The Ocean Observatories Initiative (OOI) is a long-term,

NSF-funded program to provide 25-30 years of sustained

ocean measurements to study climate variability, ocean

circulation and ecosystem dynamics, air-sea exchange,

seafloor processes, and plate-scale geodynamics.

What is Being Procured

• Two classes of instruments:

• Instruments for measuring Dissolved Oxygen (DO2)

• Instruments for measuring Dissolved Nitrate

(NUTNR)

You may propose on either or both

classes of instruments

Basis of Award

• The Offeror whose proposal provides the best value to the

project when price and other factors are considered will be

awarded the contract

• Best Value is defined as an award based on the greatest

overall benefit in response to the requirement

• The two classes of instruments may be awarded to the same

Offeror or may be awarded to two separate Offerors (one

vendor per instrument class)

What are the Critical Calendar Events?

• March 29, 2011: RFP issued

• March 31, 2011: Submit request to participate in virtual

Bidders’ Conference

• April 1, 2011: Virtual Bidder’s Conference

• April 4, 2011: Deadline for submitting questions (questions

may be accepted after this date)

• April 7, 2011: Responses to questions posted

• April 20, 2011 4:00 p.m. EDT (1:00 p.m. PDT): Proposals

due—no proposals accepted after the cutoff date AND

time!

OOI Instruments

• Two classes of water chemistry instruments are required by OOI:

– Dissolved oxygen (DO2) instruments

– Dissolved nitrate (NUTNR) instruments

• These Instruments will be deployed on a variety of fixed platforms,

including seafloor packages and moorings, to measure dissolved

oxygen (O2) and dissolved nitrate (NO3–) in seawater

• The Instruments should be field replaceable units by the users

while at sea and serviceable between deployments in a time-period

of 60 days or fewer

Anticipated Quantities

Instrument deployment depths vary for each instrument series.

Instrument series are defined in Appendix A-1 in RFP Attachments J-2 and J-3.

You may propose on fewer than the complete series of instruments within a Class.

What Do I Need To Submit?

• Section L of the RFP details the required information and format for

your proposal

• The following four volumes are required as part of your proposal

(provide for each instrument class)

– Volume 1 Technical – <20 Page limit maximum>

– Volume 2 Past Performance – <6 Page limit maximum>

– Volume 3 Management – <10 Page limit maximum>

– Volume 4 Cost/Price – <No page number restriction>

• Volume 5 is Optional (only if proposing both classes)

– Volume 5 Integrated Advantages (Optional - <5 Page limit

maximum>)

Volume 1 - TechnicalONLY NON-PRICE/COST INFORMATION IN THIS VOLUME

• Technical Volume: 20-Page limit maximum

• Submit one Technical Volume for each instrument Class you are

proposing to supply (the two Classes are DO2 and NUTNR)

• Fill out Tables L-1 & L-2 with specifications of your proposed DO2

instruments or Tables L-5 & L-6 for NUTNR instruments and include

the tables in the Technical Volume of your proposal (tables do not

count towards page limit)

– Tables L-1 & L-2 are in Attachment J-7 for DO2

– Tables L-5 & L-6 are in Attachment J-8 for NUTNR

• Fill in the Parameter Value by Series columns with the parameters of

the instruments you are proposing

• Meeting threshold specifications is much more important than

attaining objective specifications

• Substantiation column should include details that substantiate the

information provided in each parameter. You can provide links to

external documents and websites.

• Explicitly state your approach to biofouling mitigation

• Ensure that the model numbers are the same as those provided in

the tables in the RFP, Section B

• Use a legible 12-point font and put page numbers on each page

• Remember the Cost and Non-Cost evaluation factors are evaluated

separately

• OL desires to make the award without discussion - Following

Section L should lead to a quicker award

Volume 2 – Past PerformanceONLY NON-PRICE/COST INFORMATION IN THIS VOLUME

• Past Performance Volume: 6-Page limit maximum

• The Offeror should provide three contacts who have received similar

DO2 and NUTNR instruments within the past three years (use Table

L-4 to provide reference details)

– Verify contact information, including phone number, for all respondents

and verify for each their willingness and ability to respond (no surprises)

• References to the size and dollar value of previous efforts is required

• Provide descriptions of how previous projects relate to the OOI

acquisition and provide information on any problems encountered and

their resolution

• Management Volume: 10-Page limit maximum

• Project Management and Communications Document (fewer than 5

pages)

– Roles and responsibilities of the points of contact

– Specific reports and other communications

• List and explain ordering procedures that OL and the Procuring

Organizations need to follow to facilitate efficient order fulfillment

• Scheduling information and ordering procedures

Volume 4 – Cost/PriceCOST/PRICE IN THIS VOLUME

• Cost/Price Proposal: No Page Limit

• Provide the prices for the Items and Services offered to meet the

requirements

• Explicitly state discounts provided

• Provide a complete list of no-cost options that are available

• Provide links to product descriptions so we can identify specifically

what is being offered for the proposed price

• Cost evaluation will be done separately team from the Technical,

Past Performance, and Management evaluations

Requested Topics for Discussion Today

1. Does the ceiling price include future servicing and calibration, etc?

A. The ceiling price is all of the funding in the budget for this procurement.

2. Tables B1-B4. Where do these go in the proposal (Volumes 1-5)?

A. They go in Volume 4, Cost.

3.Where are certifications such as K.2 Taxpayer Identification/K.3

Certification/+signatures (p. K-5, K-7), to be included in the proposal?

A. They should be included as attachments to the cover letter.

4. Are separate proposals required for DO2 and NUTNR ?

A. Separate versions of Volumes 1 - 4 are required.

5. Do we specifically have to address each specification (e.g. in J-3 - PCO2-001, etc)?

A. Each specification in the tables must be addressed in the tables. When a specification is not

met reference information should be included in the substantiation column with any

additional information included in the technical volume.
