Applicability
Each standard of this part applies to all
motor vehicles or items of motor vehicle
equipment manufactured on or after the
effective date of the standard.
Effective Date
The effective date of any standard or amendment
issued after September 1, 1971, shall be either:• 2 years after the date on which such standard or
amendment is published in the rules and regulations section of the Federal Register
• the effective date specified in the notice (whichever is later)

The purpose of this standard is to ensure the accessibility and visibility of motor vehicle controls and displays and to facilitate their selection under daylight and nighttime conditions, in order to reduce the safety hazards caused by the driver’s diversion from the driving task, and mistakes in selecting controls.
