15 Annual Report showing present environmental status of Thane Municipal
Corporation is being published.
I am very proud to present this Environment Status Report for the year 2012. This report
comprises information of environment within local body, infrastructure facilities and their
present status. Information of special programs organized by Thane Municipal Corporation for
conservation of the environment is also mentioned in the report.
In future time, consideration of the uncontrollable growth in the human settlements
and change in environment due to change in atmospheric temperature and awareness about
carbon emission etc. as well and information collection is important. Participation of citizens in
different projects of Corporation is very important. Likewise different measures are to be taken
at Corporation level.
This report is important for city planning. I give my best wishes to the department for
presenting this report.

Thane city is beautiful scenic city, having forests of Yeoor on the west and Parsik Hill and
Creek Shore on the east. The history of Thane says existence of trees like coconut, banyan, jamun
and karanj since antiquity. The array and architecture of Thane city is basically environment
oriented. The conservation of city's environment is our prime responsibility. To avoid the
deterioration of environment due to the modern day rapid development; to control all types of
pollution and implementation of environment oriented basic facilities projects, Thane Municipal
Corporation is taking constant efforts towards maintaining the balance of the environment. In
this report detailed information of Corporations development projects and their effects on
environment is given. My best wishes for this Environment Report of year 2012.

Conservation, protection and accretion of natural environment in Thane Municipal Corporation
is the foremost aim of Thane Municipal Corporation. Thane Municipal Corporation is taking constant
efforts to give best required social facilities to citizens for environment friendly life and upliftment of
their standard of living.
Environment Status report is prepared for verification of Environment status based different
criteria and setting up priorities for implementation of short term and long term environment friendly
measures. The status of environment will definitely increase by accomplishment of environment related
ambitious projects planned by Thane Municipal Corporation.
The population growth of city for the decade is 55% which is more than the average growth of
the state. The population density of the city is 24218 persons per sq.km. The present city population is 20
Lakh and the expected population by 2030 will be 31 Lakh.
Due to growing urbanization, the number of vehicles in Thane City is vastly increased. In the year 2011-
12, the number of vehicles in Thane city is 14, 99, 482. The no. of vehicles is increased by 8% compared to
last year. In comparison with total no. of vehicles 53 % are the two wheelers, cars are 26% and buses are
1% which is quite serious. Vehicles on CNG / LPG is 2.5% to increase this percentage awareness and
more facilities required.
The fuel consumption in Thane city is increased by 8% compared to last year, which is causing
increased pollution problems. Growing urbanization has caused increase businesses by 8 – 10 %. In
2012 the no. of shops has increased by 25% compared to last year. The industrial area is reducing and
commercial establishments are increasing within Thane Municipal Corporation Area. The demand of
electricity supply is increased by 56% in commercial area. Day and Night activity has lost serenity of
thane city and increase noise pollution.

The water quality at from distribution system is observed to be 95% while that of at tail end is
observed 68%. The improper cleaning of water storage tanks is causing pollution of stored water. Illegal
connection and use of booster pump is more, at tail end which causes contamination of whole line.
To achieve 24 X 7 water supply within Thane Municipal area automatic water meters, water auditing,
avoid water leakages, use of automatic SKADA facility, improvement in water distribution are being
implemented.

To improve the efficiency of Sewage treatment plant in Thane Municipal area the Sewerage System
Scheme is being implemented in three stages under Jawaharlal Neharu National Urban Renewal
Mission.A sewage treatment plant of 120 MLD capacity is constructed and operational at Kopari.This
project has reduced the pollutants to 80% and the treated water can be used for gardening, flushing and
construction etc. and sludge is useful as manure.
650-700 MT of solid waste is generated in Thane City. The collection of waste at door to door is done by
collection vehicles. Hydraulic compactors are hired for collection of waste in TMC area. This system is
useful in controlling the waste and maintaining the cleanliness of city.
For setting up Solid Waste Incineration (Waste to Energy) plant, EOI are invited at International level.
TMC is participating in Mumbai Metropolitan Region Development Authority's Common dumping
ground Project. Tender process has been started for this project by MMRDA.
Enviro Vigil organization is disposing the biomedical waste through incinerator. The biomedical waste
generated from around 1504 Medical establishments within TMC area is disposed scientifically at the
common facility. Total 3,46,112 Kg of waste collected from these establishment during January 2011to
December 2012 is disposed scientifically at the common facility. The facility has fitted modern Vehicle
Tracking System on vehicles transporting biomedical waste.
Energy Ministry, Central Government has selected Thane City for developing as Solar City, under 11 Five
year Plan. They sanctioned grants for various programs like increasing the energy efficiency within TMC
area, more and more use of non conventional energy in the city are under taken. Projects like solar water
heating system solar lamps, 6 solar traffic signals and electricity generation from solar energy are
undertaken. United Nations Organisation has granted aid of 1 lakh Euros energy conservation
programs run by TMC. TMC has given presentation in International conference on Energy Conservation
held at Qatar.
There are 87 gardens and 35 lakes in Thane Municipal area. Thane Municipal Corporation has counted
number of trees through GPS/GIS and which is 4,45,262. has carried out
plantation of local species at Gholai Nagar, Kalwa, Shil and Mumbra under Green Thane Program.
Dividers of main roads were beautified by planting decorative flowering plants.
All lakes in Thane are in densely populated areas and they have exceptional importance. Lake sites are
now being developed as entertainment spots. Thane Municipal Corporation has undertaken Lake
Conservation Program as festivals are celebrated around lakes. Most of the lakes and gardens adjacent to
the lakes are developed.At this stage 24 out of 35 lakes are conserved and 6 lakes will be conserved by the
year 2013.
Thane Municipal Transport Service has 321 buses and out of which 128 buses runs on CNG fuel. As
per population the no. of buses is expected to be 600. For smoother public transport LRT (Light Rail
Transit)scheme is proposed. Soon Consultant will be implemented for this project.

The air pollution in Thane city is mainly due to vehicular exhaust and construction work Continuous
increase in vehicles is adding to the air pollution. To control the air pollution Thane Municipal
Corporation, has undertaken projects like road concretization, road widening, tar road, renovation by
UTWT method, Green footpaths, Rail Over Bridge at Kopari, Vitawa Subway, FOB at Kalwa. This has
reduced the dust pollution by 38%.
The dust pollution is decreased by 40 – 60% as a result of completion Roads at Nitin Fire Station, Shastri
Nagar, Balkum Fire Station, Gaondevi, Jambhali Naka and Kalwa Ward Committee Office. Partly
completion of road work has resulted into decrease of dust pollution by 20-30% at Anand Nagar, Wagale
Fire Station, Waghbil Naka, Malhhar Cinema and Castel Mill. There is heavy traffic at Mulund Check Naka
and Manpadanaka, so increase in dust particles is observed. The major decrease in dust pollution (74%) is
observed at VitavaOctroi Post. Because of Vitava sub way the traffic jamming is lessen so dust pollution is
reduced. By implementing Air Pollution Control Rules; Pollution Control Cell has recovered fine of Rs.
15,00,000/-.
The Noise Pollution in Thane city is increased due to urbanization and increasing no. of vehicles. The
average noise level in Thane City during Day time observed is between 50 – 81 dB(A). Thane Municipal
Corporation has declared 12 areas as silence zones and the Day time noise level observed at these areas
is between 64 – 76 dB(A). The noise level monitored during festivals in Thane City is observed between 69
–102 dB(A). There is need of public awareness regarding Noise Pollution.
Water quality from lakes, Creek, sewers, bore-wells and wells under TMC area are monitored time to
time. Water samples from 24 Lakes are analysed every month by Pollution Control Laboratory and the
quality of water is found quite entertaining. But the Nirmalya disposed at Lakes is causing pollution. There
is need of public awareness regarding this Pollution. Since last eight years TMC is implementing eco
friendlyGanesh Festival by making alternate arrangements like artificial lakes for immersion of idols to
avoid Lake Pollution. This year TMC has collected 120 tones ofNirmalya and 25 tones manure is prepared
from this.
Thane creek is facing problems of Pollution due to growing urbanization and increasing Industrial area. A
sewage treatment plant of 120 MLD capacity at Kopari has helped in reducing the pollution of Thane
Creek and conservation of aquatic life.
Thane Municipal Corporation is developing in three stages. Under this Project,
of 160 km length will be developed. This will enable people a safe footpath facility.
Because of the no. of footpath users has increased from last year's 10 % to 40%.
To reduce the dust in the atmosphere and for smoother public transport, TMC has undertaken
283 km length's road length projects as road reinforcement, concretization, tar road, road
widening of cost Rs. 236 corers. Due to reinforcement of these roads, no. of potholes has
decreased and incidences of traffic jam are reduced; due to this air pollution is reduced.
Thane Municipal Corporation is implementing an ambitious Creek development plan. Total 30
km long creek shore (green corridor) will be beautified environmentally, which has facilities like
jogging track, cycle track, garden, jetty, ghaat. This beautification plan will build a new green city.

This Creek Shore development plan is prepared considering the increase in population, traffic
and commercial changes up to year 2040.
The problem of traffic jam is solved to some extent as Thane Municipal Corporation has opened
Vitawa Subway and the air pollution in this area is reduced by 74%. Kopari Railway Line flyover
has freed the area from traffic jam.
Corporation has declared 3 – R scheme for residential societies i.e. Reduce, Reuse and Recycle.
Corporation Administration has decided to give 5% discount in property tax to the societies
reducing their solid waste up to 50% by recycling/reusing.
As per government's decisions TMC has disposed 3000 kg. of E-waste. This year also a process is
started for E-waste disposal.
Thane Municipal Corporation has developed an Urban Research Centre at Majiwada, where
different workshops are organized. Here up to date library, exhibition hall, conference hall and
modern presentation technology facilities are available.
Thane Municipal Corporation has organized an exhibition on biodiversity for public awareness.
600 photos of animals, birds, insects, flowers were displayed in the exhibition.
TMC has undertaken different programs like nature, season garden, butterfly garden, medicinal
plants garden. Thane Municipal Corporation has presented an MOU for conservation of biodiversity in
Thane Municipal area at International level convention of biodiversity in October, 2012 held at
Hyderabad.
TMC has published CD on Lake Conservation for Public Awareness. Water purification and
softening plant of Bore well at KalwaGanapatiGhat, near Creek is implemented. Weather
Monitoring Machine is installed for measuring different elements of the climate like
Temperature, wind speed, Wind direction, Rainfall, Humidity etc. TMC has prepared a new
website - . for people to access updated information within TMC area.
Thane Municipal Corporation has installed 6 LED boards for displaying different environment
related messages and different projects of TMC for citizens, on experimental basis. These LED
boards are automatically operated and it is possible to display message all over from main office
at a time.

As per clause 67 (A) of Mumbai Regional Municipal Corporation Act 1949, it is mandatory to
present the current environment Status Report to the General Body of Local Authority. In accordance
with it the Present Environment Status Report for the Year 2012 is prepared.
This report shows current status of the environment in corporation area. It also incorporates
information of various surveys and detailed measures for conservation of environment. This report is
prepared on DPSIR method - the guidelines given by Maharashtra Pollution Control Board.

Growing cvilisation and urbanization has increased the per capita income of Thane Municipal
Corporation area. The vast growth in residential area has increased revenue due to increased
property tax and Water tax collection.
Thane city is India's one of the rapidly growing cities. The population growth of city for the decade is
55% which is more than the average growth of the state. This city is of medium size and the area of
the city is 128 sq. km. As per the census of 2011 the city population is 20 Lakh. And it is expected that
the city population will be 31 Lakh by 2030. The population density of the city is 24218 persons per
sq.km. The total slum population is 7.56 Lakh.
Due to growing urbanization, the number of vehicles in Thane City is vastly increased. In the
year 2011-12, the number of vehicles in Thane city is 14, 99, 482. The no. of vehicles is increased by
8% compared to last year. In total no. vehicles, there is increase of 9% in two wheelers, 6% in cars and
9% in delivery vans. There are 35,286 vehicles out of total no. which runs on environmental friendly
fuel as LPG and CNG. The percentage is mere 2.5. The fuel consumption in Thane city is increased as
follows:
Increased fuel consumption is causing increase in pollution.

� The consumption of electricity has increased in commercial sector in Thane
Municipal Area.
In last five years there is heavy growth in businesses in Thane city. From the
information available from , it is observed that there is 8
– 10 % increase every year in commercial establishments. In 2012 the no. of shops has
increased by 25% compared to last year.

Thane Municipal Corporation
10 years back the population of Thane city was about 12 Lakh, which now has reached
to 18.20 Lakh. From the year 2001 road widening work was done on large scale in Thane city,
which helped in development of large residential complexes and population increased
rapidly.
Thane Municipal Corporation is taking constant efforts to give best required social
facilities to citizens for the upliftment of their standard of living, like better roads, footpath,
public transportation, gardens and tree plantation and clean and sufficient water supply. But
increasing population is causing burden on the facilities.
Thane Municipal Corporations' water treatment plant is at Temghar. In Slum area,
water is supplied at the rate of 135 Lt/day/person while in commercial and other areas it is
supplied at the rate of 251 Lt/day/person in Thane Municipal area. Thane city is divided into
44 districts for water distribution. The total length of water distribution channel is 719.22 km.
The migrating population to residential area is increasing the demand of pure water.
Thane Municipal Corporation has completed Water Supply system of 110.00 MLD
under Jawaharlal Neharu National Urban Renewal Mission. This has reduced the burden of
water supply. Apart from this improvement, the quality of pure water supplied to customers
is to be increased.

Total 25004 water samples were analysed in the year 2011-12. 3560 samples from
water tanks and direct tap were also analysed. The water quality in from distribution system is
observed to be 95% and that of from storage tank is observed to be 87%.

Increased number of water samples is found non potable from Mumbra, Vartak
Nagar, Manpada, Rayala Devi and Wagale Estate wards as the internal water storage is not
proper.
It is observed from the report of water samples analysed time to time by Pollution
Control Cell that the water storage is not proper so it get contaminated. The wall adjacent to
Water storage tank dampens so fungus is there. UV bulb in the water purifier is deposited
with substances in the water, so the capacity of the purifier is reduced. This causes increased
acidity of water. The taste of water changes due to change in quantity of salts, germs are
manifested. Therefore it is important to store water scientifically. Citizens are urged to clean
the water storage tanks and get drinking water tested time to time from Pollution Control
Cell.
As per General Body Resolution No. 380/13 dated 29/03/2011 of Thane Municipal
Corporation; it is mandatory to test the stored water every three months as per Indian
Standards. The residential societies, hotels, all commercial organizations, Sugar Cane Juice
Centers, all restaurants should take note of this.
A workshop was organized on 31.08.2012 on Water Management of the cabin of
hon'ble City Engineer. All engineers from Water Supply Department, Scientists from
Pollution Control Cell, employees collecting water samples, Medical Officers of Health
Department attended this workshop. Representative from E-Merck Company guided in the
workshop on proper collection of water samples and their scientific way of analysis. In this
workshop hon'ble City Engineer ordered Pollution Control Cell to collect per day five water
samples each from all Reservoirs and their Tail end of water distribution line. The analysis
report of it is as follows:

From above results it is observed that the quality of drinking water is observed to as
per the standards and that of the Tail End is tumbled to some extent. The main reason for this
is use of Buster Pump at chawls and societies to lift the water to top floor. This pollutes the
whole Water channel. In this context citizens are appealed not to use buster pumps. And the
area at the Tail End, where connections are more, should be carried out as well.
Pollution Control Cell regularly monitors the water samples of commercial
establishment e.g. companies, hotels and malls. The establishments whose samples found
unfit are issued notices and following measures are get done from them:
1. Cleaning of Water Storage Tank.
2. To cover the Tank with Lid properly.
3. Operation & Maintenance of Water Purifier.
A public awareness program was carried out on World Water Day - 22 March 2012 by
Pollution Control Cell. Information Letters were distributed on this occasion.
The total length of sewers in Thane Municipal Corporation area is 138 Km. The
Corporation looks after the construction, maintenance and cleaning of these sewers. Thane
Municipal Corporation has appointed M/s. Consulting Engineering Services (I) Ltd. for
technical consultation and preparation of detailed engineering report of construction of
sewers for Thane City, Kalwa, Mumbra and Diva division. The detailed project reports for
Stage I, Stage II and Stage III of Rs. 93.39 Corers, 116.59 Corers and 57.89 Corers respectively
is submitted under central government's JNNURM Scheme for grants and got sanctioned
from Central Sanctioning and Monitoring Committee. Thane Municipal Corporation has
completed the Integrated Sewer Development Program under JNNURM Scheme. This work
was under taken in the year 2007.
In Thane Municipal area 81water logging areas were found. Now at the final stage of
the project still in 12 areas water logging problem is there during Monsoon. Expert
Consultants are appointed for the remedial measures of this problem. A detailed project
report is being prepared on Holding Ponds.
Technical Consultants are preparing detailed project report of works other than
JNNURM projects.

17 percent of Thane Municipal area is connected through sewage lines; sewage in
remaining area is treated through soak pits and discharged to creek. Following upgradation
was done to Sewage treatment plant through grants sanctioned under JNNURM Scheme.
Stage – I:
Connections are to be done of 120 km length in mentioned area in this scheme. Out of
this; sewage lines of 52 km length is completed. 7 pumping stations are being constructed
under this scheme. Construction of 4 pumping stations is completed and remaining 3 stations
will be completed by March 2013.
A sewage treatment plant of 120 MLD capacity based on C-Tech technology is
operational at Kopari. This treatment is automatic for which SCADA system is used. This has
saved the manpower for operation and maintenance. The treated water coming out of this
plant has lowest COD, BOD and TSS which has helped in reducing the pollution of Thane
Creek and conservation of aquatic life.
Stage – II:
Connections of 122 km length sewage lines are to be done under this scheme. Out of
this; connections of 13.10 km length is completed and a treatment plant of 100 MLD capacity
is proposed. Work of 7 pumping stations will be completed by December 2012.
Stage – III:
Total 25 Km long sewage lines will be connected in Mumbra area under this scheme.
Three pumping stations and a treatment plant of 32 MLD will be completed by December
2012. Till date connections of 11.30 km long are completed.
85% of TMC area i.e. 108.9 sq.km. will be connected with sewage lines under this
scheme.

Solid Waste Management:
Door to Door solid waste collection and transportation (Ghanta Gadi Yojana):
Biomethanisation Plant:
Solid Waste Disposal:
Road Sweeping: Roads under Thane Municipal area is cleaned through private
contractors. For this 19 contractors were appointed which are in act since 01 March 2011.
The total length of roads is 263 km.
Under Municipal Solid Waste (Management & Handling) Rules, 2000, contractors are
using 94 large closed type and 64 small type vehicles on rent basis for door to door collection
of solid waste. The areas like slums and localities on hilly slopes, where vehicles cannot
reach, the collection of solid waste is done by volunteer organizations. Some roads are being
cleaned through rag picker women on experimental basis. At this point 344 rag pickers are
appointed.
Thane Municipal Corporation has set up a biogas generation plant of 15 MT capacity
from wet solid waste (Kitchen waste) from Hotels, Malls within Thane Municipal area at
Chatrapati Shivaji Maharaj Hospital. At Hiranandani Estate, Patlipada a 5 MT capacity plant
with private participation is started as well. 4 projects of 2 MT capacity each are proposed in
different parts of the city.
Thane Municipal Corporation does not have its own dumping ground. Government
has allotted plot of 19 hectors to TMC for setting up solid waste disposal plant at survey no.
15,16,17 & 18 of Mauje Daighar in June 2004. But due to opposition of local people the solid
waste disposal plant has not been set up. At this stage as TMC does not have its own dumping
ground, the waste is dumped at a privately owned plot in Khardi Village within TMC area. The
leveling of solid waste dumped at this place is done and spraying of insecticide and air
fresheners is carried out and a layer of soil is also put as per requirement.
Solid Waste Management Division of TMC looks after the sweeping, cleaning and
disposal of solid waste within the TMC area. Taking actions on Plastic carry bag users,
eradication of rats, clean up of public toilets is also done by Solid Waste Management
department.

�TMC's problem of Solid Waste Disposal:
Development of common scientific Landfill site in Mumbai Metropolitan Region:
At this stage as TMC does not have its own dumping ground, the waste is dumped at a
privately owned plot with the prior permission of land owner on 15 acres out of CTS no. 38/1,
38/2, 38/3, 38/4, 38/5, 38/6, 38/7 in Khardi Village within Mumbra Ward Committee area. But
on some occasions local people oppose for dumping of waste. TMC has written letter to
Maharashtra Pollution Control Board vide Letter No. TMC/SWM/DyCO/424/2286 dated
09/08/2010 for grant of permission for disposal of solid waste at this site. But the Board has not
granted the permission yet. Instead Board has prosecuted Officers of TMC for dumping waste
at the said site.
Considering the problem of Solid Waste Disposal of TMC, a letter dated 23/08/20100
was written to Navi Mumbai Municipal Corporation seeking permission for disposal of waste at
Common dumping ground at Taloja till the dumping ground is started. But the permission from
Navi Mumbai Municipal Corporation is not received.
Considering the serious problem of Thane Municipal Corporation's disposal of Solid
waste, a meeting was organized on 16/12/2010 at Nagpur during winter assembly under the
chairmanship of hon'ble Chairman, Legislative Assembly. The meeting was attended by hon'ble
vice chairman – legislative Council, hon'ble Minister for State – Urban Development and Forest,
MLAs from Thane district, Chief Secretary – Maharashtra State, Chief Secretary – Revenue &
Forest, Chief Secretary- Urban Development, Commissioner TMC, Dy. Commissioner – Thane
Police and Dy. Collector, Residential – Thane etc. Hon'ble Chairman, Legislative Assembly
directed to forest department to make available the closed quarries under their jurisdiction for
the period of 2 years till the Solid Waste Management Plant at Daighar Starts. TMC has
submitted proposals to Chef Secretary – ministry of Revenue and Forests vide letter no.
TMC/Commissioner/SWM/8144393 dated 22/12/2010 about making availability of 1. Two
closed quarries of more than 4 acres at Mouje Gaymukh, at around 100 feet distance from
Ghodbunder Road. 2. Closed Stone quarry at Reserved Forest Survey No. 218 – A, Area – 1 at
Mouje Shil. The same has been communicated to Forest Department.
Hon'ble Commissioner, Mumbai Metropolitan Region Development has informed
about consent letter about participation in the project of development of scientific common
Landfill site. The Authority has suggested two options. With reference to it:
Option 1: The local body will be responsible for treatment on all waste generated daily at local
level and the inert waste remained after treatment (Process remaining) will be sent to Common
Landfill site for disposal.
Option 2: The solid waste generated daily at local level will be treated at Common Landfill site
and the responsibility of remaining waste will completed at Common Landfill site.

1. Solid Waste Treatment Facility, Incineration Plant of TMC (Waste to Energy):
Government has allotted a land of 18.89 hectors at sr. no. 15,16,17,18 and 19 in the
year 2005. An agreement was made with M/s. Hanjer Biotech Energies Pvt. Ltd. for setting up
Solid Waste Treatment Plant on BOT basis for a period of 29 years; with approval from
General Body vide General Body Meeting resolution no. 45 dated 17/06/2006. The said
project could not be completed due to oppose by local people. The local people were shown
the waste treatment plant set up by M/s. Hanjer Biotech Energies Pvt. Ltd. at Rajkot
Municipal Corporation and at Mira Bhaynder Municipal Corporation. However the people
were not satisfied so, though after giving Police protection the project could not be
completed. Taking consideration of this fact, a new permission was granted for setting up a
modern odourless Solid waste treatment and disposal plant vide General Body Meeting
resolution no. 251, dated 24/11/2010. In this context, for setting up Solid Waste Incineration
(Waste to Energy) plant, EOI are invited at International level.
650-700 MT of solid waste is generated in Thane City. The collection of waste at door
to door is done by collection vehicles. Public roads are cleaned by contractors and the waste
collected is transported to dumping ground/collection centre through dumpers. So to avoid
double handling of the waste, hydraulic compactors are hired since June, 2012. For collection
of waste in TMC area, dust bins of 1.1 MT and 120 Liter capacity are placed. The waste is
collected in three sessions under this system. This has enabled to keep the roads / places
where waste is thrown openly under control and keep the city clean.
2. Collection and Transportation of Solid Waste :
Development of Common Landfill Site and transportation of Solid waste or waste
after treatment from Local bodies is an integrated activity, so transportation of waste is part
of Common Landfill Site. Proposals are invited from approved orgnisations, 11 organisations
have submitted their proposals. The scientific disposal of solid waste will be possible once the
operation of plant starts. And the problem of Dumping ground will be resolved permanently.
This will help the users to use any dumping ground which will be developed and the
cost of transportation will be saved.
Observing the option 1 and 2; today TMC does not have its own land other than
Dayghar. A proposal for participation under 2 option of Mumbai Metropolitan Region
Development Authority's Common dumping ground Project was submitted to general body.
And the General Body's resolution is communicated to MMRDA. Tender process has been
started for this project by MMRDA.

Ministry of Environment and Forest, Govt. of India has formed the Biomedical Waste
(Management & Handling) Rules in July 1998. Primary responsibility of management of
biomedical waste in scientific manner is fixed on the establishments generating biomedical
waste (hospitals, dispensaries, dental clinics, blood banks, laboratories, veterinary hospitals,
etc.) under these rules.
Though the responsibility is fixed, it is not possible for every establishment to set up
and operate waste management facility. Therefore Central Government has suggested to
local bodies to start a common biomedical waste management facility to manage the
waste generated within their jurisdiction.
The waste type from biomedical waste:
1. Contagious waste (human tissues, organs, body Parts, Items contaminated with blood
and body fluids including cotton, dressings, soiled plaster casts, lines, beddings, other
material contaminated with blood) experimental animals used in research are
incinerated at 850 C.
2. Wastes generated from disposable items other than the waste [sharps] such as
tubings, catheters, intravenous sets etc. are disinfected by chemical treatment
autoclaving / microwaving and mutilated / shredded.
3. The waste other than this (e.g. needles/glass) is chemically treated and sent for
recycling.

Total 3,46,112 Kg of waste collected from above establishment during January 2011to
December 2012 is disposed scientifically at the common facility.
The facility has fitted modern Vehicle Tracking System on vehicles transporting
biomedical waste. Each medical establishment is given a separate barcode.
In coming time, proposal of collection of such waste from household and its disposal is
under consideration of the facility.
This common facility is ISO 9001:2000 certified since 2005 and is this year it is
upgraded with 9001:2008 certification.

Energy Ministry, Central Government has selected Thane City for developing as Solar
City, under 11 Five year Plan. For this programs like increasing the energy efficiency within
TMC area, more and more use of non conventional energy in the city are under taken. The
central government has made provision of Rs. 50 lakh and the project wise grant is expected.
Present Energy Status Report for Thane City and Green House Gases Emission Report
for Thane city have been prepared and which are hosted on TMC's website.
A solar water heating system of 35,500 lit. capacity has been implemented on TMC
hospitals and buildings. In TMC area 100 solar lamps, 6 solar traffic signals are implemented.
Inductor fittings are being used for energy saving at different places in TMC
area. And LED fitting is being implemented on roads and at slum areas on
experimental basis.
Energy efficient lamps are used for street lighting.
Energy efficient T-5 tube lights and Bureau of Energy Efficiency approved Fans
are used in TMC buildings.
A fully fledged central air conditioning system on Solar Power is implemented
at Chatrapati Shivaji Maharaj Hospital, Kalwa.
In coming financial year Corporations other system implementation running
energy generated on solar power and wind power is proposed. A budgetary
provision of Rs. 1.00 corer is made for this.

There are 87 gardens under Thane Municipal area. Garden department of TMC
maintains these gardens. The collective area of these gardens is approx. 25 hectors.
Thane Municipal Corporation is continuously conserving the trees. In 2011-12 TMC
has counted number of trees through GPS and which is 4,45,262. Every year TMC carry out
tree plantation along the road side, which are 25,777 in numbers.
TMC has carried out plantation of 5000 local species at Gholai Nagar, Kalwa under
Green Thane Program. TMC has also planted 24,000 local species on hill side of Shil and
Mumbra. In these areas plantation of 1,00,000 trees will be carried out in coming five years.
Dividers of main roads were beautified by planting decorative flowering plants. Tree
plantation is done at Rutuchakra Nature Garden, Kalwa Bridge.
Every year TMC organizes an exhibition 50 – 60 thousand citizens and
students visited this three day exhibition. 1000 species of different plants, shrubs, flowers
and leaves e.g. medicinal, aromatic, decorative, seasonal, marshy and tall trees were
displayed. Horticulture experts guided the citizens through workshops, slide shows, seminars
on conservation of trees.
Thane Municipal Corporation is going to construct a botanical garden 39,000 sq. m.
area, where 1200 different plants and shrubs will be planted.

Lakes
1. :Information of Lakes
Thane city is known as City of Lakes. There are total 35 Lakes in the city and 40 hectors of
city area is occupied by Lakes. Because of geographical location i.e. hills of Yeoor and creek to
the other side, no. of lakes is more in Thane City.
All lakes in Thane are in densely populated areas and they have exceptional importance.
Lake sites are now being developed as entertainment spots. In Thane area at Lakes festivals
are celebrated with lot of zest e.g. ,
As a result of Thane Municipal Corporation's Lake Conservation Program, most of the lakes
and gardens adjacent to the lakes are developed. The Jogging tracks are also developed
around lakes like which have enabled elderly
people to have Morning-Evening walks.
Thane Municipal Corporation spends 6-8 corers of rupees on Lake Environment
conservation. At this stage 24 out of 35 lakes are conserved and 6 lakes will be conserved by
the year 2013. Corporation has rented out these lakes for boating and fishing. The
development of gardens around lakes, they are now developing as recreational joints.
TMC has formed a “Lake Conservation Centre” for conservation of lakes under the
chairmanship of hon'ble City Engineer. Here works related to Pollution of Lakes and Civil
Works are done. TMC has prepared a documentary for public awareness about lake
conservation.
Success of Government plans is depending on Public Participation. Citizens of Thane are
appealed to cooperate with TMC's Lake Conservation Program.

Thane Municipal Corporation's educational board celebrated World Environment Day on
5 June at Corporation's School. Head Masters, Teachers, Students and Parents participated
in this World Environment Day celebration. School Ward Committee, School Management

As per government policy, to develop scientific approach, perform new experiments,
interest towards new inventions among the students taking education in corporation schools
every year science and like exhibitions are organized at Corporation level. In these exhibitions
health, communication, educational technology, energy saving, use of non-conventional
energy related topics are taught. In this competitional event 1 to 3 projects are selected for
Tehsil level competition and are awarded with prize.

Under in the year 2011-12 a public enlightenment program on
right to education was run. In collaboration with TMC and , in place
of old building of school no.70/71 at Kalwa, a new spacious building is constructed. At School
no. 87 DasaiPada a spacious school building is constructed. Different programs are run under
physically disabled adduct education. An awareness march was organized for antismoking
under tobacco free educational campus program. Educational facility is provided to the
children of Brick kiln employees.

Thane Municipal Corporation provides preventive and treatment services to the
citizens. Preventive services include following:
1. Vaccination
2. Pulse Polio Program
TMC runs 25 health centers and 5 maternity homes. TMC has a hospital with up to
date facilities at Kalwa, Rajiv Gandhi Medical College and Late Minatai Thakare Nursing
College. Thane Municipal Corporation is running Reproductive and Child Health Program
Phase II. For this TMC has set up Health Posts at slums. Gynecologists regularly inspect the
health of women. Pediatricians check the health of small children.
TMC organizes Community level Health Program. M/s. Link Works are appointed for this.
At Kalwa Adolescent Reproductive and Sexual Health clinic (Friendship Clinic) is set up.
Counseling is done here. RCH Camps are organized for migrant labours and building
construction labours.
National Malaria Control program is run by Flylaria department. This has check from
Biologists. Following measures are taken under this program:
1. Spraying of wormicide once in a week.
2. Spraying of germicides once in a month.
3. Spraying of germicides in the areas of Dengue and contagion.
4. Container survey at areas of Chickengunia and dengue.

Thane Municipal Corporation has its own Transport Service. In the financial year 2011-
12 Thane Municipal Transport Service has 321 buses. Out of these 25 buses are on rent basis.
The population of Thane city is about 20 lakh, and the no. of buses is expected to be 420. The
TMT service buses are operated on 68 routes. 193 buses runs on diesel and 128 buses runs on
CNG fuel. The information about this is mentioned in the following table:

Introduction:
Types of Air Pollutants:
Health impacts of some major air pollutants
Secondary Air Pollutants:
Pollution means the change in air, water and soil or increase in any factor which affects life. The
sources of air pollution in city are vehicles, industries and hotels etc. due to which sulphur
dioxide, nitrogen oxides, hydrogen sulphide, suspended particles (Fly Ash) get mixed with air
and affects health.
Air pollutants are classified as primary and secondary air pollutants. Ash generated during
volcanic eruptions, sulphur dioxide generated due to industrial activities or nitrogen oxides
released from exhaust pipes of vehicles are examples of primary pollutants. Primary
pollutants in the atmosphere undergo chemical reaction. The resulting compounds are called
secondary pollutants. But some pollutants fall under both Primary and Secondary categories.
Due to increased pollutants there may be severe health effects.
1. Sulphur Dioxide: (Sources: Volcanoes, Acid Rains, Industrial processes etc.;)- Heart
diseases, Respiratory ailments, cancer, irritation of eyes, headache etc.;
2. Oxides of Nitrogen: (Sources: Burning at high temperature)- Lung inflammation, viral
infections, respiratory problems, congestion of chest, eye irritation, reduced oxygen
carrying capacity of arteries.48
3. Carbon Monoxide: (Sources: incomplete combustion of natural gases, coal, wood,
vehicular exhausts)- Fatigue, dizziness, affects heart and brain.
4. Photochemical Oxidants : eg: Ozone- lowered lung functionality, eye irritation, cough
etc.;
5. Particulate Matter: (Storm of dust arised from volcanic eruption, biofuels used in
vehicles)- Effects of particulate matter vary with size of the particulate matter.
Irritation, changes in immune system.
6. Ammonia: (Farming techniques) - Ammonia can be identified by its specific noxious
odour. But ammonia is a poisonous gas.
7. Lead: (Source: smoke from vehicles)- Problems in hemoglobin synthesis. Anemia,
affects nervous system and kidneys.
1. Ozone Level: (Sources: Oxides of nitrogen and volatile carbon compounds)- Inceased
level of ozone may affect human health and increases fog.

Air Monitoring:Central Pollution Control Board, in 1997, has given permission to Thane Municipal
Corporation for setting up three Air Monitoring Stations. The air monitoring work is carried out
in 120 cities in 26 states and 4 union territories through 342 Air Monitoring Stations spread all
over the nation. It is called as 'National Ambient Air Quality Monitoring'. The monitoring work is
carried out by 'Maharashtra Pollution Control Board' from past few years.
1. To decide the quality of air in the atmosphere.
2. To check whether the air quality is as per the prescribed standards.
For this purpose, air is monitored for 24 hours. The monitoring is carried out at three places.
During this monitoring, samples of particulate matter are collected at the interval of 8 hrs. and
samples of Sulphur dioxide, Nitrous oxide, Hydrogen sulphide and Ammonia etc.; are collected
at the interval of 4 hrs.

As per National Ambient Air Monitoring, the air quality of Thane city is observed to be better in
comparison with nearby cities like Mumbai, Pune and Nashik.
In Thane Municipal Corporation area, the air quality is monitored at different locations like
main squares, industrial estates, complaint places through mobile laboratory. In 2011-12, Air
monitoring at actual locations was carried for 24 hrs.

1. As per the complaints received at Pollution Control Cell for noxious smell and air
pollution in Kopri area in Thane city due to Mulund Dumping ground of Muncipal Council of
Greater Mumbai, air quality monitoring was carried out at Beams Paradise and Kopri Swimming
Pool on 23/07/2012 and 04/07/2012. During this monitoring, particulate matter, Sulphur
dioxide, Nitrous oxide, Hydrogen sulphide and Ammonia were monitored, and which were
observed to be within prescribed limits. Though the above pollutants were observed within the
prescribed limits, but are above the quantity observed at Shahu Market Naupada and Kopri
Ward Committee Office. The main source of Hydrogen Sulphide gas is decaying of municipal
waste. And during monitoring at Kopari dumping ground the same gas was observed to be
more. Ambient Air quality indices at Kopri Ward Committee Office and Shahu Market, Naupada
are 21% and 23%. At dumping ground the index is observed to be 32 – 34%. From this
monitoring it is concluded that because of waste at dumping ground the air quality at Kopari
area is deteriorated.
2. The air quality is monitored at Diva dumping ground. The gases and suspended
particles are observed above the prescribed limits. To avoid this, pesticide and water should be
sprayed time to time.
From this monitoring it is observed that particulate matters are observed above the prescribed
limit.
Due to increase in temperature in Rajasthan, Sand Storm was formed. The dust was observed at
Thane – Mumbai due to prevailing wind direction. The change in atmosphere observed was
temporary.
3. Pollution control cell has monitored air quality at Kopri Ward Committee Office on
21.03.2012 and 22.03.2012, where suspended particles were observed as:

4. Thane Municipal Corporation, in 2011-12 has undertaken work of road concretization on
large scale. The quality of air is monitored during concretization in April / May, 12 and post
concretization in October / November, 12. The summarized monitoring report is as given below.
In May, 2012 and October, 2012, air quality at Main Roads and Squares in Thane Municipal
Corporation area was monitored. Because of vehicles, Respirable Suspended Particulate Matter
(RSPM) is the major pollutant. This pollutant causes different respiratory diseases. This the
reason why Thane Municipal Corporation has undertaken a huge 236 cr. Rs. worth project of
Road building, widening and concretization. During air quality monitoring, in May most of the
work of roads was under progress, while in October, at some places work was completed.
At Kapurbawadi dust pollution is more because of work of fly over bridge is in progress. But,
under Pollution control rules, as per the directions from Hon'ble Commissioner, Thane
Municipal Corporation continuously asks the contractor to take control measures as barricading,
water spraying. This has resulted into decrease in dust pollution by 22%.
The major decrease in dust pollution is observed at Vitava Octroi Post. Because of Vitava sub way
the traffic jamming is lessen so dust pollution is reduced highly.
Partly completion of road work has resulted into decrease of dust pollution by 20-30% at Anand
Nagar, Wagale Fire Station, Waghbil Naka, Malhhar Cinema and Castel Mill.
The dust pollution is decreased by 40 – 60% as a result of completion Roads at Nitin Fire Station
(43%), Shastri Nagar (46%), Balkum Fire Station (62%), Gaondevi (47%), Jambhali Naka (44%)
and Kalwa Ward Committee Office (45%).
There is heavy traffic at Mulund Check Naka and Manpada naka, so increase in dust particles is
observed. The air pollution in Thane city is mainly due to vehicular exhaust. Continuous increase
in vehicles is adding to the air pollution. But as a result of implementation of road work by Thane
Municipal Corporation the air pollution is reduced. Still, to develop green wall on flyovers a large
scale tree plantation is to be undertaken.
Air monitoring during Diwali Festival, 2012
5. During Diwali Festival, Pollution Control Cell has surveyed Air and Noise at Kopari Ward
Committee Office, Shahu Market, Naupada and Rayala Devi Ward Committee Office. At these
places air quality is monitored and analysed for SO2, NO , NH , H S and RSPM, for 24 hrs. The
average result is as shown under:

The average Air Pollution Control Index observed is 51%. In comparison with last year,
the air pollution index is decreased. During Diwali festival, on the day of Laxmi Puja, the RSPM is
observed to be doubled than the prescribed standards. But as per NAMP, air pollution index
during diwali festival time is observed to be doubled. Use of noise polluting crackers is lowered.
But use of fancy crackers has increased the air pollution. And as well though the noise level
observed above the prescribed limits the level is decreased at some part. Awareness among
public is observed at some level.
To control air pollution Thane Municipal Corporation has prepared Pollution Control
Rules. Under these rules air polluting establishments, industrialists, developers and contractors
may be fined up to Rs. 5000 to 25000/-, and if fined for three times there is provision for
cancellation of the License. Pollution Control Cell is implementing these rules and during
December, 2011 to October, 2012 has recovered fine of Rs. 15,00,000/-.
At main squares, vigilance squad is placed with security personals and Police to check
and fine the vehicles transporting Sand, Soil and metal without coverings. Total 500
transporters were fined.
Developers were fined for not providing security nets during construction, not providing
garden nets while plastering, no barricading along main roads, not maintains cleanliness at
water storage for drinking at construction site.
Road cleaning with water – To reduce dust particles main roads and squares were
cleaned with water taken from Wells which is not fit for drinking purpose. Ward wise, 19 roads
were cleaned from water taken from common wells.

Health impacts of Noise Pollution:
Noise pollution affects both health and behavior. Unwanted sound can damage
psychological health. Noise pollution can cause annoyance and aggression, hypertension, high
stress levels, tinnitus, hearing loss, sleep disturbances, and other harmful effects. Furthermore,
stress and hypertension are the leading causes to health problems.
Chronic exposure to noise may cause noise-induced hearing loss. High noise levels can
contribute to cardiovascular effects. Exposure to moderately high levels causes increase in
stress and vasoconstriction leading to the increased blood pressure. Noise Pollution mainly
occurs during Diwali, Dahihandi, Ganesh Visarjan and Navratri festivals.
Major population of Thane city is Marathi linguist, so these festivals are celebrated very joyfully.
During celebration noise making musical instruments/dances and noise making crackers are
being used. So, during these festivals the noise pollution level is high. During Ganesh festival,
Navratri and diwali festival, noise levels at residential societies are observed well above the
prescribed limits. This type of Noise Pollution may have permanent effects.

The average noise level in Thane City during Day time observed is between 50 – 81 dB(A). At
Railway Station, ST Stand, Octroi Posts and Fly Overs the noise level observed at higher level.
The Noise Pollution is increased due to vehicles and industries.

Noise Level Monitoring during Ganesh Festival in TMC area
During Diwali festival there is no increase in Noise pollution than last year, but the air
pollution is increased as use of fancy fire crackers is increased. The no. of fire incidences has
increased. The awareness should be created among public about this. Fire crackers contain
hazardous chemicals and heavy metals like aluminium, Sulpher dioxide, Potassium Nitrate,
barium etc., which has dangerous health impacts. Fancy fire crackers contain heavy metals like
copper, cadmium, chromium to give colourful lights. After cracking, these heavy metals from
crackers mixes with dust and causes harm to human and vegetation. To reduce Noise pollution
during Diwali festival, Mumbai Police has issued regulations as:
1. To light fire crackers during 6.00 AM to 10.00 PM.
2. Not to light fire crackers in silence zone.
3. The fire crackers having noise above 105 dB should not be lit.
4. The fire crackers, which make noise above 125 dB are banned from
manufacturing, selling and displaying.
5. Violation of these rules has provision of imprisonment for 8 days and/or fine of
Rs. 1350/- under Bombay Police Act.

Pollution control cell, time to time analyse water quality of private and corporation
swimming tanks. The annual result of this analysis is given below: The samples not found as per
standards are issued notices and remedial measures are suggested. The water quality of
swimming tanks is to be maintained as per standards prescribed by Maharashtra Pollution
Control Board, as there are more crowds. So the tanks from where samples found not fit, are
suggested remedial measures.
� Ground water quality :
Water is the most important element of life. Any undesirable change in physical,
chemical and biological characteristics is termed as pollution. Increasing population is the main
reason of water pollution.
Water flowing through roads in TMC area, sewage, sludge, solid waste causes water
pollution. Water quality from lakes, Creek, sewers, bore-wells and wells under TMC area are
monitored.
� :Private and Corporation Swimming tanks under TMC area
In TMC, there are 813bore wells and 555 wells. This water is not potable. But in
residential area and slums this water is used for other than drinking purpose. Pollution control
cell has analysed water samples from some common wells under Vartak Nagar Ward
Committee. Whether water from these wells can be used for other uses like to water nearby
gardens, trees on road dividers, for Sulabh Toilets, is checked. The results are given in table
below. This water can be used for gardening. Likewise wells from other ward committees are to
be studied.

Thane Municipal Corporation has setup a 120 MLD sewage treatment plant at Kopari.
17% area under TMC is connected to sewage plant. Remaining sewage is treated through septic
tank and discharged to creek. The report is as given below.
� :Waste water Pollution
(All results are in ppm except pH)
Because of the Sewage Treatment Plant at Kopari, the quality of water being discharged
in Creek is improved; different birds are seen here now. Pollutants in the water are decreased by
large, and the quality is good. Suspended Solids are decreased by 80%. COD is decreased by 90%;
BOD as well is decreased by 90%. The same water can be used for other purposes like watering to
trees, Flushing, washing, etc.
The residential areas, Malls, Theaters, Hotels in TMC area have their own Sewage
Treatment Plants. Pollution Control Cell has inspected these plants. These plants are under
operations and are to be monitored time to time, and residents of the societies should be
trained about the operations.
As per act of Central Government, it is mandatory that large residential societies should
have their own STPs. The water samples from these STPs are analysed. Most of the time; for the
unfit samples, establishments are issued notices and appropriate measures are get done. The

Lakes
In Thane Municipal Corporation area there are 35 Lakes. Out of which 12 lakes are
surrounded by gardens. These places are developing as recreational joints. Every month
Pollution Control Laboratory anlyses water from 24 Lakes. And accordingly doses of byproducts
are decided and contractors are directed about the cleanup. The report is shown:

2. Dissolved Oxygen : 4.0 to 7.62 mg/l
3. Total Dissolved Solids : 150 to 502 mg/l
4. Chemical Oxygen Demand : 16 to 90 mg/l
5. Biochemical Oxygen Demand : 11 to 44 mg/l
6. Nitrate : 0.27 to 5.6 mg/l
7. Phosphate : 0.4 to 2.82 mg/l
8. Chlorophyll : 011 to 1.13 mg/l
9. Ammonical Nitrogen : 1.4 to 14.3 mg/l
Every month Pollution Control Laboratory anlyse water samples of Lakes, the pH and DO
observed as per standards. At Diva, Rayala Devi, Shivaji and Kalwa the DO level observed is less.
At Diva and Siddheshwar lakes waste water and MSW enters at large quantity, whole lakes are to
be conserved. In Rayla Devi Lake heavy growth of vegetation has caused deterioration in DO.
People staying at nearby slums through their waste in New Shivaji Lake and Kalwa Lake. This
should be banned. In Rewale lake 'Nirmalya' enters at large which causes water pollution.
COD indicates organic pollution. COD level of below mentioned lakes is observed as per the
standards: Datiwali, Shil, Phadakepada, Kacharali, Kausa, Kolbad, Hariyali, Kasarwadavali,
Kolshet, Kharegaon, Ambeghosale.
While COD level of below mentioned lakes is observed above standards:
Rewale, Makhamali, Diva, Masunda, Bramhala, Upvan, Siddheshwar, Khilkahali, Gokul Nagar.
Rewale, Bramhale and Gokul Nagar Lakes are smaller in size. During summer the water
level decrease by three feet, this results into increased COD level. In Masunda Lake nearby
people discharges Nirmalya and waste from nearby hawkers also been discharged, so COD level
is more.
Chlorophyll indicates algae, in Thane Lakes algae is within limits.

Lake is a Fresh Water Eco System. Lake Ecosystem consists of Plankton, Zoo Plankton and
Fishes. Natural purification of lakes is dependent on its Biotic (animals and plants) and Abiotic
factors.
Pollution Control Cell has undertaken a study of Lake Biodiversity in association with B.M
Bandodkar College. Under this study Ghosale Lake was studied first. Phytoplankton,
zooplankton, benthos and fish and fish species were studied. In this lake 26 species and 6,02,196
nos. of phytoplankton were observed. 7 species of zooplankton were also observed. Among
fishes; tilapia, masmbika, rohu, catla, silver carp are the species observed. The density and
biodiversity of phytoplankton is observed to be adequate. Water Pollution level of this lake lies
at mesotrophic class.
� Biodiversity of Lakes:

Thane city has set an example for other cities by celebrating eco friendly Ganesh
Festival. Since last eight years, alternate arrangements are made for immersion of idols to
avoid Lake Pollution.
This year also, a 50 X 30 and 10 feet deep artificial lake was created near Rayla Devi Lake.
At Upvan, near Rayala Devi temple 47 X 14 and 60 feet sized artificial lake is created. At
Nilkanthwoods, Masunda, Rewale Lake, Kharegaon Lake artificial lakes were created. At these
places Worship place, Nirmalya kalash, Medical squad, Fire brigade, electricity provision, loud
speaker system were provided. For water purification in artificial lakes, aeration system was
provided. To maintain the quality of water, doses of Alum, KMnO and Aquafit were added.
Accordingly at the time of low tide, idols immersed in lakes were taken out and immersed in
creek. At 15 places idol acceptance centers were also set up. Special vehicles were arranged for
proper ritual immersion of idols at these centers. Police, Security Guards, Fire Brigade, NCC
cadets, Volunteers from Aniruddha Academy of Disaster Management were placed for security
arrangements at the time of Ganesh Idol immersion. Arrangements were made at Parsik
Retibunder, Kolshet Retibunder, Kopari, Kalwa ganapati Mahaghaat for immersion of idols. This
year 25,286 idols were immersed at artificial lakes. During Navaratri festival, for immersion of
Devi Idols, artificial lakes were arranged by TMC at Masunda Dutt Ghaat, Upvan Rewale Lake
Kharegaon and arrangements for immersion were made also at Kolshet, Kopari, Parsik
retibunder Ghaat. Total 5 to 6 thousand 'Devi Ghats' and 500 to 600 Sarvajanik Devi Idols were
immersed at artificial lakes. The water quality of artificial lakes was analysed and from the
results it is observed that, due to treatment, the toxicity level of water of artificial lakes is
observed well within the prescribed limits of Maharashtra Pollution Control Board.
This year TMC has collected 120 tones of Nirmalya from Masunda Lake, Rayala Devi
Lake, Upavan Lake, Kharegaon Lake, Kalwa Ganapati Ghaat, during Ganesh Festival and with the
help of Samarth Bharat Vyaspeeth organization it is composted.

Thane Municipal Corporation
Creek in the city is a natural source of water. Mangroves play an important role in
biodiversity of water body. Creeks are the largest source of closed water body. Thane creek is
facing problems of Pollution due to growing urbanization and increasing Industrial area. Waste
water from MCGM, TMC, CIDCO, Navi Mumbai Municipal Corporation, Thane Belapur
Industrial area and MIDC and waste water from industries enters in Thane Creek. Now Thane
creek is converted to a large drainage.
Thane creek is one of the larger creeks of India. 23 KMs of Thane Creeks flow, flows
through Corporation area. TMC area has surveyed the depth different locations. As per the
survey, because of illegal dumping of the construction waste and the bridges constructed over
Creek, the depth of the creek is reduced. This waste and bridges creates barrier to the natural
flow of the creek. To take care of this it is important to organize creek conservation programs by
the Corporation. There are total 7 bridges over Creek. The construction waste is thrown near
pillars of the bridge which causes barrier to the natural flow.

To assess the water pollution and pollution load on flowing water following physical and

Pollution Control Cell, TMC receives complaints about air, noise and water pollution.
And Pollution Control Cell monitors these complaints and suggests the proper remedial
measure to control the pollution. In the year 2012, pollution Control Cell, TMC received 40
complaints out of which 20 were related to air and water pollution, 15 related to Noise and
other 5 complaints. Out of these 40 complaints 90% were resolved. There is major urbanization
due to increasing population. The nos. of Hotels, malls, resorts is increasing day by day. People
are facing problems due to smoke and smell emitting during preparation of food at these places.
Pollution Control Cell gets adequate measures done to control the pollution from such
establishments and resolve the people's complaints. For example provision of stack at
commercial Sweet marts. There are differences between developer and Society members for
operation of STP. Here Pollution Control Cell gives special attention and coordinates the issue
with Developer and society members and starts operations of STP. In complaints about Noise
Pollution, the main complaints are about noise during festivals, noise from Vehicles, DG sets at
Malls and Residential Societies. About these complaints the noise pollution is reduced by giving
special attention by Pollution Control Cell. Demand of electricity is increased due to growing
urbanization which has resulted in Load Shedding. And during load shedding use of electricity
generators has increased which is causing more air pollution. For these issues Pollution Control
Cell has guided to establishments about pollution control measures.

Thane Municipal Corporation, every year makes considerable budgetary provisions for
Lake Conservation and different lakes are beautified and conserved. But a large amount of
wastes is been thrown in to the lakes by the people. For this purpose Thane Municipal
Corporation has published a CD to make people aware of the fact. The CD is published on
Corporation's new Website.
At KalwaGanapatiGhat encroachments were removed and a garden is developed on 2
hectors land. Here Bore well is adjacent to Creek, so salts are more in the water which are
harmful to vegetation. Pollution Control Cell is setting up a treatment plant which will reduce
the salts and the soft water will be available for the plants. The capacity of the plant is 2000
Lit./hr.
Weather Monitoring Machine measures different elements of the climate like
Temperature, wind speed, Wind direction, Rainfall, Humidity etc. To measure these elements
Metlon Software is used, which enables updated information on computer. This is monitored by
sensors.
Wind Speed : 0 to 100 Kms/hr.
Wind Direction : 0 to 360 with 1 resolutions
Temperature and RH : 0 to 50 C with resolution of 0.1 C and 0 to 100% RH with 1% resolution
Rainfall : 0 to 50 mm/hr. with 0.5 mm resolution.
TMC has prepared a new website - www.thanecity.gov.in. On this website
updated information of all departments of TMC, information about new projects, Blood Banks
on the city, Ambulances, Hotels, lakes, Entertainment places, gardens, schools, colleges, will be
available. This website has got special permission from Government of India.

3. 5% discount to Societies implementing Solid Waste Management at Society Level:
Corporation Administration has decided to give 5% discount in property tax to the societies
which will reduce the solid waste up to 50% by recycling/reusing. This motion has been passed inn recent
General Body Meeting.

5. Eco-friendly Ganesh Festival:
E-Waste
As per government's decisions to dispose E-waste from TMC office, the work was
assigned to Eco Recycling Ltd. In the year 2011-12, corporation has disposed 3000 kg. of E-waste.
The company paid Rs. 38,000/- to corporation for disposal. Out of order CPU, monitor,
Keyboard, mouse, UPS, printers etc. from TMC's various offices were disposed as E-waste. A
certificate was issued for this. This year also a process is started for E-waste disposal.
Since last eight years, to avoid lake pollution during Ganesh Festival, Corporation
arranges for artificial lakes for immersion of Ganesh idols. This year total eight artificial lakes
were arranged and total 25,286 idols were immersed in artificial lakes. For immersion of Durga
idols also artificial lakes were provided.
In rapidly developing Corporation area, daily 700 MT solid waste is generated. The disposal of
this waste is becoming difficult day by day. That's why Corporation has declared 3 – R scheme
for residential societies i.e. Reduce, Reuse and Recycle.
The residential societies which are to participate in this scheme are to be registered with
corporation. The employees of corporation will verify the daily generation of waste in the
society. Then societies will be given certain outline for reduction of waste. The societies reducing
25 to 50% waste will be given 3% discount and those which will reduce waste more than 50% will
be given 5% discount in property tax. Detailed information about this scheme is available with
the Corporation's Solid Waste Department. Corporation has appealed that more and more
societies should take benefits of this scheme.

6. :Kopari Railway Line flyover
In Thane city, to connect east and west part of the city, in 2003 Corporation proposed to build a
new Railway Over Bridge at Mulund station near Old Kopari Bridge. Accordingly, in the year 2003; actual
work started at the site. The work out of railway department was completed by Corporation in 2005. But
the work on the railway line was delayed due to non-receipt of permissions from Railways and traffic
blocks. Due to continuous follow-up to Railways; the work finally started. But on 23/10/2009 an accident
occurred when one of the three launched PSC girders collapsed on the railway line. So Railways stopped
the ROB work and directed to use steel girders instead of PSC girders for constructing new bridge.
Accordingly corporation prepared a new design for the bridge and submitted to Railways for approval.
This was approved by Railways. In 2010 fresh tenders were invited and the work was newly started in
2011. The girders for the bridge were brought from Daman (U.T.) and were launched in
November/December 2011. The work was got done. The bridge was opened for transportation on 20
January 2012; near the old Kopari Bridge the newly constructed this 44.0 m. long bridge, a 7.50 m. wide
bridge is available for traffic movement. The area is now free from traffic jamming problem. Meanwhile
the two PSC girders available as per first scheme were used to construct a walkway bridge and opened
for people. This has freed the area from traffic jam and the inconvenience of pedestrians.
For this Kopari Bridge total expenditure of Rs. 2.26 corer was expected but the directions of
Railways to use Steel girders instead of PSC girders, and the delayed project has caused expenditure of
Rs. 3.97 corer.

7. :Vitawa Subway
The problem of traffic jam is solved to some extent as Thane Municipal Corporation has
opened Vitawa Subway. Earlier it was taking 20-25 minutes to vehicles to go through this road
because of traffic jam. But now it takes 5 minutes for the same distance Because of Vitawa
Subway. And also Air pollution is decreased.
In the year 2002 the density of vehicles on Thane – Belapur Road was 3000 PCO
(Par/Hrs.) and in the year it was 8140 PCO (Par/Hrs.). The width of old Viawa Subway was 7.3 m.
and vehicles were moving both ways. So there was heavy traffic jam. TMC decided to construct
Vitawa Subway in the year 1992. This work was under Railway Authority. From here 1500 trains
were passing 24hrs. It was difficult task to work at this place. In the main proposal, the proposed
length of Vitawa RUB was 49.48 meters and width was 17.11 meters (with 2 RCC blocks). But due
to objection from Railways, the plan was resubmitted and the work was completed on
30/04/2012.
This work was completed by TMC's Engineers within deadline given by Railway
Authority and that too without any help from technical consultant. Earlier there were two lanes
for the vehicles, due to Vitawa subway there are now 4 lanes and a walkway for pedestrians'
also. The air pollution in this area is reduced by 74% because of this subway.

8. :Creek Shore beautification
Thane Municipal Corporation is implementing an ambitious Creek development plan.
Total 30 km long creek shore will be beautified environmentally. In the first stage; Thane College
to Kalwa Bridge, this 2 km long creek shore will be developed. In this plan a green corridor along
creek shore is proposed; which has facilities like jogging track, cycle track, garden, jetty, ghaat.
For conservation of environment, bio-filter for water purification and plantation of mangroves
will be done.
Thane Municipal Corporation with the help of a Beljium Company M/s. Chris Polison;
has prepared a detailed plan to develop a new Thane along with solving problem of traffic jam
and Creek Shore Conservation. A concept of development of a new city on the lines of New
Mumbai to the east side of the creek shore along with beautification of Creek and conservation
scheme is propounded. On the east side of Thane Creek new Bihvandi bypass road is also
prepared in this project. This will help in reducing traffic problem of Thane city. This Creek Shore
development plan is prepared considering the increase in population, traffic and commercial
changes up to year 2040. This master plan comprises integrated & permanent development of
environment, social and economics. This beautification plan will build a new green city. In this
plan more free areas will adjoin Creek shore and urban area.
The total 30 km long Creek shore is divided in below mentioned 13 sectors.
City center, Saket, Balkum, Kolshet, Army Camp, Vaghbil, MogharPada, Shallow Water Park,
Gaymukh, Kalwa, RetiBunder, Mumbra and Diva.
In this plan citizens will get facilities like green corridor, gardens, Congress center,
Nature Trail, information Center, Bird Watch, Cultural center, Water transportation, nursery,
Tourist center, commercial center, city plaza, civic center etc.

Thane Municipal Corporation has developed an Urban Research Centre at Majiwada,
where different workshops are organized. Presentations on different projects implemented in
Thane Municipal Corporation area are given here. Consultative workshops for Municipal
Corporation employees are organized with the help of organizations like YASHADA. Here up to
date library, exhibition hall, conference hall and modern presentation technology facilities are
available. Last year total 25 consultative programmes were organized here.

�Green Public Footpath:
Thane Municipal Corporation is developing Green Public Footpath; under Green Thane
Project. In this program Trees will be planted along both sides of footpath, which will unable
children, elder people a safe footpath facility. This year TMC will be implementing Green
Footpath project on 27 roads of total length of 61 km. For this project there is budgetary
provision of Rs. 50 corers.
This project will be implemented in three stages; green footpath of 160 km. length will
be developed. Because of green footpath the no. of footpath users has increased from last
year's 8 - 10 % to 40%.
Thane city's development plan will be designed considering city's rapidly increased
population in last 10 years, increasing population, insufficient facilities, public transportation,
conservation of mangroves, importance of water transportation and conservation of
Biodiversity under TMC area. In new development plan priority will be given to survey of
biodiversity and public transportation.
Knowing importance of Environment Conservation, to reduce the dust in the
atmosphere and for smoother public transport, in the financial year 2011 – 2012, TMC has
undertaken 283 km length's road length projects as road reinforcement, concretization, tar
road, road widening of cost Rs. 236 corers. Of this 83 km. cement roads are completed. Out of
200 km length's Tar roads 133 km roads are completed. Re-surfacing and reinforcement of
roads are done with the help of new U.T.W.T. technology. Ward committee wise work to be done
is as follows. Due to reinforcement of these roads, no. of potholes has decreased and
incidences of traffic jam are reduced; due to this air pollution is reduced.

�Biodiversity:
Thane is a scenic, beautiful city, which is surrounded by creek to its one side and Hills of
Yeoor to the other side. Due to which city has got a rich biodiversity. It is important to make
people aware about conservation of this biodiversity. The citizens of Thane should know their
nature. In course of this; honorable Municipal Commissioner shri R.A. Rajeev has taken initiative
in organizing an exhibition on biodiversity. This exhibition was held on 14 August to 28 August
2012. 600 photos of animals, birds, insects, flowers were displayed. Their detailed scientific
information was placed in simple language which encouraged lots of people to turn to the
exhibition. Around 6000 citizens and students visited this exhibition.
Thane city has four different eco-systems such as Sanjay Gandhi National Park, Creek,
Lake and Garden. These eco-systems are rich in biodiversity. Thane Municipal Corporation is
taking continuous efforts for conservation of these eco-systems. Thane Municipal Corporation
has studied the city's biodiversity in the year 2005-06. And as per the study report, there are 800
plant species, 78 bird species and 12 animal species in the forests of Yeoor.
Lakes are an example of fresh water eco-system. Their main biotic factors are micro
phytoplankton and fishes. Lake water gets purified naturally through this water cycle. Thane
Municipal Corporation has undertaken a study of Lake Biodiversity in association with B.M
Bandodkar College. The study at Ghosale Lake showed 26 species of phytoplankton were
observed. 7 species of zooplankton and 8 to 10 species of fishes were observed. In Thane city 10
lakes are leased for fishing and yearly there is 70 to 80 tons of fish production.
Thane Municipal Corporation has noted following points during this biodiversity survey:
1. Majority roads along the sides are covered with rain tree, gulmohar tree, copper tree,
palm tree.
2. The number of fruit bearing trees like Mango, Banyan, Jamun, Guava, Ficus are critical,
the trees essential for birds like tamarind, banyan, Jamun, jujube, ficus are very less.
3. In residential societies the ornamental trees are planted more.
To conserve the biodiversity Corporation has planned following resolutions:
Conservation of rare animal and plant species.
Beautification of Thane Creek region.
Along the roadside plantation of local trees.
The green cover in Thane city is 3.3%. To increase this percentage; Thane
Municipal Corporation is Planting 20,000 trees of Neem, Kadamb, Almondn and
Karanj.
A green corridor of 15 Km will be prepared along the side of Sanjay Gandhi
National Park.
At Owalekar wadi a garden will be conserved for Butterflies.
While developing different plots in future, efforts will be taken to conserve the
biodiversity of the region.
All gardens will be connected with public walkways.

Thane city has numerous examples of biodiversity. In the dense forests of Yeoor,
different birds, animals live. Butterflies are seen flying in the gardens, sounds of different birds
pleases the mind, different trees, flower beds increases the beauty of the city. The sky reaching
eagles and the guest flamingoes have enriched the city environment.
Yeoor forest is located at to the east of Thane city in Sanjay Gandhi National Park. It is
around 8 km. form Thane station and TMT buses are there to go to Yeoor. One can go by Auto
Rickshaw or private vehicles also. Dense natural beauty, animals of different species, birds, wild
life, babbling springs, this area has attracted nature lovers and tourists.
This spot is very near from Thane Station. Due to dense mangroves at vast creek shore
migrated birds comes here. During winter season arrival of flamingos is the special invitation to
nature lovers. One can walk to the location. TMT buses and auto Rickshaws also goes there.
Parsik hill is to the east of the Thane city. The densely covered with trees, this hill is an
important attraction for nature lovers. Environmentalists found different species of birds here
also. This hill is at 8 km. from Thane station and around 4 km. from Kalwa station.
This location is famous for Scenic creek shore and mangroves. It is about 15 km. from
Thane station and to reach these spot buses and auto rickshaws are available. Because of
Mangroves different bird species are seen here.
Owala is famous for Butterfy Garden. It is around 10 km from Thane station and at
Owalekar Wadi a private butterfly garden is there. The place is near to Yeoor forest, so
butterflies and birds are observed on large number. Bus service and auto rickshaws are available
to reach this place.

�Convention of Biodiversity Conference:
Honorable Commissioner Shree R.A. Rajeev gave a presentation on Biodiversity in Thane
Municipal Corporation area at Third International Biodiversity Conference URBIO. This
conference was organized on 8 to 12 October 2012 at Mumbai by ICLE (Local Self Government)
and Indian Institute of Technology, Bomaby.
Thane Municipal Corporation has presented an MOU for conservation of biodiversity in
Thane Municipal area at International level convention of biodiversity in October, 2012 held at
Hyderabad.

An initiative of Pollution Control Cell Laboratory, Thane Municipal Corporation.
Our nature is formed by five elements. Water is an inseparable element of nature.
70% of the earth and 60% of our body is occupied by water. Water means life. This is a
Universal Truth. So the water we drink must be pure.
Thane Municipal Corporations' water treatment plant is at Temghar. 99% of the
population is supplied with tap water. In Slum area, water is supplied at the rate of 135
Lt/day/person while in other areas it is supplied at the rate of 221 Lt/day/person in Thane
Municipal area.
On occasion of the Earth Day, Thane Municipal Corporation at Pollution Control Cell
Laboratory has given an opportunity to the citizens to check the water they drink weather it is
pure and potable. Citizens are appealed to take advantage of this Opportunity.
The drinking water supplied by Thane Municipal Corporation is tested at Pollution
Control Cell laboratory for its purity. The analysis in the laboratory is done as per IS [10500:1983]
standards. The Pollution Control Cell laboratory is approved by MoEF and ISO 9001:2008
certified.
The report of water samples analysed time to time by Pollution Control Cell has showed
that, the water storage is not proper so it get contaminated. The wall adjacent to Water storage
tank dampens so fungus is there. UV bulb in the water purifier is deposited with substances in
the water, so the capacity of the purifier is reduced. This causes increased acidity of water. The
taste of water changes due to change in quantity of salts, germs are manifested. Therefore it is
important to store water scientifically. Citizens are urged to clean the water storage tanks and
get drinking water tested time to time from Pollution Control Cell.
As per General Meeting Resolution No. 380/13 dated 29/03/2011 of Thane Municipal
Corporation; it is mandatory to test the storing water every three months as per Indian
Standards. The residential societies, hotels, all commercial organizations, Sugar Cane Juice
Centers, all restaurants should take note of this.

Thane Municipal Corporations' water treatment plant is at Temghar. 99% of the
population is supplied with tap water. In Slum area, water is supplied at the rate of 135

The drinking water supplied by Thane Municipal Corporation is tested at Pollution
Control Cell laboratory for its purity. The water is analysed in the laboratory as per IS
[10500:1983] standards for following parameters:
Acidity of water is tested. The standard range for pH is 6.5-8.5. If the pH is not as per the
standard the taste of water differs.
Chlorine dose is added to water for purification. When water is
purified, the free chlorine in the water should be 0.2mg/l, which avoids jerm manifestation. The
standard for this is 0-10 NTU.
In this test turbidity of water is analysed. Water has suspended micro soil
particles, which increases turbidity of water. The standard for this is 0-10 NTU. Lesser the
turbidity, cleaner is the water. On an average turbidity of treated water is 1-3 NTU.

Chlorides are in the form of salts. The standard for this is 250 mg/l. If the
chlorides are more the taste of water differs. If chlorides found in more amounts, the
water may be polluted. On average chlorides in treated water are found in the range of
25-40 mg/l.
Hardness shows soap dissolving capacity of water. If the hardness is more,
it takes more time to dissolve the soap. The standard is 300 mg/l. The classification of
water based on hardness is as follows:
- 0 to 60 mg/l – Soft
- 60 to 120 mg/l – medium
- 120 to 180 mg/l – hard
- 180 mg/l – very hard
The drinking water is not completely germ free as
boiled water. Some bacteria are there in the water. In this test avg. no. of bacteria in
water are counted. The standard for this is 10/100 ml.
In drinking water have harmful E-coli bacteria. The E-coli bacteria are found in waste
water. These bacteria cause stomach disorders. If the amount of these is found more in
drinking water, the water is said to be polluted. The standards are as follows:
- MPN – 10/100 ml
- F. Coli – 0/100 ml
- E. Coli – 0/100 ml
From observation it is found that no. of unsuitable water samples is increased
because improper water storage.
The drinking water can be stored in following ways
- Storage tanks in residential complex and Sintex tanks in flats.
- Sintex tanks in commercial organizations and hotels.
- Small Tin tanks at Sugar Cane Juice centers/restaurants
- Domestic/commercial establishments have filters/UV purifiers/RO purifiers for
water purification.
Water purification measures and requirement
Naturally water is the best solvent. So in purified water also there is some amount of
organic factors observed which helps in growth of bacteria. To control this growth
measures should be taken time to time.

Surface of storage tank is always damp. Though the tank emptied daily, some amount of
water remains at the bottom. This causes growth of bacteria. The tank should be cleaned
regularly with germicides.
Most of the aqua filter media have pores of 0.1 micron size. And those have carbon filters,
which absorbs chemicals and toxins. These filters are to be cleaned regularly with chemical
treatment; else due to bacteria, germs, smaller soil particles reduce the filter capacity.
UV rays are used for purification of water. UV rays of 254 NM capacity is used
in these purifiers. Due to continuous flow of water; the UV bulb gets deposited by soil particles,
salts and microbes. This deposition reduces the effective UV rays (254 NM), which lessens the
capacity. In this course the light coming from bulb is not of sufficient capacity. UV rays are not
seen by naked eyes. So we cannot understand weather the desired purification of water is
achieved or not. For UV treatment, the water should be filtered first.
The drinking water should be stored scientifically. Citizens are requested to clean the drinking
water storage tank and it should be tested from Pollution Control Cell regularly.
