1.0 INTRODUCTION & SUMMARY
Introduction
This report explains the technical and structural work involved in the demolition of the former
Loughborough Hospital on Baxter Gate in Loughborough. It outlines the recommendations that have been made by a specialist Structural Engineer and provides a draft Demolition
Method Statement.
The Hospital building comprises a part 3-storey and part 4-storey structure constructed of
brick with concrete, and in some areas timber floors with glazed infill panels to the external elevations. The building is to be demolished in its entirety leaving ground floor slabs and
foundations in place.
Outbuildings to the rear of the adjacent listed building at No 54 Baxter Gate are also proposed to be demolished. However, the primary part of the demolition process relates to the main
Hospital building and the remainder of this document focuses upon those works. Section 4
explains the remedial work that is proposed for No 54 Baxter Gate.
Summary of Demolition Works
In summary, the enabling and demolition project consists of erecting demolition protection
scaffolding fully enclosed with monaflex and with protection fans to the north, east and west elevations and demolition of superstructure elements of the Hospital. Suitably approved
demolition material would be crushed and retained on site. The east and west elevation scaffolding will provide protection to the adjacent properties.
Demolition will be top down utilising mini excavators to reduce the structure in height down to third floor slab level. This will include the careful removal of the high level lift motor rooms
and external cornice detail.
Upon completion of demolition of the roof and third floor the remaining structure will be demolished down to the top of the ground floor slab utilising traditional demolition methods
with high reach excavators located at the rear and to the front of the structure.
The site will be accessed from the rear through existing access gates, following discussion
with the adjacent Health Centre. Existing site boundaries will be retained for the duration of the demolition contract.
All neighbouring properties will be notified in advance of pending demolition.
There are known asbestos containing materials in underground ducts located within the ground floor slab of the Hospital building, which will be removed by a licensed asbestos
contractor, under current asbestos removal legislation. Further investigations are to be carried out after demolition of the structure.

2.0 STRUCTURAL ENGINEER’S RECOMMENDATIONS
Ridge and Partners attended a site meeting with a specialist Structural Consulting Engineer on
7 July 2011 to obtain their specialist advice regarding the demolition of the structure.
The inspection focused on the structural aspects of the building. No breaking out of the
finishes, lifting of carpet or material sampling/testing was carried out. Drains and services were not inspected or tested.
The main Hospital building is a part 3 storey / part 4 storey brick structure, some of which
dates back to the early 1860s. It has been unoccupied for the past seven years and is now in a derelict state. There is also some evidence of vandalism.
The roof and the floors are robust and are of brick/concrete construction. The building lends itself well to demolition as it is on the whole brick built and, although massive, can be broken
down readily.
As the building is structurally robust (with the exception of a few ragged edges resulting from
vandalism) it will be able to support the weight of two or three bobcat machines. There are inherent dangers of dropping large sections of wall or floor on the floors below. Demolition
encompassing a ‘nibbling’ style, thereby keeping the dynamic forces of dropped material to a minimum, is therefore preferable.
Consideration has been given to a full pre demolition condition survey of the listed building at No 54 Baxter Gate, to the east. The Structural Engineers have recommended that all
interested parties should witness and agree the survey findings as close as possible to the demolition commencement date. They have also suggested that a less detailed photographic
record of the highways immediately adjacent to the Hospital site and the commercial properties to the west be carried out prior to commencement of the works.
The Structural Engineers have drawn attention to the need for care to be taken when demolishing the central stair walls within the Hospital building. As is common for buildings of
this period, the stairs are made from heavy stone treads that interlock and cantilever out from their supporting wall (see photo 10 below). This cantilever is made possible by the clamping
force from the dead weight of the walls above. The demolition contractor will be made aware
of this aspect of the structure to ensure that an allowance is made for the release of the stair treads when walls above are being removed.

3.0 DRAFT DEMOLITION METHOD STATEMENT
Ridge and Partners attended a site meeting with a specialist Demolition Contractor on 7 July
2011 to obtain their specialist advice regarding the demolition of the structure.
The draft Demolition Method Statement below has been prepared in conjunction with the
Demolition Contractor and is in accordance with all current legislation.
In determining the proposed methodology to be employed on this project, due consideration has been given to the associated environmental aspects and safety risks relating to the
adjacent listed buildings, other neighbouring properties, public footpaths, highways and the general location of the site.
At the earliest opportunity a pre demolition survey will be carried out on the structure to be demolished to establish the integrity of the structure and confirm the method of demolition to
be utilised. The findings of the survey will be included within a final site specific Method Statement and Risk Assessments.
Structure to be Demolished
The former Hospital is to be demolished in its entirety leaving ground floor slabs and foundations in place. The structure to be demolished will be indicated on the demolition
phase site plans.
A Site Waste Management Plan will be produced and materials will be graded into their
respective types in order to minimise the amount of material forwarded to landfill. Suitably approved demolition material will be crushed and retained on site, being used to fill existing
basements exposed during the demolition works and for future construction works.
Potential Hazards
Asbestos A targeted Refurbishment and Demolition Asbestos Survey has been undertaken by a UKAS
Accredited Surveyor. This confirms the presence of Asbestos Containing Materials in the
underground ducts located in the ground floor slab and of the Hospital.
The survey will be made available to the Demolition Contractor to enable adequate Health and Safety arrangements to be made for their containment during the demolition phase. The
Demolition Contractor will ensure that ducts are sealed for the duration of the demolition project.
A fully contained asbestos removal programme will be undertaken by a licensed specialist contractor considering and in accordance with all current legislation on completion of the
demolition works.
Services Termination Existing services entering the site have been terminated by others. Clarification of when and
where the services were terminated will be investigated and marked on site plans to ensure all site operatives are aware of the termination point. Existing services drawings will be
included within the Pre Construction Phase Health and Safety Plan.
All services are to be treated as Live until written confirmation of termination is received. If in
doubt, contact will be made with the service provider in order to clarify the status.

Off-site traffic movements, vehicle movements will be strictly controlled to coincide with off
peak traffic and suitable traffic routes utilised in order to ensure the least disruption to local residents and traffic for the duration of the demolition project. Site Security and Control of Access / Egress
The access gates will be clearly identified and signs with Site Manager’s name and contact telephone number erected. All Access/Egress points will be made secure and locked with a
padlock and chain when not in use.
Access Controls within the Demolition Zone
All visitors to the site will be required to report to the Site Office to sign the Visitors Log Book
and undergo a Visitor Safety Induction should they be proceeding past the reception area. All visitors will wear Personnel Protective Equipment (PPE) consisting of Safety Helmets, High
Visibility Vest, Safety Glasses and Safety Footwear at all times when outside the confines of the welfare unit/reception area.
Unauthorised access will be prevented by ensuring all access points and fencing are checked daily and made secure where necessary. Any breaches of the hoarding will be recorded in the
Site Health, Safety & Environmental Diary.
Buildings will be checked for the presence of unauthorised personnel prior to starting
hand/mechanical demolition works at the beginning of each working day, following breaks and at the end of each working day. These checks will be recorded in the Site Health, Safety
& Environmental Diary.
Protection of Workforce
All Site Operatives and Sub-Contractors will receive an induction with respect to the following
Safety aspects of the Project:
• General site safety, including Emergency Procedures, hazards present on site and
location of any ACMs (Asbestos Containing Materials) and other hazardous materials.
• The contents of the site specific Method Statement.
Every operative entering and leaving the site will sign the site specific Site Attendance Register which will be located within the Site Office.
Personnel Protective Equipment (PPE) consisting of Safety Helmets, High Visibility Vest and
Safety Footwear will be worn at all times when outside the confines of the welfare unit/reception area. Gloves, Safety Goggles/Glasses, Ear Defenders, Half Face Respirators
(Dust Mask) and Safety Harnesses will be worn when necessary, as identified by relevant Risk
Assessments.
All Employees and Contractors will be made aware of the contents of the company Health and Safety Policy and specific Method Statement, copies of which will be available for inspection in
the Site Office.
The Control of Hot Working
Additional controls will be implemented during tasks which require “Hot Working” which can
be categorised as any work which will generate heat or sparks during a cutting operation. These controls are summarised below:

Permits to work will be required for all hot cutting/burning operations; these permits will
require the authorisation of the client or main contactor (where the company is not Principal Contractor).
The immediate area in which the operation is to be carried out is to be adequately segregated
from all other work being carried out. This will include the use of metal sheets and or fire
retardant material.
The area will be cleaned and free from combustible materials before the task is undertaken. Where this is not practical combustible items will be liberally covered with sand or other
incombustible material.
Where work is being carried out in an enclosed area an additional employee will be posted at
all times during the task to guard against the outbreak of fire.
Suitable fire extinguishers (numbers and size) or hoses connected and tested will be placed in the immediate area in readiness should a fire breakout.
Prior to the burning of metallic objects which project through walls and openings a thorough examination will be made on the other sides of walls and openings to ensure that no
combustible material is in danger of ignition either directly or by conducted heat.
A thorough examination will be made in the vicinity of the operations approximately one hour
after the termination of each burning task.
Neighbours
The Demolition Contractor will sign up to the Considerate Constructors Scheme (CSC), which will give any complainant a forum in which to voice concerns.
The Contractor will abide by any ruling the CCS may enforce, but it is envisaged that any complaints would be dealt with by the Site Manager in a quick and efficient manner.
Neighbouring residents and local businesses (including the Health Centre to the rear of the
site) will receive a letter informing them in advance of the commencement and completion
date of the demolition project. The letter will provide them with a contact number should they have any concerns, and the complaints procedure along with the CCS contact details.
Protection of Members of the General Public
The existing hoarding located in Baxter Gate will be maintained for the duration of demolition
with suitable signage warning of demolition works in progress erected along the site
boundary.
The Access and Egress points will be clearly signed to warn pedestrians and road users of vehicles operating from the site.
All access points into the Demolition Zone will be locked at all times when not in use.
When working in the close proximity to Public Footpaths/highways and during site deliveries banks man will be positioned at suitable locations to control the access of vehicles or
pedestrians.

Noise and Dust
Appropriate control measures will be employed to mitigate the impacts arising from the
production of noise, dust, vibration and waste arisings.
Wherever possible, noisy operations will be avoided by using alternative means. Dust
suppression measures will be employed throughout the mechanical deconstruction works.
Emergency Arrangements
The procedure in the event of Fire will be displayed in both the Welfare Area and Site Office and a Fire Point located in the vicinity of the Welfare Area/Site Office. The Fire Point will
consist of Water and Foam Fire Extinguishers and Audible Fire Alarm.
The procedure in the event of an Accident will be displayed in both the Welfare Area and Site
Office, a fully stocked First Aid Kit being located in the Site Office and at least one First Aider will be on site at all times. The location of the First Aid Kit and the name of the First Aider(s)
will be displayed in both the Welfare Area and Site Office.
The details, location and telephone numbers of the nearest A & E Department will be
displayed on the Site Office notice board.
Suitable Emergency Assembly Points will be located around the site and indicated with
appropriate signage. The location of these will be indicated on the Site Plan.
Emergency contact telephone numbers will be available within the Site Office and displayed on the site boundary.
An emergency Spill Kit will be located in the Site Office for use in the event of an oil/fuel
spillage. Any spillages will be reported to Head Office.
Accident/Incident Reporting
The Accident/Incident Reporting Procedure will be displayed in both the Welfare Area and Site
Office and the BI 510 Accident Book will be located in the Site Office.
Site operatives, visitors and contractors will report all accidents, incidents and near misses.
Accidents, incidents and dangerous occurrences which require reporting under RIDDOR will be
reported to the HSE by the Health, Safety & Environmental Manager.
Site Setup, Welfare Area & Site Office
The Site Welfare Area will be located within the Site Compound. Where possible the Welfare
Area and Site Office will be located away from Demolition Zone and adjacent to the main site entrance in order establish a reception area from where access to the site can be controlled.
Access to the main Demolition Zone from the reception area will be restricted by Heras
fencing.
The location of the Welfare Area and Site Office will be indicated on the Site Plan.
Welfare for site will consist of a canteen with sink, hot and cold running water, a seated eating area, microwave, a kettle for boiling water and a separate drying room. Soap and hand
towels will be provided.

Toilet facilities will consist of a two in one unit for use by male, female site operatives and
visitors, unit will plumbed into existing foul drainage system when possible or collected in a holding tank.
Existing water supply to the structure(s) will be utilised to supply the on-site welfare facilities.
A silenced diesel generator will provide power for welfare and site use.
Bunded fuel storage bowser will provide fuel for the site and will be located away from any existing drainage.
The following information will be on display in the Welfare Area and Site Office:
• F10 Notification of project to the Health & Safety Executive as required by the
Construction Design & Management Regulations 2007. • Section 80/81 Notification to local authority of project as required by the Building Act
1984 Notice of Demolition.
• Company Health & Safety Policy Statement.
• Insurance Certificates.
• Registered Waste Carriers Certificate.
• Crusher Permit (where required).
• Emergency Procedures and contact numbers.
• Accident Reporting Procedure.
• Plan of existing services.
• Site Plan.
Traffic Management
Discussions are to be held with the Health Centre to the rear of the Hospital site to agree access and egress requirements during the demolition works.
Suitable traffic and pedestrian warning signs will be positioned on the approach to the site
Access/Egress. All access points will be locked with padlock and chain when not in use.
The site speed limit will be 5mph.
Traffic/pedestrian routes will be indicated on the Site Plan.
SCOPE AND SEQUENCE OF DEMOLITION WORKS
PHASE 1: Enabling Works
� Liaise with the Local Authority regarding arrangements and access for works to be
undertaken.
� Carry out pre demolition survey of Hospital prior to demolition and prepare Site Specific
Method Statement based on its findings.
� Carry out Pre Demolition & Refurbishment Asbestos Survey.
� Site establishment.
� Registration of Hazardous Waste Site.
� Locate and mark up existing services termination points, also those that are to remain.
Collection of hazardous waste materials (non-asbestos).
� Decommissioning of refrigeration units, air conditioning units and fuel lines and tanks.

� Confirmation of termination of existing services completed by others.
� Existing site hoarding and boundaries are to remain in place for the duration of demolition.
� Erect scaffolding, crash decks and protection fans to the north, east and west elevations.
� Secure site and form safe passage to working area and compound.
� Erect Heras fencing to segregate the Demolition Zone from site compound and to provide
safe access into site.
PHASE 2: Soft Strip and Preparation of Structure for Demolition
� Carry out needle sweep of building.
� Clear loose debris from within the structure.
� Initial Soft Strip (minimal as previously soft stripped by others).
� Primary Soft Strip of all non-structural fixtures and fittings (minimal).
� Segregation of soft strip materials for recycling and disposal.
PHASE 3: Demolition of Superstructure
This will involve progressive demolition of superstructure utilising mini excavators to remove the roof structure, external cornice, parapet walls and main structure down to third floor slab
level.
Remaining demolition will be carried out utilising high reach demolition equipment
commencing from the rear of the structure working in a northerly direction towards the front elevation carefully removing walls, columns and floors one bay at a time removing demolition
arisings as works progress so as not to over load remaining floors.
The above process will continue until all of the structure has been demolished. Arisings will then be processed through the on-site mobile crushing plant.
Ground floor slabs and foundations are to remain in place. Remaining asbestos containing materials are to be further investigated and removed under separate instruction from client.
Following completion of demolition works, clear site and demobilise.
METHOD OF WORKS
PHASE 1
Registration of site with the Environment Agency (EA)
It is now a legal requirement under The Hazardous Waste Regulations 2005 that all sites producing hazardous waste must register their premises with the EA.
The Demolition Contractor will register the site with the EA, who will issue a unique Premises
Code which will be entered onto the Hazardous Waste Consignment Note which will
accompany each load of hazardous waste leaving the site.

PHASE 2
Initial Soft Strip
Operatives tasked with carrying out soft stripping will work in teams of not less than two
operatives at any one time.
Temporary back ground and task lighting consisting of 110v transformers and tripod spot
lights will be positioned on stairwells, access routes and through out the structure to be soft stripped, where required.
Loose contents from within the structure, including furniture, appliances, loose waste etc. will
be removed by hand in a controlled manner and arisings managed in accordance with the Site
Waste Management Plan.
The structure floors are to be cleared of general waste and debris prior to demolition.
Primary Soft Strip
Soft strip will commence on the ground floor. This will allow early demolition to commence.
Soft strip materials will be removed via the rear of the structure.
Utilising hand tools none structural and loose fittings and fixtures of buildings will be removed
in readiness for demolition to include doors, door frames, skirting, suspended ceilings, floor coverings and plasterboard timber partitions.
Heavily constructed items such as heating systems and refrigeration units will not be removed
by hand. After completion of decommissioning, by others, heavy items will be processed utilising demolition excavators.
Fluorescent light tubes will be collected as soft strip progresses and stored within a designated secure and signed location for later collection and disposal from site by a specialist
waste licensed contractor.
Existing windows will be left in-situ within the structures to be processed by demolition
excavators in order to remove the risk of accidental cuts.
Where access at or above ceiling level is required this will be achieved utilising either an Access Tower or a MEWP, dependent upon height and suitable access.
Soft strip materials will be removed from the structure in a controlled manner, placed into the
appropriate 40 yard waste bin/stockpile and managed in accordance with the Site Waste
Management Plan.
Soft strip materials will be segregated at site level. There will be separate waste bins for general waste such as insulation material, plastics, bins for clean and dirty wood and metal
bins.
Existing access doors into the structure will be maintained during the soft strip process to
enable the structure to be made secure at the end of each working shift.

PHASE 3
Mechanical deconstruction of superstructure
At no time during the mechanical demolition process will operatives be working in the vicinity
of the demolition excavators or structure being demolished. Hand picking of demolition debris
if required will be carried out upon completion of mechanical demolition.
Water sprays will be utilised within the demolition zone to suppress dust during the deconstruction works.
Mechanical Demolition of Ground to Second Floor Level (roof and third floor removed
by mini excavators)
Utilising a 360° Tracked Excavator with a hydraulic pulveriser attachment rather than a
percussive attachment (in order to reduce noise and dust emissions) deconstruction of the structure will be top down removing timber/steel/concrete roof structures for processing and
recycling.
The demolition will be carried out in accordance with the NFDC Guidance bay by bay in a
methodical manner ensuring the building is stepped back and the floors are progressively cleared to prevent overloading. The structural integrity of the building will be maintained at all
times.
Utilising 360° Excavator with demolition attachment, deconstruction of the structure will
commence working progressively into the structure munching away at individual concrete slabs. The cross beams will then be removed followed by the pillars. The brick and concrete
walls will be broken out and allowed to carefully drop onto the lower floors within the footprint of the building.
The sequence will be detailed on a site plan and communicated to all staff.
A second 360° Excavator will assist the front line machine processing and managing the demolition arisings as they are produced. Steel elements will be mechanically cut with a
hydraulic shear attachment and lowered to ground floor level in a controlled manner and then
processed and placed into segregated stockpiles in preparation for loading into the appropriate 40 yard waste bins for management in accordance with the Site Waste
Management Plan.
Where required water sprays will be utilised within the demolition zone to suppress dust during the deconstruction works. The water supply is not left running when not in use.
The building will be demolished down to the top of ground floor slab level. A Site Waste Management Plan would be produced and materials would be graded into their respective
types in order to minimise the amount of material forwarded to landfill. Suitably approved demolition material would be crushed and retained on site, being used to fill existing
basements exposed during the demolition works and for future construction works
Demolition to Rear Outbuildings of Listed Property
The demolition of the outbuildings to the rear of the listed property at No 54 Baxter Gate,
which are modern additions, will comprise all of the standard procedures noted in the Demolition Methodology for the main Hospital building referred to above, together with
careful, possibly hand demolition, where the buildings are connected to the original listed
structure.

4.0 DEMOLITION AND REMEDIAL WORKS FOR LISTED BUILDING
Proposals for the demolition of the outbuildings to the rear of the listed property at No 54 Baxter Gate are referred to in the previous section of this statement.
Consideration has been given to a full pre demolition condition survey of the listed property.
As noted earlier in this report, it is proposed that all interested parties should witness and
agree the survey findings as close as possible to the demolition commencement date.
Side Elevation
When the main Hospital building has been demolished the side elevation of the listed building will be exposed. However, as previously mentioned, it is not expected that there will be any
mechanical or structural connections.
Works are likely to include making good and pointing to the structure, weatherproofing the
building as required together with robust security measures which will comprise mechanically fixed timber framing to openings, covered with sheet plywood and a further layer of sheet
metal.
Rear Elevation
Upon completion of the demolition of the outbuildings to the rear of the listed building, the
works will comprise those described above for the side elevation.
