NAEHCY 2015
I don’t get no respect!Ever been frustrated when school staff or
administrators do not listen to you when you explain district requirements under the McKinney-Vento law?
Is there frequent turnover in the homeless liaison position in your district?
4
NAEHCY 2015
I don’t get no respect!Has your district been cited by
Department of Education monitors for lack of compliance in your homeless education program?
Has your district received Civil Rights complaints or had a lawsuit filed due to violating the educational rights of a homeless student?

MV Law Compliance – Functions of State Coordinator:Technical assistance for district homeless education liaisonso Not all liaisons can attend state or regional MV conferences/PDo Some liaisons are “building bound” in schoolso State funding does not allow for onsite PD in all 900+ MI districtso Tried to document NCHE online training, but the content changes,
scheduling prevents printing certificates if completed in Self-Paced format, no state level program info
9
NAEHCY 2015
10
LIAISON CONCERNS:District administration’s lack of
understanding of MV Law and liaison role (NO CREDIBILITY!)
Administrators dismissing decisions and advice of district liaisons (NO RESPECT!)
Increased potential for MV disputes and even law suits (NO AWARENESS!)
Why Bother? continued
NAEHCY 2015
11
STATE COORDINATOR CONCERNS:High turnover of MV liaisons = continually in
training modeState Education Agency (SEA) cannot build
capacity of program when liaisons are all beginners
Additional time spent in training and re-training liaisons takes time away from other regional grant coordinator and state coordinator duties

MV Liaison Credential continuedThe State Coordinator for Homeless Education is
notified of completion and attends the liaison’s District Board of Education meeting to present a framed certificate of State Credential as a MI McKinney-Vento Liaisono Presenting this at the School Board level helps to
bring awareness of the liaison position (institutionalize) in the school system and recognizes the work the individual has put into earning this level of credentialing.
o Serves as a “preferred qualification” for moving from a Local District Liaison to a MV Grant Coordinator or State Coordinator
