During the last quarter residential real estate prices have been
stagnant in Chandigarh. The market is overall even slower as
compared to the third quarter due to limited availability and
high prices in Chandigarh. The demand in far off and outer
sectors in Chandigarh like sector 40 and 38 and sectors 25, 26,
27 and 28 in Panchkula is less. But there has not been much
impact in the central sectors in Chandigarh and Panchkula.

IMPACT OF THE ELECTIONS TO BE HELD ON 13 FEBRUARY 2007:
PROPOSAL FOR CHANGE IN THE REGISTRATION RATE:
When someone plans to buy a property than one always think about government policies, market value and future of investment. People are waiting for the election results and the new government to come into force as this would result into formulation of new regulations and laws influencing the residential projects in the pipeline for government approval. The impact of the much awaited elections has been mainly on Mohali real estate with the sale/purchase going on a slower pace as the majority of residential projects are coming in this area. Thus the prices have plummeted.
Zirakpur and Mohali are swarmed by private builders and developers and many more are foraying into this area with their residential and commercial projects. National builders like Jaipuria Group along with several other small and local ones are up coming with their projects in Zirakpur. In Mohali too developers such as Chadha Group, TDI, World One, Ansals, Emaar-MGF have launched their projects.
Pearls Infrastructure Projects Ltd and Emgreen Projects Ltd are coming up with their residential projects in Zirakpur as well as Mohali.
The prices have gone down around 15-20% in the last quarter. One of the reasons attributed to this can be increased inventory but less demand and the new development is making the inventory to rise further. There is decline in the demand as people are trying to play safe waiting for the elections as the majority of the developers are still waiting for the licenses and government approval for their projects.
The current registration rate in Chandigarh is Rs 19,200 per square yard which is proposed to increase to Rs 25,000-30,000 per square yard. The stamp duty will be decreased from 6% to 5%. There will be no change in Panchkula and Mohali registration rate. This will affect the financers/investors looking for long term gains from their investments rather than the genuine buyers.

REASONS:
In a response to the RBIs move to raise the reverse repo rate by 25 basis points and increase loan-loss provisioning for real estate and consumer credit, private bank ICICI has also announced within the same week of RBIs decision to increase its Benchmark Advance rate (I-BAR) and its Floating Reference Rate (FRR) by 1% for consumer loans, including home loans. The revised I-BAR would be 14.75 % p.a. payable monthly as against 13.75%. The revised FRR would be 11.75% p.a. as against 10.75%.
The increase in the home loan rates would affect the financers/investors in a larger proportion rather than the real and genuine buyers.
-In Chandigarh there is limited availability and limited scope of development so hardly much change or impact in the real estate scenario is expected.
-Panchkula and Mohali real estate prices are expected to decrease further in the future.
In Panchkula the government and the laws are expected to change with the upcoming elections.In Mohali there are a lot of new developers and builders coming up with their projects. The prices are attractive but people are bit reluctant in accounting to their reliability.

In the 4th Qtr, there has not been any change in the residential projects rates in Zirakpur.
Due to suitable location of Chandigarh and easy accessibility from the states like Punjab, Haryana and Himachal Pradesh, people have preferences accordingly. For instance, close proximity to the area and easy accessibility is much sought after reasons. People from Punjab prefer to buy/invest in projects in Mohali and the suburbs like Kharar. Likewise the residents of Haryana prefer Zirakpur and people from Himachal Pradesh prefer Baddi and Panchkula.

In the 4th Qtr a number of residential projects have been established by both national and local developers in Zirakpur. A vast majority of projects are coming up in this area which is able to catch the attention of investors/ buyers. As compared to other locations like Kharar, Dera bassi and Baddi, Zirakpur has witnessed more development and thus
more sales are recorded in this area. It is expected that within 3-4 months the rates in this area would certainly rise. With the expansion of NH-21 from two-lane to four-lane, this area is expected to witness great demand and boom real estate.

There has not been any change in the rates offered by the developers like Parsvnath in the 4th Qtr as compared to the 3rd Qtr.
The national developers are exploring the suburbs along with tier II and III cities. Following the footsteps of Delhi NCR, Chandigarh too is witnessing the introduction of luxury and super luxury apartments like penthouses and condominiums. Developers like Emgreen and Emaar-MGF are offering these luxury apartments trying to woo the upper class segment. It is expected that in the coming 3-4 years the demand for apartments will be more as compared to other properties. This would surely see advancements and innovations in this category.

COMMERCIAL MARKET SCENARIO:
There has been a lot of movement in the commercial market in Chandigarh city. The commercial rates in Chandigarh have increased between 10-15% in the last quarter. Panchkula commercial rates have also increased to about 15%. The auctions held in December 2006 in Panchkula for commercial property in sectors 8,9,11 and 14 witnessed around 20% increase in the rates. Due to this, rates in nearby sectors in Panchkula have also increased.
The rentals have also increased more than 50% in the last quarter in the sectors like 17 and 22. A lot on MNCs have set up their offices in Chandigarh and many more are in an attempt to enter this market. Lack of space availability and high
demand in Chandigarh has resulted in sky rocketing commercial prices.
Rental:
Following the footsteps of Delhi NCR, mall culture is picking up in Chandigarh is too. The tri city will witness around 6-10 malls in the next 1-2 years.
A showroom or a SCO in Chandigarh would cost somewhere between 2 cr to 2.5 cr. SCF (minimum) 2 cr.Booth- 30-35 lakhs
Sale/purchase of floor wise showrooms is also there in Chandigarh. The demand and thus the rates in Chandigarh in the central sectors like 17, 22, 19, 34, 35, 37, 20 and 21 is the maximum. In sector 35, Uppals; developer of Uppals Marble Arch, the residential project near CTP and the Centra Mall in Chandigarh Industrial area has taken a commercial land on leasehold for construction of a five star hotel. The construction of which has already started. In Panchkula the maximum demand is in the sectors 8, 9, 10, 11 and 14. Recently a SCO on auction went for 8-9 crores. In the interior sectors the rate is around 1 crore to 1.5 crores.
The commercial real estate market scenario is contrary to the residential one as the inventory is less but the demand is more resulting in shooting up of the prices. The prices will increase further as the availability is very less in the developed sectors in Chandigarh and demand is very high.
Malls could prove to be an alternative option for the commercial space but there has not been much new development in the office space.
