DBE Program Objectives

• Ensure equal opportunity in contract award

and administration

• Level the playing field to promote competitiveness

• Ensure FDOT’s DBE program complies with applicable laws

• Ensure the integrity of certifying DBE firms

• Remove barriers to DBE participation on DOT contracts

• Enable firms to successfully compete in the marketplace

DBE/SBE Aspirational Goals for Consultants

• FDOT has established a three year goal of 10.65% DBE participation beginning in October 2017.

• Although not a contract requirement, FDOT believes that the aforementioned aspirational goal can realistically be achieved based on current availability of DBE firms.

• FDOT further believes that the 10.65% overall goal can be achieved through race neutral means, using standard competitive procurement processes.

DBE Participation Best Practices for Consultants

• Consider DBE firms during your bid or proposal processes• Report bid opportunities for DBE and non DBE firms

– Equal Opportunity Compliance (EOC) System– At the time of proposal submittal

• Utilize the Florida DBE Directory to find qualified DBE consultants• Document results from solicitations and requests for proposal• Ensure monthly updates to DBE commitments and

payments are entered in the EOC• Pass along DBE availability in your sub-consultant agreements
