Sri Biju Singh, Regd. Contractor of jorhat Municipality Board of ]orhat
district intends to operate an ordinary sand quarry in the Bhogdoi River Bed of
bhaskar Nagar area amounting 4000 CuM located at District jorhat, Assam
under jorhat Range office of )orhat Forest Division, Assam. This is a Mining
Permit awarded to Sri Biju Singh for extraction of river bed sand for filling and
other construction works for a period of 2 (two) years, as recommended by the
Department of Environmeiit and Forest, Government Of Assam.
The Proposed land lying oil the Bhogdoi River Bed and this ordinary sand
quarry will certainly realise the requirement of river bed sand/silt for various
construction and other filling works. This Mine Contract is awarded to Si'i Biju
Siiigh for 2 (two) years, as proposed by the competent authority, Department of
Enviroiimeiit and Forest, Governmeiit c`f Assam ( See 5(1),AMMCR.2C`13). The
location of the quarry site, as has been recommended by the: Deparimeiit of
Environment and Forest, Government of Assam recommended. for collection of
ordinary sand. The location of the quarry site is well connected by a motorable.
leads from the river bed quarry. The proposed quarry site located under the
jurisdiction of ]orhat Range office of ]orhat Forest Division, Torhat, Assam. The
proposed site is not within any protected area under Archaeological, Religious.

37. Actually, the mining permiit area is just beside the old AT road. The
connectivity of the quarry site with National Highway 37 is a motorable road.

THE ALLOTTED LAND AND THE TYPE OF MINERAL
The total area proposed for grant of Mining permit to Sri Biju Singh.
Registered ]MB coiitractor. for collection of sand amountillg 4000. CuM.
According to the applicant, it is a River Bed aiid remained barren with no any
agricultural activity for long time. (Fig.Z Site photographs)
As per the statement mentioned in the report of Divisional Forest
Officer, /orhat Forest Division , the total quantity available for milling is 4000
CuM.
The available mineral of the pel`mit area i.e. `River bed sand is to be
excavated following a siliiple open cast quarrying method as described
elaborately in subsequent chapter.
PROPERTIES OF THE RIVER BED DEPOSITS;
The Minor mill.eral available in the proposed mining area is fiiie graiiied sand
mixed with silt. During the site visit, it is found the presence of about 15-206/o
silt in the area.
USE:
The minerals so available are suitable for use basically of filling and other
con stiuction purposes.

RESERVE ESTIMATION FOR RIVER BED DEPOSITS:
The calculated miiieral reserves of the coiitract area to be available for
extr.action are as stated below:
The area of the perlrit site 1.65 Ha =16,500 Sq.M
The maximum depth allowed for 3M
extraction of the mineral in River bed
Total reserve of the minerals available 16,500X 3=49.500CuM
would be
The above quantity may be termed as `Inferred Reserve' of .the miiieral. The
actual mineral reserve will be less than that of the inferred reserve, sillce a
consid;rable volume of the irinerals will have to be left un-mined for
preparation of the benches/ steps in Opeli cast mining method. This has been
explained separately in the later chapters.
MINEABLE RESERVE OF THE MINERALS:
Coilsidering a maximum depth of 3M allowed ,the reserve of river bed
available for extraction can be estimated as stated below i-

period of the Mining permit would be 2 (two) years. the reserve of river bed
available for extraction in oiie year wQuld be about : 49500 / 2 = 24,750 Cu
Metres.

(24750 X 5%) = I 237.5 = 1238 CuM per year

23512 X 2 = 47,024 Cu.M.

The aforesaid quantity of 12,883 Cu.M of river bed deposits in I year has been
estimated considering extraction up to the maximum permissible depth of 3
metres from the ground level/ top surface.
The mineable reserve of ordinary sand available for extraction in one year
upfo different depths is assessed as shown below :--

The quantity of minor minerals to be allotted for extraction under the Mining
contract will be within the mineable reserve of river bed deposits in the form of
ordinary earth available per year as depicted above.
However, the Competent Authority may prescribe the quantity of river bed
deposits to be extracted by the Mining Permit holdei. as per the terms and
conditions of the Permit/contract by taking into account the impact on the
ecology and eliviro]iment of the surrounding areas.

CLIMATE AND RAINFALL:
Jorhat(prom:'cBo:(r),ha.t)isanadministrativedistri.ctofAssamsituatedin
the central part of the Brahmaputra Valley. The district is bounded ty Majuli on
north, Nagalaiid state on the south. Sivasagai`h on the east and Golaghat on the
west. On the north of the district, the river Brahmaputra forms the largest
riverine islaiid of the world. The admiliistrative seat is at lorhat town.
Earlier lorhat was a sub-divisioli of undivided Sibsagar district. In 1983 ]orhat
was carved out of Sibsagar District and was made a separate district.
Theclimatein]orhatiswarmandtempCrate.Thesummersherehaveagooddeal
of rainfall, while the wiiiters liave very little. The climate here is classified as Cwa
by the K6ppen-Geiger system. The temperature here averages 24.01 °C. About
2324 mm of precipitation falls annually.
