Sir,

This is to inform you that pilot work executed by BEL for the State of Karnataka wasfound to be useful. Subsequent to the deliberations and iterations done towards seeding theNPR digitized data into the SECC Database has been formally accepted by the Ministry.Accordingly, the Consortium of CPUSshas been intimated to take up this work independentof the SECCproject. In this connection, I am also enclosing a copy of the minutes of themeeting held on 28th February, 2013 in MoRD which has also been sent to you. The costestimate for this may be submitted by the CPSUsthrough the consortium head and after dueexamination in the MoRD, it would be finalised.

2. Pending the final cost estimation, you are requested to take up and complete thework of data merger for the States of Gujarat, Maharashtra, Goa, Karnataka, Kerala,Lakshadweep, Tamil Nadu, Puducherry, Andhra Pradesh, Orissa, West Bengal, Manipur,Nagaland and New Delhi. Balance 63 Crores of population which is being digitized by NIELETcan be taken up the moment data is received at the respective DCa's office of the respectiveStates in accordance with the time lines mentioned in the minutes of the above referredmeeting.

Minutes of the meeting for Merging NPR with SECC data on 28th February 2013.

The meeting was chaired by the Additional Secretary, MoRD and the agenda was todiscuss on the timelines for the completion of data merger activity of NPR and SECC.

BEL informed that data merger pertaining to the States such as Karnataka, Tamil Nadu,and Kerala & partially Maharashtra has been completed. The balance data mergerpertaining to NPR 57 costal states shall be completed by 31 st March 2013. CPSU alsorequested MoRD for separate meeting with Secretary & Finance Advisor regarding priceescalation in the 1st week of March.

The following decisions were taken after discussions:

• DIT will provide the complete converted data, state-wise by 15 March 2013 andthe mode of providing data would be at the respective DCa office.

(Action: Department of Information & Technology I NIELlT)• RGI office will issue instructions to the DCOs to receive converted data in text

from DIT/NIELIT and share it with the CPSUs.(Action: ORGI)

• SECC data (in *.cvs file), will be handed over to the respective CPSUs by NICafter getting instructions from MoRD. The MoRD would write to all State / UTs toget completion report of all the processes before merging of NPR & SECC data.The data exchange between NIC and CPSU will happen from Bangalore for BEL,from Hyderabad for ECIL and from Palakkad for ITI.

(Action: NIC and MoRD)• BEL informed that after getting the data from DCa office merging process will

require maximum of 45 days. However, the Additional Secretary instructed thatthe data merging process should be completed within 30 days from the date ofreceipt of digitized NPR data from the respective DCa's office (in the requiredformat) and SECC data from NIC.

(Action: ORGI)• The CPSU informed that they require the "For-read statement" from respective

ORGI office to improve the data match percentages. ORGI to provide this in twoweeks time i.e. 15 Mar 2013.

(Action: ORGI)• The merged data should be handed over back to NIC by CPSUs after merger.
