DSS Transition Strategy: Discussion and workshop
Indicators of successful DES: Disability employment policies• An increase of people receiving, or entitled to, DSP
accessing DES
• An increase in the number of people receiving DSP declaring income from employment
• A decrease in people accessing services in segregated and congregated settings
• An increase in those transitioning from segregated and congregated settings into DES and open employment
Indicate priority and importance
• “This needs to happen soon” Use the red stickers to indicate an item is a priority to be acted upon now
• “This is very important”Use the orange stickers to indicate an item is very important
Cut Red TapeThought leaders:• Remove requirement for all contacts to be face to
face
• Remove requirement for those on DSP to have an ESAt/JCA to access DES
• A less prescriptive, more principled, approach to Non-Payable Outcomes
• Change requirement for EPPs to updated quarterly to updated by phase
• Remove requirement to leave expired provider assistance codes in EPPs
Government Commissioning and Procurement
Thought leaders:
• A licensed, accredited model with an independent regulator
• Indexation, CPI increase
• Competitive tendering with longer-term contracts
Aligning DES to the NDIS – Person Centered ServicingThought leaders:
• Set Terms of Reference for a review of the DES model…
• Allow concurrent servicing along the ‘continuum’: between DES and ADEs or TTWs
• Better identify who is eligible for DES: review assessment policy and process
• Adopt a more market based approach: no market share, vote with feet
Over to you…
