Incandescent Suppressant Fluorescent Project

Sean Kinghorn, Energy Conservation and Sustainability Coordinator at Ohio Wesleyan
University, is proposing an exterior lighting retrofit on the OWU campus at the end of this spring
semester, 2012. A retrofit requires replacing old lamps with newer, better technology that will
improve the lighting. The exterior lights currently on campus, which include high pressure
sodium (HPS) lamps, metal halide (MH) lamps and mercury lamps, will be retrofitted with light-
emitting diode (LED) lamps provided by Eco Lumens. This report will examine the
environmental and economic benefits of this proposal, as well as why it should be approved by
the administration.
Are LEDs the Right Fit?
LED lights first became practical in 1962 and have been gaining popularity in the use of
electronics since then. These lights allow “for the movement of electrons through a
semiconductor material,”1 which enables them to be used in outdoor electrical lighting to more
success. This discovery, made by Henry Round at Marconi Labs, alerted people to the fact that
LED lights could greatly reduce not only chemical usage but require less electricity. 2 There are
cost benefits to LED lamps as well, primarily because of the fact that they do not require as
much electricity use. Indeed, LED technology has resulted in lamps that yield, on average, 80
lumens a watt – which is quite an achievement compared to the 15 lumens an incandescent bulb
averages.3 This difference can be tremendous when trying to illuminate an outdoor setting, such
as the JAYwalk or the sidewalks and parking lots outside of residential halls. Further benefits of
LED lights are their smaller size, robustness and longer life expectancy. Retrofitting the OWU
campus with LED lamps would greatly impact both the electrical costs on campus, and improve
the university’s eco-friendly outlook as it strives to become a greener, more sustainable campus.
Benefits of LED Retrofit on OWU Campus
The OWU campus is very determined to become more sustainable, as evidenced by the grant that
has allowed Sean Kinghorn to work at Ohio Wesleyan. This semester, one of the projects Sean
worked on involved creating a spreadsheet that would detail the environmental and cost benefits
of retrofitting the exterior lights on campus. This spreadsheet required a bit of research,
estimations, calculations and continuous checks to ensure the data had been input correctly. The

spreadsheet Sean created revealed the university would save a great deal of money on energy
consumption - $27,448.13 annually. Furthermore, the impact these lamps had on the
environment would also be reduced, which would certainly help the university achieve its goal of
becoming more environmentally-friendly and sustainable.
Collecting and Analyzing Data
While examining the first spreadsheet that was created there were some obvious problems with
the data in the spreadsheet, but also with the project itself. The first spreadsheet (Appendix 1)
consisted primarily of predictions and assumptions as Sean did not have concrete information
concerning the costs, hours and wattages of the lamps in existence. Contradictory numbers
provided by the maintenance department of Ohio Wesleyan and the companies providing the
actual fixtures used also confounded the data in the first spreadsheet. Even the data concerning
the Eco Lumens could not be fully verified because they were based on information provided on
the website rather than actual figures from a sales representative. This data was also loosely
based on general knowledge of LED lighting – which is not a very accurate method since data on
LED lights themselves are not completely legitimate.
Perhaps one of the greatest problems with justifying this expenditure is the fact that LED lights
have not been used in this sort of setting long enough for there to be substantial evidence that
predicted results are a reality. Other problems surrounding the project itself included the fact that
there are so many different fixtures as each administration favored a different style. This could
influence the number of fixtures that need to be purchased rather than just lamps. Combined, the
cost of this project may prove daunting to the administrative board, though the long-term
payback of three years should influence their decision, making them more inclined to approve
this project.
This spreadsheet was later updated to incorporate real data that was confirmed by the
maintenance crew on campus and representatives from each of the firms. According to this
updated spreadsheet (Appendix 2), the university would break even the third year, meaning that
any period of time after that the cost of electricity would be negligible. Yet another benefit of
conducting this project now is the AEP Ohio Incentives, which is offering $15,000 to OWU in
lieu of retrofitting exterior lighting on campus.4 Eco Lumens,5 the company providing the LED
lights, is also offering an incentive as OWU would be the first large-scale project the company
has conducted in Ohio. This company guarantees 75% minimum energy savings on outdoor
lights. Combined, these savings would equate to a total of $27,448.13 annually. Though the
adjusted numbers found in this spreadsheet appeared as though a longer payback would be
inevitable, the calculations indicate the university should break even the third year.
LED Technology
Despite the seemingly endless benefits of an exterior lighting retrofit, there remain some
problems with LED lighting. Perhaps the most predominant problem is that LED lights have
simply not been in commercial use long enough to be sure of predicted numbers. Though Eco
Lumens may claim their bulbs will last for 4380 hours, it has yet to be proven. Indeed, some
consider it impractical to conduct full life testing of LED lights, simply because the expected
lifetime is so long. There also remains the fact that LED technology is constantly evolving,

causing some lights to become obsolete before a lifelong test would ever be completed.6
Likewise, the very mathematics of these calculations must also be taken into account; the stated
lifetime of an LED merely represents a statistical measure, one that is typically based on the
hours of operation when its output is at 70% its original value.7 Of course, this does not mean
LED lights should not be used – they have many benefits, both to the environment and to the
economic resources of the individuals or businesses that implement the use of LED technology.
There have been some studies conducted on LED technology, particularly by the Department of
Energy, which in 2010 published its results of Phase I of the GATEWAY Program. This report
provided a great deal of information on different LED fixtures and how they compared to
existing technology. The differences between the old lamps and LED lights are best exemplified
in the power measurements provided in the report. An HPS (high-pressure sodium) lamp that
uses 472 volts of electricity was calculated to have a power density of 991.2 volt-amperes. A
high output LED has a much lower power density of 470 volt-amperes.8
The University of Toronto conducted an exterior lighting retrofit, titled “Project Streetlight,”
from October 2010 to February 2011 along Kings College Road. The university was able to
reduce its energy consumption by 58% per fixture, achieving an eleven year payback and 4%
return on investment.9 It must be noted these numbers differ from the projections provided in the
appendices because the proposed project here at OWU will be more extensive. The project
conducted at the University of Toronto has been lauded by many groups, revealing the impact of

LED technology on the commercial sphere, but also recognizing those who are attempting to
implement green initiatives. By executing this proposal, Ohio Wesleyan may also achieve
recognition for its green initiatives, which seems of import to the current administration. It may
also inspire more student involvement and activity upon realizing the benefits such simple
changes can make on the environment.
Recommendations
With regards to this university, acceptance of this proposal would be highly recommended. The
university would benefit greatly in electricity costs while also enjoying the benefits of having
conducted an environmentally-friendly project that will bring attention to the campus. However,
most recommendations with this project involve the problems with LED technology itself. The
City of Pittsburgh also conducted an extensive exterior lighting retrofit and discovered it would
be most beneficial to replace all fixtures rather than merely replacing the lamps – a question that
was debated in this project as well. Though it would initially cost more money, this study
condones this course of action, as well as encouraging more research to be conducted on LED
lights.10 The original cost of this project may appear daunting to members of the board, but the
reality is that the long-term benefits will be innumerable. Currently, the university’s ten year
energy costs exceed $340,000, but if the LED lights provided by Eco Lumens are installed, this
cost will be reduced to just under $57,500 (Appendix 2). It seems ridiculous to not support this
project when presented with such numbers, and if one also considers the environmental benefits
it seems the project is a guaranteed success.
