DEFEATING THE POLITICS OF POLARISATION
IMPAR welcomed and supported Uttar Pradesh Population (control, stabilization, and
welfare) Bill 2021 and stated the reasons for supporting the Bill.
Impar lauds the role of the Muslim community organizations who have displayed tremendous patience
and acted wisely in recent years in the face of provocative acts and statements of right-wing fringe
elements and some of the State Governments alike. The glaring example being the recent attempt of the
UP Government in introducing the Population Control Bill so close to the elections, expecting fierce
opposition by the Muslim community and in the process hoped to polarise elections and benefit? To its
greatest dismay and frustration, the opposite happened. Almost entire Muslim leadership either
welcomed it or opposed it on facts and logic. This is quite a departure from the community’s earlier
approach, where, incited by the shortsighted clergy or self-styled political leaders, it necessarily reacted
to almost every issue with emotional outbursts, provoking statements, or street agitation. And in the
process, it strengthened the very same parties and ideologies it wished to defeat. In the context of the
Population Bill, by opposing, we could certainly not have stopped it, but only helped certain parties
harvest the political crop of polarisation at election times. Good that almost all Muslim groups chose to
support it. The political purpose, if any, of bringing this legislation at election times gets defeated. Let me
share an example of how the media works as a spoon in the game. Yesterday one right-wing supporter
channel asked for an IMPAR panelist. We suggested one name. The anchor asked if he kept a beard, we
told him no. He asked if he would oppose or support the Population Bill? We replied, support. He
regretted it. But before that asked for the suggestion of the name of a Maulana who could oppose it?
Therefore in our wisdom what all Muslim organizations have done this time is commendable. By
supporting this Bill publicly, many risked being termed Yogi supporters. But still, they acted wisely. I
Hope, the community will respond to all such related issues in the future too with due wisdom and
caution and thus help defeat the Politics of Polarisation.

IMPAR files FIR with Crime Branch, Delhi Police, National Commission on Minorities, and Delhi
Commission on Minorities for Unlawful Gathering and Provocative Speeches against Muslims on
August 9, 2021, New Delhi
On August 8, 2021, some anti-social elements gathered at Delhi's Jantar Mantar, reportedly without due
permission, and made abusive religious comments against Muslims, and vociferously sloganeered, and
made a video of the incident and circulated the same on social media, IMPAR mentioned these in its
complaint with Delhi Police. IMPAR also wrote to the National Commission for Minorities as well as Delhi
Minorities Commission on August 9, 2021, demanding strict action under various sections of the IPC
against these anti-social and anti-national forces and for their immediate arrest. Such elements want to
disturb communal harmony and want to spread anarchy in the country.
In the states adjoining Delhi, elections are soon due, hence, some forces in an attempt to take political
advantage are spreading such a kind of communal discord. Indian Muslims need not fear such empty
words. IMPAR would fight against the forces that want to break the social fabric of the nation. Don't be
distracted and don't get provoked. All such attempts would be dealt with appropriate legal actions.

Let me congratulate the community members and various organizations for keeping patience and
initiating timely action in filing complaints with Delhi Police and representing various authorities for
action against the hate mongers and provocateurs. IMPAR, like many other organizations, also acted on
this with complaints to Delhi Police, NCM, and DCM. This is indeed a welcome change in the community’s
approach. Instead of statements and street agitations, there is action now. Six culprits are arrested in
late-night raids by Delhi Police.

MEETINGS:
IMPAR State and Regional Coordinators Meeting
On July 19, 2021 a meeting was held with the state and regional coordinators with the following Agenda
1. Sanitization
2. Plantation drive
3. Documentation
4. Creating a Monitoring, Research, and Response system
5. Organizational development includes two following sub-points
-Setting up District Level Community Development Center
-Setting up Community Information Center on District/Block Level
Began with briefing the role and functions that can be done by State Councils. The main points included:
Engaging with the Key Stakeholders (connecting with the Govt. authorities for the better
implementation of the scheduled program).
Accentuated on the activities that can empower economically.
More focus on monitoring, research, and response strategy.
Various workshops are to be held to generate program awareness.
Religious Discrimination under Article 341 (3) -The Way Forward to Resolution
On Aug 10, 2021, IMPAR organized a program to discuss the
issue of “Religious Discrimination under Article 341 (3)- The
Way Forward to Resolution.” The session was moderated by Dr.
Anis Ansari (Retd. IAS 1973 Batch), former Addl. Chief
Secretary, UP Government.
The Presidential Order was issued on this date in 1950,
changing Article 341 Clause 3, which made reservations for
Scheduled Castes exclusive to Hindus. Muslims and other
religious minorities were thrown out of the ambit of SC
reservation, which was till then available to all communities
based on caste and profession, irrespective of religion.
However, Sikhs and Buddhists were later included in the years
1956 and 1990. This ensured that the same Muslim castes were
excluded from 22.5% of jobs, education, economic and social
schemes, and even political posts and constituencies, reserved
for SC/ST, based purely on the religious criterion. The economic
loss to the community on this count is estimated to be greater
than possibly all other negative developments put together in
the past 70 years. It was concluded in the meeting that IMPAR
would carry forward the agenda of Religious Discrimination
that has placed a large chunk of the Muslim community at bay
and resulted in the formation of their backwardness.
COMMUNICATION WITH THE GOVERNMENT/ORGANIZATION
A letter was written to the Education Minister of India, Honorable Mr. Dharmendra Pradhan, requesting
him on behalf of the parents of the Indian students for granting them a test center in Riyadh/Jeddah for
the examinations conducted by MoE, India at Saudi Arabia -as over 1000 students are seeking to appear
in the tests conducted by the MoE, India-. Given the strategic relations between and RSA, and also the
families affected, it is requested to kindly consider this very genuine request.

IMPAR FIELD ACTIVITIES: Plantation and Green Environment
From July 5-July 14, 2021, IMPAR’s Plantation Drive was organized on the eve of Van Mahotsav, which
later gained momentum. IMPAR District Councils across the country took up the responsibility to save
the environment for future generations. At the event of Van Mahotsav, IMPAR also distributed certificates
to the participants to keep them motivated for the cause.
Awards and Recognition for Plantation Activity
When IMPAR organized a plantation drive as a part of the Van Mahotsav celebration, it got interesting
when we made it into a competition for our coordinators to plant more trees. We are happy to announce
the results:
1. Our most active and senior, Regional Coordinator of Bundelkhand, Col Zahid Ullah Siddiquie turned
out to be the winner of the drive with the planting of more than 5000 trees.
2. Young and educationist District Coordinator of Muzaffarnagar Mr. Gufran Azad is the runner up for
planting 3000 plus trees.
3. District Coordinator of Bijnor Mr. Asif Muttaqui with members in the city planted more than 700
trees, obtained from the government nursery and that makes him the winner of 3rd spot.
4. Active participation was noticed from Mr. Faiz Alam with Bareilly district council and Mr. Haider
Imam with Bokaro district council. A little effort also matters, and both coordinators always show a
prompt response for any drive.

Sanitization Drive
On July 19, 2021, IMPAR organized a sanitization
drive in Delhi, on the occasion of Eid-ul-Azha to
keep the places clean and hygienic from the wastes
of Qurbani
Cold Water for Drinking
On July 22, 2021, cold water for drinking was being served at Jama Masjid, Rohini sector 16, Delhi by
IMPAR by its Outreach Lead Mohd. Shan for common masses to quench their thirst amid the rising
temperatures. Again on July 30, 2021, cold water for drinking was being availed at Moti Masjid,
Connaught Place, Delhi.

IMPAR Delegation met I G Prison, Lucknow
On July 29, 2021, a delegation of IMPAR met I G
Prison at Prison Office Headquarters in Lucknow to
pursue the legal responsibility of releasing
pregnant women or old age prisoners lodged in
different jails across Uttar Pradesh. IG Prisons Mr.
Anand Kumar deeply appreciated this initiative of
IMPAR. Mohammad Shameem, Sheeba Mushahi,
and Sabiha Ahmad were those who represented
IMPAR.

Health and Hygiene
On July 30, 2021 an initiative was taken by Dr.
Ehsan Shaikh -Member of IMPAR’s Doctors Team-,
at Shaikh Polyclinic and Imad Nursing Home to
medically assist the persons in need. He and his
team successfully organized routine health check-
up camps at various places in Mahad, Maharashtra
to check the health status of the flood-inflicted
people.
ADVISORIES ISSUED: Advisory for Eid-ul-Azha
On July 12, 2021, Eid-ul-Azha Guidelines were
issued on behalf of IMPAR to ensure safety and
avoid the layover of the 3rd wave of Covid-19.
EVENTS:
Monthly Meeting and Report Launch
On July 11, 2021, IMPAR monthly meeting and report launch event was successfully conducted on the
Zoom platform which also marked its 15th month in serving the community on the National level.
Interactive Session
On 30 July 2021, IMPAR successfully conducted an
interactive webinar with Dr. Khwaja Iftikhar Ahmed
discussing his book The Meeting of Minds- A
Bridging Initiative. Simultaneously, other problems
persisting in the Muslim community were also
discussed under its knowledge dialogue series. Dr.
Khwaja Iftekhar Ahmed is a leading journalist who has
represented the country at various international
summits on peace initiatives. He has the unique
distinction of serving under two prime ministers -PV
Narasimha Rao, and Atal Bihari Vajpayee-. Mr. Ahmed
is the founder/convenor of many interfaith dialogues
and conclaves.
Dr. Khwaja Iftekhar Ahmed has authored many books
so far, and The Meeting of Minds- A Bridging Initiative
is his twelfth one. The foreword has been written by
Dr. Karan Singh, and it was released on 4th July at the
hands of Shri Mohan Bhagwat, the Chief of RSS. In this
book, the author has expressed his views and ideas in
bringing harmony in relations between Hindus and
Muslims in India.
Knowledge Dialogue Series
On 2 August 2021, IMPAR under its Knowledge
Dialogue Series, hosted an interactive webinar on
the theme “Current Socio-Political Situation of
Indian Muslims and the Way Forward”, with Shri KC
Tyagi, a former honorable member of the Rajya
Sabha and presently Chief General Secretary, and
National Spokesperson of Janta Dal (United).
ORGANIZATIONAL ACTIVITIES:
Information Centre in Muzaffarnagar, Uttar Pradesh
On July 29, 2021, IMPAR successfully established
Its first Information Centre in Muzaffarnagar,
Uttar Pradesh. Thereby making it a point of
contact for the community to avail facilitation and
awareness about IMPAR’s Agenda and Reforms.
Education Coordination Program
On July 27, 2021, IMPAR under its Education
Coordination Program provided information about
scholarships and educational loans to the
community members for their betterment by
aligning them with various government schemes
and programs
Employment Awareness Program
On 27 July 2021, IMPAR under its Employment
Awareness Program highlighted the government
opportunities with the community to connect them
for employment support. The scheme also aimed to
benefit the people who wanted to start their own
small businesses.
IMPAR FIELD EXPANSION
IMPAR welcomed the newly appointed State and District Coordinators during the month of July 2021.
SOCIAL AND DIGITAL MEDIA:
World Youth Skills Day
On 15 July 2021, IMPAR celebrated World Youth Skills
Day in an effort to make the youth self-reliant by organizing
various skill development programs and continuing to
inspire youth to be at the forefront of change, leadership,
and entrepreneurship.
Eid-ul-Azha
On July 21, 2021, IMPAR wished for peace and prosperity on the
occasion of Eid-ul-Azha and committed to keeping the environment clean while
respecting the views of other communities.
National Flag Adoption Day
On 22 July 2021, i.e. on National Flag adoption day, IMPAR proclaimed the essence of secularism and cultural diversity on which the country was built.
Remembering Hakim Abdul Hameed Sb
On July 23, 2021, IMPAR remembered Hakim Abdul Hameed Sb on his 20th death anniversary for his valuable contributions in the field of Unani Medicine and Philanthropy.
Remembering Chandra Shekhar Azad
On July 23, 2021, IMPAR remembered the significant contribution of Chandra Shekhar Azad to the Indian Freedom Struggle on his birth anniversary.

World Nature Conservation Day

Congratulation Message to Lovlina Borgohain
On August 4, 2021, IMPAR
commended Lovlina Borgohain for her bronze medal in the women's welterweight (64-
69kg) boxing event at the 2021 Tokyo Olympics. Lovlina
Borgohain became the third Indian boxer (after Vijendra Singh and MC Mary Kom) to earn an Olympic medal with
this historic performance
Congratulation Message to the Indian Men's Hockey Team
On August 5, 2021, IMPAR
recognized the Indian men's hockey team's outstanding performance and joined the
nation in congratulating the team on winning the Bronze Medal at
the Tokyo Olympics, a proud moment for which the nation had patiently waited for 41 years, and
IMPAR shares its joy and felicitations with all the
countrymen.

On August 7, 2021, IMPAR
congratulated Neeraj Chopra on making India proud by being the
first Indian to win an Olympic gold medal in athletics.
IMPAR celebrated National Handloom Day 2021
On August 7, 2021, IMPAR celebrated National Handloom Day with a message quoted as; “To quote Mahatma Gandhi, " I do regard spinning and weaving as a necessary part of any national system of education." IMPAR draws a lesson from Gandhiji's words to pay tribute and recognition of the skill of the weavers across the country on National Handloom Day. These craftsmen have tirelessly showcased the rich legacy of handloom that has always been an integral part of the identity of India and Indians.
On National Handloom Day, we at IMPAR would like to draw the attention of all towards the plightof weavers who are languishing in neglect and facing socio-economic hardships even though the handloom industry had been given encouragement and support by the government agencies in the past. It is also an employment generating industry, hence, deserves the goodwill and patronage of both private and public sectors. To support and uplift this indigenous craftsmanship, IMPAR invites ideas and suggestions over 'How to preserve and promote the country's handloom sector that is a means of livelihood in rural and suburban areas”.

On July 16, 2021, IMPAR expressed its grief over the loss of Danish Siddiqui and recalled his contributions in the field of photojournalism.
