Change Management : Important not only in terms of cultural change but also in terms of changing operations and processes workflow that the automated system will introduce.

(Work flow, BPR, under utilisation of ICT infrastructure)

Integration of Services : Need to integrate the initiatives existing in various departments and ministries other than creating islands of automated projects. (There are also issues between Centre and State subject)

Key Challenges

One final and continuous key challenge is the development of leaders and change managers to inspire institutional change, support collaboration, and engage in all sorts of public process and service innovation.
