A.1 Non-Technical Summary 1. Waste Water Discharge Background Mayo County Council, Aras an Chontae, Castlebar, County Mayo is making an Application, to the Environmental Protection Agency (EPA) for a Waste Water Discharge certificate, for the Kilmovee Waste Water Treatment Plant (WWTP) & Agglomeration, in compliance with the Waste Water Discharge (Authorisation) Regulations 2007 (S.I. No. 684 of 2007). Under Schedule 2 of the above regulations, the prescribed date for submission of Waste Water Discharge Certificate for agglomerations with a population equivalent of less than 500 PE is 22nd December 2009. The waste water works at Kilmovee falls under this category, presently having an agglomeration with a population equivalent of 170 PE. The scheme was financed by funding from DoEHLG under the Small Schemes Programme and Mayo County Council. 2. Description Of Kilmovee Waste Water Works / Sewerage Kilmovee Waste Water Treatment Plant was commissioned in early 2008 to serve a design population equivalent PE of 300 and is currently operated by Mayo County Council. The Waste Water Works in Kilmovee consists of a wastewater treatment plant with a collection network of 225mm diameter foul sewers and 2 no pumping stations. Treated Effluent from the plant is discharged to the Kilmovee River (Primary Discharge Point). The WWTP is based on the attached growth process and designed to treat sewage from a population equivalent of 300 PE. The Waste Water Treatment process takes place in a package plant consisting of the following;

3. Sources of Emissions The treated final effluent from the waste water treatment plant is discharged to the Kilmovee River through an outfall labelled SW1 (P) (154635E, 293456N). This is the primary discharge point. The Kilmovee River is a tributary of the Lung River which flows into Lough Gara and forms part of the Shannon River Catchment. There are no secondary or storm water discharges. 4. Nature and Quantities of Foreseeable Emissions The wastewater treatment works is designed to treat the wastewater to the standards required by the Urban Wastewater Treatment Regulations. i.e. BOD 25mg/L, COD 125mg/L and SS 35mg/L The average volume currently discharged from the municipal effluent stream of the treatment plant is estimated at 38.25m³/day (170 PE @ 225L/per P.E. day). This is equivalent to an estimated maximum discharge of 0.96kg BOD/day and 1.34kg/day Suspended Solids. It is expected that the PE being treated by the Kilmovee Waste Water Works will increase to 200 PE in the medium term which would mean an increase in the average discharge from the treatment works to 45m³/day. The discharge from the treatment plant is to the Kilmovee River which flows into the Lung River which in turn flows into Lough Gara in Roscommon. The Kilmovee River is not designated Salmonid or Nutrient Sensitive. No SAC, SPA, or NHA have been identified near the plant. 5. Technology for Prevention or Reduction of Emissions Emissions from the WWTP are monitored and the treatment process is adjusted to maximise the efficiency of the plant in removing any pollutants. The process, as has already been summarised above, is successful in removing BOD, and suspended solids from the final effluent which results in a reduction of harmful emissions from the treatment works. 6. Further Measures Planned to Eliminate or Reduce Emissions There are no immediate proposals.

C.1 Operational Information Requirements 1. Description Of Kilmovee Waste Water Works / Sewerage scheme Kilmovee wastewater treatment plant (WWTP) was designed by NUI Galway for a population of 300 population equivalent (PE) for organic carbon and solids removal from the wastewater to the European Urban Wastewater Treatment Directive discharge limits of 25 mg BOD5/l and 35 mg SS/l (European Directive EEC/23/91) with three months primary and secondary sludge storage. The treatment process employed at Kilmovee is a pumped flow biofilm reactor (PFBR), combining the advantages of the sequencing batch reactor (SBR) and attached growth (biofilm) processes to form a sequencing batch biofilm reactor (SBBR). The reactors of the WWTP are fed in batches. An attached growth process, the system is characterised by: its ease of operation and maintenance; low operating costs; and comprising no moving parts or compressors, other than hydraulic pumps. Aeration is achieved by alternatively exposing the biofilm (attached to plastic media blocks) in each of the two reactor tanks to atmospheric air, thereby eliminating the need for forced aeration. The WWTP comprises two separate tank units: a Primary Settlement Tank (PST) unit (Figure 1); and, a Treatment Tank (TT) unit (Figure 3). A summary of the WWTP tanks, compartments and equipment is provided in Table 1.

Wastewater enters the WWTP through a pumped rising main from Pumping Station No. 2 located at the Church in Kilmovee Village and leaves the plant from a gravity outfall linked to a nearby stream (Figure 1).

The PST unit (2.6 m diameter and 10.5 m in length) is divided internally into two compartments: settlement of solids occurs in the first compartment (Primary Settlement Zone: working volume = 47 m3); the second compartment acts as a balance tank (Balance Tank 1: working volume = 12 m3) to the connecting TT (Figure 2). When the wastewater has passed through the primary settlement zone, it overflows through a 25 mm vertical bar screen into the adjoining balance tank. Access point, INF, allows entry to the inlet chamber where the rising main from Pumping Station No. 2 terminates. 5 No. access points are provided in the PST unit: PS 1 – 3 and BT1 1 and 2 (Figure 2).

The TT (2.6 m diameter and 12.8 m in length) unit is divided internally into four compartments: Balance Tank 2, Reactor 1, Reactor 2 and Clarifier (Figure 3). Balance Tank 2 (working volume = 12 m3) is connected to Balance Tank 1 in the PST unit by a gravity pipe.

C.1.1 Storm Water Overflows There are no storm overflows from Kilmovee Sewerage Works. C.1.2 Pumping Stations Due to the topography of the agglomeration it is necessary to serve the Carracastle Road by gravity to a pumping station at the rear of the Church. The sewage is pumped from here via a 100mm rising main to the Treatment Plant. The Kilkelly Road is served by gravity to a pumping station 430m from the crossroads in the centre of the village. The sewage is pumped from here via a 100mm rising main to a manhole at the crossroads in the centre of the village. There is a minimum of 8 hours storage provided in the two pump sumps in the event of a power failure and there are two submersible pumps in each pumping station which operate on a duty and standby basis. There are no emergency overflows provided from the pumping stations and no breakdowns have occurred since they were commissioned in early 2008. Table C.1.2.A – Pump station details

E.2 Monitoring and Sampling Points Programme of Environmental Monitoring Kilmovee wastewater treatment plant is designed to treat municipal wastewater to the standards required under the Urban Waste Water Treatment Regulations, 2001. It is proposed to carry out routine sampling on a bi-annual basis. Sampling Methods Sampling is currently by grab only Provision of sampling points and safe means of access Sampling points are provided at the wastewater treatment plant at both the inlet works manhole (SP1) and at the outlet final effluent chamber (SP2). The location of these sampling points is shown on Drawing No.5 (Map E.2). Receiving water monitoring points are located upstream and downstream of the primary discharge point. The monitoring points, labelled aSW1u (upstream) and ASW1d (downstream) are shown on Drawing No. 5 (Map E.2).

Analytical and Quality Control Procedures Two samples per year from both sampling and monitoring points (detailed in section E.3) will be taken by Complete Laboratory Solutions (CLS) for UWWT returns to the EPA and analysed by an external laboratory for the following parameters:

F.1 Assessment of impact on Receiving Water
Mayo County Council will carry out an “appropriate assessment” if required, in accordance with – Note on Appropriate Assessments for the purposes of the Waste Water Discharge (Authorisation) Regulations, 2007 (S.I. No. 684 of 2007) as part of the Waste Water Discharge Certificate process for Kilmovee. The Kilmovee WWTP discharges into the Kilmovee River, which is not designated as salmonid (under the National Salmonid Regulations) and is not designated as nutrient sensitive under the UWWT Regulations. There is a complex of adjoining / overlapping sites located approximately 18.4km downstream of (to the east of) the primary discharge point, within County Roscommon. The complex includes:
Tullaghanrock Bog NHA and SAC (Site Codes 2013 and 2354), Lough Gara pNHA (Site Code 000587) and SPA (Sited Code 4048) Callow Bog SAC (Sited Code 000595)
There are no designated shellfish waters in proximity to the Kilmovee Waste Water Treatment Plant and agglomeration although it is at the upper reaches of the West Shannon catchment area. West Shannon which is approximately 100 miles away includes the following designated shellfish areas:
Ballylongford Poulnasharry Bay Carrigaholt Rinevella
North Roscommon Regional Water Supply Scheme abstracts water from Lough Gara which is approximately 23km downstream of the Kilmovee Waste Water Plant.

No. 12 of 2001) Pesticides and Solvents Substances standards and Metal and other Substances standards, listed in the Standards Schedule of the Regulations are related to analysis data from upstream and downstream of the Kilmovee primary discharge on the Kilmovee River. The primary outfall SW1(P) was monitored for relevant substances as part of the wastewater discharge certificate application. It is proposed to monitor this outfall on a biannual basis. The results are contained in Attachments D.1 & F.1

Water Framework Directive 2000/60/EC
This Directive is transposed into Irish law by the European Communities (Water Policy) Regulations, 2003-2008
A draft River Basin Management Plan for to the Shannon International River Basin District has been produced in accordance with the requirements of the Water Framework Directive. (To download a copy www.shannonrbd.com). The Shannon International River Basin District is cross-border; partly in Ireland and partly in Northern Ireland. Only a very small portion of the Shannon International District lies in Northern Ireland. Consequently the drafting of this plan has been led by the authorities in Ireland. Full consultation has been maintained with the authorities in Northern Ireland, who are represented on the Shannon District’s Steering Group. This draft plan is issued by the county councils Cavan, Clare, Cork, Galway, Kerry, Laois, Letrim, Limerick, Longford, Mayo, Meath, Offaly Roscommon, Sligo, Tipperary North, Tipperary South and Westmeath and Limerick City Council.
If adopted, Mayo County Council will pay regard to this Plan in its management of Kilmovee Waste Water Treatment Plant.
Birds Directive 79/409/EEC This Directive is transposed into Irish law by the European Communities (Conservation of Wild Birds) Regulations, 1999-2006 There are no SPA’s in close proximity to the Kilmovee Waste Water Treatment Plant outfall. Groundwater Directive 80/68/EEC & 2006/118/EC This Directive is transposed into Irish law by the Protection of Groundwater Regulations, 1999 (S.I. No. 41 of 1999) There are no direct groundwater discharges from the Kilmovee Waste Water Treatment Plant and agglomeration.

Drinking Water Directive 80/778/EEC This Directive is transposed into Irish law by the European Communities (Drinking Water) (No.2) Regulations, 2007 (S.I. No. 278 of 2007) There is no surface water abstraction point in close proximity to the Kilmovee Waste Water Treatment Plant and agglomeration. There is a drinking water abstraction point from Lough Gara in County Roscommon which is approximately 23,000m downstream from the Kilmovee WWTP. Urban Waste Water Directive 91/271/EEC This Directive is transposed into Irish law by the Urban Waste Water Treatment Regulations, 2001 (S.I. No. 254 of 2001) The primary outfall SW1(P) was monitored for relevant substances as part of the wastewater discharge certificate application. It is proposed to monitor this outfall on a biannual basis. The results are contained in Attachments D.1 & F.1
