The primary objective: the development of the Philippine
Framework for the Development of Environment Statistics
(PFDES)
• Institutionalized the compilation of PFDES based on the
1984 UN FDES
• Compendium of Philippine Environment Statistics (CPES)

• A compilation of environment related statistical information gathered from various government agencies
• Following the PFDES, the compiled statistics were organized focusing on the six major components: – flora, fauna, atmosphere, water, land, minerals and energy, and
human settlements
• The CPES subsequently published biennially until 2008.

The Philippines came out with the first edition of the Compendium of the Philippine Environment Statistics (CPES) in 2000

Merging of 4 major statistical agencies namely: Bureau of Agricultural Statistics,
Bureau of Labor and Employment Statistics, National Statistical Coordination Board, and
National Statistics office

• Known as the Philippine Statistical Act of 2013, established the Philippine Statistics Authority (PSA)
• Mandates the PSA to compile among others, environment statistics and environmental accounts
• Established the Environment and Natural Resources Accounts Division (ENRAD) dedicated for the task

• Locally-funded Philippine Economic-Environment and Natural Resources Accounting (PEENRA) Project embarked on updating the CPES based on the UN FDES 2013
• Focused on the Core Set of Statistics (Tier 1) as recommended by the FDES 2013-Final Draft (2013)

• Out of the 107 identified core statistics1 and indicators from the six components, a total of 71 statistical indicators were compiled
o due mostly to the unavailability of data
o either irregularly reported or were only recently adopted

• Currently, work is underway to update the CPES, the 2016 version, following the final and official edited version of FDES 2013, with the intent of including statistics in Tier 2
• Orientation workshops are being conducted to capacitate the concerned regional staff on the final version of FDES 2013 (as of June 2016)

• Conducted orientation workshop in 4 regions in the Philippines – Davao Region, Mimaropa, Eastern Visayas, Bicol .. and more in 2017

1. Defining the relevance of environment statistics at the
national or regional level by capacity-building through
in-house discussions, online lectures, and trainings
2. Carry out coordination mechanisms of PSA (e.g. IAC,
TWG, PSDP) with other agencies in order to resolve
issues and concerns in the generation, process,
compilation and dissemination of environment
statistics, and
3. Secure data at low or no costs from sources
