Background and Justification
Ministry of public works has been prepared the Government Regulation
Draft on lowland and it's in the final stages for approval of the
ministry of environment and subsequent of the President, the draft is
regulate the management of protected lowland and cultivated
lowland which includes lowland irrigation management.

Background and Justification
Very promising for use in support of food security, with
the prioritize of lowland areas that have been
cultivated by agricultural activities and the area that
has been utilized by the plantation companies if it'spossible, but if not the area should be protected.

Background and Justification
the possibility of conducting participatory activities on lowland is quite
large, because farmers in lowland area is landowners farmers and
concern for the infrastructure that was built for irrigation is large
enough, it is different with farmers in Java usually the land is not
owned by the farmers but by an investor for the purpose ofinvestment, so that participatory is less because farmers are
sharecroppers and not the owner of the land, less in sense of
belonging.
Infrastructure support from the Ministry of Public Works to meet the
management of the water system in the lowland area. If there is ashortage of operators, Operations and Maintenance activities can be
done by:
1. Participatory,
2. Tasks (Tugas Pembantuan), or

Referring to Act No. 22 OF 1999 on local government, Rural areas are
areas that have the major activity are agricultural , including natural
resource management, with the function of composition as a rural
settlements, government services, social services, and economic
activities.

Condition of Lowlands Irrigation
Collect data to determine the successful water management in
lowlands irrigation; lowlands irrigation infrastructure, irrigation
management institutions and human resources.
Current situation of lowlands irrigation management are:
a. Irrigation infrastructure condition of some irrigation
infrastructure are almost damaged; some are poor of flood control;
some are open drainage system; ground water table is uncontrolled;
tertiary system is inadequate.
b. Water management system Poor Water resources
management in some areas.
c. Institution of water management Need to implementing the
Operation and Maintenance; Provincial and District Irrigation
commission less functional,WUA/WUAs
mostly has not beenformed and works fine.

Condition of Lowlands Irrigation
d. Human resources less in quantity, farmers participation has
not been conducted intensively.
e. Conditions of uneven distribution of agricultural products, as well as
the necessary role of BULOG (Government logistics agency) and
ministries of transportation, agricultural crop storage infrastructure
needs to be improved BULOG authority.
f. Supporting infrastructure in the lowland that have been developed,
such as electricity.
g. Cultivation method Need to educate the farmers about the
good cultivation method.
h. To increase the farmer income BULOG should buy the crops
from the famers with the decent price.

Phase of the improvement of lowlands irrigation
are as follows:
1. Preparation phase, Collecting the data (2013
2014)
2. Trial phase (2014 2016)
3. Implementation phase of partly improvementlowland irrigation (2015 2020)
4. Implementation phase of fully improvement
lowland irrigation (2021 2025)
