Innovations of RA 10121 • Formulation of DRRM Framework and

Plan which serves as the principal guide to DRRM Efforts with the vision of “: Safer, adaptive and disaster-resilient Filipino communities towards sustainable development”.

• Specific Allocation of NDRRM Fund and LDRRM Fund.

Innovations of RA 10121 • NDCC was transformed to NDRRMC,

mandated to supervise and lead the implementation of DRR through its “policy-making, coordination, integration, supervision, monitoring and evaluation” functions.

• OCD is currently the lead agency in administering a comprehensive national civil defense and DRRM program.

• RA10121 was ultimately challenged by Typhoon Yolanda; a disaster that took almost 10,000 lives and destroying P10 billion pesos of livelihoods and economic assets.

Why improve the RA 10121? • Exposed a weakness in the institutional

setup under RA 10121 in terms of: – strong integration of DRRM framework in our

national and local planning processes; – Ensuring several government agencies and

institutions tasked with DRRM core functions are actually equipped with skills and knowledge necessary for effective DRRM;

– Coordinating and implementing large scale DRRM efforts (due to our governance framework).

RA 10121 Sunset Review • In line with the Sunset Review, which

mandates the Congressional Oversight Committee to conduct a systematic evaluation of the accomplishments of the said law within five years from effectivity, several consultations and dialogue on the implementation of RA10121 were conducted to reflect the relevant issues in the implementation of DRRM.

DRRM Policies nationwide. – that has the necessary authority, mandate and

resources to lead and coordinate the efforts of different stakeholders towards a more resilient nation.

The Next Step: NDRRMA

The conception of National Disaster Risk Reduction and Management Authority is a byproduct of action research, sharing of experiences and dynamic discussions among various stakeholders from the national and local government agencies, organizations, and communities.

– is an independent body clearly mandated to lead in the coordination, monitoring, oversight and implementation of DRRM.

– will be equipped with necessary competency and resources to engage new actors; particularly in the field of risk transfer and insurance.

President; ensuring a sufficiently high level of authority.

• Authority not only to receive, but also to administer, mobilize, report, monitor and oversee the utilization of NDRRM Fund.

designating and empowering the NDRRMA as the lead agency for the implementation of: – Risk Reduction Policies, Programs and Projects – Rehabilitation and Reconstruction

The Next Step: NDRRMA • NDRRMA will be separated from the OCD,

which will continue to perform its original mandate under LOI 19 and PD 1566.

• NDRRMC will now focus solely on policy-making and functions as a platform for coordination of policy concerns with the NDRRMA.

• NDRRMA, on the other hand, will be organizing and managing the Secretariat and the Operations Center to support the NDRRMC.

• Capacity Development Service shall be responsible for building and developing the capacity of the Authority’s personnel, DRRM practitioners, communities and other public or private stakeholders for DRRM.

Assistance and Complaints Office) in every region.

• PACO will work jointly with the DOJ and DOF, as appropriate, to render assistance to and receive complaints from the public regarding alleged violations of the proposed act.

NDRRMC and NDRRMSOC • The NDRRMA will establish the NDRRMC

Secretariat and an operating facility to be known as the National Disaster Risk Reduction and Management Secretariat and Operations Center (NDRRMSOC) under the operational control of the Director-General and functional supervision of the Operations Service that shall be operated and staffed on a twenty-four (24) hour basis;

RDRRMCs and RDRRMSOC • Will establish the RDRRMC Secretariat and

Operating Facility to be known as RDRRM Secretariat and Operations Center. RDRRMSOC shall be under the operational control of the RD, RDRRMA and functional supervision of the Operations Service of the regional office.

RDRRMCs and RDRRMSOC • RD, RDRRMA will serve as chairperson of the

RDRRMC. Vice Chairpersons shall be the RDs of DSWD, DILG, DOST and the NEDA.

• In the case of ARMM, the Regional Governor will be the RDRRMC Chairperson.

• In the case of Metro Manila, the chairperson will be headed by the Chairperson of the MMDA.

NDRRMA Act of 2016 • Oversee a national early warning and

emergency alert system which shall provide accurate, timely and accessible advice, through diverse mass media and telecommunications, to national and local emergency response organizations and the general public.

NDRRMA: Finance and Administration • NDRRMA will manage all funds appropriated to

it by Congress and from other sources. It will also have the power to collect fees derived from the Training Institute and other related activities.

• This will include all donations, subject to provisions of Article 9(D), Section 3 of the 1987 Constitution on the auditing powers of COA.

• NDRRMA will certify receipt of all DRRM donated funds.

NDRRMA: DRR and CCA Integration and Mainstreaming

• The National DRRM Framework will provide for the comprehensive, all-hazards, multi-sectoral DRR and CCA. It shall be reviewed for three (3) years interval, in order to ensure its relevance to the times.

• Initiates the formulation of the National Policy on Disaster Risk Assessment.

NDRRMA: Research and Training Center

• NDRRM Research and Training Center will be established for learning and research in the field of DRRM.

• RTC will have Regional Branches, as well as on local levels if deemed necessary, to train individuals.

• Budget will be from GAA; Will have the authority to collect necessary fees that shall be used for maintenance and other operating expenses.

NDRRMA: DRRM Information, Education and Communication

• Establishment of National DRRM Information Management System; a physical central database of all DRR-CCA data.

• Standard mechanism for cascading Information, Education and Communication on DRRM;

• DRRM Information Officer will be designated at all levels of the Authority to ensure implementation of the DRRM IEC campaign.

NDRRMA: Disaster Risk Transfer, Insurance and Social Welfare

• Mandatory insurance of all assets and properties of national government agencies including GOCCs and those over which the government has insurable interest (RA 656).

• Encourages LGUs to insure assets, properties, and livelihood of vulnerable and marginalized groups.

NDRRMA: Procurement • Emergency Procurement

– To expedite disaster response and early recovery, and when the conditions required are present, the procurement or lease of goods and services through emergency procurement or purchase at site will be allowed. Periods of action on procurement activities may also be waived.

NDRRMA: Appropriations • The NDRRMA will be allocated a budget of ten

billion (P10,000,000,000.00) from the National Treasury.

NDRRMA: Transitory Provisions • All powers and functions of OCD related to

DRRM will be transferred to the Authority within one (1) year.

• Affected employees may opt to transfer to the NDRRMA on a Retire/Rehire Scheme.

Other Points • On the basis of official warning by technical

government agencies, the LDRRMC may seek from the sanggunian, the declaration of imminent disaster to enable local executives to implement precautionary measures.

• The proposed act expanded the Prohibited Acts and Penalties Section of RA 10121 by specifying acts for both the Public Officials and Private Persons.

Other Points • Provides avenue for the formulation of

comprehensive guidelines for Coordination of International Humanitarian Assistance.

• Proposes an amount in the GAA allotted solely for the use of 4th to 6th Class municipalities for the purpose of augmenting their LDRRMF with respect to programs for disaster risk prevention, mitigation and preparedness.
