Introduction

• IAP was approved at Ministerial Conference 2008 as ARTES 20;

• ARTES 20 is integrated in the new TIA Directorate (Telecommunications and Integrated Applications);

• A dedicated applications Department (TIA-A) has been created that will cover IAP as well as Telecom Applications (ARTES 3/4).

Rationale

• Meet– Increasing demand for sustainable complete solutions using integrated

space & non-space technologies/systems– Political will (Space Council Resolution May 2007)

• Overcome – Cultural gap and lack of dialogue between potential users and the space

sector (awareness)– Compartmentalization of the offer by space technology (synergy)

• Using – Principle of upstream and initial involvement of user/ partner/ service

provider/ operator (partnership)

Setting the scene: The European Space Policy (ESP)

• 2004 Framework Agreement between ESA and the European Community

• 2007 European Space Policy, , outlining strategic objectives for Europe:– Develop and exploit space applications for public policy objectives and

needs of European enterprises and citizens– Meet Europe’s security and defence needs – Secure unrestricted access to new and critical technologies, systems

and capabilities– Ensure a strong and competitive space industry and delivery of

sustainable and cost-effective services

• The ESP recognises that: – Space technologies are often common between civilian/defence

applications– Europe can, in a user-driven approach, improve coordination between

defence and civilian space programmes, pursuing in particular the synergies in the domain of security.

Space for UAS ?

• UAS services is an emerging market and currently military focused.

• ESA considers that civilian/security UAS sustainable services can be developed.

• Many of these services are enabled and supported by integrated space systems such as navigation, communication, and earth observation.

• ESA (IAP) and EDA enable the initiation of joint feasibility studies and the corresponding demonstrations.

• To brief you on UAS-satellite cooperative missions: state-of the art and outlook

• To provide an overview of various EDA and ESA activities related to integration of UAS in non-segregated airspace

• To propose a common EDA/ESA feasibility study and identify issues to be demonstrated

• To enable a discussion platform and solicit feedback from you to optimize the process, quality and results of this joint EDA/ESA initiative
