Drycleaners Bill Passes Minnesota Senate and House
…signed by Governor Dayton and passed!

Spring brings the annual Legislative Sessions
and this year, another flurry of activity. Last
Year (2015), as many of you know, the MCA
Legislative Committee secured $743,000 to be
allocated to our Dry Cleaner Remediation Fund
to alleviate underfunding and over-reaching
expenses to/from the fund. Our goal is to insure
that dry cleaners receive their reimbursements
for required remediation efforts at their sites
faster. At the last minute,
before the funds would be disbursed, we were
required to come back this year (2016) to shore
up language in the Statues regarding “who” can
access the fund and to implement Rules for cost
controls that the Minnesota Pollution Control
Agency (MPCA) must follow in order to make
the Fund more sustainable into the future.

MCA members and non-members:
It’s busy season! Like it or not, along with Minnesota’s
seasons comes wardrobe changes. That’s always good
news for us dry cleaners who can help our customers with
their spring closet cleaning. Don’t forget to reach out to
all your customers to remind them of all the extra’s we
can do in addition to their wardrobe changes –
comforters, blankets, pillows, draperies, area rugs, and
much, much more! We all know that it’s always best to
clean these items before they are stored away for the
summer – but do your customers know this?
Part of our job at the MCA is to help educate dry cleaners
and customers about all the great things that can be done
by cleaning and protecting favorite garments, and
household items. We are constantly seeking new ideas to
get drycleaners together to learn new or best practices, or
to get together to network and have fun. Please join us
for a fun networking event that we are hosting on
Thursday, May 19th
at The Freehouse in Mineapolis. No strings attached! Whether you’re currently a member
or just joining the dry cleaning industry and want to meet
others, please come! We will have hors d’oeuvres and a
cash bar.
Another chance is on June 23rd
, 4:00 PM. We will have
two Real Estate Professionals talking about Lease
Negotiations – something that affects almost all of us!

4 Things to Remember 1. When removing a stain from a satin weave
fabric, work on the back side to avoid
damaging the fabric.
2. If it is necessary to work on the face side due
to the nature of the stain or the garment’s
construction, use a padded brush when
tamping.
3. Do not rub to avoid breaking the floating
yarns.
4. Always flush from the back side of the fabric
when using the steam air gun.

Legislative Update – continued from page 1 The Legislative Committee has been going full speed
ahead in negotiations with the MPCA and with
lobbying efforts with our State Senators and
Representatives. We needed to insure this language
was secured and passed through this session in order
to secure the allocation of funds and to make the
Fund more sustainable for all of our state’s dry
cleaners.
We have reached agreement with the MPCA
regarding Statute language and finished the final
rounds of tweaks to the Rules covering “reasonable
costs and expenses” coming out of the fund. We have
been working diligently with our attorney to insure
that all dry cleaners in the State will retain all of the
liability protections and reimbursement features
provided by the original Statute.
The Senate and House have passed our bill
unanimously. The next stop is the Governor’s desk!
The MCA has spent countless hours over the past
two legislative sessions and has expended a lot of
money on professionals who have helped us get there
(i.e. attorneys and lobbyists). Thank you to the many
dry cleaners that have already sent donations to the
MCA to help us support these actions! If you have
not yet sent your support, we appreciate $100, $250,
or $500 to help us with this important dry cleaner

OSHA's New GHS
Hazard
Communication
Standard OSHA has revised its Hazard Communication Standard (HCS). This is the new Globally Harmonized System (GHS) that modifies the U.S. standard to fit international measures. It applies to your business, and the compliance deadline is June 1, 2016. By that date, businesses that use chemicals must fully comply with their new obligations under the revised HCS. These obligations include:
• Ensuring that all chemical containers are appropriately labeled (GHS labels typically include a signal word, pictogram, hazard statement, and precautionary statement for each hazard class and category);
• Maintaining compliant safety data sheets for each hazardous chemical in the workplace; and
• Appropriately informing and training employees on the hazardous chemicals in their work area.
Many chemical manufacturers have re-issued their Safety Data Sheets and product packaging to comply with the new HCS. For more detailed information about your responsibilities under the new HCS, visit the OSHA website at OSHA.gov. Please check out the links below to access the updated materials and slide into compliance well before June 1.
