INTRODUCTION
FOSTER aims to set in place sustainable mechanisms for EU researchers to FOSTER OPEN
SCIENCE in their daily workflow, supporting researchers optimizing their research visibility and
impact and the adoption of EU open access policies in line with the EU objectives on Responsible
Research & Innovation.
More specifically, the FOSTER objectives are to:
• Support different stakeholders, especially young researchers, in adopting open access
in the context of the European Research Area (ERA) and in complying with the open access
policies and rules of participation set out for Horizon 2020;
• Integrate open access principles and practice in the current research workflow by
targeting the young researcher training environment;
• Strengthen the institutional training capacity to foster compliance with the open access
policies of the ERA and Horizon 2020 (beyond the FOSTER project);
• Facilitate the adoption, reinforcement and implementation of open access policies from
other European funders, in line with the EC’s recommendation, in partnership with
PASTEUR4OA project.
As stated in the project Description of Work (DoW) these objectives will be pursued and
achieved through the combination of 3 main activities: content identification, repacking and
creation; creation of the FOSTER Portal; delivery of training.
The training programme, managed by Work Package (WP4), must assure regional/country and
disciplinary diversity, consider the different training approaches, with a focus on training trainers
(or multipliers), and use the content provided by WP2 and the platform provided by WP3. Within
this training programme at least five self‐learning courses, at least five moderated elearning
courses and at least 20 face-to-face training events for academic staff and students, research
administrators and librarians, research project managers and staff working in funding bodies.
The training programme and calendar will be organized and managed in two parts, according to
the duration of the project. The first part, described in this document, concerns the training
activities that will occur in 2014, and will be focused on face-to-face training, especially
community training events selected on the first open training call issued at the project kick-off.
The second part, for the period of 2015, will combine face-to-face with elearning and self-
learning, all supported on the FOSTER portal, and will include a new round of community training
events selected on the second open training call (to be issued in October 2014), with courses
and other events directly organized by the FOSTER consortium, based on the identification of
training needs and opportunities and also suggestions and feedback from the community.
The axis of analysis considered in the definition of the training programme, both for community
initiatives and courses organized by FOSTER, are represented in following graphic:

Stakeholders – As defined on the project description, the key target audience are: academic
staff (researchers and students), institutions (administrator and librarians), research project
managers and policy-makers.
Topic – The three main topics considered are: Open Science; Open Access and Open Data
Training approach – The different training approaches considered are local training, blended-
learning and e-Learning (that includes self-learning and moderated courses),
Cost – The axis cost is only analysed when applying to the course calls or when partners of the
project participate based on the available budget.
This document is organized in three main sections describing the training programme. In the
first section the results of the first Call for hosting FOSTER training events are described. The
second section refers to the courses directly organized by FOSTER, and in the last section we
present a general overview and analysis of all the training events attached to FOSTER already
planned for 2014. The detailed calendar of those events is inserted at the end.

COMMUNITY COURSES (SELECTED COURSES FROM CALL 1)
In February 2014 FOSTER project announced an open call to host FOSTER training events on
open access, open data and open science from June to December 2014. The aim of the call was
to support different stakeholders, especially young researchers, in practicing open access, open
data sharing and open science.
45 training proposals have been submitted from 19 countries (Austria, Belgium, Bulgaria,
Croatia, France, Germany, Greece, Hungary, Lithuania, Malta, the Netherlands, Poland, Portugal,
Serbia, Slovakia, Slovenia, Spain, Switzerland and the UK).
The evaluation and selection process of the received proposals was based on the following
criteria:
- Aims and topics of the proposed events, targeting open access and open science
practices, in particular in relation to publicly funded research in Horizon 2020 and
national funding schemes;
- Outreach potential (number of relevant stakeholders directly involved on the training
event);
- Potential for “multiplication” (institutional or disciplinary) of train the trainers
programmes;
- Level of engagement with Graduate Schools and embedding in standard curriculum;
- National/regional diversity;
- Disciplinary diversity;
- Cost-efficiency.
The evaluation process was conducted in two stages. In the first stage PSC members and task
leaders from WP4 (CSIC, DTU, EIFL, HATII-DCC, LIBER, UGOE and UMinho) have
independently evaluated and scored each proposal.
In the second stage, after collecting the individual evaluations, and producing a global evaluation
score, resulting from the mean of the individual scores, an online meeting was held to discuss
the evaluation of each proposal, harmonize and consolidate it, and, taking into consideration
the financial limit of 100.000,00€ for supporting courses in the first call, select the proposals that
will receive funding.
Resulting from this process, 19 proposal from 14 countries (Belgium, Bulgaria, Croatia, Denmark,
France, Germany, Greece, Hungary, the Netherlands, Poland, Portugal, Slovenia, Spain and the
UK) were selected. These 19 training proposals involve a total of 66 initiatives, as some of them
are series of courses.
With this level of community support and participation the FOSTER training programme for 2014
will encompass a significant number (almost doubling the initial goal) of both engaging and
instructive events, reaching out to diverse disciplinary communities and countries in the
European Research Area.

SELECTED COURSES BY TOPIC
The analysis of the training topics included in the selected proposals reveals that there is a wide
coverage of the topics identified as relevant by the FOSTER project. Not surprisingly Open Access
and Open Data are the most frequent topics, but Open Science in general, and Funder
Compliance particularly related with the compliance to the H2020 policy.

COST OF SELECTED COURSES
The budget allocated for the first call for training events, corresponding to 2014, was
100.000,00€. The total cost of the financed courses is 96.641,13€. This budget has been
allocated to support 19 proposals/66 training events on open access, open data and
open science from June to December 2014. The cost of the selected proposals ranges
from 1.000,00€ to 9.500,00€.

OTHER TRAINING EVENTS
FOSTER project will also organize or participate in other training activities in line with the project
objectives.
The following events are planned in the coming months:
“OA to EGI (European Grid Infrastructure) research outputs” - Workshop in collaboration
with OpenAIRE project, about OA requirements in H2020, what new projects need to do to
comply with those requirements and the services available within EGI through OpenAIRE to
implement them. Further information is available here and here.

- Training for H2020 EC Project Officers “OA Requirements to publications and research data
in Horizon 2020”. This training initiative explains the context, role and importance of Open
Access in the ERA, provides detailed knowledge on the requirements of the open access
mandate to publications and open research data pilot in Horizon 2020. It will help Horizon
2020 project coordinators/participants on the compliance with publications mandate and
open research data pilot.

(EFPSA) at the Joint Executive Board and Member Representatives meeting (100 psychology

It is likely that more training activities will occur until the end of 2014, particularly attached with
public events or conferences.

Considering the stakeholders addressed by these training activities, the distribution is quite
different from the one resulting from the community call, with a strong focus on Funders and
Project Managers.

GLOBAL ANALYSIS
Considering the overall training programme, including the courses resulting from the first
community call, and the other training initiatives already planned, it seems a well-balanced
programme, with a wide geographical coverage, reaching out to the main stakeholders, and
addressing all the relevant topics, as shown below. So, overall, the training programme for 2014
is very appropriate and aligned with the project mission and objectives.
There is a large number of “traditional” training (courses/workshops with presentations), but
there are also several innovative and interesting approaches like the two day courses for trainers
on five academic centres in Poland or the 19 workshops organized by the Ruđer Bošković
Institute from Croatia with a big potential of multiplication.

CONCLUSION
The FOSTER training programme for 2014 meets, and even goes beyond in some aspects, the
initial objectives settled on the Description of Work. With 28 training initiatives (totalling more
than 75 training events/courses), taking place in 17 European countries, the training programme
of 2014 only, already achieves the two year objectives for face-to-face training (20 courses).
The 2014 training programme, not only provides regional/country and disciplinary diversity, but
has also a big outreach potential, with the direct involvement of several hundreds of
participants, which in some cases will be able to multiply the training to their institutions and/or
communities, reaching out to even a bigger audience of participants on the European Research
Area.
The FOSTER training programme for 2014 includes significant training actions for all the
relevant stakeholders initially identified, with a strong focus (according to the project
objectives) on researchers, especially young researchers.
Based on the evaluation of the training activities of this initial training programme, and on the
results of the second call to the community to host/organize FOSTER training events which will
be released in October, a new and updated training programme will be prepared by the end
2014, for the training activities to be carried out in 2015.
The 2015 training programme will try to reach to some important countries (like Italy), not yet
covered on the 2014 programme, and will use the FOSTER portal (provided by WP3) not only to
support the distance training courses and activities (e-learning and self-learning courses) but to
complement and enrich the face-to-face activities as well.
