SIGN POSTING AFFIDAVIT

I, Steven J. Kochis, being duly sworn, depose and state that:

1. I am over eighteen (18) years of age, and I understand the obligations of making

a statement under oath.

2. I am a Senior Project Engineer for Vanasse Hangen Brustlin, Inc. (“VHB”),

working primarily in the 100 Great Meadow Road, Suite #200, Wethersfield,

Connecticut location.

3. I was responsible for the posting of the "Public Notice Sign" at the subject

property (the “Project Site”; or the “Site”). In accordance with Connecticut Siting

Council ("Council") regulations Section 16-50j-21(a)(3), a sign was posted on

February 5, 2021 (the “Public Notice Sign”). The Public Notice Sign measures four

(4) feet by six (6) feet and was posted at the Site access driveway along Barber Hill

Road in East Windsor. The text of the Public Notice Sign is as set forth in the

Council’s regulations Section 16-50j-21(a)(3) Photographs of the Public Notice

Sign are attached to this Affidavit as Exhibit A.
