“The rapid ongoing urbanization has started to reveal its negative
impacts in
our municipality. Vacant lands are being built upon wherever
available
resulting in the increase of hard surface all across the
municipality. Looking at
this scenario the municipality has decided to reserve specific open
spaces as
no built area which are to be developed strictly as parks. There
are
innumerable benefits of open green spaces. Most significant would
be its
contribution of purifying surrounding polluted air and as well
supplying
sufficient oxygen. Then the presence of trees and dense foliage
reduce
temperature around the local area and helps to deal with heat
islands that
has become a major issue of current urban settlements. It also
helps to trap
moisture and heat resulting in cooling of the place. Open spaces
acts as a
place of community gathering and increase social cohesion among
residents,
while the children of the locality get the opportunity of playing
outside from
their home. Thus the list could be endless if all the benefits of
open space are
understood properly. Taking into account the importance of green
spaces the
municipality is undertaking a project called the Greencity for
implementing in
our municipality. The DPR has already been completed and once
funding is
available we would start the project in due course of time.
The municipality would also like to reiterate to all concerned
parties to stop
manufacturing of carry-bags/plastic films, which is less than 50
micron; else
the facility will be shut down. Violation of this would be strictly
addressed
with appropriate financial and other punitive action“

Parganas, the municipality is keeping a strict
vigil to ensure that the toilets built are being
used by the beneficiaries. Accordingly
information has been communicated to the
respective ward representatives to report
instances of open defecation even after the
presence of new latrines that were
constructed under the Nirmal Bangla scheme.

that several beneficiaries had to
cancel their allocation of the latrine
due to unavailability of space, since
majority of the toilet less household
was located in densely built slums,
and also in areas where there was
very not much vacant space left.
Keeping in view of this scenario the
municipality will start a new project
of community latrine especially for
the EWS and slum dwellers, where
sufficient space is not available for
the individual latrine model. In case
of the community latrine project
suitable location will be identified
nearby to slums and other similar
areas which could be accessed easily.
Once the project details along with
fund share are finalized municipality
residents will be informed in due
course of time.
Green City Project ______________________________________
This is a mission project which is entirely funded by the
state
government itself with the aim of increasing greening of the city
and
as well to restore the water bodies of the city along with
their
beautification. This project will also address the issue of “Safe
Drive
Save Life” by constructing footpath along selected busy roads
thus
segregating pedestrians from vehicular traffic and hence
reducing
conflicts and accidents while making for more space for the
vehicles
to ply through smoothly and relieve congestion.

Green City Project

Another interesting component of this project would be to create
wifi
zones across the entire municipality in selected zones that will
be
identified in due course of time. This would be part of the
state
government ambition of encouraging e-governance activities and
as
well increase penetration of digital literacy among the residents
of the
municipality.

Kamarhati municipality being located at the northern periphery
of
Kolkata is an significant entry points for millions of migrants
from
surrounding urban and suburban areas. This gives rise to
major
security concerns for the local and state authorities. Hence
to
monitor effectively CCTV cameras will be installed at
strategic
junctions of major roads passing through the municipality, and also
in
other areas with presence of important municipal assets and
vital
infrastructures.

Another important project initiated during the last quarter was
the
Housing for all mission also known as the Pradhanmantri Aawas
Yojana,
with the aim of providing permanent houses to the needy, who
cannot
afford a proper roof over their head. During the initial phase a
total of
300 houses are to be built for the residents of municipality,
selected
strictly according to the criteria which makes them eligible.

This project is ongoing and the first instalment has been released
for 261
beneficiaries out of total of 430 which was scheduled for the
financial
year of 2015-16. Out of these almost 50% of the beneficiaries
has
exhausted their received funds, and demanding the second
instalment.
The municipality is ready to disburse the second instalment as
per
guidelines after sanction is received from MED.

Water Supply__________________________________
This is one of the main focus of the municipality to upgrade the
existing
water supply network of the municipality along with laying of
new
pipelines. The aim is to reduce dependence from ground water
extraction to surface water. This is a AMRUT project being funded
by the
Government of India and state government. The first instalment of
fund
has already been allocated to the municipality and the preparation
of
DPR has already started by KMDA. Once the DPR is finalized it will
go for
submission to the government of India for approval. After
completion of
the required procedure work is expected to start after the Durga
Puja.

Plastic Prophibition________________________
Efforts are ongoing to implement the new policy of prohibiting
plastic
less than 50 micron, hence the --------------“municipality
would
like to request all concerned parties to stop
