PETITION FOR REVIEW
Pursuant to Section 19(b) of the Natural Gas Act, 15 U.S.C. § 717r(b),
Federal Rule of Appellate Procedure 15, and Circuit Rule 15, Vecinos para el
Bienestar de la Comunidad Costera, Sierra Club, the City of Port Isabel, and Save
RGV from LGV, hereby petition the United States Court of Appeals for the
District of Columbia Circuit for review of the following orders of the Federal
Energy Regulatory Commission (“Commission”):
1. Order Granting Authorizations Under Section 3 of the Natural Gas Act,
Annova LNG Common Infrastructure, LLC, Annova LNG Brownsville A,

LLC, Annova LNG Brownsville B, LLC, Annova LNG Brownsville C, LLC,
169 FERC ¶ 61,132 (Nov. 22, 2019).
2. Order on Rehearing and Stay, Annova LNG Common Infrastructure, LLC,
Annova LNG Brownsville A, LLC, Annova LNG Brownsville B, LLC,
Annova LNG Brownsville C, LLC, 170 FERC ¶ 61,140 (Feb. 21, 2020).
All of the petitioners were intervenors in the Commission proceedings
below. Petitioners timely filed a request for rehearing of the Order Granting
Authorizations, which was denied by Order on Rehearing and Stay. Thus, this
Court has jurisdiction to review the Order Issuing Certificate pursuant to 15 U.S.C.
§ 717r(b).
This petition for review is timely filed within 60 days of the Commission’s
denial of rehearing in accordance with 15 U.S.C. § 717r(b).

PETITIONERS’ RULE 26.1 STATEMENT
Pursuant to Federal Rule of Appellate Procedure 26.1 and Circuit Rule 26.1,
Petitioners make the following disclosures:
Vecinos para el Bienestar de la Comunidad Costera: Vecinos para el
Bienestar de la Comunidad Costera (“Vecinos”) has no parent companies, and
there are no publicly held companies that have a 10 percent or greater ownership
interest in Vecinos.
Vecinos, an association organized and existing under the laws of the State of
Texas, is an unincorporated nonprofit association dedicated to protecting and
improving the health, standard of living, and economic development of the coastal
community in the Rio Grande Valley of South Texas.

Sierra Club: Sierra Club has no parent companies, and there are no publicly
held companies that have a 10 percent or greater ownership interest in Sierra Club.
Sierra Club, a corporation organized and existing under the laws of the State
of California, is a nonprofit organization dedicated to the protection and enjoyment
of the environment.
Save RGV from LNG: Save RGV from LNG has no parent companies, and
there are no publicly held companies that have a 10 percent or greater ownership
interest in Save RGV from LNG.
Save RGV from LNG, an association organized and existing under the laws
of the State of Texas, is an unincorporated nonprofit association dedicated to
protecting the Rio Grande Valley of South Texas from the harmful impacts of
LNG exports.
