merit, amongst
the 30% reservation for women as per the G.R.No.STC/2002(18/02) Mashi-3] Dated
26th February 2002.
Candidates belonging to backward class are required to enclose attested copy of the
caste certificate along with the application form. It is obligatory for the candidates to
submit the original certificates at the time of actual admission. Regarding “Caste
validity Certificate” and “Non-creamy Layer Certificate’’, G.R. issued by
Government from time to time will be applicable.
The changes in the castes/categories are made from time to time as per the decision of
the Government. Such a change of caste from one category to another can be claimed
by the candidate by producing relevant documentary evidence.
All the rules and regulations are implemented in the interest of students and the
admission committee is empowered to take the decision for admission. In case of any
complaint or grievance the decision of Hon'ble Vice Chancellor is final and will be
binding for all the concerns and matters.
