HUD’s data vision
●The office of Special Needs Assistance Programs (SNAPS) has set out three goals for the next 3-5 years:○ Goal 1: Communities use their data to optimize systems of care through making
ongoing system performance improvements and determining optimal resource allocation
○ Goal 2: Communities operate data systems that allow for accurate, comprehensive and timely data collection, usage, and reporting
○ Goal 3: Federal government coordinates to receive and use data to make informed decisions in coordination with other data sets, across and within agencies

Seven Predictions About the Future of Homeless Service Information●From the National Human Services Data Consortium conference in
October 2018 (Fran Ledger and Abby Miller):○ We will be more strategic
○ Tools will become more advanced
○ Data demands will create complexities
○ Challenges with privacy won’t go away
○ Real time insights will be possible
○ Staffing capacity will expand
○ Communities will rely on actionable datahttp://www.andrewgriffithsblog.com/2820/predicting-the-future/
● A HUD-funded pilot project, the purpose of the Virginia Data Integration (VDI) project is to maximize investments in ending homeless by exploring and implementing data integration of community-based Homeless Management Information Systems (HMISs).
■ Integrated data from HMIS will allow the Commonwealth to reflect a more complete picture of homelessness.
■ At the CoC or local planning group (LPG) level, dashboards will provide interactive and near real-time access to the data, which can be used to further data-driven decision-making.
● In addition to incorporating data from HMISs, the technical aspects of the project will allow easier and more accurate integration of other data sources (such as criminal justice, health care, education).
Virginia Data Integration Project
● Communities will gain:○ Access to near real-time data that will enable them to be more responsive to trends
○ The ability to drill down on populations and projects to address important and timely questions
○ The ability to match data with other systems of care to generate support and resources
○ The opportunity to better partner with service providers and involve diverse stakeholders in data-driven decision-making
● As a Commonwealth, we will have:○ Statewide (for half of the state in the pilot) and local view of homelessness almost
instantaneously (i.e., with an interactive dashboard)
○ A better understanding of which communities might need assistance (e.g., to address chronic homelessness, veterans, families, youth) and identify community successes
○ Opportunities to drive sustainable partnerships with other systems of care
○ The ability to create reports at a state level

Strategy 1: HMIS Learning Labs and training materials
Strategy 2: Hampton Roads HMIS Data Quality Plan
Strategy 3: Performance Management Plan, System Activity Reports
HMIS Learning Labs/Training
● Learning Labs:○ New and experienced end users○ Organized by Project Type○ Peer learning
● Training:○ Accommodate multiple learning styles○ Updating training guides and videos○ HMIS Providers Portal on CoC Websites
Data Quality Plan
Adopted federal and local priorities for:
● Completeness● Accuracy● Timeliness● Consistency
Established Monitoring and Reporting Process
Performance Management Plan
Goals:
● Monitor System and Program Performance throughout the year● Identify both strong performers and opportunities for improvement● Increase data maturity
Vision:
● Homelessness will be rare, brief, and non-recurring
Performance Management Plan
Examples of Measures:
● Decrease total number of persons experiencing homelessness● Increase Permanent Housing (PH) exits● Decrease returns to homelessness● Increase outreach coverage● Increase Permanent Supportive Housing (PSH) capacity● Increase affordable housing capacity
System Activity Reports
Customized reports to focus on local priorities and to reflect the unique flow of various systems
Goals:
● Evaluate system activity - movement of homeless individuals and families through the system of care
● Monitor the systemic response to addressing and ending homelessness
● Identify gaps
