ThePSCwasconstitutedon1January1951tooverseetherecruitment,promotionand termsof serviceofcolonialcivil servants. Following theexodusofBritishexpatriateofficersinthelate1950s,thegovernmentturnedtoPSCtorecruitofficersforthepublicservicethroughtheawardof government scholarships. Today, the PSC continuesto be responsible for appointing and promoting seniorpublicservants,aswellasdecidingondisciplinarymatters,appealsforpromotion,andawardsofPSCscholarships.
ThePSCismindfulthataforward-lookingPublicServiceneeds to adapt to the changing needs of the PublicService. Hence, PSC’s structure and roles have evolvedoverthelast60yearssothatitstaysrelevantandeffectiveasthecustodianoftheprinciplesofintegrity,impartialityandmeritocracyoftheSingaporePublicService.Hence,inthe1990s,thePSCdevolvedsomepersonnelfunctionstoasystemofPersonnelBoards,toallowMinistriesgreaterautonomy to appoint and promote public officers toensurethatthePublicServicestaysnimble.
Similarly, the scholarships system has evolved over theyearstomeetthelong-termneedsoftheService,againstthe backdrop of the global competition for talent. In2002, the PSC delegated ministry-tied scholarshipsto the respective ministries so that it could focus onbringing in talent for key leadership roles across thePublic Service through PSC Scholarships. This also gaveministriesgreaterautonomytorecruitsuitablecandidatesfor specialised work. In 2010, the PSC started makingprovisionalscholarshipofferstoahandfulofhighcalibre

students,before they sit for theirA-levelsorequivalentexaminations.Thishelpsourbeststudentsgainentryintobetteruniversities,especiallyintheUKandUS.
The Public Service today requires capable officers withthecommitmenttoserveSingaporeandimprovethelivesof fellow Singaporeans. Public servantsmust also havethe highest standards of professionalism and integrity.Increasingly,publicservantsneedtohavetheempathytolistentoandunderstandpeople’sdesires,aspirationsandanxieties,bothinformulatingandimplementingpolicies.
InresponsetothechangingneedsofthePublicService,thePSChasrefinedtheselectioncriteriaofPSCScholarshipsovertheyearstofocusmoreonwhole-personqualities,with emphasis on character, integrity, commitment andempathy.ThePSCrefinesthescholarshipselectionprocesstoselectpeoplewithcapabilitiesthatarerelevanttothechangingtimes. In2009,we introducedanAssessmentCentre to add rigour to the selection of President’sScholars. Comprising a series of exercises that presentscenariosandchallengesrelatedtoPublicServicework,theAssessmentCentreprovidesanadditionaltoolforthePSCtoassessthecandidates.In2011,werefreshedthebatteryofpsychometrictestsusedinourselectionprocesstomaintainhigh standardsof academic and leadershipabilities among PSC Scholarship holders. A study wasalsoconductedwithover300publicofficersfromvariousschemes of service to validate the effectiveness of thepsychometrictoolsinpredictingon-the-jobperformance.
ThePSCcontinuestoreviewtherangeofdevelopmentalopportunities and milestone programmes that PSCscholarship holders undergo to ensure that they arebetterpreparedforwork inthePublicService. In2011,the content of two key milestone programmes, thePreparatoryCourseandtheDevelopmentsinPublicPolicySeminar(DPPS),wererevampedtoensurethatscholarshipholders are attuned to the challenges facing the PublicService today, and more importantly, appreciate themeaningandpurposeofservingintheSingaporePublicService.Insodoing,thePSCaspirestocultivatetherightethos and values among our scholarship holders earlyandsetthemontherightfootingfortheirroleaspublicofficerstobetterserveSingaporeandSingaporeans.
WhilethePSCchangesovertime,itscorevaluesdonotchange.ThePSChascontinuedtoupholdtheprinciplesofintegrity,impartialityandmeritocracy–thehallmarksoftheSingaporePublicService.Thesevalueshavewithstoodthetestoftime,andwillcontinuetotaketheSingaporePublicServiceintothefuture.

With effect from 1 January 1995, the following personnel functionswere devolved to the Personnel Boards in theMinistriesundertheConstitutionoftheRepublicofSingapore(AmendmentNo.2)Act1994:
(a) RecruitmentandappointmenttotheCivilServiceexceptthattotheAdministrativeServiceandAuditingService;
(b) Confirmationandemplacementofofficersonthepermanentorpensionableestablishment;
(c) AppointmentandpromotionofofficersuptoSuperscaleGradeE1/Grade8(exceptthatofofficersintheAuditing Service),and
(d) TransferofserviceexceptthattotheAdministrativeService.
Followingthedevolution,thePSCservesasthefinalappellatebodytoconsiderpromotionappealsagainstdecisionsoftheAppealsBoard.ThePSCalsoretainstwokeynon-constitutionalroles:
(a) PlanandmanageundergraduateandotherscholarshipsprovidedbytheSingaporeGovernment.Scholarship recipientsarerequiredtoservetheGovernmentforanumberofyearsaftertheirgraduation,and
(b) Consider the suitability of candidates recommended by the Special Personnel Board for appointment as Chief Executive Officers of Statutory Boards whose job grades are Superscale Grade D/Grade 7 and above, and the suitabilityofChiefExecutivesOfficersofStatutoryBoardsforpromotiontoSuperscaleGradeD/Grade7andabove.

PSC Scholarships have served as a key sourceoftalentfortheSingaporePublicServicesince1961. It providesoutstanding youngmenandwomen,whohave thepassionand convictionto serveSingaporeandSingaporeans, througha rewarding Public Service career. Thesescholarshipholdersstudyattop-tieruniversitieslocallyandoverseas,andundergodevelopmentalprogrammes to hone their leadership skills tobetterservethepublicwhentheyreturn.
AboutPSCScholarships
In 2011, there were more than 2000 applicants for PSCScholarships. Of these candidates, 72 were awarded PSCScholarships.Ontopofassessingcandidates’character,schoolreports,andCommunityInvolvementProgramme(CIP)records,thePSCalsotookintoaccountotherinformationsuchasacademicresults andCo-CurricularActivities (CCA) achievements. 4outof these 72 scholarship holders were found suitable for thePresident’s Scholarship,which is regarded as Singapore’smostprestigiousundergraduatescholarship.

NurturingTalent
Strong emphasis is placed on the training anddevelopment of PSC Scholarship holders from thetime they are awarded a PSC Scholarship. Theyparticipate in PSC keymilestone programmes such asthe PreparatoryCourse and PSCScholars’Mid-CourseProgramme.Theyarealsoencouragedtoexploreotherdevelopmental opportunities such as summer school,exchange programmes, seminars, conferences andcommunity service activities. In addition, scholarshipholders participate in dialogue sessions and seminarswith politicians and senior public sector leaders todiscuss key developmentsand issues in Singapore.These experiences ensurethat they are attunedto the challenges andopportunities faced by theSingaporePublicService,aswell as the concerns of allSingaporeans.TheirtraininganddevelopmentcontinuesaftertheygraduateandjointhePublicService.
Preparatory Course, 4 - 18 Jul 2011ThePreparatoryCourseaimstopreparenewly-awardedscholarshipholdersfortheirPublicServicecareersandtheiruniversitystudies.In2011,thePreparatoryCoursewasrevampedtogivegreaterfocusonpersonalmasteryand reflection on participants’ role as future publicofficers. Participants took part in learning journeys totheCommunityDevelopmentCouncils,andinterviewedpublic officers at different levels to understand thechallenges of the business of Governance and theintrinsicvalueofaPublicServicecareer.Tofosterespritdecorpsandpavethewayfor long-termnetworking,participantsalso tookpart ina3-dayOutwardBoundSingapore(OBS)programme. The Preparatory Course culminated in the PSCScholarships Award Ceremony on 23 July 2011.The Guest-of-Honour was Deputy Prime Minister,Coordinating Minister for National Security, Ministerin charge of the Civil Service andMinister for HomeAffairs,TeoCheeHean.

PSC Scholars’ Mid-Course Programme, May - Sep 201175scholarshipholders tookpart in thePSCScholarsMid-Course Programme (PSMP) in 2011. The PSMP aims todeepen participants’ understanding of Singapore and thePublic Service by providing a platform for discussionwithseniorpublicsectorleadersandcommunityleadersonspecificpolicy issues. It isconductedforparticipantsat theendoftheir second year in university and comprises 3 modules:theDevelopmentsinPublicPolicySeminar(DPPS),aMinistryAttachmentandaCommunityInvolvementmodule.In2011,aPublicPolicyCaseChallengewasintroducedintheDPPScomponentofPSMPtoallowparticipantstodiscusspolicyissuesandproposesolutions fromawhole-of-governmentperspective.
National Day Rally Dialogue Session, 29 Aug 2011The annual National Day Rally (NDR) Dialogue session isa platform for participants to discuss key national issuesraisedinthePrimeMinister’sNDRSpeech.118publicsectorscholarshipholdersattendedthedialoguesessionwithActingMinister for Community Development, Youth and Sports,andMinisterofStateforInformation,CommunicationsandtheArts,MrChanChunSing.

EngagementEffortsThe PSC Secretariat visits top-tier universities each year to stay updated ondevelopments in universities and tertiary education landscapes, and updateuniversities on developments in PSC Scholarships. The trips also provideopportunitiestomeetourscholarshipholdersandotherSingaporeanstudentswhoarekeentoknowmoreaboutacareerwiththeSingaporePublicService.In2011,thePSCSecretariatvisitedtopuniversitiesinChina,theUKandtheUS.
Public Sector ProjectsScholarshipholdersareencouragedtokeepthemselvesconnectedtothePublicServicewhilestudying.Aspartofapilotinitiative,PSCSecretariatfacilitatesthisbylinkinguppublicsectoragencieswithscholarshipholderstoworkonprojects.In2011,scholarshipholdersparticipatedinprojectswiththeMinistryof Information,CommunicationsandtheArts (MICA),MinistryofNationalDevelopment(MND),MinistryofTradeand Industry(MTI),PublicServiceDivision(PSD),andtherespectiveMinistries’StatutoryBoards.TheseprojectsallowscholarstoremainconnectedtoandcontributetothePublicServicewhilestudying.
Gap Year ProgrammeThe Gap Year programme attempts to provide an opportunity forscholarshipholderstoexperience,first-hand,theconcernsandchallengesfacedbyprivatesectorcompaniesororganisationsinthevoluntarysector.In2011,twoscholarshipholderscompletedtheirGapYearprogrammeswithKeppelFELSLimitedSingapore,andOrganicaEcotechnologiesInc.inBudapestHungary.AnotherscholarshipholdercommencedhisGapYearwithGoogleintheUS.

Singapore Seminar, 5 Nov 2011AnannualconferenceorganisedbyPSCscholarshipholders,theSingaporeSeminarengagestheoverseasSingaporePublic Service student community on key developments in Singapore. In 2011,more than 300 scholars from27public sector agencies attended the one-day seminarheldinLondonthemed“AssessingOurPositionasaFirstWorldNation:AreWeThereYet?”.ThespeakerswereMrEddieTeo(ChairmanofthePublicServiceCommission),MrAlanChan(MemberofthePublicServiceCommissionandChiefExecutiveOfficerofSingaporePressHoldings),andMr Eugene Tan (Assistant Professor of Law at theSingaporeManagementUniversity).

Duringtheyear,thePSCinterviewed17candidatesfortheAdministrativeServiceand16werefoundsuitable.
In2011,thePSCconsidered25officersforpromotiontoSuperscaleGradeD/Grade7andabove.Ofthese,22officerswerepromoted.
TheauthoritytoappointDivisionIAuditorsuptoAS10wasdelegatedbythePSCtotheAuditor-Generalinpersonwitheffectfrom1January2000.In2011,theAuditor-GeneralpromotedtwelveofficersintheAuditingServiceunderthePSC’sdelegatedauthority.
Appointment/PromotionofChiefExecutiveOfficersofStatutoryBoardsThePSCendorsesthesuitabilityofcandidatesrecommendedbytheSpecialPersonnelBoardforappointmentasChiefExecutiveOfficersofStatutoryBoardswhosejobgradesareSuperscaleGradeD/Grade7andabove,andthesuitabilityofChiefExecutiveOfficersofStatutoryBoardsforpromotiontoSuperscaleGradeD/Grade7andabove.In2011,thePSCendorsed8officersrecommendedbytheSpecialPersonnelBoardforappointmentasChiefExecutiveOfficers.ThePSCalsoendorsedthreeChiefExecutiveOfficersrecommendedbytheSpecialPersonnelBoardforpromotiontoSuperscaleGradeD/Grade7andabove.
AppealsDuringtheyear,PSCreceivedtwofurtherappealsforpromotionunderthePublicService(PersonnelBoardsandAppealsBoard)Regulations.BothfurtherappealswereturneddownbyPSC.
DisciplineIn2011,61newdisciplinarycaseswerereportedtothePSC.Togetherwith40on-goingcasesthatwerebroughtforwardfrompreviousyears,PSCprocessedatotalof101casesintheyear.Ofthesecases,55werecompleted,ofwhich23werehandledundertheRegulations,and21beingDirectionscaseshandledbythePermanentSecretariesandtheDirectorofPrisons,undertheauthoritydelegatedbyPSC.Theremaining11caseswereclosedafterinvestigation,asnodisciplinaryactionwasdeemednecessaryundertheRegulationsorDirections.
OftheRegulationscasescompletedin2011,thethreemaintypesofoffencescommittedwereIndebtedness,Inappropriate/ImmoralBehaviourandAbsence fromdutywithout leave.Division1and2officers constituted the largestgroupofoffenders.MostofthecompletedRegulationscasesin2011resultedindismissal.
