Recently HMT has experienced changes in the electrical construction industry which necessitates an increased use of technology and more rigorous planning, designing, and project management standards than has been required of the Company in the past. With the implementation of advanced computer and architectural modeling software in all phases of construction, HMT has had to adapt to these requirements in order to remain competitive. Along with this new technology, there has been a corresponding change in the way Foremen/Lead staff and others in the company do their jobs. Hand-held, notebook computers containing blueprints, drawings, work orders, and contracts are now standard equipment on job sites. Not only must employees learn how to use the new equipment, they must also learn to use them effectively to improve quality, productivity, and customer service. With this new technology, the entire company must learn to adapt to these changes. In order to keep the Company relevant in the industry, HMT has begun the move from paper drawings to electronic files contained in hand-held computers. It will also implement necessary ancillary training in business, commercial, and continuous improvement skills to transition its workforce to a more current and effecive way of conducting business.
Training Plan Business Skills – Administrative Staff Foremen/Leads and Owners will receive specific skills according to occupation and department need in Conflict Resolutions, Financial Risk Analysis, Estimating, Job Costing, and other related skills. These skills will improve operational effectiveness, project outcomes and financial results. Commercial Skills – Foremen/Leads and selected Administrative Staff will be trained in Equipment Operations, Green Construction, Photovoltaic Solar, Energy Services and other skills. Employees need to learn skills in the most up-to-date installation procedures and be able to troubleshoot unplanned obstacles. Training will standardize procedures and processes, thereby improving efficiency. Computer Skills – Administrative Staff Foremen/Leads and Owners will receive training in MS Office and proprietary software applications (About Time timekeeping, Trimble, etc.). Effective utilization of software will enable employees to become more productive and efficient and reduce overhead expense, rework and product/service nonconformance. Training in skills such as Building Information Modeling (BIM), Revit, AutoCAD and BlueBeam will give trainees the necessary skills in the most current technology to win new bids. Continuous Improvement – Administrative Staff, Foremen/Leads and Owners will receive training in Problem Solving, Process Improvement, Project Planning, Teamwork and other related skills and procedures that will facilitate more consistent decision making. This training will improve company and work processes and improve customer satisfaction. It will also increase employee productivity and favorably impact staffing ratios. HMT expects to see improved financial results/trends and productivity improvements via appropriate key performance indicators (KPIs).

OSHA 10/30 OSHA 10/30 training is a series of courses “bundled” by industry sector and occupation. It consists of 10 hours of training for journeymen and 30 hours for supervisors (Foremen/Leads). Completion of the training results in a certificate that expands employment opportunities. To ensure that each trainee receives certification, ETP will only consider payment earned upon completion of the full 10-hour or 30-hour course. OVERVIEW Giroux Glass Inc. (GGI) started out as a family-owned business in 1946 in the Los Angeles area. In 1991, the company was purchased by ten employees; and in 2007, GGI became an employee-owned company. GGI provides glass fabrication and installation for residential, commercial, private and public facilities. Its major projects include the Cain Library at the California State University of Dominguez Hills, the Los Angeles Unified Central Learning Center, the Skywalk at the Grand Canyon and City Center in Las Vegas. In this proposal, GGI is requesting funding to train 54 employees at its three locations: Los Angeles, Fresno and San Bernardino. Production/Glazier Staff is supported by Glaziers Local Union 636. A letter of union support is on file with ETP.

Training Plan ETP funds will help the company deliver formalized training to its workforce for the first time. Training will enhance worker job skills, improve efficiencies, stay up-to-date with the latest computer technology, improve the quality of its products and services and provide more opportunities for employees. The company also replaced its hardware and software with advanced design systems to improve business functions and be proactive with technological advances to remain competitive in California. GGI is looking to grow their business in the next year and may add up to five new employees. This is only a projection, not a commitment to hire. Business Skills - Training will be offered to all trainees. This training will help employees manage projects with greater knowledge and develop better communication skills with internal staff and external customers.
Commercial Skills - Training will be provided to Distribution/Warehouse Staff, Production/Glazier Staff, Manager/Supervisor and Owner. This training will focus on comprehension, key terms, practical and technical skills of glass glazing system operations and keeping up with industry standards.
Computer Skills - Training will be offered to all trainees. This training will help staff effectively use the company’s automated systems to provide efficient and effective customer service. Continuous Improvement - Training will be offered to all trainees to focus on improving services and processes that will help save time and reduce costs. OSHA 10/30 OSHA 10/30 training is a series of courses “bundled” by industry sector and occupation. This training is not required as a condition of doing business in California. However, the coursework must be approved by, and the instructors must be certified by Cal-OSHA. All training must be delivered in a classroom and the vendor must have a certified instructor present to confirm attendance. Completion of the training results in a certificate that expands employment opportunities. To ensure that each trainee receives certification, ETP will only consider payment earned upon completion of the full 10-hour or 30-hour course. In other words, six hours of OSHA 10 is not reimbursable and cannot be used to satisfy the minimum hours of training. OSHA 10/30 is not included in the 10% limitation on safety training. For this project, OSHA 10 will be provided to Distribution/Warehouse Staff and Production/Glazier Staff. OSHA 30 training will be provided to the Managers/Supervisors.

PROJECT DETAILS With ever-changing technological advances, the challenge of updating worker skill sets is critical. Construction bids are frequently made using 3D design/build technology. After a project is won, mobile and 3D technology is used throughout the design, scheduling and construction processes. This technology allows McCarthy to ensure that architectural and building plans adequately reflect how various components of the infrastructure work together. 3D technology also allows McCarthy to prepare for any potential redesign work that may occur before construction has started. In addition, McCarthy needs to update job-specific skills from construction staff to support the 3D design/build technology used in its construction projects. To this end, McCarthy needs to provide additional training in various business, commercial, computer, and continuous improvement related courses to meet productivity standards. OSHA 30 training is also required for some field staff to meet federal and state contracting requirements. Overall, this training proposal is designed to improve staff’s productivity by implementing advanced technologies. As part of its training plan, McCarthy is rolling out the delivery of Apple iPads to most of its construction project staff with Building Information Management, construction management, and project management software installed. Training Plan Training will take place at McCarthy’s Newport Beach, San Diego, San Francisco, and Roseville locations, as well as job sites where on-site class/lab facilities are available. Trainees from each occupation will take at least one course from each of the following training methodologies: Business Skills, Commercial Skills, Computer Skills, and Continuous Improvement. Business Skills (35%) courses are necessary for project development, negotiations, and cost management analysis. Staff will learn the skills needed to effectively identify best practices and ensure project success, as well as reduce uncertainties that occur during transitions from the preconstruction to the construction phase when purchase orders and subcontracts are issued. Some courses will be delivered via Computer-Based Training.
Commercial Skills (25%) will focus on construction skills for construction project staff. Courses will focus on concrete, layout skills, managing subcontractors, and scheduling. Trainees will learn the skills to deliver better building services for client’s projects. Some courses will be delivered via Computer-Based Training.
Computer Skills (30%) training will provide the tools necessary for visual enhancements and the ability to provide data and diagrams, reports, and project analysis. Training in Oracle software systems will provide the tools to efficiently manage contracting and bonding, paperwork documentation, and payroll. By being proficient in software programs, staff will be able to discover and address potential problems which will ultimately help to control expenses and improve quality management of projects. The computer skills curriculum exceeds industrial requirements and will provide staff vital tools for improving design, controlling costs, maintaining quality management, and supporting successful final outcome of projects. Some courses will be delivered via Computer-Based Training.

Continuous Improvement (5%) training will focus on leadership and high-performance team skills. Construction project staff will be able to apply these skills to improve their performance and work in a team environment.
OSHA 30 (5%) OSHA 30 is a series of courses “bundled” by industry sector and occupation. This training is not required as a condition of doing business in California. However, the coursework must be approved by, and the instructors must be certified by Cal-OSHA. Completion of the training results in a certificate that expands employment opportunities. OSHA 30 training will be offered to select Field Construction Staff, select Assistant Managers/Superintendents, and Engineering Staff. Frontline Workers The occupations Project Assistant Manager and Project Assistant Superintendent meet ETP’s definition of a frontline worker. These two occupations work directly with clients, other frontline staff and upper management to provide construction services.
Commitment to Training
McCarthy reports that it spent $340,592 in 2012 on training at its Northern and Southern California facilities where training will take place. The Company has conducted the following training in the past: company orientation, safety training, job-specific training, timekeeping, ethics training, required email and shared folder training for new staff, and California labor laws and regulations and anti-harassment training for supervisor level and above, as well as other as-needed training.
McCarthy represents that ETP funds will not displace the existing financial commitment to training. Safety training is, and will continue to be, provided in accordance with all pertinent requirements under state and federal law.
Training Infrastructure
All administration will be headquartered at the Company’s Newport Beach facility. McCarthy has dedicated administrative staff at each location who will administer the project.
