What are we worried about?

› 22% of unemployment, higher in women.

› Special incidence in young people (49%).

› Increasing difficulties for people with more job placement problems

› High job temporality (88%)

› More risk of social exclusión.

› Increase of the demand of social resources.

› 1.039 families receiving the Basic Social Salary.

Goals of Avilés Jobtown Project

Counting on a Local Action Plan about Youth Employment, with the participation of all the stakeholders involved.

Transference of good practices between the cities of the project.

Composition of the ULSG

Extended to 15 organizations (City Council, management Authority of the FSE, Government of the Principality of Asturias, Social Agents, NGOs, Youth Organizations, Formative Centres and restoration companies and new technologies).

The Project begins with an Ulsg where ten organizations are represented.

Strategy of the involvement of the stakeholders

• Culture of Agreement. • Involvement of all the municipal social welfare area, both technicians and politicians, allowing the mobilization of a great variety of stakeholders.• A clear organization of the agenda and avoiding wastes of time: Concrete Goals.

Elaboration of a starting Diagnosis of Youth Employment in Avilés.

Validation of the plan with organizations outside the local action group (University, third sector organizations, intermediate Organizations…)

Schedule and definition of milestones in the process.

Transference to the plan of the acquired knowledge in transnational workshops.

Plan Elaboration /Methodology

Elaboration of a starting diagnosis by the local Action group.

Diagnosis of youth employment in Avilés:

Validation of the diagnosis and collection of the contributions made by more than 25 organizations (university, autonomic government, NGOs…) related to formation and employment.

Presentation and publication of the final document.

Participatory Process

It allows the identification of five groups as the target population of the plan:• Young people who abandon early the education system.• Young people with no work experience, with or without professional qualification.• Young people with competences not adjusted to the labour demand.• Young people in risk of social and labour exclusion.• Entrepreneur young people.

Diagnosis of youth employment in Avilés:

Definition by the Ulsg of actions to be developed with every group.

Validation of these actions with organizations outside the Ulsg.

Next actions:

• Valuation of non-formal learning.• Formation in skills and competences development.• Elaboration of personalized itineraries.• Actions favouring a return to the education.• Involvement of young people in the design of the policies addressed to them.

Predicted Actions:

Counting on a consensual plan which gives us a better position when accessing to financing and allows the development of active employment policies addressed to young people.
