General Description of Huawei Training Service
Huawei Technologies Co., Ltd. understands that cost effective training is the key to the efficient
utilization of today’s technologies; technologies represented by the extensive range of Huawei
equipments, products and overall telecom network operator solutions.
Huawei provides a broad portfolio of high quality training programs for all categories of
purchasers. Training covers the needs of field operations, software commissioning, equipment
operation/maintenance, and network management.
Huawei course designers, specialists in instructional design, professional training and course
development, ensure that Huawei training curricula are based upon market analysis and in-depth
understanding of purchasers’ requirements.
To meet purchaser’s expectations/needs, and also taking into consideration Huawei product
features, we follow a modular, performance-based, instructional curriculum design; focusing on
measurable training objectives and appropriate training sequence and duration.
Training methodologies include lectures, hands-on/real equipment exercises, multimedia
training, computer-based training and troubleshooting simulations, etc.
There are now over 180 standard training programs, consisting of nearly 1000 course modules;
these cover all of Huawei’s available products. Customized training courses can also be
developed within a few months of receiving requirements from our purchasers.
General description of Etisalat Academy training service
Etisalat Academy, an Emirates Telecommunication Corporation-Etisalat business unit, is a major
center of excellence for telecom industry training in the Gulf Region & Middle East. It offers
complete training solutions, HR-related development plans & career development consultancy
services, for Telecom industry professionals. The Academy provides internationally recognized
courses in the various fields of Telecom Engineering, Information Technology, IT Security,
Networks & Systems Administration, Management, TQM, Accounting and Finance.
Etisalat Academy, spread over one million square feet built, at a cost of $ 55 million US in
1998, includes a scaled down Telecom Network identical to the real operating Network in the
Emirates, including all types of exchanges, equipment, data services, mobile exchanges, cable
TV and Earth Station. Combined with our electronic assessment center, e-learning network,
large state-of-the-art Auditorium, sixty classrooms, language/software labs and IT Security lab

Etisalat Academy Achievements
During 2005, more than 25,000 Trainees attended close to 1600 programs at 85,000 Training

Etisalat Academy enjoys membership of the International Management Development Institute
(IMD) in Switzerland, and City & Guilds/ Pitmans, UK.
The annual training figures of the Academy are published periodically in the American Society
of Training and Development (ASTD) review report, which benchmark our high quality training
conformity with international standards.
The Academy is ISO Certified in training management, technical and business training,
national development programs, career development and training operations. It also provides
consultancy services in human resources development for various local firms, using its highly
qualified professionals and training consultants.
Etisalat-Huawei NGN trainings
The Academy conducts various specialized NGN courses in many practical fields. It also
organizes local, Gulf, Arab and International seminars, conferences, workshops and symposiums
to tackle various practical topics in cooperation with Huawei.
Training Quality Assurance
As training effectiveness and purchaser satisfaction are the keys to our training, a
comprehensive quality assurance system has been established for Huawei training. There is a
dedicated training quality control group in the Huawei training center. A whole set of quality
control regulations have been setup and implemented.
These quality controls are implemented in all main training procedures, including training needs
analysis, courseware quality assurance, training development and delivery processes, instructor
qualification, and training effectiveness surveys. To ensure the fairness and validity of training
satisfaction survey results, Huawei entrusts a third party, such as Gallup, to routinely interview
the trainees. All checks or survey results are fed back to the relevant departments and personnel
to guide improvements in our training solutions.
Class Size
The standard size of a class is 6 - 12 trainees. This number of trainees is in ratio to the
equipment used; ensuring maximum effectiveness of practical training. The size of class is
finally agreed between Huawei and the Purchaser before the start of courses.
A Unique TrainingEnvironment
Visiting delegates are accommodated in our on-campus
residences. As to be expected in a Centre of Excellence all
rooms are provided with satellite TV and internet connections,
along with a wide array of other services.
An evening shuttle service also allows guests to sample the
delights of Dubai, a major international tourist destination.

• Training ApplicationTraining application and delivery is based on the con-tract between the Purchaser and Huawei. Firstly, the Purchaser and Huawei agree with each other on training content, number of trainees, training place, and training cost. Then, the Purchaser informs Huawei of the contact information (telephone, fax, email) of one person (single point of contact – SPOC) who is responsible for training arrangements. Huawei also provides the Purchaser the contact information of their particular Huawei training coordinator. All training arrangements agreed between the contact person acting on behalf of the Purchaser and the Huawei training coordinator, in compliance with the contractual agreement.
• Training Delivery ScheduleThe purchaser may divide the training into several groups. To start the training for each group, the training contact person from the Purchaser sends a training application (including training courses, number of trainees, training place, and expected training start date) to the Huawei train-ing coordinator. Huawei checks if the application complies with the contract and responds within 3 working days with a suggested training start date/training timetable.
• ConfirmationTraining purchase order & training contracts are the only proof of confirmation for the Purchaser. Normally, Hua-wei expects to get the training applications at least one month before the training start date. The Purchaser may confirm or suggest another training start date upon re-ceiving the suggested training schedule. After the train-ing timetable being confirmed, the Purchaser informs Huawei of the name of the trainees, and Huawei sends
training notice to all trainees. If the training is outside of the Purchaser’s site, the Purchaser also informs the Huawei training coordinator of travel information (flight number, destination airport and arrival time) of the trainees. Huawei sends people to meet trainees at the airport and brings them to reserved hotel. Huawei also issues invitation letter to trainees and helps them with visa applications (if a visa is required).• CancellationThe Purchaser can cancel the training or change the training date at least 10 working days before the start date. Within 10 working days, any cancellation or trans-ferring of dates will lead to penalties as described in the following policies.
Our training center reserves the right to cancel a book-ing if we do not receive confirmation (training purchase order) 10 working days before scheduled training start-ing dates. The following cancellation charges will apply for can-cellation penalties policy:Please note: Working days means everyday of the week except Saturday, Sunday and holidays. Once a course has commenced, if a delegate fails to at-tend or withdraws, the full amount of the course will be payable.

quested by the purchaser; all expenses are charged to the purchaser.
• Etisalat gives a training summary report to the Purchas-er training contact person after the training has finished
Purchaser’s commitment • Purchaser provides a contact person.• Purchaser ensures that during the training, the del-
egates are present and punctual for training, not dis-turbed by daily work.
• Purchaser is responsible for medical expenses of their delegates in case of incidents during the training.
• Purchaser is responsible for delegates who have not passed their exam due to absence from the course

• Training DeliveryTraining courses are delivered according to the designed plan. Normally, each training course consists of instruc-tor led lectures and hands-on practice on training mod-el.
• CertificateAfter the training, training certificates are issued to all participants upon successful completion.
• Archiving Training RecordsHuawei will also keep the training record of all trainees in Huawei training management database, to maintain an awareness of trainee status for the purposes of further training and knowledge transfer.
Evaluation of Training SolutionThe purpose of evaluation is to ensure that training ser-vice delivers against the targets set. Etisalat training evaluation system adheres to the four-level evaluation model originally by Donal Kirkpatrick (reaction, learn-ing, behavior and results). Measurements on all levels are adopted according to different kinds of actions need-ed to be taken in different courses.
• Reactions:At this level, how favorably participants react to the training (customer satisfaction) is measured.At the end of training delivery in Etisalat, training satis-factory survey are held to evaluate the effectiveness of the training and give immediate feedback about instruc-tors, training materials, training environments, etc.
• Learning At this level, knowledge, skills and attitudes are mea-sured. There are exams by the end of each section of training in Etisalat and the training examination is di-vided into theory examination and practice examination and covers all knowledge in the related technical fields for the student.
• Evaluation after deliveryBehavior will measure achievement of performance. Def-inition of results is dependent upon the goal of the train-
