Global employment growth weak. Labour markets have not yet returned to pre-recession levels
Many EU countries investing in skills training for the 16-24 bracket in order to create more jobs. Job market in Germany and Austria better
Many graduates doing non-graduate level work as private sector hiring is weak in many countries.
