INTRODUCTION

WelcometoPinckneyvilleCommunityHighSchool.Theadministration,faculty,andstaffhopethatthiswillbeanexcellentyearforallofourstudents.Thishandbookisprovidedtothestudentsandtheirfamiliestoacquaintthemwiththerules,regulations,proceduresandotherrelevantinformationnecessaryfortheorderlyfunctioningoftheschool.Ithasbeenstructuredtohelppromotestudentprogressaswellasinterestinmodelingappropriateschoolgovernment.Inaddition,thishandbookprovidesforthepsychologicalandphysicalsafetyofthestudentsthroughappropriaterulesandregulations.Thishandbookisnotanirrevocablecontract;itissubjecttochangeasneeded.Theadministrationhastheauthoritytosetpoliciesforthepropermanagementofthebuilding.

EXTRACURRICULARACTIVITIESExtracurricularactivitiesareprivilegesextendedbythedistricttostudentswhowishtoparticipateandagreetocomplywiththecodeaswellastherulesandregulationsestablishedfortherespectiveactivity.Complianceallowsforon-goingparticipationintheparticularactivity.Thefailuretocomplywiththerulesandregulationsasestablishedbyeachsponsorfortheiractivitywillresultinsanctionsassetforthinwritingandmadecleartotheparticipants.Becausetheseactivitiesareregardedasprivilegesandnotpropertyinterestsofthestudent,onlythoseproceduralandsubstantiveconsiderationsasprovidedforwithinthishandbookshallbeaffordedthestudentwhenadisciplinarysanctionmustbeconsidered.Attendanceandparticipationinextracurricularactivitiesmaybedeniedasamatterofdisciplinarypolicy.Studentsabsentfromschoolmaynotattendorparticipateinextracurricularactivitiesthatafternoonornight.Exceptionsmustbeclarifiedinadvancewiththeprincipalordean.

STUDENTSINTHEALTERNATIVELEARNINGCENTERARENOTALLOWEDTOATTENDORPARTICIPATEINEXTRACURRICULARACTIVITIESONDAYSASSIGNEDTOTHECENTER. CLUBSANDACTIVITIESTherearemanygroupsstudentsmayvoluntarilyjoinorwillbeinvitedtojoinwhileamemberofthestudentbody.Membershipinoneormoreoftheseorganizationsprovidesastudentvariedopportunitiestodeveloptalentsandabilities,explorenewinterests,formadditionalfriendships,andbecomeamoreactiveparticipantintheschoolandcommunity.Someof theseactivitiesarecompetitivebynaturewhileothersarenot. Eachof theseextra-curricularactivitiesmakesanumberofworthwhilecontributionstomaketowardstheoveralleducationofitsmembers:

BETACLUB-ThepurposeofBetaClub istopromotethe idealsofacademicachievement,character,serviceandleadership among secondary school students. Students must meet specific grade point average and characterrequirementstobenominatedforBetaClubinduction.CHORUS–Organizationthatperformsmusicalconcertsandconteststhroughouttheyear.CONCERTBAND–ThisorganizationperformsatthreeconcertsduringtheschoolyearandalsoparticipatesintheIHSAorganizationmusiccontest,includesallwoodwind,brass,andpercussionstudentsfromthe“MarchingPanthers”.FFA – A national organization available to students enrolled in agriculture education classes. The FFAmakes apositivedifferenceinthelivesofstudentsbydevelopingtheirpotentialforpremierleadership,personalgrowthandcareersuccessthroughagriculturaleducation.FCA–FellowshipofChristianAthletes–Programforstudent-athleteswhowant toexplore thereligioussideofinspirationinathletics.FCCLA–StudentgroupthatworkstowardsexcellenceinFamilyandConsumerSciences.JAZZBAND – Jazz Band is a regular class at PCHS. Students enrollwith permission of the director. This groupperformsatvariousplacesduringtheschoolyear.TheystudyallstylesofJazzincluding:Swing,BigBand,Rock,LatinandBlues.MAPPS–Studentledgroupthathelpstocounselstudentsontheissuesfacedindrugandalcoholabuse.MARCHINGPANTHERS–Thisgroupismadeupofwoodwind,brass,percussion,andcolorguardmembers.ThisisoneofthemostvisiblegroupsatPCHS.Theyperformatnumerousparades,fieldshows,andothercontests.MUSICMAKERSOFAMERICA–Thisorganizationputsonmusicalproductioneachyear.Inthepastfewyearstheyhaveperformed42ndStreet,CharlieBrown,OnceuponaMattress,andPajamaGame.PANTHERBAKERS–ConsistsofFoodOccupationstudents.Pantherbakersbake,decorateandsellsugarcookiesbothatschoolandtothepublic.PEPBAND–Themembersofthisgroupperformforhomebasketballgames.TheyplayinsupportoftheteamandthemembersaremembersofthePCHSConcertBand.PEPCLUB–StudentgroupthatispartoftheBlueCrewatPCHSathleticeventsinsupportofourvariousteams.Beingamember of this group allows students to purchase post season tickets. At the beginning of each school yearAdministrationandSponsorswilldeterminethepercentageofeventsPEPCLUBmembersshouldattendinordertomaintainpostseasonticketprivileges.POMS–ThePCHSDancegroup.TryoutsareinAprilandpracticeallsummer.TheycompeteattheDuQuoinStateFair,IDTARegional,Super-sectional,andStateContest.Theyalsoperformathomebasketballgames.SCIENCE CLUB – Science Club participates in homecoming week, spirit challenges and organizes a field trip.ParticipationintheScienceClubismandatorytoattendsuchevents.SCHOLARBOWL–ThePCHSScholarBowlTeamparticipatesinafullRivertoRiverConferenceScholarBowlSchedule,IHSAcompetition,SIUHi-QandJohnA.Logantournaments.Ourgoalistoprovideacademicallyinclinedindividualsanoutletforknowledgegrowthandchallengeinacompetitionsetting.SPANISHCLUB–SpanishClubisopentostudentswhoarecurrentlyenrolledinSpanishorwhohavetakenoneyearof Spanish. Spanish Club serves to increase awareness ofHispanic life and culture. SpanishClubparticipates inhomecomingfestivities,theFineArtsFestival,fundraisingactivities,clubT-shirtsandspecialactivitiesattheendofeachsemester.STUDENTCOUNCIL–Thestudentcouncilconsistsofstudentswhoareelectedbythestudentbodyandserveaone-year term. TheCouncilplans severaleventsduring the school yearand servesas themain liaisonbetween thestudentbodyandtheadministration.FBLA–TheFutureBusinessLeadersofAmericaworktopromoteandgrowbusinessleaders.BULLY PROOF – THIS CLUB WORKS TO ELIMATE ALL THREATENING OR HARASSING BEHAVIOR FROMPINCKNEYVILLEHIGHSCHOOL.THEYALSOREPORTBULLYINGACTIVITYANDCREATESUPPORTNETWORKSFORSTUDENTS.

LIBRARY/LEARNINGCOMMUNITYCENTER

TheLCCistheprimaryinformationsourceoftheschool.PCHSmaintainscollectionofapproximately2,000booksthatareavailableforresearchandstudentreadingenjoyment.Check-outProcedures:Booksarecheckedoutforathree-weekperiod.Iftheyareneededlonger,theymustberenewedonorbeforetheduedate.Libraryfinesoffivecentsperbookperdaywillbeassessedforoverduebooks.Studentswhoignoreoverduenoticesandrefusetoreturnbookswillbedeniedlibraryprivileges.Booksreturnedwithoutbook-jacketsorBarcodeswillbeassessedafine.InterlibraryLoan:Ifwedonothavethetitleorsubjectstudentsarelookingfor,itmaybeobtainedthroughinterlibraryloanviatheShawneePublicLibrarySystems.Thewaitingperiodisusuallyaweektotendays.Donothesitatetoaskyourinstructorsforassistance.

CHAPTERIIAttendance,Promotion&Graduation

PCHSATTENDANCEPOLICIESRegularattendanceatschoolistheresponsibilityofallstudentsaswellastheirparentsorguardians.Illinoislawstates:Everypersonhavingcontrolofachildbetweentheagesofseven(7)andseventeen(17)yearsshallannuallycausesuchchildtoattendsomepublicorprivateschoolfortheentiretimeduringwhichschoolisinsession.Anypersonhavingcustodyorcontrolofachildtowhomnoticehasbeengivenofthechild’struancyandwhowillfullypermitssuchchildtopersistintheirtruancywithintheschoolyear,uponconvictionthereofshallbeguiltyofaClassCmisdemeanorandmaybesubjecttoupto30daysimprisonmentand/orafineofupto$1500.00.Anypersonwhowillfullyinducesorattemptstoinduceanychildtobeabsentfromschoolorwhoknowinglyemploysorharborsanychildwhoisunlawfullyabsentfromschoolforthreeconsecutivedays,ifconvicted,isguiltyofaClassCmisdemeanor.Studentswhoaretheageof18yearsofageorolderandstill livingatthehomeoftheirparentsorguardianareexpectedtofollowthesamerulesasthoseunderthisageforparentverificationinschoolattendance.

PROCEDUREFORREPORTINGANABSENCETOTHESCHOOLTo report an absence, a parent or guardian should call the school on the date of the student’s absence. If theattendanceofficedoesnot receive a phone call or note fromaparent/guardianwithin 24hoursof the studentreturningtoschool,he/shewillbeconsideredtruantandwillbedisciplinedaccordingly.Parents may call 357-5013, ext. 161, Monday through Friday. If no one answers voice mail will allowparents/guardianstoleaveamessagefortheabsence.Parentsmayalsosendwrittennotificationoftheillness.Ifanabsencehasbeenproperlyexcused,thestudentmayreturntoclassandtheteacherwillhavebeeninformedthattheabsencewasexcused.

Studentsarrivingatschoolafterthestartoftheschooldaymustsigninattheattendanceoffice.

SPECIALNOTE:Ifitisdifficultforguardiansorparentstophoneduringregularschoolhours,theycancontacttheschoolatanytimeandvoicemail(extension161isattendance)willrecordamessage.Further,duringemergencysituations,onlyparentsoremergencycontactsareallowedtopickuptheirstudents.Itistheresponsibilityofthestudenttobringtheirnotetotheattendanceofficepriortothebeginningoffirstperiodonthedayhe/shereturnstoschool.Studentswhomustbecalledfromclasstodiscussthestatusofanabsencemayfacedisciplinaryaction.Studentswithunexcused–notepending,whobringinanoteonday2oftheirreturntoschool,mustpickupanexcusedadmitslipintheofficeorbecountedastardywhentheyreturntoclass.Itistheresponsibilityofthestudenttopresentthesliptoteachersindicatingthechangeoftheabsencetobeexcused.

PCHSwilldetermineanabsencetobeunexcusedwhenastudentisobservedduringthedayinalocationcontrarytowheretheyarereportedtobe.Thismustbeobservedorverifiedbyadministrationorfaculty.Thiswouldtakeprecedenceovertheexcusedabsencebyaparentorguardian.Studentswhoareabsentduetoillnessmaynotparticipateinorattendanyextracurricularactivityonthatdayandarenottobeonthejobafterschoolhours.PCHSwillcontactlocalemployersandseektheircooperationincarryingoutattendancepolicies.Studentsmissingmore than ten percent of attendance days at any time during the current school yearwill berequiredtoprovideamedicalexcuseforallfurtherabsencesfortheremainderoftheyear.

HOMEANDHOSPITALINSTRUCTION(PUBLICACT96-257)Astudentwhoisabsentorwhosephysiciananticipateshisorherabsencefromschoolforanextendedperiodoftime,orhasongoingintermittentabsencesbecauseofamedicalcondition,maybeeligibleforinstructioninthestudent’shomeorhospital.

Astudentwhoisunabletoattendschoolbecauseofpregnancywillbeprovidedhomeinstruction,correspondencecourses,orothercoursesofinstructionbeforethebirthofthechildwhenthestudent’sphysicianindicates,inwriting,thatsheismedicallyunabletoattendregularclassroominstructionaswellasforupto3monthsafterthechild’sbirthoramiscarriage.

ABSENCESTherearetwotypesofabsences:excusedandunexcused.

1. Excusedabsences:Astudentispermittedtomakeuphismissedwork.Onemakeupdayisallowedforeachdayofabsence.Astudentisresponsibletoseeallofhisorherteachersimmediatelyuponthefirstdaytheyreturntoschooltoschedulethemake-upofmissedtestsandassignments.Teachersareavailableandintheirroomseachdayfrom7:45A.M.to8:00A.M.andafter3:00P.M.

Absenceswillbeexcused if valid cause isgivenwithin24hoursof the student returning to school. Excusedabsencesinclude:a. Sickness–personalorimmediatefamily.b. Deathinfamilyc. Medicalordentalappointments(parentsaretocallandconfirmtheappointments.Ifatallpossiblethese

appointments should be made outside of school hours.) The school shall require proof of medicalappointmentwhendeemednecessary.Medicalexcusesshallbedeemedvalidonlyifanactualofficevisitismade.Excusesprovidedbyphonedinsymptomswillnotbeaccepted.

d. 2. Unexcusedabsences:Unexcusedabsencesareabsenceswithorwithoutconsentofparents,butforreasonsthat arenot acceptable to the school. This constitutes truancyandappropriatedisciplinaryactionwill betaken.Astudentwillreceivenocreditfordailyworkmissedduetoanunexcusedabsence.Anyschoolwork,test,orassignmentofacumulativenatureisallowedasmakeupworkwhenastudentisabsentforanunexcusedreason.

Examplesofunexcusedabsencesinclude,butarenotlimitedtothefollowing:

Studentsarerequiredtosignoutintheofficewhentheyleaveschoolgrounds.Ifastudentgoeshomeatlunchanddoesnotreturnbecauseofillness,acallfromtheparentmustbereceivedwithin30minutesoftheexpectedreturntoschool.Ifthecallisnotreceivedasrequired,thestudentisconsideredtruant.WithafulltimeschoolnurseonstaffatPCHS,itisstronglyrecommendedthatstudentsfeelingillseethenursebeforegoingtolunch.

RESIDENTSTUDENTSInaccordancewithPublicAct89-140,onlystudentswhoareresidentsof theDistrictmayattendschoolwithouttuitioncharge,exceptasotherwiseprovidedinBoardofEducationpolicyorinStatelaw.Astudent’sresidenceisthesameasthepersonwhohaslegalcustodyofthestudent.Theadministrationmayrequireproofofresidenceand legal custody. HOMELESSCHILDRENANDYOUTH The McKinney-Vento Act (Section 725) defines “homeless children and youth” (school-age and younger) as:

• Children and youth who lack a fixed, regular, and adequate nighttime residence • Unaccompanied Youth

o Unaccompanied youth includes a youth not in the physical custody of a parent or guardian. This would include runaways living in runaway shelters, abandoned cars on the streets, or in other inadequate housing; children and youth denied housing by their families; and school-age unwed mothers living in homes for unwed mothers because they have no other housing available.

In determining weather or not a child or youth is homeless, consideration will be placed on the relative permanence of the living arrangements. Determinations of homelessness will be made on a case-by-case basis. A homeless student must be immediately enrolled in any of the following: the school in which he or she was enrolled when permanently housed, the school in which he or she was last enrolled or any public school that non-homeless students who live in the district in which the homeless students is living. AWARDSANDSCHOLARSHIPSAcademicperformance,citizenshipandleadershipinschoolandcommunity,andtalentinmusic,art,drama,athleticsoraparticularsubjectareacanresultinascholarshipifastudentisoutstanding.Studentswillbegintheirsearchfora scholarship from their very first day inhigh school andevery grade, every activity, every test scoreandeveryrelationshipwith faculty, administration, and other adults can contribute to earning a scholarship. ScholarshipawardscanbebasedongradepointaverageandACTorSATscoreoranycombinationofthefactorsaboveaswellasothers.ThebestsourceofinformationistheSchoolCounselingofficealongwiththepchspanthers.comwebsite.PCHSisfortunatetohaveseverallocalscholarships,withrecipientschosenbyaschoolcommittee,acommitteefromthe community, or a local family. HONORROLLTherearetwolevelsofrecognitionforstudentsthathaveattainedHonorRollstatus.HighHonorsarethosestudentswhoearna4.0andabove.HonorRollstudentsarestudentswhoearna3.5to3.99forthesemester.Studentswillberecognizedwithasemesterlisting.ThePinckneyvillePress,TheCountyJournalandDuQuoinCallwillreceivethislisting.

FINANCIALAIDWhataregenerallyreferredtoas“financialaid”arethegrantsprovidedbythestateandfederalgovernment,theloansavailabletostudentsandparents,andfinally,collegework-studyprograms.Allofthesearebasedsolelyonthe financialneedof thestudentsandparents. Eligibility isdeterminedbycompletingandsubmittinganonlineFAFSA application during the senior year and is basedupon student andparents’ current tax returns andotherfinancialinformation.TheapplicationisavailableatFAFSA.ed.govafterJanuary1ofthesenioryear.MILITARYRECRUITERSFrom time-to-time,military recruiters and postsecondary educational institutions request the names, telephonenumbers, and addresses of our secondary students. ChapterIIIFees&MealCosts

FEESEachstudentischargedafeeeachyeartocovermaterials,supplies,andrentalonalltextbooksneededinhis/herclasses.Thisfeeisthesameforallstudents,regardlessofthenumberofcoursesthataretaken.Itdoesnot,however,includethecostofsuchconsumableitemsasworkbooks,subscriptions,andgymbills.

Abillforthebookfeeswillbehandedoutandispayableatthetimeofregistration.Thesecondbillingwillbesenthomewiththeendofthefirstquarter.Thesefeesshouldbepaidbytheendofthefirstsemester.Ifparentsorguardiansareunabletopayschoolfees(suchasbookrental),youmayrequestanapplicationforwaiverofschoolfeesattheprincipal’soffice.Thefollowingeligibilitycriteriawillbeused:a.) recipientofPublicAssistance;b.) eligibleforfreeorreducedlunch;c.) otherextenuatingcircumstances.Classrings,schoolawardjackets,emblemsandgraduationannouncementsarenotrequiredbytheschool.

AUTOMOBILESAND/ORMOTORCYCLESStudents holding a valid driver’s licensemaydrive to schoolwithwritten consentof a parentor guardian. Thefollowingregulationsapplytoallstudentsdrivingtoschool:1. Therewillbenorecklessdrivingonornearschoolgrounds.A5mphspeedlimitshallbeobservedbyallvehicles

operatedonschoolgrounds.2. Studentsaretoleavetheircarsimmediatelyuponarrivalatschoolandnotreturnuntillunchortheendofthe

schoolday.Studentsmaynotsitinorontheirvehiclesbeforeschoolorduringlunchperiod.Studentsmayreturntotheircarsduringthedayonlywithwrittenpermission.

INSTRUCTIONTOSCHOOLBUSRIDERSThedistrictprovidesbustransportationtoandfromschoolforallstudentsliving1.5milesormorefromtheschool.Alistofbusstopswillbepublishedatthebeginningoftheschoolyearbeforestudentregistration.Parentsmust,atthebeginningoftheschoolyear,selectonebusstopatwhichastudentistobepickedup,andonestopatwhichastudentistobedroppedoff.Anystudentneedingtorideabusthatisnottheirnormal,assignedroute,MUSTpresentanotebearingthePrincipal’ssignaturetothedriverbeforeboarding.Whilestudentsareonthebus,theyareunderthesupervisionofthebusdriver.Inmostcasesbusdisciplineproblemswillbehandledbythebusdriver.Inthecaseofawrittendisciplinaryreferral,studentbusproblemswillbeinvestigatedandhandledbythebuildingprincipal.Parentswillbeinformedofanyandallinappropriatestudentbehavioronabus.Parentsareencouragedtodiscussbussafetyandappropriatebehaviorwiththeirchildrenbeforethebeginningoftheschoolyearandregularlyduringtheyear.Schoolbusriders,whileintransit,areunderthejurisdictionoftheSCHOOLBUSDRIVERunlesstheBoardofEducationdesignatessomeadulttosupervisetheriders.Allshouldbecomefamiliarwiththefollowingregulations.

1. BeONTIMEatthedesignatedschoolbusstop;helpkeepthebusonschedule.Studentsshouldbewaitingatthedesignatedpick-uplocationwhenthebusarrives.

2. Staywellofftheroadwayatalltimeswhileawaitingthearrivalofthebus…nofightingorrunningafteranotherstudentwhilewaiting.

3. Becarefulinapproachingtheplacewherethebuswillstop.DONOTMOVETOWARDTHEBUSUNTILthebushasbeenbroughttoacompletestop.Whenenteringthebus,usethehandrailandmovequicklytoyourseat.

4. Anystudentneedingtorideabusthatisnottheirnormal,assignedroute,MUSTpresentanotebearingthePrincipal’ssignaturetothedriverbeforeboarding.

5. Donotleaveyourseat,standup,orkneelinyourseatwhilethebusisinmotion.6. Bealerttoadangersignalfromthedriver.Thedriverisincompletecommandofthebus.7. Remaininthebusintheeventofaroademergencyuntilthedrivergivesinstructions.8. Keephandsandarmsinsidethebusatalltimesafterenteringanduntilleavingthebus.Neverthrowthings

outofthewindowsofabus.Studentsshouldnotlowerorraisethewindows.9. Rememberthatloudtalking,laughing,orunnecessaryconfusiondivertsthedriver’sattentionandcould

resultinaseriousaccident.Studentordrivershouldusenoprofanity.10. TheuseoftobaccoproductsisNOTallowedonthebusbydriverorstudent-rider.11. Beabsolutelyquietwhenapproachingandcrossingarailroad-crossingstop.

PHYSICALEXAMINATIONSANDIMMUNIZATIONSThe IllinoisSchoolCoderequiresall incoming freshmentohaveaphysicalexaminationcompletedbyaphysician licensedtopracticemedicineinallitsbranches(MedicalDoctororDoctorofOsteopathy).Immunizationsaretobeincompliancewiththelaw.Itistheresponsibilityofparentstonotifytheschoolnurseofanysituationsthatmayaffectthephysicalwellbeingofastudentatschool.Allfreshmenaretopresentthecompletedphysicalexaminationandupdatedimmunizationrecordstotheschoolatregistration.Failuretocomplywiththeserequirementsforthecurrentschoolyearwillresultinthestudent’sexclusionfromschooluntiltherequiredhealthformsarepresentedtotheDistrict.Newstudentswhoarefirst-timeregistrantsintheDistrictshallhavethirtydaysfollowingregistrationtocomplywiththehealthexaminationandimmunizationregulation.Athletesmustcompleteaphysicalexaminationeachyearbeforetheytryoutforanysport.Thephysician/nursepractitionerorphysicianassistantmustsignthephysical.ReligiousobjectionswillneedtobepresentedaccordingtotheregulationsintheSchoolCode.Healthrecordsareconsideredpermanentrecordsandshallbemaintainedforsixtyyears.Anystudentwhoisillmustreporttohis/herrespectiveclass,obtainapassfromtheteacherandthenreporttothenurse’soffice,unlessanemergencyexists.Mostvisitswillbelimitedtoamaximumoffifteenminutes.Thestudent’sconditionwillbeevaluated.Iftheillnessoraccidentalinjuryissuchthestudentshouldnotremainatschool,thenurseorauthorizedschoolpersonnelwillcalltheparent(orresponsibleadultontheemergencycard)andarrangeforthestudenttogohome.Studentswithmedicallimitationsmayhavespecialclassroomaccommodationsarrangedbypresentingaphysician’sstatementthatincludes:themedicalcondition,thebeginningandendingdatesfortheaccommodations.Servicesprovidedduringtheschoolyearinclude;visionandhearingscreening.Inaddition,immunizationprogramswhenmadeavailabletotheschoolandhealtheducationprogramsmaybepresented.

MEDICATIONSADMINISTRATIONGUIDELINESOnlythosemedicationswhichareabsolutelynecessaryforthecriticalhealthandwellbeingofastudentandtomaintainthestudentinschoolshallbeadministeredduringschoolhours.Contacttheschoolnurseandcompletetheappropriateformsbeforesendingmedicationstoschool.Medicationsaretobekeptinthehealthoffice.Nomedication,eitherprescriptionoroverthecounter,maybecarriedatschoolbyastudentexcept;Inhalers,Epi-penandglucoseasorderedbyaphysician.Acopyofthecompletemedicationpolicymaybeobtainedfromtheschoolnurseortheadministrativeoffice.EpinephrineAuto-Injector,AsthmaMedication,andSelf-ManagementofDiabetesAstudentmaypossessanepinephrineauto-injector(EpiPen®oramedicaldevicedesignedforimmediateself-administrationbyapersonatriskofanaphylaxis)and/ormedicationprescribedforasthmaforimmediateuseatthestudent’sdiscretion,and/orself-managetheirdiabetesprovidedthestudent’sparent/guardianhascompletedandsigneda“Self-AdministrationofMedication”formandthe“Physician’sAuthorizationforAdministrationofMedicationatSchool”formFurther,providedthatthestudentisauthorizedtodosopursuanttoadiabetescareplan,theschoolshallallowastudenttoself-managehisorherdiabetes,whichmayincludetheuseofequipmentandtheself-administrationofmedicationinaccordancewiththestudent’sdiabetescareplan.SchoolDistrictSupplyofEpinephrineAuto-InjectorsTheSchoolDistrictmaymaintainasupplyofepinephrineauto-injectorsthatareprescribedbyaphysicianinthenameoftheSchoolDistrict.Iftheschoolhasepinephrineauto-injectorsonsite,anystudentauthorizedtoself-administerthatmeetstheprescriptiononfilemayusetheSchoolDistrictepinephrineauto-injectors.TheschoolnurseisauthorizedtoprovideoradministeraSchoolDistrictepinephrineauto-injectortoastudentortoprovideaSchoolDistrictepinephrineauto-injectortoanypersonnelauthorizedunderastudent’sIndividualHealthCareActionPlan,IllinoisFoodAllergyEmergencyActionPlanandMedicationAuthorizationForm,orplanpursuanttoSection504oftheRehabilitationActof1973toadministeraSchoolDistrictepinephrineauto-injectortothestudent,providedthatsuchepinephrineauto-injectormeetstheprescriptiononfile.Whenastudentdoesnothaveanepinephrineauto-injectororaprescriptionforanepinephrineauto-injectoronfile,theschoolnursemayutilizetheSchoolDistrictepinephrineauto-injectorsupplytorespondtoananaphylacticreaction,underastandingprotocolfromaphysicianlicensedtopracticemedicineinallitsbranchesandpursuanttotherequirementsunderthe

IllinoisSchoolCode.Theschoolnurseisexpresslyauthorizedtoadministeranepinephrineauto-injectortoanystudentthattheschoolnurseingoodfaithprofessionallybelievesishavingananaphylacticreaction.UponimplementationofthisBoardPolicy,theprotectionsfromliabilityandholdharmlessprovisionsasexplainedinthisPolicyandinSection22-30(c)oftheSchoolCode,asnoworhereafteramended,anditsaccompanyingregulations,asnoworhereafteraddedoramended,shallapply.SuchprotectionsfromliabilityandholdharmlessprovisionsalsoapplytoanyactofcommissionoromissionconcerningtheDistrictorDistrictpersonnelobtainingaprescriptionandstandingprotocolfromaphysicianorinthefillingorre-fillingofsuchprescriptionforepinephrineauto-injectors.Noone,includingwithoutlimitationparents/guardiansofstudents,shouldrelyontheDistrictfortheavailabilityofanepinephrineauto-injector.Thispolicydoesnotguaranteetheavailabilityofanepinephrineauto-injector;studentsandtheirparents/guardiansshouldconsulttheirownphysicianregardingthismedication.ImmunityandIndemnityTheSchoolDistrictanditsemployeesandagentsshallincurnoliability,exceptforwillfulandwantonconduct,asaresultofanyinjuryorpropertydamagearisingfromanyact,commission,oromissionrelatedto:(1)astudent’sself-administrationofanymedicationorepinephrineauto-injector;(2)thesupervision,orlackthereof,ofastudent’sself-administrationofanymedicationorepinephrineauto-injectorbySchoolDistrictemployeesoragents;(3)thestorageofanymedicationorepinephrineauto-injectorbySchoolDistrictemployeesoragents;(4)theadministeringofanymedicationorepinephrineauto-injectortoastudentbySchoolDistrictemployeesoragents;(5)obtaininganepinephrineauto-injectorprescribedtotheSchoolDistrictatanyparticularschoolorlocation;and(6)fillingorrefillingtheDistrict’sprescriptionforepinephrineauto-injectors.Thestudentandthestudent’sparent/guardianshallindemnifyandholdharmlesstheSchoolDistrictanditsemployeesandagentsagainstanyclaims,exceptaclaimbasedonwillfulandwantonconduct,arisingfromanyact,commission,oromissionrelatedto:(1)astudent’sself-administrationofanymedicationorepinephrineauto-injector;(2)thesupervision,orlackthereof,ofastudent’sself-administrationofanymedicationorepinephrineauto-injectorbySchoolDistrictemployeesoragents;(3)thestorageofanymedicationorepinephrineauto-injectorbySchoolDistrictemployeesoragents;(4)theadministeringofanymedicationorepinephrineauto-injectortoastudentbySchoolDistrictemployeesoragents;(5)obtaininganepinephrineauto-injectorprescribedtotheSchoolDistrictatanyparticularschoolorlocation;and(6)fillingorrefillingtheDistrict’sprescriptionforepinephrineauto-injectors.VISIONANDHEARINGVisionandhearingscreeningtestsareprovidedthroughtheHealthService.Visionscreeningwillbedone,asmandated,fortheSpecialEducationstudents,Teacherreferrals,andstudentsnewtothedistrict.Visionscreeningisnotasubstituteforacompleteeyeandvisionevaluationbyaneyedoctor.Yourchildisnotrequiredtoundergothisvisionscreeningifanoptometristorophthalmologisthascompletedandsignedareportformindicatingthatanexaminationhasbeenadministeredwithintheprevious12monthsandthatevaluationisonfileattheschool.Visionandhearingscreeningisnotanoption.IfascreeningreportisnotonfileattheschoolforyourchildandyourchildisinSpecialEd,hasbeenreferredbyateacherornewtothedistricthe/shewillbescreened.AnystudententeringanIllinoisschoolforthefirsttimeisrequiredtohaveaneyeexamination.Examinationsmustbeperformedbya licensedoptometristormedicaldoctorwhoperformseyeexaminations,asspecifiedintheIllinoisDepartmentofPublichealthadministrativerules.Contactthenurseforproperforms.

INSURANCEACCIDENTONLY insurancecoverage isavailable toallPinckneyvilleCommunityHighSchoolstudentsduringaschool-relatedactivity.Accidentsaretobereportedtotheteacherorcoachsupervisingtheactivitywithin30daysoftheaccident.AsbestosManagementPlan

ANASBESTOSMANAGEMENTPLANISONFILEINTHEDISTRICTOFFICE. StudentSafetyStudentsafetyisourDistrict’stoppriority.Inadditiontophysicalsafety,theDistrictisconcernedwithstudents’emotionalwell-beingandwillhelpstudentscopewithanemergencyordisasteranditsaftermath.Thefollowingoutlinesouremergencyanddisasterresponseplans.SafetyPlansTheDistricthasplansforallfourphasesofemergencyanddisastermanagement:

1. Preparedness–planningforanemergencyordisasterevent;2. Response–plannedresponsetoanemergencyordisasterevent;3. Recovery–theprocessofreturningtonormaloperations;and4. Mitigation–stepstakentominimizetheeffectsofanemergencyordisaster.

Video&AudioMonitoringSystemsAvideoand/oraudiomonitoringsystemmaybeinuseonschoolbussesandavideomonitoringsystemmaybeinuseinpublicareasoftheschoolbuilding.Thesesystemshavebeenputinplacetoprotectstudents,staff,visitorsandschoolproperty.Ifadisciplineproblemiscapturedonaudiotapeorvideotape,theserecordingsmaybeusedasthebasisforimposingstudentdiscipline.Ifcriminalactionsarerecorded,acopyofthetapemaybeprovidedtolawenforcementpersonnel.INSTRUCTIONSFORCHILDSEXOFFENDERSAchildsexoffendermustcompleteaSchoolVisitRequestinordertolawfullyvisitschoolproperty.Thisformmustbecompletedforeachvisittoschoolproperty.VISITORSStudentsarenotpermittedtobringvisitorsorfriendstoschoolwithoutprioradministrativeapproval.Studentsvisitingfromotherschoolsmustbeapprovedfivedaysinadvance.Visitorswillnotbeallowedtoseestudentsunlessanemergencyexists.Avisitormustreporttotheoffice,signin,andreceiveapprovalfromtheprincipaltobeinthebuilding.Theywillbegivenavisitor’spasstowearorcarry.ParentsarealwayswelcometovisitPCHSanddiscussanyproblemsconcerningtheirchild.Ifparentswishtopickuptheirchildbeforeschoolisdismissed,theyaretostopintheofficeandtheclassroomteacherwillbenotifiedtodismissthestudent.Studentsmaynotinviteguestsontoschoolgroundsbeforeschool,duringlunchperiods,orothertimeswithoutpriorapprovalfromtheprincipal.Teachersandotheremployeesmayrequestanypersonenteringapublicschoolbuildingorthegroundswhichareownedorleasedbytheboardforschoolpurposesandactivitiestoidentifythemselvesandthepurposeoftheentry.ApersonwhorefusestoprovidesuchinformationisguiltyofaClassAmisdemeanor(105ILCS5/24-24).

ChapterVIDiscipline&Conduct

PinckneyvilleCommunityHighSchoolstronglybelievesthatstudentbehaviorshouldreflectstandardsofgoodcitizenship.Highstandardsofcourtesy,decency,expression,honesty,morality,andwholesomerelationshipswithothersshallbemaintained.PCHShasrulesandguidelinesgoverningtheconductofstudents.Therulesencouragepositive,constructive,andresponsiblebehaviorwithanenvironmentconducivetolearning.Itshallbetheresponsibilityofthestudentsandtheirparentsorlegalguardianstofamiliarizethemselveswiththeguidelinesregardingstudentconduct.Allemployeesofthedistrictshallshareintheresponsibilityforsupervisingthebehaviorofstudentsandencouraginghighstandardsofconduct.Theboardandadministrationexpectallemployeestobealertandpromptinhandlingandreportingbehaviorproblemsthathaveanadverseeffectontheoperationsoftheschool.Whenbreachesofschooldisciplinaryrulesandregulationsoccur,itistheresponsibilityofinvolvedteachersandadministratorstoworkwiththestudent,his/herparents,andothersupportpersonneltohelpthestudentcorrecthis/herbehavior.Alldisciplinaryactionsshallbedirectedtowardprotectingthewelfareoftheschoolcommunityaswellashelpingthestudentdevelopself-discipline.Whendeterminingtheresponseforaspecificbreachofdiscipline,schoolpersonnelwillconsiderthenatureoftheact,thestudent’sprevioushistory,his/herageandmaturation,anymitigatingcircumstances,andtheeffectofhis/heractionsonthewelfareoftheschoolcommunity.Dependingontheseverityandfrequencyofmisconduct,disciplinaryresponsesmayinclude,butshallnotbelimitedto,thefollowing:

1. Personalcounseling.2. Withholdingofprivileges.3. Notificationofparent(s)/guardian(s).4. Removalfromclass.5. Seizureofcontraband.6. Suspensionfromschoolandallschool-sponsoredeventsforupto10days.7. Suspensionofbusridingprivileges.8. Expulsion from school and all school-sponsored activities and events for a definite timeperiod not to exceed two

calendaryears.9. Notificationofjuvenileauthoritieswheneverconductinvolvesillegaldrugs(controlledsubstances),look-alikes,alcohol,

orweapons.10. Alternativeclassroom-ThePrincipaloradesigneeshallensurethatthestudentisproperlysupervised.11. Detention.Thestudentmustbesupervisedbythedetainingteacher,Principal,oradesignee.12. Gradereductionforunexcusedabsencesonly.13. FridayNightDetention

Repeatedviolationsoftherulesdescribedinthishandbookmaybeconsideredgrossdisobedienceormisconductforwhichastudentmaybesuspendedorexpelled,eventhoughanyparticularviolationbyitselfmightnotwarrantsuspensionorexpulsion.Astudentwhoissubjecttosuspensionorexpulsionmaybeeligibleforatransfertoanalternativeschoolprogram.Corporalpunishmentshallnotbeused. Corporalpunishment isdefinedasslapping,paddling,orprolongedmaintenanceofstudents in physically painful positions, or intentional infliction of bodily harm. Certified personnel are permitted to use,reasonableforceasneededtomaintainsafetyforotherstudents,schoolpersonnel,orotherpersons,orforthepurposeofself-defenseorthedefenseofproperty.DELEGATIONOFAUTHORITYEachteacherandanyotherschoolpersonnelwhenstudentsareunderhisorhercharge,areauthorizedtoimposeanydisciplinarymeasure, other than suspension, or expulsion, corporal punishment or alternative classroom, which is appropriate and inaccordancewiththepoliciesandrulesonstudentdiscipline.Teachers,othercertificateemployees,andotherpersons(whetherornotcertified)providingarelatedservicefororwithrespecttoastudent,mayusereasonableforceasneededtomaintainsafetyforotherstudents,schoolpersonnelorotherpersons,orforthepurposeofself-defenseordefenseofproperty.Teachersareresponsibletomanagetheeducationalenvironmentwithintheclassroomsandlaboratoriesaswellasanyplaceuponschoolgrounds. A studentwillbe removed fromclasswhenhis/herbehavior isdisruptive to theeducationalprocess.Studentswhoareremovedfromaclasswillbesenttotheprincipal’soffice.Teacherswillnotifytheofficeimmediatelyoftheremovalandcompleteadisciplinaryreportwhentimeallows.Studentswillreturntotheclassuponadministrativeapproval.TheSuperintendentorPrincipalisauthorizedtoimposethesamedisciplinarymeasuresasteachers;andmaysuspendstudentsguiltyofgrossdisobedienceormisconductfromschool(includingallschoolfunctions)andfromridingtheschoolbus,uptotenconsecutiveschooldays. TheBoardofEducationmaysuspendastudentfromridingthebusinexcessoftendaysforsafetyreasons.

GUIDELINESFORRECIPROCALREPORTINGOFCRIMINALOFFENSESCOMMITTEDBYSTUDENTSPinckneyvilleCommunityHighSchoolwillcooperatewithalllawenforcementagencies.Examplesofthisarethenotificationofthenecessaryagencywhenlawsarebrokenandthecooperationininvestigationsconductedbylawenforcementagencies.(Pursuantto105ILCS5/10-20.14asAmendedbyP.A.88-376)1. Theschoolprincipalandthepolicedepartmentwillarrangemeetingsasneededbetweentheminordertoshare

informationregardingstudentssuspectedofinvolvementincriminalactivities.2. Thelocalpolicedepartmentandtheschoolprincipalwillverballyreporttoeachotherthefollowingactivitieswhen

committedbyastudentenrolledintheprincipal’sschool;2.1. allcasesinvolvingillegalorcontrolledsubstances;2.2. allcasesinvolvingweaponsofanytypes;2.3. allcasesinvolvinggangactivity;2.4. allcasesinvolvingaseriouscrimeorfelony;

3. Thepartiesunderstandandagreethataminor’swrittenarrestrecordisconfidentialpursuantto705ILCS405/1-7andassuchwillnotbeincludedinthestudent’sschoolrecord.

4. Theschoolmayconveneaparent-teacheradvisorycommitteetoreviewtheseguidelinesandmakerecommendationsformodificationsthereto.

5. Allreportsmadetothelocalpolicedepartmentshouldidentifythestudentbynameanddescribethecircumstancesoftheallegedcriminalactivity.Thereportshouldbemadeassoonaspossibleaftertheschoolprincipalreasonablysuspectsthatastudentisinvolvedinsuchactivity.Theschoolprincipalshallreportsuchactivitiesonlywhentheactivityoccursonschoolpropertyorataschoolrelatedfunction.

6. TheState’sAttorneyshallprovidetotheschoolprincipalacopyofanydelinquencydispositionalorderwherethecrimewouldbeafelonyifcommittedbyanadultorwasaClassAmisdemeanorinviolationofSection24-1,24-3,24-3.1,24.5oftheCriminalCode(weaponoffenses).

TheState’sAttorneyorlocalpolicedepartmentshallprovideacopyofallconvictionrecordstotheschoolprincipaliftherecordsinvolveastudentcurrentlyenrolledinorattendingtheprincipal’sschool.DETENTIONStudentswhoviolateschoolorclassroomregulationsmaybeassignedanafterschooldetention.Detentionswillbeservedtwodaysduringtheweekasdeterminedbyadministration.Detentionswillbeeitherone(1)hourortwo(2)hoursinlength.Detentionswillbeginpromptlyattheendoftheschoolday.Studentswillreceiveaminimumofone-daynoticepriortothedetention,ifnecessary,sothattransportationmaybearranged.Studentsfailingtoreporttodetentionshallbeassignedanadditionaldetention.Asecondmisseddetentionwillresultinaone-dayassignmenttothealternativeroom.Studentsmaybesuspendedforgreaterthanthreemisseddetentions. FRIDAYNIGHTDETENTIONFridayNightdetentionsmaybegiventostudentsforaviolationofthedisciplinecode.AFridayNightdetentionwilllastfromonetofourhoursbeginningat3:15P.M.onthedesignatedFriday.Noticewillbegiventoastudentatleast24hoursinadvance.FailuretoserveaFridayNightdetentionwillresultinanadditionalFridayNightdetention.Failuretoservethetwo(2)FridayNightdetentionswillresultinaone(1)dayout-of-schoolsuspension.ALTERNATIVEEDUCATIONCLASSROOMTheAlternativeEducationClassroomwilloperateonvariousdaysthroughtheweekasdeterminedbytheadministration.TheAlternativeEducationClassroomisusedfordisciplineissuesandisaprogressivestepbeyonddetentionsandisdesignedtokeepstudentsatschool.Studentsinthealternativeroomaresociallyisolatedfromthestudentbodyandwillberequiredtocompletetheirregularschoolassignmentsforfullcreditwhileinthisclassroom.WhenassignedtotheAECstudentswilleatlunchinthealternativelearningcenter,eitherpurchasingaschoollunchorbringingasacklunchfromhome.InnocircumstancewillAECstudentsbeallowedacateredlunch.Studentsassignedtoalternativelearningcenterarenotallowedtoattendorparticipateinextra-curricularactivitiesondaystheyareassignedtothealternativeroom.*Anystudentmisbehavinginthealternativeclassroomwillbeautomaticallysuspendedfromschoolandcompletetheiralternativeclassroomassignmentuponreturntoschool.Students,whodonothaveworktocomplete,willbegivenabooktoreadoratestpreparationpacket.

SUSPENSIONBehaviorconsideredtobegrossdisobedienceormisconductwillresultinsuspensionorexpulsion.StudentssuspendedfromschoolwillreceivefulldueprocessrightsandhavearighttoappealtheirsuspensiontothesuperintendentandBoardofEducation.Appealsmustbedirectedtothesuperintendentwithinten(10)daysofthefirstdayofthesuspension.Suspensionswillbeservedwhileanappealispending.Whilesuspended,studentsarenottobeonschoolgroundsorpresentatanyschool-relatedactivity.Extracurricularactivitiesareconsideredprivilegesgrantedtostudentsandnoteducationalrights.Studentssuspendedfromschoolwillbeabletomakeupallworkmissed(homework,test,quizzes,etc.)for50%credit..Astudentreceivingtwo(2)suspensionsoronesuspensiongreaterthanfive(5)dayswillloseallextracurricularprivilegesfortheremainderofthesemesterorsixty(60)days,whicheverisgreater.AnystudentreceivingthreeoutofschoolsuspensionsmayberequiredtogobeforethePinckneyvilleBoardofEducationforreviewwiththepossibilityofexpulsion.Anystudentwhoreceivesafourthsuspensionmayberecommendedforexpulsion.

SUSPENSIONPROCEDURESThefollowingaresuspensionprocedures:1. Beforesuspension,thestudentshallbeprovidedoralorwrittennoticeofthecharges.Ifthestudentdeniesthecharges,the

studentshallbegivenanexplanationoftheevidenceandanopportunitytopresenthisorherposition.2. Prior notice and hearing, as stated above, are not required and the student can be immediately suspended, when the

student’spresenceposesacontinuingdangertopersonsorpropertyoranongoingthreatofdisruptiontotheeducationalprocess.Insuchcases,thenecessarynoticeandhearingshallfollowassoonaspossible.

3. Anysuspensionshallbereportedimmediatelytothestudent’sparent(s)/guardian(s).Awrittennoticeofthesuspensionshallcontainastatementofthereasonsforthesuspensionandanoticetotheparent(s)/guardian(s)oftheirrighttoreviewthesuspension.Also,acopyofthenoticeshallbegiventotheBoardofEducation.

4. Upon request of the parent(s)/guardian(s), a hearing shall be conducted by the Board of Education or a hearing officerappointedbyittoreviewthesuspension.Atthehearing,thestudent’sparent(s)/guardian(s)mayappearanddiscussthesuspensionwiththeBoardofEducationoritshearingofficerandmayberepresentedbycounsel.Afterpresentationoftheevidenceorreceiptofthehearingofficer’sreport,theBoardshalldecidetheissueofguiltandtakesuchactions,asitfindsappropriate.

EXPULSIONExpulsionistheremovalofastudentfromclassesforatimeperiodofmorethan10successiveschooldays.Expulsionmaybeupto2calendaryears.OnlytheBoardofEducationmayexpelastudentfromschool.Studentsfacingpossibleexpulsionareentitledtofulldueprocessrights.

ExpulsionProcedures1. Beforeexpulsion,thestudentandparent(s)/guardian(s)shallbeprovidedwrittennoticeofthetime,place,andpurposeofa

hearingbyregisteredorcertifiedmailrequestingtheappearanceoftheparent(s)/guardian(s).Ifrequested,thestudentshallhaveahearing,atthetimeandplacedesignatedinthenotice,conductedbytheBoardorahearingofficerappointedbyit.IftheBoardappointsahearingofficer,heorsheshallreporttotheBoardtheevidencepresentedatthehearingandtheBoardshalltakesuchfinalactionasitfindsappropriate.

2. During the expulsion hearing, the student and his or her parent(s)/guardian(s)may be represented by counsel, presentwitnessesandotherevidenceandcross-examinewitnesses.Attheexpulsionhearing,theBoardorhearingofficershallhearevidenceofwhetherthestudent isguiltyof thegrossdisobedienceormisconductascharged. Afterpresentationof theevidenceorreceiptofthehearingofficer’sreport,theBoardshalldecidetheissueofguiltandtakesuchactionsasitfindsappropriate.

PROHIBITEDSTUDENTCONDUCTStudentsmaybedisciplinedforgrossdisobedienceormisconduct,includingbutnotlimitedtothefollowing:

1. Using,possessing,distributing,purchasing,sellingorofferingforsaletobaccoornicotinematerials,includingelectroniccigarettesore-cigarettes.

2. Using,possessing,distributing,purchasing,orsellingalcoholicbeverages.Studentswhoareundertheinfluenceofanalcoholicbeveragearenotpermittedtoattendschoolorschoolfunctionsandaretreatedasthoughtheyhadalcoholintheirpossession.

3. Using,possessing,distributing,purchasing,sellingorofferingforsale:

a. Anyillegaldrug,controlledsubstance,orcannabis(includingmarijuana,medicalcannabisandhashish).b. Anyanabolicsteroidunlessitisbeingadministeredinaccordancewithaphysician’sorlicensedpractitioner’sprescription.c. Anyperformance-enhancingsubstanceontheIllinoisHighSchoolAssociation’smostcurrentbannedsubstancelistunless

administeredinaccordancewithaphysician’sorlicensedpractitioner’sprescription.d. Anyprescriptiondrugwhennotprescribedforthestudentbyaphysicianorlicensedpractitioner,orwhenusedinamanner

inconsistentwiththeprescriptionorprescribingphysician’sorlicensedpractitioner’sinstructions.Theuseorpossessionofmedicalcannabis,evenbyastudentforwhommedicalcannabishasbeenprescribed,isprohibited.

e. Anyinhalant,regardlessofwhetheritcontainsanillegaldrugorcontrolledsubstance:(a)thatastudentbelievesis,orrepresentstobecapableof,causingintoxication,hallucination,excitement,ordullingofthebrainornervoussystem;or(b)aboutwhichthestudentengagedinbehaviorthatwouldleadareasonablepersontobelievethatthestudentintendedtheinhalanttocauseintoxication,hallucination,excitement,ordullingofthebrainornervoussystem.Theprohibitioninthissectiondoesnotapplytoastudent’suseofasthmaorotherlegallyprescribedinhalantmedications.

f. “Look-alike”orcounterfeitdrugs,includingasubstancethatisnotprohibitedbythispolicy,butone:(a)thatastudentbelievestobe,orrepresentstobe,anillegaldrug,controlledsubstance,orothersubstancethatisprohibitedbythispolicy;or(b)aboutwhichastudentengagedinbehaviorthatwouldleadareasonablepersontobelievethatthestudentexpresslyorimpliedlyrepresentedtobeanillegaldrug,controlledsubstanceorothersubstancethatisprohibitedbythispolicy.

g. Drugparaphernalia,includingdevicesthatareorcanbeusedto:(a)ingest,inhale,orinjectcannabisorcontrolledsubstancesintothebody;and(b)grow,process,store,orconcealcannabisorcontrolledsubstances.

h. Anysubstanceinhaled,injected,smoked,consumedorotherwiseingestedorabsorbedwiththeintentionofcausingaphysiologicalorpsychologicalchangeinthebody,includingwithoutlimitation,purecaffeineinatabletorpowderedform.

Studentswhoareundertheinfluenceofanyprohibitedsubstancearenotpermittedtoattendschoolorschoolfunctionsandaretreatedasthoughtheyhavetheprohibitedsubstance,asapplicable,intheirpossession.

4. Using,possessing,controllingortransferringa“weapon”orviolatingtheprocedureslistedbelowundertheWeaponsProhibitionsectionofthishandbookprocedure.

5. Usingorpossessinganelectronicpagingdevice.6. Usingacellulartelephone,smartphone,videorecordingdevice,personaldigitalassistant(PDA),orsimilarelectronicdevice

inanymannerthatdisruptstheeducationalenvironmentorviolatestherightsofothers,includingusingthedevicetotakephotographsinlockerroomsorbathrooms,cheat,orotherwiseviolatestudentconductrules.Prohibitedconductspecificallyincludes,withoutlimitation,creatingandsending,sharing,viewing,receivingorpossessinganindecentvisualdepictionofoneselforanotherpersonthroughtheuseofacomputer,electroniccommunicationdeviceorcellulartelephone,commonlyknownas“sexting.”Unlessotherwisebannedunderthispolicyorbythebuildingprincipal,allcellularphones,smartphonesandotherelectronicdevicesmustbekeptpowered-offandout-of-sightduringtheregularschooldayunless:(a)thesupervisingteachergrantspermission;(b)useofthedeviceisprovidedinastudent’sindividualizededucationprogram(IEP);(c)itisusedduringthestudent’slunchperiod;or(d)itisneededinanemergencythatthreatensthesafetyofstudents,staff,orotherindividuals..

7. Usingorpossessingalaserpointerunlessunderastaffmember’sdirectsupervisionandinthecontextofinstruction.8. Disobeyingrulesofstudentconductordirectivesfromstaffmembersorschoolofficials.Examplesofdisobeyingstaff

directivesincluderefusingastaffmember’srequesttostop,presentschoolidentificationorsubmittoasearch.9. Engaginginacademicdishonesty,includingcheating,intentionallyplagiarizing,wrongfullygivingorreceivinghelpduringan

academicexamination,alteringreportcardsandwrongfullyobtainingtestcopiesorscores.10. Engaginginbullying,hazingoranykindofaggressivebehaviorthatdoesphysicalorpsychologicalharmtoastaffpersonor

anotherstudentorencouragingotherstudentstoengageinsuchbehavior.Prohibitedconductspecificallyincludes,withoutlimitation,anyuseofviolence,intimidation,force,noise,coercion,threats,stalking,harassment,sexualharassment,publichumiliation,theftordestructionofproperty,retaliation,hazing,bullying,bullyingusingaschoolcomputeroraschoolcomputernetworkorothercomparableconduct.

11. Engaginginanysexualactivity,includingwithoutlimitation,offensivetouching,sexualharassment,indecentexposure(includingmooning)andsexualassault.

12. Engaginginteendatingviolence.

13. Causingorattemptingtocausedamageto,stealing,orattemptingtosteal,schoolpropertyoranotherperson’spersonalproperty.

14. Enteringschoolpropertyoraschoolfacilitywithoutproperauthorization.15. Intheabsenceofareasonablebeliefthatanemergencyexists,callingemergencyresponders(calling9-1-1);signalingor

settingoffalarmsorsignalsindicatingthepresenceofanemergency;orindicatingthepresenceofabomborexplosivedeviceonschoolgrounds,schoolbusoratanyschoolactivity.

16. Beingabsentwithoutarecognizedexcuse.17. Beinginvolvedwithanypublicschoolfraternity,sorority,orsecretsociety.18. Beinginvolvedinagangorengagingingang-likeactivities,includingdisplayinggangsymbolsorparaphernalia.19. Violatinganycriminallaw,includingbutnotlimitedto,assault,battery,arson,theft,gambling,eavesdropping,vandalism

andhazing.20. Engaginginanyactivity,onoroffcampus,thatinterfereswith,disrupts,oradverselyaffectstheschoolenvironment,school

operations,oraneducationalfunction,includingbutnotlimitedto,conductthatmayreasonablybeconsideredto:(a)beathreatoranattemptedintimidationofastaffmember;or(b)endangerthehealthorsafetyofstudents,staff,orschoolproperty.

21. MakinganexplicitthreatonanInternetwebsiteagainstaschoolemployee,astudent,oranyschool-relatedpersonneliftheInternetwebsitethroughwhichthethreatwasmadeisasitethatwasaccessiblewithintheschoolatthetimethethreatwasmadeorwasavailabletothirdpartieswhoworkedorstudiedwithintheschoolgroundsatthetimethethreatwasmade,andthethreatcouldbereasonablyinterpretedasthreateningtothesafetyandsecurityofthethreatenedindividualbecauseofhisorherdutiesoremploymentstatusorstatusasastudentinsidetheschool.

22. Operatinganunarmedaircraftsystem(AUS)ordroneforanypurposeonschoolgroundsoratanyschooleventunlessgrantedpermissionbythebuildingprincipal.

Forpurposesoftheserules,theterm“possession”includeshavingcontrol,custody,orcare,currentlyorinthepast,ofanobjectorsubstance,includingsituationsinwhichtheitemis:(a)onthestudent’sperson;(b)containedinanotheritembelongingto,orunderthecontrolof,thestudent,suchasinthestudent’sclothing,backpack,orautomobile;(c)inaschool’sstudentlocker,desk,orotherschoolproperty;(d)atanylocationonschoolpropertyorataschool-sponsoredevent;or(e)inthecaseofdrugsandalcohol,substancesingestedbytheperson.Efforts,includingtheuseofpositiveinterventionsandsupportsshallbemadetodeterstudents,whileatschooloraschool-relatedevent,fromengaginginaggressivebehaviorthatmayreasonablyproducephysicalorpsychologicalharmtosomeoneelse.Nodisciplinaryactionshallbetakenagainstanystudentthatisbasedtotallyorinpartontherefusalofthestudent’sparent/guardiantoadministerorconsenttotheadministrationofpsychotropicorpsychostimulantmedicationtothestudent.WhenandWhereConductRulesApply

Thegroundsfordisciplinaryactionalsoapplywheneverthestudent’sconductisreasonablyrelatedtoschoolorschoolactivities,includingbutnotlimitedto:

1. On,orwithinsightof,schoolgroundsbefore,during,orafterschoolhoursoratanytime;2. Offschoolgroundsataschool-sponsoredactivityorevent,oranyactivityoreventthatbearsareasonablerelationshipto

school;3. Travelingtoorfromschooloraschoolactivity,function,orevent;or4. Anywhere,iftheconductinterfereswith,disrupts,oradverselyaffectstheschoolenvironment,schooloperations,oran

educationalfunction,includingbutnotlimitedto,conductthatmayreasonablybeconsideredto:(a)beathreatoranattemptedintimidationofastaffmember;or(b)endangerthehealthorsafetyofstudents,staff,orschoolproperty.

DisciplinaryMeasuresSchoolofficialsshalllimitthenumberanddurationofexpulsionsandout-of-schoolsuspensionstothegreatestextentpracticable,and,wherepracticableandreasonable,shallconsiderformsofnon-exclusionarydisciplinebeforeusingout-of-schoolsuspensionsorexpulsions.Schoolpersonnelshallnotadviseorencouragestudentstodropoutofschoolvoluntarilyduetobehavioraloracademicdifficulties.Potentialdisciplinarymeasuresinclude,withoutlimitation,anyofthefollowingmeasures:

1. Notifyingparents/guardians.2. Disciplinaryconference.3. Withholdingofprivileges.4. Temporaryremovalfromtheclassroom.5. Returnofpropertyorrestitutionforlost,stolenordamagedproperty.6. In-schoolsuspension.7. After-schoolstudyorSaturdaystudyprovidedthestudent’sparent/guardianhasbeennotified.(Iftransportation

arrangementscannotbemadeinadvance,analternativedisciplinarymeasurewillbeassignedtothestudent.)8. Communityservice.9. Seizureofcontraband;confiscationandtemporaryretentionofthepersonalpropertythatwasusedtoviolateschoolrules.10. Suspensionofbusridingprivileges.11. Suspensionfromschoolandallschoolactivitiesforupto10days.Asuspendedstudentisprohibitedfrombeingonschool

grounds.12. Expulsionfromschoolandallschoolactivitiesforadefinitetimeperiodnottoexceed2calendaryears.Anexpelledstudent

isprohibitedfrombeingonschoolgrounds.13. TransfertoanalternativeprogramifthestudentisexpelledorotherwisequalifiesfortransferunderStatelaw.14. Notifyingjuvenileauthoritiesorotherlawenforcementwhenevertheconductinvolvescriminalactivity,suchas,illegal

drugs(controlledsubstances),“look-alikes,”alcoholorweaponsorinothercircumstancesasauthorizedbythereciprocalreportingagreementbetweentheDistrictandlocallawenforcementagencies.

Theabovelistofdisciplinarymeasuresisarangeofoptionsthatwillnotalwaysbeapplicableineverycase.Insomecircumstances,itmaynotbepossibletoavoidsuspendingorexpellingastudentbecausebehavioralinterventions,otherthanasuspensionorexpulsion,willnotbeappropriateandavailable,andtheonlyreasonableandpracticalwaytoresolvethethreatand/oraddressthedisruptionisasuspensionorexpulsion.WeaponsProhibitionAstudentwhoisdeterminedtohavebroughtoneofthefollowingobjectstoschool,anyschool-sponsoredactivityorevent,oranyactivityoreventthatbearsareasonablerelationshiptoschoolshallbeexpelledforaperiodofnotlessthanoneyearbutnotmorethan2calendaryears:(1)Afirearm,meaninganygun,rifle,shotgun,weaponasdefinedbySection921ofTitle18oftheUnitesStatesCode,firearmasdefinedinSection1.1oftheFirearmOwnersIdentificationCardAct,orfirearmasdefinedinSection24-1oftheCriminalCodeof1961.Theexpulsionperiodmaybemodifiedbythesuperintendent,andthesuperintendent'sdeterminationmaybemodifiedbytheboardonacase-by-casebasis.

(2)Aknife,brassknucklesorotherknuckleweaponregardlessofitscomposition,abillyclub,oranyotherobjectifusedorattemptedtobeusedtocausebodilyharm,including“lookalikes”ofanyfirearmasdefinedabove.

Theexpulsionrequirementmaybemodifiedbythesuperintendent,andthesuperintendent'sdeterminationmaybemodifiedbytheboardonacase-by-casebasis.

Gang&GangActivityProhibited

“Gang”isdefinedasanygroup,clubororganizationoftwoormorepersonswhosepurposesincludethecommissionofillegalacts.Nostudentonoraboutschoolpropertyoratanyschoolactivityorwheneverthestudent’sconductisreasonablyrelatedtoaschoolactivity,shall:(1)wear,possess,use,distribute,display,orsellanyclothing,jewelry,paraphernaliaorotheritemswhichreasonablycouldberegardedasgangsymbols;commitanyactoromission,oruseeitherverbalornon-verbalgestures,orhandshakesshowingmembershiporaffiliationinagang;or(2)useanyspeechorcommitanyactoromissioninfurtheranceoftheinterestofanygangorgangactivity,including,butnotlimitedto,solicitingothersformembershipinanygangs;(3)requestanypersontopayprotectionorotherwiseintimidate,harassorthreatenanyperson;(4)commitanyotherillegalactorotherviolationofdistrictpolicies,(5)orinciteotherstudentstoactwithphysicalviolenceuponanyotherperson.

Re-EngagementofReturningStudents

Thebuildingprincipalordesigneeshallmeetwithastudentreturningtoschoolfromanout-of-schoolsuspension,expulsionoralternativeschoolsetting.Thegoalofthismeetingshallbetosupportthestudent’sabilitytobesuccessfulinschoolfollowingaperiodofexclusionandshallincludeanopportunityforstudentswhohavebeensuspendedtocompleteormake-upmissedworkforequivalentacademiccredit.

BOMBTHREATAstudentwhomakesabombthreatorinitiatesafalsereportofabombonschoolpremisesshallbereportedtolawenforcementandwillbesubjecttosuspensionand/orrecommendationtotheBoardofEducationforexpulsion.FIREWORKSFireworks,inanyformareprohibitedatallschoolactivitiesconnectedwithanyschoolprogram.Studentsviolatingthispolicywillbesubjecttosuspensionorexpulsion.BULLYINGItisthepolicyofthePinckneyvilleCommunityHighSchoolBoardtoprohibitharassment,intimidation,andbullyingbyanymeans,includingbutnotlimitedtoelectronic,written,oralorphysicalacts,eitherdirectorindirect,whensuchintentionalelectronic,oral,writtenorphysicalactsphysicallyharm,substantiallyinterferewithastudent’seducation,andthreatentheoveralleducationalenvironmentand/orsubstantiallydisrupttheoperationofschool.Thisincludes,butisnotlimitedto,harassment,intimidation,andbullyingbaseduponrace,color,religion,ancestry,nationalorigin,economicstatus,gender,sexualorientation,genderidentity,pregnancy,maritalstatus,physicalappearance,ormental,physical,orsensorydisability.TheDistrictwillnottolerateharassing,intimidating,orbullyingconduct,whetherverbal,physical,orvisual,thataffectstangiblebenefitsofeducation, thatunreasonably interfereswitha student’seducationperformance,or that createsan intimidating,hostile,oroffensiveeducationalenvironment.Examplesofprohibitedconductincludename-calling,usingderogatoryslurs,orwearingorpossessingitemsdepictingorimplyinghatredorprejudiceofoneofthecharacteristicsstatedabove.CYBERBULLYINGTheNationalCrimePreventionCouncil'sdefinitionofcyber-bullyingis"whentheInternet,cellphonesorotherdevicesareusedtosendorposttextorimagesintendedtohurtorembarrassanotherperson."[2]StopCyberbullying.org,anexpertorganizationdedicatedtointernetsafety,securityandprivacy,definescyber-bullyingas:"asituationwhenachild,tweenorteenisrepeatedly'tormented,threatened,harassed,humiliated,embarrassedorotherwisetargeted'byanotherchildorteenagerusingtextmessaging,email,instantmessagingoranyothertypeofdigitaltechnology."MakinganexplicitthreatonanInternetwebsiteagainstaschoolemployee,astudent,oranyschool-relatedpersonneliftheInternetwebsitethroughwhichthethreatwasmadeisasitethatwasaccessiblewithintheschoolatthetimethethreatwasmadeorwasavailabletothirdpartieswhoworkedorstudiedwithintheschoolgroundsatthetimethethreatwasmade,andthethreatcouldbereasonablyinterpretedasthreateningtothesafetyandsecurityofthethreatenedindividualbecauseofhisorherdutiesoremploymentstatusorstatusasastudentinsidetheschoolisstrictlyprohibited.Cyber-bullyingcanbeassimpleascontinuingtosende-mailtosomeonewhohassaidtheywantnofurthercontactwiththesender,butitmayalsoincludethreats,sexualremarks,pejorativelabels(i.e.,hatespeech),ganginguponvictimsbymakingthemthesubjectofridiculeinforums,andpostingfalsestatementsasfactaimedathumiliation.Disclosureofavictims'personaldata(e.g.realname,address,orworkplace/schools)atwebsitesorforumsorposingasthevictimforthepurposeofpublishingmaterialintheirnamethatdefamesorridiculesthemshallbeconsideredCyber-bullying.Consequencesforastudentwhocommitsanactofbullyingorcyber-bullyingshallbeuniquetotheindividualincidentandwillvaryinmethodandseverityaccordingtothenatureofthebehavior,thedevelopmentalageofthestudent,andthestudent’shistoryofproblembehaviorsandperformance,andmustbeconsistentwiththeboardofeducation’sapprovedcodeofstudentconduct.Remedialmeasuresshallbedesignedto:correcttheproblembehavior;preventanotheroccurrenceofthebehavior;andprotectthevictimoftheact.HARASSMENTTheactionofprovokingastudenttothepointofbeingemotionallyupsetorleadingtoapossiblefightincludingmakingthreatsorintimidatingotherstudentsisprohibited.Studentsengagedinharassmentactivitywillbesubjecttodisciplinaryaction.Itisurgentthatstudentsreportissuesofharassmenttoschoolauthorities.

PreventionofandResponsetoBullying,Intimidation,andHarassment

Bullying,intimidation,andharassmentdiminishastudent’sabilitytolearnandaschool’sabilitytoeducate.Preventingstudents from engaging in these disruptive behaviors and providing all students equal access to a safe, non-hostilelearningenvironmentareimportantschoolgoals.Bullyingonthebasisofactualorperceivedrace,color,nationalorigin,militarystatus,unfavorabledischargestatusfromthemilitaryservice,sex,sexualorientation,genderidentity,gender-relatedidentityorexpression,ancestry,age,religion,physicalormentaldisability,orderofprotectionstatus,statusofbeinghomeless,oractualorpotentialmaritalorparentalstatus, including pregnancy, associationwith a person or groupwith one ormore of the aforementioned actual orperceivedcharacteristics,oranyotherdistinguishingcharacteristicisprohibitedineachofthefollowingsituations:

1. Duringanyschool-sponsorededucationprogramoractivity.2. Whileinschool,onschoolproperty,onschoolbusesorotherschoolvehicles,atdesignatedschoolbusstopswaitingfor

theschoolbus,oratschool-sponsoredorschool-sanctionedeventsoractivities.3. Throughthetransmissionofinformationfromaschoolcomputer,aschoolcomputernetwork,orothersimilarelectronic

schoolequipment.4. Through the transmission of information from a computer that is accessed at a nonschool-related location, activity,

function,orprogramorfromtheuseoftechnologyoranelectronicdevicethat isnotowned, leased,orusedbytheschooldistrictorschoolifthebullyingcausesasubstantialdisruptiontotheeducationalprocessororderlyoperationofaschool.

Bullyingincludescyber-bullying(bullyingthroughtheuseoftechnologyoranyelectroniccommunication)andmeansanysevereorpervasivephysicalorverbalactorconduct,includingcommunicationsmadeinwritingorelectronically,directedtowardastudentorstudentsthathasorcanbereasonablypredictedtohavetheeffectofoneormoreofthefollowing:

1. Placingthestudentorstudentsinreasonablefearofharmtothestudent’sorstudents’personorproperty;2. Causingasubstantiallydetrimentaleffectonthestudent’sorstudents’physicalormentalhealth;3. Substantiallyinterferingwiththestudent’sorstudents’academicperformance;or4. Substantiallyinterferingwiththestudent’sorstudents’abilitytoparticipateinorbenefitfromtheservices,activities,or

privilegesprovidedbyaschool.

Examples of prohibited conduct include name-calling, using derogatory slurs, stalking, sexual violence, causingpsychologicalharm,threateningorcausingphysicalharm,threatenedoractualdestructionofproperty,orwearingorpossessingitemsdepictingorimplyinghatredorprejudiceofoneofthecharacteristicsstatedabove.Students are encouraged to immediately report bullying. A report may be made orally or in writing to the districtcomplaint manager or any staff member with whom the student is comfortable speaking. 1. Deniesorlimitstheprovisionofeducationalaid,benefits,services,ortreatment;orthatmakessuchconductaconditionofastudent’sacademicstatus;or

TeenDatingViolenceProhibited

Engaginginteendatingviolencethattakesplaceatschool,onschoolproperty,atschool-sponsoredactivities,orinvehiclesusedforschool-providedtransportationisprohibited.Forpurposesofthispolicy,thetermteendatingviolenceoccurswheneverastudentwhois13to19yearsofageusesorthreatenstousephysical,mental,oremotionalabusetocontrolanindividualinthedatingrelationship;orusesorthreatenstousesexualviolenceinthedatingrelationship.

MakingaComplaint;Enforcement

Studentsareencouragedtoreportclaimsorincidentsofsexualharassment,teendatingviolenceoranyotherprohibitedconducttothebuildingprincipal,deanofstudents,oracomplaintmanager.Astudentmaychoosetoreporttoapersonofthestudent’ssamesex.Complaintswillbekeptconfidentialtotheextentpossiblegiventheneedtoinvestigate.Studentswhomakegoodfaithcomplaintswillnotbedisciplined.

IllegalDrugandAlcoholAbusePossession,use,distribution,attempteddistribution,saleof,oranyattemptedsale,ofillegaldrug/controlledsubstanceand/oralcohol,oranysubstancerepresentedtobeanillegaldrugoralcoholproduct,isforbiddenatanyschoolactivity.Violatorsaresubjecttosuspensionforuptotendaysandpossibleexpulsion. GROUPORMOBACTIONStudentsinvolvedingroupormobactionwiththeintentofdisruptingaclassortheentireschoolwillbesubjecttodisciplinaryactionthatmayincludesuspensionorexpulsion.Thispolicyappliestoanyindividualinvolvedinagroupendeavorthatinterfereswithschoolpurposesortheorderlyfunctioningofschool.GANGSANDHATEGROUPSStudentsareprohibitedfromengagingingangactivity.A“gang’isanygroupof2ormorepersonswhosepurposeincludesthecommissionofillegalacts.Studentsengaginginanygang-relatedactivitywillbepunishedunderthedistrict’sdisciplinecode.Nostudentshallengageinanyactivity,including,butnotlimitedto:1. CONDUCTONSCHOOLGROUNDSORDURINGTHECOURSEOFEXTRA-CURRICULARACTIVITIES.Use,possessionortransportationofintoxicatingliquors;use,possessionortransportationoftobaccoproductsofanykind;use,possessionortransportationofillegaldrugsorillegalcontrolledsubstances;criminalconductorbehaviorthatisdestructiveordetrimentaltothepurposeoftheextracurricularactivities,evenifoffschoolgrounds,shallresultintheimpositionofoneormoreacceptabledisciplinarymeasures,whichmayincludesuspension,removaland/ordisqualificationoftheparticipantfromtheextra-curricularactivityoractivitiesinwhichtheparticipantisengaged.

SearchandSeizure

SEARCHESInordertomaintainordersafetyandsecurityintheschools,schoolauthoritiesareauthorizedtoconductreasonablesearchesofschoolpropertyandequipment,aswellasofstudentsandtheirpersonaleffects.“Schoolauthorities”includesschoolliaisonpoliceofficers.

SchoolPropertyandEquipmentaswellasPersonalEffectsLeftTherebyStudents

Schoolauthoritiesmayinspectandsearchschoolpropertyandequipmentownedorcontrolledbytheschool(suchas,lockers,desks,andparkinglots),aswellaspersonaleffectslefttherebyastudent,withoutnoticetoortheconsentofthestudent.Studentshavenoreasonableexpectationofprivacyintheseplacesorareasorintheirpersonaleffectsleftthere.

Thebuildingprincipalmayrequesttheassistanceoflawenforcementofficialstoconductinspectionsandsearchesoflockers,desks,parkinglots,andotherschoolpropertyandequipmentforillegaldrugs,weapons,orotherillegalordangeroussubstancesormaterials,includingsearchesconductedthroughtheuseofspeciallytraineddogs.

Students

Schoolauthoritiesmaysearchastudentand/orthestudent’spersonaleffectsinthestudent’spossession(suchas,purses,wallets,knapsacks,bookbags,lunchboxes,etc.)whenthereisareasonablegroundforsuspectingthatthesearchwillproduceevidencetheparticularstudenthasviolatedorisviolatingeitherthelawortheschoolordistrict’sstudentrulesandpolicies.Thesearchwillbeconductedinamannerthatisreasonablyrelatedtoitsobjectiveofthesearchandnotexcessivelyintrusiveinlightofthestudent’sageandsex,andthenatureoftheinfraction.

Schoolofficialsmayrequireastudenttocooperateinaninvestigationifthereisspecificinformationaboutactivityonthestudent’saccountonasocialnetworkingwebsitethatviolatestheschool’sdisciplinaryrulesorschooldistrictpolicy.Inthecourseoftheinvestigation,thestudentmayberequiredtosharethecontentthatisreportedinorderfortheschooltomakeafactualdetermination.

AthleticsandExtra-CurricularActivitiesPARTICIPANTSDEFINEDAllstudentsparticipatinginPCHSSponsoredAthleticsandExtra-curricularActivities/ClubsshallfallunderthebehavioralguidelinesandexpectationsoutlinedinthePinckneyvilleCommunityHighSchoolAthleticandExtra-CurricularCode.

PCHSATHLETICDEPARTMENTPinckneyvilleCommunityHighSchoolhasafullinterscholasticathleticprogramandisamemberoftheRivertoRiverConference,Mississippi Division. Students compete in football, golf, cross-country, cheerleading, basketball, wrestling, baseball, track,volleyball,cheerleadingandsoftball.Thecoachingstaffexpectseachathletetoalwaysconducthimorherselfinamannerthatwillbringrespectandhonortotheathlete,his/herfamily,andPCHS.Therearenoexceptions.Thisstandardwillbeespeciallystressedaswetravelandcompeteastheguestsofothercommunities.Athleteswillreflecthonorbytheirself-discipline,personalgrooming,dressandattitudebothonthefieldandoffthefield.PCHSClubsandActivitiesPCHSoffersawidevarietyofacademicclubsandactivitiesthatserveasanextensionoftheregularclassroom.Itistheintentoftheseclubsandactivitiestopromoteandenhancepersonalgrowthandwithineachstudentparticipant.Valuessuchasteamwork,responsibility,accountability,andpersonalinvestment,respectforself,others,rulesandregulationsserveasthefoundationforsuchorganizations.StudentsparticipatinginanyPCHSClubsandActivitiesfallundertheexpectationsandcodeofconductoutlinedinthePinckneyvilleCommunityHighSchoolAthleticandExtra-CurricularCode.PurposeParticipationbyastudentinathleticsandextra-curricularactivitiesisconsideredanextensionof,butseparatefrom,theregulareducationprogram.However,noprovisionorotherdisciplinaryactionhereinlistedisintendedtobeimplementedinlieuof,orcontraryto,anyseparateprovisionordisciplinaryactionlistedinanyschooldistrictpolicy.Whiletheregularcurricularprogramisarightaffordedtoeachstudent,participationintheco-curricularprogramisaprivilegeand,assuch,carriescertainexpectationsbeyondthosefoundinnormalclassroomsituations.Theimportantgoalsoftheactivitiesprogramaretogivestudentsdirectionindevelopinghealthfullivinghabits,self-discipline,leadership,teamwork,andrespectforrulesandregulations.Itistotheseendsthatacodeofconductisestablishedforyoungpeopletakingpartinathleticsand/orotherextra-curricularactivities, includingcheerleading,pom-poms/flags,bass fishing,archery, shootingsports,NSSP,aswellasallotheracademicstudentorganizationsandclubs.Astudentwillbeconsideredinviolationofthetrainingrulesifhe/sheisreported,investigatedandconfirmedasbeinginviolationofthiscodetotheathleticdirectororprincipalbythepolice,anothercoachorteacheratthejuniorhighorhighschool,oranadministratorinthedistrict.

Trainingrulesareineffectfortheentirecalendaryear(365days).NoticeofRisksParentsandstudentsareherebynotifiedthatparticipationinathleticsand/orshootingsportsmayinvolvemanyrisksofinjuryorpossiblydeath.Allrisksassociatedwithparticipationareassumedbyparticipatingstudentsandtheirparent(s)/guardian(s).

StudentAthleteConcussionsandHeadInjuries Astudentathletewhoexhibitssigns,symptoms,orbehaviorsconsistentwithaconcussioninapracticeorgamewillberemovedfromparticipationorcompetitionatthattime.AstudentathletewhohasbeenremovedfromaninterscholasticcontestforapossibleconcussionorheadinjurymaynotreturntothatcontestunlessclearedtodosobyaphysicianlicensedtopracticemedicineinallitsbranchesinIllinoisoracertifiedathletictrainer.Ifnotclearedtoreturntothatcontest,astudentathletemaynotreturntoplayorpracticeuntilthestudentathletehasprovidedhisorherschoolwithwrittenclearancefromaphysicianlicensedtopracticemedicineinallitsbranchesinIllinoisoracertifiedathletictrainerworkinginconjunctionwithaphysicianlicensedtopracticemedicineinallitsbranchesinIllinois.StudentathletesmustcomplywithIllinois’YouthSportsConcussionSafetyActandallprotocols,policiesandbylawsoftheIllinoisHighSchoolAssociation1beforebeingallowedtoparticipateinanyathleticactivity,includingpracticeorcompetition.Astudentwhowasremovedfrompracticeorcompetitionbecauseofasuspectedconcussionshallbeallowedtoreturnonlyafterallstatutoryprerequisitesarecompleted,includingwithoutlimitation,theSchoolDistrict’sreturn-to-playandreturn-to-learnprotocols.

Anystudentwhosustainsaheadinjurywhileatschoolmustbeseenimmediatelybytheschoolhealthprofessional.Themandatoryinitialscreeningwilldetermineiffurthermedicalattentionisrequired.PROCEDURESParticipationinanyathleticteamorprogramobligatesthestudent-athletetoadheretotheseguidelinesandrulesduringthisentireperiodoftime,regardlessofwhatsportorsportsthestudent-athletemayparticipateorwhen,andregardlessofwhetherthestudentisparticipatinginasportatthetimeoftheoffense.Forexample,astudentwhoparticipatesonlyinaspringsportisobligatedtoadheretotherulesstatedhereinduringtheperiodstatedabove.Ifheorsheviolatesaruleinthefallwhennotparticipatinginasport,thepenaltywillbeservedintheperiodinwhichheorshenextparticipatesinasport.DRUGTESTINGAnExtra-curricularandvoluntaryDrugTestingPolicyis inplaceforPinckneyvilleCommunityHighSchoolStudents. Allextra-curricularactivitieswillbesubjecttodrugtestingassetforthinthedrugtestingpolicy.VoluntaryDrugtestingisalsoavailableforstudentsuponthewrittenconsentoftheirparents.ATHLETICELIGIBILITYPOLICYIn order for a student to be deemed eligible to participate in athletic contests, they must exhibit outstanding academicachievement.Ifastudentathletehasonefailinggradeandanyothergradebelowa“C-”theywillbedeterminedtobeineligibletoparticipateuntilthenextregularlyscheduledeligibilitycheck.Scholasticeligibilitycheckswillbeconductedinthemorningonthefirstdayofeachweek.Studentswhoareineligibleforparticipationshallremainineligibleuntilthenexteligibilitycheck.IncompliancewithIHSAguidelines,eligibilityforstudentsparticipatinginIHSAactivitiesshallbecheckedweeklyduringtheseasoninwhichtheyareaparticipant.Studentsinextra-curricularactivitiesthatdonotfallwithinIHSAguidelinesshallhavetheireligibilitycheckedattheendofeachgradingquarter.Studentsnotmeetingeligibilityguidelineswillremainineligibletocompeteuntilthenextcheckiscompleted.StudentswhodonotmeettheIHSAstandardforeligibilitybyearning3of4attemptedsemestercreditsattheendofaschoolyear,willbedeemedscholasticallyineligibleforthenextseasontheychoosetoparticipateinduringthenextschoolyear.Forexample,ifastudentfails2classesinthespringsemesterofaschoolyear,theywillbecomescholasticallyineligibleforthenextseasontheywouldplayinthefollowingschoolyear.

ATHLETICCODEPinckneyvilleCommunityHighSchooldoesnotcondonetheuseofalcohol,illegaldrugs,ortheuseoftobaccoproducts.Accordingly,thefollowingguidelineshavebeenestablishedtogovernstudentswhoparticipateinathleticsasarepresentativeofPinckneyvilleCommunityHighSchool.Specifically,theseguidelinesapplytoallathletes,cheerleaders,activitiesand/orteamssponsoredbytheIHSAandotheroutsideentitiesliketheIHSA.By signing for the receiptof theStudentHandbook,a studentacknowledgeshis/herpossessionandknowledgeof thePCHSAthleticCode.Extracurricularactivitiesareprivilegesextendedbythedistricttostudentswhowishtoparticipateandagreetocomplywiththecodeaswellastherulesandregulationsestablishedfortherespectiveactivity.Complianceallowsforon-goingparticipationintheparticularactivity.Thefailuretocomplywiththeparticipationagreementandregulationsasestablishedbyeachsponsorfortheiractivitywillresultinsanctionsassetforthinwritingandmadefullyawaretotheparticipants.Becausetheseactivitiesareregarded as privileges and not property interests of the student, only those procedural and substantive considerations asprovidedforwithinthishandbookshallbeaffordedthestudentwhenadisciplinarysanctionmustbeconsidered.Attendanceandparticipationinextracurricularactivitiesmaybedeniedasamatterofdisciplinarypolicy.Studentsabsentfromschoolmaynotattendorparticipateinextracurriculareventsthatafternoonornight.Exceptionsmustbeclarifiedinadvancewiththeprincipalordean.Studentsmustbeinattendanceatleasthalfofaschooldaytoparticipateinactivitiesthatday.

AgreementtoParticipatePursuanttoPinckneyvilleCommunityHighSchool(PCHS)DistrictNo.101BoardofEducationPolicy7:300,studentparticipationinBoardofEducation-approvedathleticsand/orshootingsportsrequiresparent(s)/guardian(s)toprovidewrittenpermissionfortheirchildtoparticipate,givingPCHSfullwaiverofresponsibilityoftherisksinvolved.AnAgreementtoParticipateformwillbeprovidedtoallstudentsandmustbecompletedpriortoparticipationinathleticsand/orshootingsports.TRANSFERSTUDENTSIfastudenttransferstoPinckneyvilleCommunityHighSchoolandatthetimethestudentwaslastenrolledattheschoolfromwhich he or she transferred he or she was under penalty for violating that school’s athletic code and was not allowed toparticipateinathletics,thestudentwillnotbeeligibletoparticipateinanyoftheathleticteamscoveredinthisCodeforaperiodofoneyear(12months)fromthedatethatthestudentenrollsatPCHS.TRAVELAllathletesshalltraveltoathleticeventsandreturnhomefromathleticeventswiththeteamonwhichtheathletecompetesbyuseofschoolapprovedmeansoftransportation.Awrittenwaiverofthisrulemaybeissuedbyacoachoradministratoruponwrittenrequestofanathlete’sparentorguardian.Innocaseshallawaiverbyissuedunlessthealternatemeansoftransportationanticipatedbythewaiverwillbeprovidedbyanadult.Oralrequestshallnotbehonoredandoralpermissionshallnotbevalid.

DISCIPLINARYRULESIntheinstanceofviolationofschoolpolicies,rules,orregulationsorthisAthleticCodebyastudentathlete,nothinghereinorelsewhereshallprohibittheschooldistrictfromimposingdisciplinesavailableundertheAthleticCodeandclassroom-academicpenalties for the same offense. Any student athlete found to be in violation of this policy shall be subject to discipline inaccordancewiththeschooldistrict’sathleticdisciplinepolicies,rulesandregulationsasprovidedherein.ATTENDANCEATPRACTICES,MEETS,GAMESANDATHLETICEVENTSFortheprotectionofthehealthandsafetyofathletes,andtoprotecttheintegrityoftheteam,teammembersshallberequiredtoattendallregularlyscheduledpractices,meets,gamesandeventsoftheteam.Failuretoattendbyateammembermayresultindisciplineincludingsuspensionordismissalfromtheteam.

ATHLETICDEPARTMENTANDCONDUCTBehavioralmisconductbystudentathletesshallnotbetolerated.Behavioralmisconductshallincludebutshallnotbelimitedto:

a. insubordination,orb. anybehaviorwhich is negligently or intentionally injurious to a personor property orwhichplaces a personor

propertyatriskofinjuryordamage;orc. anybehaviorwhichdisruptstheappropriateconductofaschoolprogramoractivity;ord. hazingorharassmentofanykind;ore. useofprofanity;orf. exhibitionofbadsportsmanship;org. violationoftheAthleticCodeorotherschoolpolicies,rulesorregulationsh. violationofthecriminalcodei. Useofanydrug,syntheticdrug,alcohol,ortobaccoproduct.

IMPOSITIONORDISCIPLINECoachesandschoolofficials shall imposedisciplinesappropriate to theoffensescommitted. Thediscipline imposed foranyparticularoffenseshallbeatthesoleandexclusivediscretionofthecoachingstaff,cluborteamsponsors,andotherschoolofficials.DISCIPLINARYSUSPENSIONOFATHLETESThecoachorschooladministrationmaysuspendastudentathleteforathleticparticipationorviolationoftheAthleticCode,trainingrules,orotherappropriatepolicies,rulesandregulationsoftheschooldistrict.Suspensionisdefinedasremovaloftheathlete fromparticipation inoneormoreathleticpractices, games,meetsorother activitiesbut less thandismissal for thebalanceoftheseason.Thefollowingproceduresshallapplytodisciplinarysuspensions:

a. Priortosuspension,theathleteshallbeprovidedanexplanationofthechargesagainsthim/her.Theathleteshallbegivenanopportunitytopresenthisversionoftheincidenttothesuspendingschoolofficial.

b. Uponwrittenrequest,theathletemayappealhisorherdisciplinarysuspensiontothePrincipalandathleticdirector,whoshallhavefinalandbindingauthoritytodeterminetheappropriatenessofthesuspension.

Disciplinarysuspensionsmaybeimposedpendingdismissalproceedings.DISCIPLINARYDISMISSALOFANATHLETEFROMATEAMThecoachorschooladministrationmaydismissastudentathletefromathleticparticipationforviolationoftheAthleticcode,trainingrules,orotherappropriatepoliciesruleandregulationsoftheschooldistrict.Dismissalfromateamisdefinedasremovaloftheathletefromparticipationinoneormoreathleticpractices,games,meetsorotheractivitiesinasportforthebalanceofaseason.Thefollowingproceduresshallapplytodisciplinarydismissals.

a. Priortodismissal,theathleteshallbeprovidedanexplanationofthechargesagainsthim/her.Theathleteshallbegivenanopportunitytopresenthisversionoftheincidenttothesuspendingschoolofficials.

mayrequestahearingbeforetheschoolboardwhichshallscheduleahearingatitsnextregularlyscheduledmeetingunlesstherequestforhearingisreceivedwithinsevencalendardaysoftheregularlyscheduledboardmeetinginwhichcasethehearingshallbescheduledforadatewithintwentyone(21)daysofreceiptbytheschoolboardoftherequestforhearing.Atthishearing,thestudentshallbeprovidedanexplanationofthechargesagainsthimorher,may be represented by counsel at his or her own expense, andmay callwitnesses, cross-examine adversewitnessesandmaypresentevidenceinhisorherdefense.Thedecisionoftheschoolboardshallbefinalandbinding.

TRAININGRULESThecoachofeachsportmayestablishtrainingruleswhichshallapplytoeachstudentathleteparticipatinginthesport,providedhowever,suchrulesshallnotbeinconsistentwiththerulesprovidedherein.Trainingrules,thepurposeofwhichshallbetoenhancetheeducationalexperience,provideforthesafety,orprotectthephysicalwell-beingofthestudentathleteshallbesubjecttotheapprovalofthesuperintendentofschools.

DRUGS,ALCOHOLAND/ORTOBACCOExceptwithrespecttoprescriptiondrugsusedbythepersonforwhomsuchdrugswereprescribedinthemannerintendedbytheprescribingmedicaldoctor,thepossession,use,distribution,purchaseorsaleofanyalcoholicbeverage,drugparaphernalia,controlledsubstance,look-alike,tobaccoortobaccoproductoranyothersubstancewhentakenintothehumanbodyisintendedtoaltermoodormentalstate,includinganyitemorsubstancewhichisrepresentedbyastudenttobe,orisbelievedbyastudenttobeanyoftheforegoing,regardlessofthetruenatureorappearanceofthesubstance,isprohibitedinschoolbuildings,onschoolbusesandonallotherschoolpropertyorschool relatedeventsatany time. Thisprohibitionshall includeall school-sponsoredorschoolrelatedactivities,whetherheldbeforeorafterschool,eveningsorweekendsandshalladditionallyincludeaprohibitionofusebyastudentathleteinanyinstancewheretheschoolcandemonstrateareasonableconnectiontotheschoolprogramorschoolathleticprogram.Forpurposesofthispolicy,studentswhoareundertheinfluenceofprohibitedsubstancesshallbetreatedinthesamemannerasthoughtheyhadprohibitedsubstancesintheirpossession.Anystudentathletefoundinviolationofthedrug,alcohol,and/ortobaccopolicywillparticipateincounselingasdeterminedbyschoolofficialsinordertocontinueparticipationinathletics.DrugTesting:Adrugtestingprogramhasbeenimplementedforextra-curricularactivities.Thisprogramisforallathletesandofarandomnature.Pleasebesuretoreadall“DrugTesting”handoutsatregistration.NCAACLEARINGHOUSETOBECERTIFIEDBYTHECLEARINGHOUSE,YOUMUST:1. RandomandReasonableSuspicion-BasedDrugandAlcoholTestingPolicy

Thesuperintendent,usinginputfromcoachesandsponsorofextracurricularactivitiesshalldevelopaconductcodeforallparticipantsinextracurricularactivitiesconsistentwithBoardpolicy.Theconductcodeshall:(1)requireparticipantsinextracurricularactivitiestoconductthemselvesatalltime,includingafterschoolandondayswhenschoolisnotinsessionandwhetheronandoffschoolproperty,asgoodcitizensandexemplarsontheirschool,and(2)notifyparticipantsthatfailuretoabidebyitcouldresultinremovalfromtheactivity.TheconductcodeshallbereviewedbytheBuildingPrincipalperiodicallyathisorherdiscretionandpresentedtotheBoardofEducation.Allcoachesandsponsorsofextracurricularactivitiesshallannuallyreviewtherulesofconductwithparticipantandprovideparticipantswithacopy.ExtracurricularDrugandAlcoholTestingProgramThedistrictmaintainsanextracurriculardrugandalcoholtestingprograminordertofosterthehealth,safety,andwelfareofitsstudents.Participationinextracurricularactivitiesisaprivilegeandparticipantsneedtobeexemplars.Theprogrampromoteshealthyanddrug-freeparticipation.Eachstudentandhisorherparent(s)/guardian(s)mustconsenttorandomdrugandalcoholtestinginordertoparticipateinanyextracurricularactivity.Failuretosigna“RandomDrugandAlcoholTestingConsent”formwillresultinnon-participation.Ifatestis“positive,”thestudentwillbedisciplinedaccordingtothePinckneyvilleCommunityHighSchoolExtracurricularCodeofConduct.Nostudentshallbeexpelledorsuspendedfromschoolasaresultofanyverifiedpositivetestconductedunderthisprogramotherthanwhenindependentreasonablesuspicionofdrugand/oralcoholusageexists.This

RulesforConductingRandomandSuspicion-BasedDrugsand/orAlcoholTestingofStudents

I. Purposes

ThepurposesofPinckneyvilleCommunityUnitSchoolDistrict#101RandomandSuspicion-BasedDrugandAlcoholTestingPolicyare1)toprotectthehealthandsafetyofstudentsand2)toenforcetheBoardofEducation’spolicyprohibitingthepossessionoruseofdrugsoralcoholbystudentsonschoolgroundsoratschool-relatedactivities.

II. DefinitionsA. ReasonableSuspicionisareasonablebeliefthatastudentisviolatingaschoolruleregardingthepossession

oruseofdrugsoralcohol;reasonablebasedonspecific,contemporaneous,articulableobservationsconcerningtheappearance,behavior,speechorbodyodorsofthestudent.Theobservationsmayrelatetothechronicandwithdrawaleffectsofcontrolledsubstances.

B. ProhibitedSubstancesaresubstancesprohibitedundertheDistrict’sStudentDisciplinePolicy.C. Random–eachselectionbasespurelyuponchancewithoutpredetermination

(Haphazard)

III. DrugandAlcoholTestingA. ReasonableSuspicion

WhenaDistrictemployeehasreasonablesuspiciontobelievethatastudentisundertheinfluenceofdrugsinviolationofBoardPolicy,theemployeeshallreportthestudenttotheprincipalorprincipal’sdesignee.

B. RandomTestingNumbersshallbeselectedusingarandomselectionmethod.Thenumbershallthenbecross-referencedwithanumberedlistingofallextracurricularparticipantstodeterminetheidentityofthepersontobetested.ThisnumberedlistingshallbekeptconfidentialandwithinthePrincipal’sOffice.

C. Randomtestingduringthesummermonthswillbecompletedforthoseextracurricularparticipantsthatareactivelyinvolvedinaschoolrelatedsummeractivity.

D. StudentsObtainingaparkingpermitwillagreetotheRandomVoluntaryDrugTestingProgram.E. TestingProtocol:UrineCollection

PRINCIPLE:Thevalidityofurinedrugscreenresultsisdependentonspecimenintegrity.Whiledirect-observationcollectionsprovidespecimensofthegreatestcredibility,non-witnessedcollectionscanbeeffectiveifsafeguardsareinplacetoensurethedonordoesnothaveaccesstosubstanceswhichmayaffecttestresults(water,chemicals,substituteurine,etc.)PROCEDURES:Priortoanyspecimencollectionprocedure,securethecollectionfacilityandifnecessary,performathoroughsearchforhiddenadulterantsorsubstituteurinespecimens.Placebluingagentinthetoiletbowlortank,removeorsecureallchemicals(soaps,cleaningsupplies,etc.)andsecureoreliminateallwatersources.

1. PinckneyvilleHighSchoolwillrandomlyteststudentsinvolvedinextracurricularactivities.Theprincipalandathleticdirectorshallselectthedesiredtestdatesandnotifythecompanyresponsiblefortheprogramadministrationofthenumberoftesttobeperformed.TheprogramadministratorwillrandomlypickthedesirednumberofnamesandemailthesetothePrincipal.Aschoolemployeewillgotoclassroomsandaccompanyeachidentifiedstudenttotheoffice.Studentsshallwaitintheofficeunderthesupervisionofaschoolemployeeuntilthemaleorfemalecollectorsummonshimorher.Whensummoned,aschoolemployeewillwalkeachstudenttothenurse’soffice.Collectionshallbemadewithintherespectiverestroomofthenurse’soffice.

2. Checktheidentityofdonor(e.g.socialsecuritynumberordriver’slicensenumberandphotoI.D.)ifusingadrugscreentestrequestform,notetheidentityontheform.

3. Asthedonortoremoveanyunnecessaryouterclothing.Allpersonalbelongings(thesubjectmayretainawallet)shouldbeplacedinasecurelocationoutsidethestallorpartitionedarea.

4. Donotaskthedonortoemptyhis/herpocketsortoremovearticlesofclothingsuchasshirts,pants,dresses,etc.ifacollectornoticesanyunusualbehaviorthatindicatesadonormayattempttotamperwithoradulterateaspecimen(e.g.,bulgingpockets),thecollectormayrequestthatthedonoremptyhis/herpocketsandexplaintheneedforsuchitemsduringcollection.

5. Priortocollection,askdonortowashhis/herhandstoeliminateanypossibleadulteratingorcontaminatingsubstancesfromunderthedonor’sfingernails.

6. Placethefollowinginformationonthebottlelabel:DateofCollectionDonor’snameand/oridentificationnumbers,andCollector’sinitials

7. Providethedonorwithaclean,unusedurinespecimencollectioncontainerandinstructthedonortofillthecontaineratleasthalffull(aminimumof30mll)

8. UnobservedCollection:Allowthedonortoenterandmaintainprivacywithinthestallorpartitionedarea.Thecollectorwillwaitoutsidethecollectionareauntilthedonorisfinishedurinating.(Thecollectormustbethesamegender.)

9. ObservedCollection:Informthedonorthatcollectionwilloccurunderdirectobservationduetoareasonablebeliefthatthestudentwillalterorsubstitutethespecimentobeprovided.Accompanythedonorintothecollectionfacility(thecollectormustbethesamegender).Instructthedonortourinateintothesamplecontainerwiththewitnessobservingurination.

10. Acceptthespecimenfromthedonor.Theuseofdisposableglovesisrecommendedwhenhandlingspecimens,sopriortoacceptingthespecimenfromthedonor,besuretoweargloves.

11. Uponreceiptofthespecimenfromthedonor,immediatelyapplythetemperaturestrip(ifapplicable)totheoutsideofthebottle.Ifusingadrugscreentestrequestform,recordtheurinetemperatureontheform.

EXTRACURRICULARCODEOFCONDUCTVIOLATIONCONSEQUENCESFirstViolation: Aconferencewillbeheld includingthestudentathlete,anycoaches involved, theAthleticDirector,andtheAdministrator.Theparentwillbecontactedbytheathleticdirectororprincipalconcerningthesuspension.Thestudentathletewillbesuspendedfromfuturecontestsasfollows:

• Football-Twogames*

• Allothersports–20%ofcontests*

• Gamesuspensionswillspansports'seasonsinorderforthestudentathletetocompletethedisciplinarysuspension.Thestudentathletemustcompletethesportsseason(inwhichthesuspensionisserved)inordertosatisfythesuspension.

SecondViolation:Aconferencewillbeheldincludingthosesamepartieswhometasaresultofthefirstviolation.Thestudentathletewillbesuspendedfromfuturecontestsasfollows:

• Football-Fourgames*

• Allothersports–50%ofcontests**Gamesuspensionswillspansports'seasonsinorderforthestudentathletetocompletethedisciplinarysuspension.Thestudentathletemustcompletethesportsseason(inwhichthesuspensionisserved)inordertosatisfythesuspension.ThirdViolation: The student athlete is removed fromall programs for the durationof the student's high school career. AconferencewillbescheduledbytheAthleticDirectortoensuredueprocessforthestudentandparent/guardian.EXTRACURRICULARCODEOFCONDUCTVIOLATION“HONESTY”POLICYAnystudent-athletewhoself-reportstothePCHSschooladministrationwithin24hoursofanExtra-CurricularCodeofConductViolationwillreceivehalfthenormalsuspensiontime.The“Honesty”policyonlypertainstothestudentathlete’sfirstoffenseandhis/herconsequenceswillbeasfollows:1stOffense–HonestyPolicy–Suspensionfor10%ofseasonor1footballgame.

MISCONDUCTBYSTUDENTSWITHDISABILITIES

BEHAVIORALINTERVENTIONSBehavioralInterventionsshallbeusedwithstudentswithdisabilitiestopromoteandstrengthendesirablebehaviorsandreduceidentified inappropriatebehaviors. TheDistrictwillestablishandmaintainacommitteetodevelop, implement,andmonitorproceduresontheuseofbehavioralinterventionsforchildrenwithdisabilities.ThecommitteeshallreviewtheStateBoardofEducation’s guidelineson theuseofbehavioral interventions anduse themas anot-binding reference. Thispolicy and thebehavioralinterventionproceduresshallbefurnishedtotheparent(s)/guardian(s)ofallstudentswithindividualeducationplanswithin fifteendaysafter their adoptionand/orpresentation to theBoardorat the timean individualeducationplan is firstimplementedforastudent;allstudentsshallbeinformedannuallyoftheexistenceofthispolicyandtheprocedures.SuspensionandExpulsionThefollowingprocedureshallbeusedwhenastudentwithadisabilityisallegedtohaveengagedindisobedienceormisconduct:I. SuspensionforaCumulativePeriodNottoExceed10SchoolDaysinAnySchoolYearTheDistrict’sregularsuspensionproceduresshallbeusedtosuspendastudentwithadisability,aslongastheDistrictdoesnotinvokeaseriesofsuspensionscreatingapatternofconstitutingachangeofplacement.II. SuspensionBeyond10Days,orExpulsion

A. TheDistrictshallpromptlynotifythestudent’sparent(s)/guardian(s)ofthedisobedienceormisconductandwhetherthestudentwillbesuspended.Allproceduralprotectionspertainingtonoticeprovidedundertheregulareducationdisciplinepolicyshallapply to thisnotice. This informationshallbeconfirmed inwritingandtheparent(s)/guardian(s) shallbeadvisedasfollows:1. Thatthemultidisciplinaryconference(MDC)teamshallmeetassoonaspossible,butatleast10calendardaysafter

thisnoticewassent,unlesssuch10-daynoticeiswaivedbytheparent(s)/guardian(s),todeterminewhetheracausalrelationshipexistsbetweenthestudent’sdisablingconditionandthestudent’sallegeddisobedienceormisconduct;and

2. Thatthestudent’sparent(s)/guardian(s)arerequestedtoattendthemultidisciplinaryteammeetingandthedate,timeandlocationofthemeeting.

B. MDCDetermination TheMDCteammaydeterminethatthecauseofthestudent’sdisobedienceormisconductisnotrelatedtothestudent’s

disablingcondition.Inthatcase,thestudentmaybedisciplinedundertheDistrict’sdisciplinepolicyforregulareducationstudents bymeasures up to and including expulsion. If the Board imposes expulsion or other disciplinarymeasuresalteringthestudent’sspecialeducationprogram,anIEPmeetingshallbeconvenedtodetermineappropriatealternativemeansofservicedelivery.

C. The Boardmay not expel a disabled student if theMDC team determines that the student’s gross disobedience ormisconductiscausallyrelatedtothestudent’sdisablingcondition.TheMDCteamisresponsibletoaddressplacementchangesthatmaybeappropriateinlightofmisconductfoundtobedisability-related.

Parent(s)/guardian(s)mayobjecttoaproposedchangeintheirchild’seducationalplacement.Ifso,iftheSuperintendentbelievesthatthestudent’sbehavior inthecurrentplacementposesacontinuingphysicaldangertothestudentortoothers,theSuperintendentisauthorizedtoseekacourtordertochangetheplacementortosuspendthestudentformorethan10days.

POSSESSIONOFAFIREARMInaccordancewiththeaboveprocedures,theBoardmaytakeoneormoreofthefollowingstepswhenastudentwithadisabilitybringsafirearmtoschool:1. Suspendthestudentfromschoolfor10schooldaysorless.2. ConveneanMDCteamtoconsiderplacementinaninterimalternativeeducationsettingforupto45calendardays.Ifthe

parent(s)/guardian(s)disagreewiththealternativeeducationalplacementorwiththeDistrict-proposedplacement,andtheparent(s)/guardian(s)initiateadueprocesshearing,thestudentmustremaininthealternativeeducationsettingduringtheauthorizedreviewproceeding,unlesstheparent(s)/guardian(s)andtheDistrictagreeonanotherplacement.

3. ConveneanMDCteamtodeterminewhetherornotthebringingofafirearmtoschoolwasamanifestationofthestudent’sdisability,theDistrictmayinitiateachangeinplacement.Ifthestudent’sconductisnotamanifestationofthestudent’sdisability,theDistrictmayexpelthestudentundertheDistrict’sdisciplinepolicy.

4. Seekacourtordertoremovethestudentfromschooltochangethestudent’scurrenteducationalplacementiftheDistrictbelievesthatthestudent’scontinuedpresenceintheclassroomissubstantiallylikelytoresultininjurytothestudentortoothers.

PROFESSIONALPERSONNELAsaparentorguardianofastudentataschoolreceivingfundsunderTitleIoftheElementaryandSecondaryEducationAct,youhavetherighttoknowtheprofessionalqualificationsoftheteachers,whoinstructyourchildandtheparaprofessional,ifany,whoassistthem.

ChapterXIStudentRecordsandPrivacy

ACCESSTOSTUDENTRECORDS

TheSchoolBoardhasapolicyconcerningprivacyandparentalaccesstoinformation.Acompletecopyofthepolicy7:15,StudentandFamilyPrivacyRights,areavailableuponyourrequestfromthegeneraladministrationoffice.Pleasereadthepolicyforamorethoroughexplanationoftheserights

1. TheDistrictoranyDistrictemployeeshallnot release,disclose,orgrantaccess to information found inanystudentrecordexceptundertheconditionssetforthintheIllinoisSchoolStudentRecordsAct.

2. A student and the parent(s)/guardian(s) of a student under 18 or a designee of such parent(s)/guardian(s) shall beentitledtoinspectandcopyinformationinthestudent’srecords.Suchrequestsshallbemadeinwritinganddirectedtotherecordscustodian.Accesstotherecordsshallbegrantedwithin15daysoftheDistrict’sreceiptofsucharequest.Where theparents aredivorcedor separated,both shall bepermitted to inspect and copy the student’sschoolrecordsunlessacourtorderindicatesotherwise.TheDistrictshallsendcopiesofthefollowingtobothparentsateitherone’srequest,unlessacourtorderindicatesotherwise:

a. Academicprogressreportsorrecords;b. Healthreports;c. Noticesofparent-teacherconferences;d. Schoolcalendarsdistributedtoparents;ande. Noticesaboutopenhouse,graduation,andothermajoreventsincludingpupil-parentinteraction.

Whenthestudentreaches18yearsofage,graduatesfromhighschool,marries,orentersmilitaryservice,allrightsandprivilegesaccordedtoaparentbecomeexclusivelythoseofthestudent.Access shall not be granted the parent(s)/guardian(s) or the student to confidential letters andrecommendations concerning the admission to a post-secondary educational institution, applications foremploymentorthereceiptofanhonororawardwhichhavebeenplacedintherecordspriortoJanuary1,1975,providedsuchlettersandstatementsarenotusedforpurposesotherthanthoseforwhichtheywerespecificallyintended.Accessshallnotbegrantedtosuchlettersandstatementsenteredintotherecordatanytimeifthestudenthaswaivedhisorherrighttoaccessafterbeingadvisedofhisorherrighttoobtainthenamesofallpersonsmakingsuchconfidentiallettersandstatements.

3. TheDistrictmaygrantaccessto,orreleaseinformationfrom,studentrecordstoemployeesorofficialsoftheDistrictorthe IllinoisStateBoardofEducationprovidedacurrent,demonstrable,educationaloradministrativeneed isshown,withoutparental/guardianconsentornotification.Accessinsuchcasesshallbelimitedtothesatisfactionofthatneed.

4. TheDistrictmaygrantaccessto,orreleaseinformationfrom,studentsrecordswithoutparental/guardianconsentornotificationtoanypersonforthepurposeofresearch,statisticalreporting,orplanning,providedthatnostudentorparent(s)/guardian(s)canbeidentifiedfromtheinformationreleased,thepersontowhomtheinformationisreleasedsignsanaffidavitagreeingtocomplywithallapplicablestatutesandrulespertainingtoschoolstudentrecords.

5. TheDistrictshallgrantaccesstoorreleaseinformationfromstudent’srecordspursuanttoavalidcourtorder,providedthattheparentshallbegivenpromptwrittennoticeuponreceiptofsuchorderofitsterms,thenatureandsubstanceoftheinformationproposedtobereleased,andanopportunitytoinspectandcopysuchrecordsandtochallengetheircontents.

6. TheDistrictshallgrantaccesstoorreleaseinformationfromanystudentrecordasspecificallyrequiredbyFederalandStatestatute.

7. TheDistrictshallgrantaccesstoorreleaseinformationfromstudentrecordstoanypersonpossessingawritten,datedconsent,signedbytheparent(s)/guardian(s)oreligiblestudentwithparticularitytowhomtherecordsmaybereleased,theinformationorrecordtobereleased,andthereasonfortherelease.Onecopyoftheconsentformwillbekeptinthe records and one copy shall be mailed to the parent(s)/guardian(s) or eligible student by the Superintendent.Whenever the District requests the consent to release certain records, the records custodian shall inform theparent(s)/guardian(s)oreligiblestudentof theirrightto limitsuchconsenttospecificportionsof information intherecords.

8. TheDistrictmayreleasestudentrecordstotheSuperintendentoranofficialwithsimilarresponsibilitiesinanon-Illinoisschoolinwhichthestudenthasenrolledorintendstoenrolluponwrittenrequestfromsuchschool.

9. Priortothereleaseofanyrecordsorinformationunderitems5,6,7,and8above,theDistrictshallprovidepromptwrittennoticetotheparent(s)/guardian(s)oreligiblestudentofthisintendedaction.Thisnotificationshallincludeastatementconcerningthenatureandsubstanceoftherecordstobereleasedandtherightto inspect,copy,andchallengethecontents.

10. TheDistrictmayreleasestudentrecordsorinformationinconnectionwithanemergencywithoutparentalconsentiftheknowledgeofsuchinformationisnecessarytoprotectthehealthorsafetyofthestudentorotherpersons. The

recordscustodianshallmakethisdecisiontakingintoconsiderationthenatureoftheemergency,theseriousnessofthethreattothehealthorsafetyofthestudentorotherpersons,theneedforsuchrecordstomeettheemergency,andwhetherthepersontowhomsuchrecordsarereleasedareinapositiontodealwiththeemergency.TheDistrictshallnotifytheparent(s)/guardian(s)oreligiblestudentassoonaspossibleoftheinformationreleased,theperson,agency,ororganizationtowhichthereleasewasmade,andthepurposeoftherelease.

11. TheDistrictmaychargetheactualcost,providedthatthecostnotexceed$.35perpage,forcopyinginformationinthestudent’srecords.Noparentorstudentshallbeprecludedfromcopyinginformationbecauseoffinancialhardship.

12. The District may release “directory information” regarding any student in accordance with policy 7.360, DirectoryInformation

13. Arecordofallreleasesofinformationfromstudentrecords(includingallinstancesofaccessgrantedwhetherornotrecordswerecopied)shallbekeptandmaintainedaspartofsuchrecords.Thisrecordshallbemaintainedforthelifeof the student record and shall be accessible only to the parent(s)/guardian(s) or eligible student and the recordscustodian.Therecordreleaseshallinclude:a. Informationreleasedormadeaccessible.b. Thenameandsignatureoftherecordscustodian.c. Thenameandpositionofthepersonobtainingthereleaseoraccess.d. Thedateofthereleaseorgrantofaccess.e. Acopyofanyconsenttosuchrelease.

14. From time-to-time, military recruiters and postsecondary educational institutions request the names, telephonenumbers, and addresses of our secondary students. The school must provide this information unless theparent(s)/guardian(s)requestthatitnotbedisclosedwithouttheirpriorwrittenconsent.

TEMPORARYRECORDSFiveyearsaftergraduation,transfer,orpermanentwithdrawalofastudent,theschoolwilldestroytemporaryrecordsonthethirdFridayinJune.

ChapterXIIParentalRightsandNotifications
