Saying "no" to the Const i tu t ion i s , in t h i s con tex t , not a nega­t i v e ac t i on . I t is not a l i gn ing ourselves w i th the HSP and the CP, who want to keep things as tney are. Is i t going to end ^as$ removals and s tarva t ion in resett lement camps? I s i t going to mean an end to the war in Namibia where we Are expected to f i g h t ?

So, in the forthcoming re fe r ­endum, i t is not enough to vote ' n o " . A f te r a l l , what r i g h t does a "whites only* referendum have to decide on the fu ture of our country? While seeing that i t i s important to demonstrate that the government does not have the support o f even i t s own power-base - the white e lec tora te - we must see fu r the r than t h i s . I f we are committed to real democracy, and not a —

A PROGRAMME OF ACTION Every person in South A f r i ca

[opposed to the new c o n s t i t u ­t i on and Koornhof B i l l s , should beccwe involved in the United Democratic Front 's nationwide campaign," said Hr Andrew Boraine. He was [speaking a t a Student Committee Against the Hew Const i tu t ion (SCANC) seminar l as t Wednesday.

Boraine, a past-NUSAS Pres i ­dent and UCT SRC v i c e -pres ident , ou t l ined four major aims of the UOF.

586 organisat ions p a r t i c i ­pated i n the UOF's nat ional launch. These Bust be uni ted on a nat ional leve l t

in working fo r democratic change in South A f r i c a . A l l groupings need to be Strengthened both organis­a t i ona l l y and numer ica l ly .

The UDF w i l l provide educa­t i ona l input to i t s a f f i l ­i a t e s , l i n k i n g grassroots problems to broader p o l i t i ­ca l issues.

H i s t o r i c a l l y , democratic leaders have been detained o r banned. For t h i s reason, the UDF w i l l systemat ica l ly t r a i n new leadership.

Every­body wants reform, and they are j u s t la tch ing onto any­th ing tha t is labe l led " r e ­fo rm* . They are also naive enough to th ink that blacks w i n be included a t a l a t e r stage.

SCANC: What do you fee l about the current newspaper camp­aign and the fac t that the Afr ikaans press won' t publ ish PFP advertisements? ANDREW: We're ohviously very b i t t e r , as the t n g l i s h press is p laying i t ' s t r a d i t i o n a l l i b e r a l ro le by publ ish ing a l l s ides, whereas the A f r i k ­aans press only publishes "Yes" adver ts . This proves ^o us tha t the Afr ikaans pres s con t ro l l ed by the National

SCANC: What do you see as the PFP's and parl iamentary oppos i t ion 's ro le in the new cons t i t u t i on? ANDREW: We c a n ' t decide that t i l l a f t e r the referendum, but i t w i l l be discussed at the Federal Congress in November.

WHOSE FUTURE? •We're here to s tay . Don't throw our fu tu re away- i s o l i n e f a m i l i a r to most o f us by now. The government's campaign fo r a "Yes" vote i n the November 2 referendum has been advert ised exten­s i ve l y in a l l major news­papers.

The government i s spending m i l l i o n s in i t s adver t i s ing e f f o r t which i s being run by Compton. This company i s c l ose l y l i nked t o Saachi & Saachi wtio ran Maggie Thatcher 's e l e c t i o n ' i n B r i t a i n . This was one of the nost successful campaigns

i n B r i t i s h h i s t o r y .

The s t ra tegy being fo l lowed uses s t r i k i n g adver ts , posing questions and answer­ing them i n government terras. "The government is se t t i ng i t s e l f up as the great l i b e r a l i n s t i t u t e " said Hike Loewe, co -ed i to r o f VARSITY, "The r igh t -w ing i s shown t o be narrow-winded and the le f t -w ing as m i l i t a n t and ext remis t . The l e f t ideal i s propagated t o be chaos and anarchy."

Beyond the adver t i s ing camp­a i g n , c e r t a i n newspapers are

openly advocating a "Yes" vote i n t h e i r e d i t o r i a l s . Recently the Sunday Times adopted t h i s approach. With i t s massive readership, the Sunday Times is a major f a c t ­or in the determinat ion of publ ic op in ion . Financial Hai l , The Da i l y Oispatch, Natal Mercury and Bloemfontein Friend are examples o f other pub l i ca t ions support ing the "Yes" vo te .

As the referendum draws near­e r , newspapers and other organisat ions are beginning t o show t h e i r t rue colours as they choose which side of the fence to s i t on.
