Torvi, Vijayapura, Karnataka About Indian Library Association The Indian Library Association (ILA) is a premier association committed to the cause of Library Movement and Development in India and
represents those who work in or advocate for Indian libraries. ILA has provided a wide variety of services and programs to its members
and others in the library community, since its formation on September 13, 1933, when the Association was formally formed at the First
All India Library Conference at Calcutta. Today, ILA has become the strongest and largest professional body in the field of library and
information science.
The main objectives of the association are:
Promote library movement in the country
Development of library and information science education in India
Training, research and development of library and information science professionals
Co-operation with national and international organizations with similar objectives.
Promotion as well as formulation of standards, norms, guidelines, etc. for management of Library and Information Systems and
Services
Accreditation of institutions imparting library and information science education and training
Provide a forum for professionals to express their professional concerns and publication of materials
Karnataka State Women’s University Karnataka State Women’s University, established in 2003 in the city of Vijayapura is the only Women’s University in the state of
Karnataka dedicated exclusively for women's education, with a vision of empowering women through higher education. The university
has as its mission, making higher education more accessible and affordable for women particularly from rural and backward regions of
North Karnataka. It is recognized under 2(f) and 12(B) of the UGC Act. It is accredited ‘B’ Grade (CGPA: 2.62) by the NAAC. 137
women’s colleges spread in thirteen districts of North-Karnataka are affiliated to this University. It offers 32 P G Courses, P G Diploma
and Certificate Courses in the Faculties of Arts, Commerce and Management, Social Sciences, Science and Technology and Education.
Nearly 27000 students pursue their higher education leading to Bachelors, Masters’ and Doctoral degrees.
Department of Library and Information Science The Department of Library and Information Science, established in the year 2007-08 with a vision to “advance the well-being of women
community through education, research and out-reach programs in Library and Information Science” aspires, to provide education in
Library and Information Science through its various programs. Through education, research, and service, the department influences the
interdisciplinary understanding, diverse interpretation, creation, and use of the emerging knowledge and information environments of
the 21st century through innovative instruction and state-of-the-art technology. The department offers Certificate in Library Science,
MLISc, M.Phil. and Ph.D programs.
The city of Vijayapura ‘Vijayapura’ - an important historical city is well known for its monumental heritage. It is associated with many prominent dynasties that
ruled the city including Adil Shahi’s. The city is known for its past glory, where the greatest mathematician and astronomer of medieval
India Bhaskara II was born. This was the home for many sufi saints and a rich culture was instilled by great saints like Lord Basaveswara
and Akkamahadevi.Woman of valour Sultana Chand Bibi was the Regent of Vijayapura during 1550-90. ‘Gol Gumbaz’ is the largest dome-

-ever built next in size only to St. Peter’s Basilica in Rome. The other monuments include Ibrahim Roza, Jama Masjid, Taas Bowdi, Asar
Mahal, Upali Buruz, Malik-Maidan-E-Tohf etc. Presently it is the headquarters of Vijayapura district. The city houses two P G centers,
two medical colleges, two engineering colleges and a number of para-medical and general colleges besides the Karnataka State Women’s
University. Nearby places of interest include Almati Dam, Kudal Sangam, Badami Caves, Solapur, Pandharpur, Tuljapur, Kolhapur,
Bande Nawaz Darga, Gulbarga, Hampi, Ganagapur, Basawana Bagewadi.

Call for Papers Original contributions based on practice, theoretical and empirical research, case studies etc. are invited on the theme and subthemes of
the conference as mentioned above. All papers will go through a process of blind review by a panel of experts and accepted papers will
be published in the conference volume (with ISBN). Correspondence regarding papers should be addressed to Secretary, Indian Library
Association through email at: ila2017conference@gmail.com
Correspondence will be made with the principal author and therefore, the name, full address, email, and all (work, home, mobile)
phone numbers of the principal author should be clearly indicated. Authors are requested to submit brief CV (only one paragraph) and
colour photograph along with the paper. The last date of submission is 15th December, 2016.

Author Guidelines Manuscripts Requirements:
Length: Not more than 10 pages maximum for a paper in double space and shall not exceed 5000 words. However, authors are
advised to write as much precise as possible.
Theme Font: Times New Roman
Font Size: Heading-14 (Bold), Sub Heading 12(Bold) and rest of the text - 12.
The title should be concise.
Paper Format and Layout: The paper should have the following details:
o Title (should be in centre)
o Authors (designation, affiliation, detailed address, e-mail ID and Phone numbers)
o Abstract (maximum 150 words)
o Keywords (maximum 6)
o Introduction
o Conclusion
o References (APA style format only)
Case Studies proposed may preferably be supported by real life case examples.
Tables and Figures, if any must have a brief caption written on the bottom of the figure and provide the due reference of the
original work.
References must be in latest version of American Psychological Association (APA) standard format.
Poster Presentation Only accepted papers will be allowed to be presented. Papers may also be accepted for poster presentation.
Only abstracts of poster presentations will be included in the proceedings.

Registration fee includes attendance in all technical sessions, conference kit, conference volume, food, local transport and certificate of
attendance. Accompanying persons shall not be entitled to conference kit and conference volume. P G Students and retired
professionals shall not be entitled to conference volume. However, they can buy the conference volume at a discount rate offered by the
ILA.
Professionals/Research scholars ‘who have not contributed articles and who do not want conference volume’ shall pay Rs. 3000/- only as
registration fee. However they need to pay accommodation charges (if required) and delegation fees (if they are non-ILA members).

How to Reach Vijayapura:
By Air:
The nearest airport is Belagavi (Formerly Belgaum) domestic airport which is around 200kms from the venue. Taxi services are
available at the airport. Flight service is available from Mumbai and Bengaluru (Formerly Bangalore) to Belagavi. The city of
Vijayapura can also be reached via Hubballi (Formerly Hubli) domestic airport which is around 210 KMs from the venue. Taxi services
are also available at the airport. The city can also be reached via Pune (around 380kms) and Hyderabad (around 500kms) airports as
well.
By Train:
Vijayapura Railway station is on South Central Western track, between Hubballi and Solapur. There are direct train facilities available
from Bengaluru and Hyderabad. However the nearest major railway station is Solapur Junction (connected from all parts of the
country) which is 100 KMs from the Venue. From Solapur one can reach Vijayapura either by Bus or by Train.
By Road:
The city of Vijayapura can also be reached by road. NH13 (Solapur- Chitradurga), NH 216 (Hubballi-Solapur), SH 218 (Jewargi-
Chikkodi) intersect the city. It is well connected by KSRTC, APSRTC, TSRTC, MSRTC and private buses. The city is connected to the
major cities of the State including neighbouring states Andhra Pradesh, Talangana, Maharashtra and Goa.

Smartphones Can't Replace Libraries
Academic libraries aren’t just expensive “vanity projects” but rather a vital part of the higher education ecosystem. While
there may be other laboratories across a campus, they do not provide the access to information, librarian expertise and
interdisciplinary integration that academic and research libraries sustain. In addition, Academic libraries provide (for the
haves and the have-nots) spaces or commons - primarily “high-tech ready” in nature that offer general and subject-
specific equipment, software and web-delivered content for individual access and study. They also offer collaborative
spaces for students to work together with each other in small groups and with classroom faculty to study and create
content. Academic libraries provide spaces for STEM and STEAM discovery or maker space environments for students anywhere
in the program or the curriculum especially those who don’t have access to departmental labs, where spaces are often
reserved for students majoring in those specific areas. Academic libraries provide open labs and flexible, individual
computer spaces with equipment and software unique to special research or subject area populations, such as geographic
information systems or statistical software packages to process data used in the study of social and natural sciences. They
also serve special needs students, faculty members and staff. They provide not only access to content within their
buildings but also equipment and technology that students can check out and use in their educational pursuits. (This
takes space for not only storage but also delivery of resources.) Meanwhile, academic library professionals, often faculty
members themselves, are experts in areas of research, and they work in partnership with classroom instructors in the
design and delivery of curricula. They also partner with classroom faculty members in the design and delivery of courses
requiring critical thinking and information literacy as well as subject-targeted assignments; are champions for and leaders
in open educational resources that provide vetted, free content for students who can’t afford textbooks, a large part of the
price tag of college; build digital as well as print collections to reflect classroom faculty research, recommended research
by other experts and subject content required by external regional and national accreditation bodies such as digital and
print content for the health sciences and business-management curricula; and, acquire, curate, design and deliver online
content and competency lessons (online tutorials, streamed office hours with library experts) for students to access on
their smartphones.

E-books can be lent by libraries just like normal books, rules EU’s top court
The judgment confirms the opinion of Maciej Szpunar, advocate general to the Court of Justice of the European Union
(CJEU), who said back in June that lending out e-books should be permitted in the 28-member-state bloc provided
authors are fairly compensated in the same way as for physical books. The court was asked to rule on a case brought by the association of Dutch public libraries-Vereniging Openbare
Bibliotheken (VOB) against Stichting Leenrecht, an authors' rights collecting foundation. VOB argued that the rules
should be the same for digital lending as for traditional books, and the District Court in The Hague asked the CJEU to
clarify whether that view was consistent with a 2006 EU copyright directive on rentals and lending.
Specifically, VOB wanted to use a "one copy, one user" model. A copy of an e-book is placed on the server of a public
library, allowing a member of the public to download it. Only one copy at a time can be lent out in this way. After the
lending period for the e-book expires, the downloaded copy can no longer be used by that user, but another copy can be
downloaded by someone else. In this ruling, the CJEU said this approach was fine, provided the e-book lending met any other conditions placed on
library books by national legislation, as was the case in the Netherlands. The court also underlined that the library e-
book must be obtained legally "the public lending exception does not apply to the making available by a public library of

Best Librarian Award Dr. Vinay Singh Kashyap, Librarian JECRC University, Jaipur, Rajasthan, was conferred the Best Librarian Award on 22nd
October 2016. The award was announced at National Conference on Role of Libraries in Social Empowerment, which was
organized by Compact Society for Social Welfare (CSSW) in association with Library Professionals Associations (LPA) &
Association of Media Libraries and Archives (AMLA) on 21st and 22nd October 2016 at Gandhi Peace Foundation New Delhi.
The Award Consists of a Memento, a Citation and a Shawl.
Obituary It is very sad to inform you all the sad demise of Mr. J. R. Ramamurthy on November 8, 2016 at Bangalore. He started his
career at Bangalore University in 1968 as an Assistant Librarian and later as Lecturer in Library Science till 1982. He
served as Consultant, information center Deccan Herald, Bangalore, and finally retired as the University Librarian of Kannada
University, Hampi, Karnataka State in 1997. As a dedicated professional, Sri Ramamurthy was associated with the Amnesty
International, Bangalore; as Coordinator Third World Network, Bangalore; Karnataka State Library Association; Indian Library
Association, and Karnataka Union of Working Journalists.
It is also very sad to inform you all the sad demise of Dr. R.M. Vatnal, Deputy Librarian, Karnataka University, Dharwad on 19
November, 2016 after a brief illness. He completed his BLISc, MLISc, and Ph.D. from Karnataka University, Dharwad. He was
an alumnus of NCSI, Bangalore. He immensely contributed towards the development of university library. He was true and
committed professional. He was actively involved in all the professional activities of Karnataka University Library, Dharwad
and also with the Department of Library and Information Science.
Maulana Azad Library System celebrated its first “Annual Library Day” on 12 November, 2016 Maulana Azad Library System which comprises of about 110 campus libraries and three outside state campus libraries at Kerala,
Bengal and Bihar celebrated its “First Annual Library Day” on 12 November, 2016 in the Cultural Hall of the Library. The
foundation stone of this building was laid by the then Prime Minister of India, Pt. Jawahar Lal Nehru on this day in 1955 and to
mark this occasion, it was celebrated with great enthusiasm and happiness.
Dr. Nabi Hasan, University Librarian spoke about the importance of this event and gave an overview of the whole program. He
said that such events are like family get together for MA Library system staff and will give a lot of motivation and help in
increasing the socio-cultural exchange amongst the people working in MA Library system including from different departmental
libraries. The chief guest of the occasion was Dr. R.K Sharma, a Fulbright Fellow, Librarian, United Nations Information Centre
for India & Bhutan and President, Delhi Library Association and guest of honour was Mr. H.R. Chighani, former Director of
Khuda Bakhsh Oriental Library. Dr. Yusuf, Deputy Librarian spoke about the unique features of this library system in current
perspective.
One of the unique attractions of the function was the “Best Employee of MA Library System 2016 Award” which was presented to
Mr. Rais Ahmad Khan, who is Incharge of the Computer Applications Division of the Library. The program was attended by
about 215 professionals from library system, senior retired library officers, teachers of the department of library and information
science and also by some special guests from the profession like Dr. Madhusudan from DU, Prof. Naushad Ali, Dr. Nishat Fatima,
Dr. M. Nazim, Dr. Muzamil Mushtaq, Mr. Shakeel Ahmad Khan, etc.
Dr. T.S. Asghar was the compere of the program and Dr. Shayesta Bedar presented vote of Thanks.

Book Exhibition in Joginpally B.R. Engineering College (JBREC)
49th National Library Week Celebrations In keeping the tradition and in honor of the National Library Week (14-21 November has been celebrated as National Library
week), Our JBREC Library celebrated the National Library Week as Book exhibition in association with Bookionics, Koti,
Hyderabad. The program started on 15 November with the speech by Sr. Librarian, E. Ramesh on the topic “creating awareness
about the library and its importance”. Dr. K.V Ranga Rao Principal was invited for the inauguration which started with lighting
the Lamp. He gave all the best wishes for the initiative taken by the library team and extended his full support and guidance for
the whole event. He said that these kinds of book exhibitions are very important to enhance book reading habit among students
and the faculty. Dr. Ranga said that the college provided ICT tools such as Internet and Wi Fi facilities not only in the Library
but also for the entire campus for accessing e resources in the form of e-books, e-journals, etc. by the students and faculty
through their smart phones and tablets. He advised the students to utilize the opportunities by buying the books and reading
regularly. All Library professionals of various institutions of JB Group and All HOD’s of JBREC Faculty and students visited for
selection of various competitive books, personality development and other related books at discounted rates. E. Ramesh Librarian

Booksleuths – the Library Committee celebrated the National Library Week -Libros at Symbiosis Institute of
Business Management, Hyderabad on 14th-19th November, 2016 As a part of the National Library Week Celebrations, the Library Committee, Booksleuths, had conducted two main programs, a
book exhibition and an interactive session with Mrs. Meera Shenoy, a renowned Author and a Speaker.
The Book exhibition was organized from 14th – 19th November, 2016. It consisted of two sections – display of Academic books
by Shah Book House and Fiction, Non Fiction and Best Sellers books by World Book Links. The exhibition had a humongous
collection of more than Seven Thousand Books. In the exhibition, we received an amazing response from the faculties and
students from MBA as well as the Law School. The visitors were fascinated by the wide and unique collections. The students
were engrossed and spent quality time browsing, discussing and selecting the books they liked. The exposure towards the latest
collection awed the students and had rightly captured their taste and interests.
On the 16th November, 2016, we were delighted by the visit of the famous Author – Mrs. Meera Shenoy the author of book
“YOU CAN”. She is also a Social Entrepreneur and the founder of “youth4jobs”. Mrs. Meera Shenoy, helps companies to have an
“inclusive‟ workforce. She has been a Team Member of Advisor to the Prime Minister on Skilling, Senior Advisor UNDP Skilling
and Employment, World Bank and EGMM (Employment Generation and Marketing Mission). Upon receiving a warm welcome
at the college, she was escorted by the members of BookSleuths – The Library Committee and for a campus visit. She particularly
liked the aesthetics, ambience and collection of the SIBM - Library. The visit was followed by her interactive session with the
students. She narrated her journey which was truly inspiring. She talked about how they had met success after encountering
infinite number of hurdles. Her motivating success stories of some of the disabled persons for whom Youth4Jobs had been a path
breaker for, had left a profound impact on the audience’s mind.
