Thedevelopmentlandscapeischangingdrama3callyandtheseshi5s can be an opportunity to re-think the way theinterna3onal community addresses global poverty, inequalityanddiscrimina3onworldwide.Overthepastthreeyears,UNDPhas tested promising approaches to improve its effec3venessand innovate with partners. For UNDP, innova3on fordevelopment means using the most up-to-date concepts andmeans available to achieve change. It is about finding beHerwaystocreateimpactforpeopleandtheplanet,tostrengthenresilienceandbuildmoreinclusivesocie3es.

UNDP’sInnova3onFacilityprovidestwoservicelines:

Supports Governments in crea3ng the nextgenera3on of public services and enhancing theinnova3oncapaci3esofthepublicsector;and

SupportsUNDPCountryOfficestoexplorepromisingpathwaysforgreater impactandprovidesthespaceforco-designandexperimenta3on.

In2014,UNDP launched the Innova3onFacilityasadedicatedfunding mechanism that nurtures promising developmentinterven3ons on the ground. A diverse global team based inAddisAbaba,Amman,Bangkok,Istanbul,NewYorkandPanamaCity scans the horizon to iden3fy promising approaches andtechnologies used by the private and public sector. TheInnova3on Facility takes a porYolio approach to compare theeffec3veness of promising concepts, promotes calculated risk-taking and ‘working out loud’ to learn and iden3fy effec3vewaysofdesigningsolu3onsaroundtheneedsofthepeopleandcommuni3esaffectedbydevelopmentchallenges.

Todate the Innova3onFacilityhas funded102 ini3a3ves in73countries, and coun3ng – almost 70% of which are least-developed, landlocked, small island developing countries orcrisis-affectedcontexts.Theseini3a3vesrangedfromtherovinginnova3on lab in a bus for entrepreneurs in Hai3, the Ebolahealth emergency in West Africa, and foresight planning inRwanda, Sudan and Tonga, to co-designing ci3zen feedbackloops for more responsive Governments in Bangladesh, Côted’Ivoire, El Salvador, the Maldives and Papua New Guinea. Itincludesre-designingpublicservicesthroughco-designwiththeend-users in Moldova, Macedonia and Egypt to seeng-upInnova3on Labs to foster entrepreneurship and ci3zen-drivensolu3ons in Armenia, Georgia and Zimbabwe as well asexploringthepoten3alofbigdatawithprivatesectorpartnersin China and real-3me monitoring of the SustainableDevelopmentGoalsinTunisia.

GrantsfromtheInnova3onFacilityareaformofcataly3cseedcapitalandsofarhavebeendeliberatelysmallandcombinedamix of ini3a3ves linked to ongoing projects as well as newendeavours. Ini3a3ves are asked to incorporate clear scalingpathways from the incep3on.Apreliminaryassessmentof the2014ini3a3vesshowsanuptaketogreaterscaleinalmost65%ofthecases.LearnmoreintheFacility’s‘2014-YearinReview’report,availableonundp.org/innova3on.

As for all innova3ons, successful ini3a3ves must offer scalepoten3al. In2016,theInnova3onFacility isgearinguptoscalepromising ini3a3ves from 2014 and 2015, as well as take onnewchallengesespeciallyinthesefourareas:

StrengtheningCommunityResilienceEstablishing spaces to co-design solu3ons to socialproblems through innova3on labs and camps forci3zens,par3cularly youth.This includesdevelopingprototype ini3a3ves in the run-up of the WorldHumanitarian Summit with partners to beHerrespond to protracted humanitar ian anddevelopmentcrises.

EmbracingBigDataU3lising digital data sources to inform projects andprogrammes, especially to lay the founda3on forsolid and real-3me monitoring of the SustainableDevelopmentGoals.

SocialImpactInvestment

What are the hidden social costs of notadequately inves3ng in educa3on and publichealth for women? Together with UNICEF andGovernmentpartnersweseektocalculatethese,set-up Social Impact Investments and measurewhether the investments reduce the long-termsocialcosts.

Re-designingpublicservicedeliveryThe Innova3onFacilitysupportsgovernments intes3ng and refining ideas to create provenmodels that speak to their policy goals whiledeveloping a shared, government-wideinfrastructure for innova3on. This opens upavenues to explore poten3al solu3ons forforthcomingpriori3essuchasthemonitoringofSDGs and examining the role of non-tradi3onaldata in informing pol icy. UNDP offersgovernments a compelling service line that candiagnoseproblems,assessopportuni3es,inspireearly champions and address persistentchallengesatna3onalandsub-na3onallevels.

DatadrivendevelopmentinvestmentsThroughthisinterven3on,theInnova3onFacilityseekstotestoutthepayment-by-resultbusinessmodel in the UNDP context, by employingbehavioural insights as a methodology andrandomised control trials as an approach ofevalua3on. This ini3a3ve, in collabora3on withthe Behavioural Insights Unit, explores thepoten3alofthisinnova3vefinancingmechanismand rigorous evalua3on approach across avariety of development challenges in Asia-Pacific,EasternEuropeandCentralAsia.
