EOSCpilotGovernanceDevelopmentForumVersion1.1(EOSCpilotletterheadandformatting)Version1.0(AgreedinWP2meeting23Feb2017)BackgroundEOSCpilot-EuropeanOpenScienceCloudforResearchPilotprojectsupportsthefirstphaseinthedevelopmentoftheEuropeanOpenScienceCloud(EOSC)thattheEuropeanCommissionhaslaunchedasstatedintheircommunicationofApril19,2016“toofferEurope's1.7millionresearchersand70millionscienceandtechnologyprofessionalsavirtualenvironmenttostore,shareandre-usetheirdataacrossdisciplinesandborders.”OnceinoperationEOSC“willmakeiteasierforresearchersandinnovatorstoaccessandre-usedata,andwillreducethecostofdatastorageandhigh-performanceanalysis.MakingresearchdataopenlyavailablecanhelpboostEurope'scompetitivenessbybenefittingstart-ups,SMEsanddata-driveninnovation,includinginthefieldsofmedicineandpublichealth.”EOSCpilotisatwo-yearECfundedprojectthatwillestablishthegovernanceframeworkfortheEOSCandcontributetothedevelopmentofEuropeanopensciencepolicyandbestpractice.Itwilldevelopanumberofdemonstratorsfunctioningashigh-profilepilotsthatintegrateservicesandinfrastructurestoshowinteroperabilityanditsbenefitsinanumberofscientificdomains.EOSCpilotwillengagewithabroadrangeofstakeholders,crossingbordersandcommunities,tobuildthetrustandskillsrequiredforadoptionofanopenapproachtoscientificresearch.Theseactionswillbuildonandleveragealreadyavailableresourcesandcapabilitiesfromresearchinfrastructureande-infrastructureorganisationstomaximisetheiruseacrosstheresearchcommunity.GovernanceDevelopmentForumThemaingovernancechallengeofestablishingtheEOSCishowtoconstructaframeworkallowingstronganddisparatestakeholderstoworktogether.Thisframeworkalsoneedstoaddressculturalchallenges,encouragingtheadoptionofnewwaysofworkingandscientificpractices.EOSCpilotwilldesignandtrialastakeholder-drivengovernanceframeworkwiththeinvolvementofallstakeholdersincluding:researchcommunities,researchinstitutions,researchinfrastructuresincludinge-infrastructures,commercialandnon-commercialserviceprovidersandresearchfundingbodies.ThiswillthenshapeandoverseefuturedevelopmentoftheEuropeanOpenScienceCloud.TheobjectiveofgoverningthedevelopmentofEOSCreachesbeyondthelimitsofaprojectstructure.AnyapproachalsoneedstotakeintoaccountthevariousandspecificneedsthatthosescientificcommunitiesnotyieldingthebenefitsofopenscienceandstakeholdersnotresourcedontheEOSCpilotgrant.OnlythroughaninclusivepracticetheultimateaimofanEOSCthatprovidesbenefitsforallscientificcommunitieswithintheEuropeanResearchAreacanberealised.InordertoovercomethischallengeEOSCpilotwillestablishaGovernanceDevelopmentForumtoenablealldifferentstakeholderstocontributetothedevelopmentoftheEOSCgovernanceframework,aworksteeredbyWP2Governanceoftheproject.TheGovernanceDevelopmentForumisnotstatic,butwillgrowastheprojectmovesalongandthecircleofstakeholderswidens.
