A. Selection and recruitment.
i. Affirmative Action Policy in place(Sum. Attach).ii. Update and submit annually to Employment
Equity Commission.(Compliance Cert. attached)
iii. Women are equally taken up into employment
and encourage to apply for vacant positions.B. Capacity building.
i. Staff Development Fund in place and Councilbudget annually for training and development of

A. Budgets
a) No provision made for budgeting, but Councilwill budget in next financial year.
b) Currently resources of stakeholders are pulledtogether and successes has been achieved.
B. Monitoring and evaluation
a) Police Public Relations committee in placesand meet bi-weekly.
b) During this meeting police and clinics availedstatistics of reported cases to see the progressof activities.

NGO'S responsible for socialdevelopment operates fromMariental and cooperationamongst stakeholders are good.
Community and especially mentake part in gender basecampaigns through committeessuch as Men against Violence ofthe Ministry of Youth.

CHALLENGES
Social Development function of national
government not decentralise to local authority,not mandated to fulfil certain functions.
Municipalities receive no grants from nationalgovernment and generate own funds fordevelopment of town.
Lack of budget and implementation of action planhampers the smooth running of planned activitiesof Council.

LESSONS LEARNED
Staff members and community are aware of gendermainstreaming in Council activities and effects ofgender base violence on community.
Council realise the need to appoint gender focalperson.
Men can see the importance to stop GBV and canbest be utilise in talking to other men.
